Ninh Thuan lies in the south of the central coastal provinces. However, it is classified into the category of the southeastern provinces due to socio-economic development relations in recent years. The province is recognized to be a land of Cham culture with typical Cham tower structure, scorching hot sand hills, and arid fields, which are named the “Wild West” of Vietnam. Ninh Thuan is also famous for beautiful landscapes such as Ninh Chu Beach, Ngoan Muc Pass, and Vinh Hy Bay, etc. The province ranks the top-1 in salt production with an output of 130,000 tons/year by large plants of Ca Na, Phuong Cuu. 2 Locating on the monsoon tropical weather with less rainfall and storm but abundant sunshine and wind, Ninh Thuan is appropriate to become a national center of clean power development, salt manufacturing, large scale production of neem trees (Azadirachta indica A. Juss), grapes, rearing cow, goat, sheep and breeding of high quality shrimp and sheep. The density is highest at Phan Rang – Thap Cham City (2,049 inhabitants/km² and lowest in Bac Ai District (24 inhabitants/ km²). The average population growth is 12,1‰. The numbers of urban and rural population are respectively 205,200 (accounting for 36%of the provincial population) and 363,800 (64%.)

Climate7 Ninh Thuan has a typically tropical monsoon climate with features of drought, heat, much wind, and strong evaporation from 670 – 1,827 mm. Consequently, the weather is clearly divided into two distinct seasons: the rainy season from September to November and the dry season from December to September of the following year. The annual average rainfall is 700 – 800 mm in Phan Rang and increases by mountain elevations. The humidity is 75-77%. The annual average temperature is around 26-270C. The radiant energy is about 160 kcal/cm2 /year. While the southwest monsoons bring rains to the Mekong Delta, the Southeast Region, and the Central Highland, Ninh Thuan could not receive rainfall because the mountain system in the Central Highlands and Binh Thuan Province prevent the monsoons from landing in the province. The same phenomenon occurs with the northeast monsoon. Consequently, Ninh Thuan becomes the hottest and driest region in Vietnam. The climate features create difficulties for the locals’ production and living but favorable conditions to develop some specialized plants and animals of highly economic value such as grape, sugar-cane, onion, garlic, tobacco, cow, and goat, etc. 3 Resources8 3.1 Land resources The soil resource of Ninh Thuan is little. Majority of land is mountains and hills having steep slope and thin soil layer mixed with rock. The total area of land suitable for agriculture is about 101,800 ha of which 60,400 are being cultivated. The total forestry land is about 200,000 ha of which 157,300 ha has been used unitil 2000. The expandable forestry area is about 50,000 ha. The area of unused land and rivers, streams, treeless rocky moutains is 104,100 ha, of which 19,200 ha is even and flat soil. However, only 17,000 ha of this soil type can be used to plant food crop and annual plants. Over 72,500 ha of hilly untapped soil can be used to plant about 60,000 ha of forest and perennial trees. The unused water surface is about 800 ha, 700 ha of which can be used for fish farming. 3.2 Water resources + Sea The coastal region comprises many gulfs and lagoons which are suitable for tourism and aquaculture development. There are three estuaries, namely Dong Hai, Ca Na, and Khanh Hai along the 105-km coastline of Ninh Thuan. The maritime territory is 18.000 km2, one of the four largest and richest fishing fields in Vietnam, having many potentials for tourism and fishing industry development and maritime mineral exploitation. There are over 500 species of fish, shrimp, including many valuable species such as grouper, snapper, mackerel, tuna, lobster, squid, cuttlefish, etc. and a rich bio-system of coral with over 120 species. The total reserve of fish and shrimp is about 120,000 tons, including 70,000-80,000 tons of ground fish and 30,000-40,000 tons of surface fish. The exploitable capacity is about 50,000-60,000 tons a year.

Situated in the high temperature and intense radiant area, Ninh Thuan possesses favorable conditions for industrial salt production. The area for salt production may reach 3,000 – 4000 ha, focussing in areas of Vua Lagoon, Ca Na, Quan The, and the coast of Khanh Hoa Townlet. The yearly output may reach 400,000 – 500,000ton. + River 9 There are abudant rivers and streams in Ninh Thuan. The total basin area of main rivers is 3,600 km2 and their total length is 430 km, including the following two main rivers: - The system of Cai River in the south: the largest comprises the Cai River and its tributaries

of Tra Co, Sat, Cho Mo, Dau, Than, Quao, and Lu. The total basin area is 1,929 km2 and the total length is 246 km.

- Rivers in the north are short, rising and ending within the province. They comprise the rivers of Trau, Ba Rau, Quan The, etc.

In general, the system of river of stream has small basins with narrow rivers. The water source is unevenly distributed by time and area, concentrating mainly in the south and the center of Binh Thuan. There is a serious shortage of water in the north and the coastal area. The underground water is scarce and saline. There are 12 reservoirs containing 137 million m3 of water and 76 dams which can irrigate 35,150 ha, ensuring water supply for 40% of total agriculture land. The province will build many large-scale irrigation works such as Tan My Reservoir, two rivers of Than and Bieu with a volume of 350 million m3 to meet water demands of industry, agriculture, and living. 3.3 Mineral resources The mineral resourrces are relatively abundant in Ninh Thuan, including metal minerals such as wolfram and molybden in Krông Pha, Dat mountain (4,000 tons), tin in Dat mountain (24,000 tons). Titan is found the coastal region with reserve of millions of tons. Non-metal minerals include crystal quartz in Cha Bang mountain, Mo Thap I, Mo Thap II, granite, glass sand in Thanh Tin, limestone, clay in Vinh Thanh, etc. Quart minerals are found in Ca Na, Vua lagoon. Raw materials for producing construction materials comprise granite with total reserve of about 850 million m3, lime mortal with reserve of about 1.5 million m3; coral-originated limestone concentrated in Son Hai, Ca Na, My Tuong, Thai An with reserve of about 2.5 million ton of CaO; ingredient clay, construction stone, etc. The mud mineral recently discovered at Suoi Da Village, Loi Hai Commune, Thuan Bac District has a very good quality, containing no toxic chemical with reserve of over 30,000 tons. 3.4 Forest resources The forest covers 46.8% of the provincial area, being significantly important for socio-econommic development and improvement of ecological environment Ninh Thuan province. The land of natural forest comprises 157,300 ha, planted forest 5,000 ha with wood reserve of 11 million m3 and 2.5 million plants of bamboo and Neohouzeaua (a kind of bamboo). The respective area and wood reserve of production forest and preventive forest are 58,500 ha, 98,900 ha and 4.5 million m3, 5,5 million m3.

3.5 Tourism resources10 Situated in the key tourism triangle of “Da Lat – Nha Trang – Mui Ne (Binh Thuan Province), Ninh Thuan is recognized as one of national key tourist sites to the year 2020 by a Prime Minister’s decision. There are beautiful beaches such as Ninh Chu, Ca Na, Binh Tien, Binh Son, Vinh Hy, etc. and many rivers and streams that can serve tourism purpose such as Vang Spring, Tien Fall. Ninh Thuan constitutes many antique architectural buildings of the Cham people and a great deal of Cham unique traditional handicraft villages. Three Cham towers which were built about 400 – 1,100 years ago comprise Hoa Lai Tower (Triple Towers), Po Klong Grai Tower, and Po Rame Tower (in Ninh Phuoc). Traditional villages include Bau Truc porcelain handicraft and My Nghiep brocade. The topographic diversity has created many unique landscapes such as Ngoan Muc Pass, Vinh Hy Bay, and hot water spring, etc. which are favorable for establishing cultural tourism sites, sports, motorcycle racing. Besides, there are two eco-tourism sites, i.e. Nui Chua National Park and Phuoc Binh National Park.

3.6 Human resources12 The population was 565,000 in 2005, of which 310,000 are at working age, accounting for 54.3%, increasing to 365,700, accounting about 64% of the total population, in 2010. The proportion trained laborers is about 40%. The labor structure is divided as follows: (i) in agriculture, forestry, and aquaculture: 51.99%, in industry and construction: 15%; and in service: 33,01%. According to statistics from the Ninh Thuan Provincial Department of Labor, War Invalids and Social Affairs, currently there are 18 vocational training institutions, including 12 public vocational training institutions and six private training establishments. Each year, about 9,000 employees in the province are trained in working skills at all levels. In 2013, Ninh Thuan complete the long-term training plan for 1,000 workers at vocational school and college levels, and also the short-term training plan for 8,500 workers (including 4,000 rural workers). It is expected that 70 % of the trainees can find employments after taking the courses. Ninh Thuan will prioritise training activities in electricity, engineering, electronics, manufacturing, and clean energy development. In addition, it will also focus on training managers, tourism staff, scientific and technical workers, and industrially skilled workers. The province has had human resources training plans for two nuclear power plants in the locality, including training 2,750 nuclear power professionals and 5,250 employees. The total number of employees trained for the six industries would reach around 129,000 by 2015, accounting for 44.6 % of the total number of employees working in the province; and around 201,000 by 2020, accounting for 56.4 %. 4 Education and health care 13 4.1 Education Until September 2011 the universal education of Ninh Thuan comprises 288 schools, including 18 high schools, 63 secondary high schools, 147 primary schools, and 110 kindergartens. The system of general education as well as boarding schools has been set up at all districts and townships. There are other training schools such as Ho Chi Minh City Agriculture and Forestry University Branch, Teacher Training College, Political School, Center No. 2 of High School for Irrigation Works, Vocational Intermediate School, and district-, city-level centers for vocational education. 4.2 Health care Please see Annex 2: Health data 2005 – 2011, page 18 According to statistics of the Department of Health in 2011, there are 80 health care facilities under its management. At the provincial level, there are 6 hospitals, 7 regional polyclinics, and 65 health stations at commune and ward levels, 1 hospital of convalescence and functional rehabilitation. Total number of patient bed is 1,565. Total number of medical staff is 298 doctors, 454 assistant physicians, 482 nurses, and 209 midwives.

5 Infrastructure 5.1 Transportation Ninh Thuan is located along Vietnam's main north-south corridors. NR no. 1A as well as the North–South Railway run through the province. Ninh Thuan's main railway station is at Thap Cham. There are also two smaller railway stations: Ba Rau in Thuan Bac District in the north and Ca Na near the southern border. Phan Rang is connected to Da Lat by NR no. 27 via Ngoan Muc Pass. There used to be a railway serving the same route, but it has not been in use since the start of the Vietnam War. NR no. 27B links Ninh Son of Ninh Thuan with Cam Ranh City, running through Bac Ai District. - Roads The traffic network in Ninh Thuan is relatively convenient. Phan Rang – Thap Cham City is the regional important traffic communication. The province is located in 3 main communication axis which are NR no. 1A of north-south direction, NR no. 27 A to Da Lat City (110 km) and the south of Central Highlands, NR no. 27B crossing Bac Ai District to Cam Ranh City (50 km), Khanh Hoa Province, and the north-south railway. Its distance from Nha Trang City is 105 km to the north, from Phan Thiet City: 150 km, HCMC: 150 km to the south. 100% of communes are accessible by cars. + Railways Thap Cham railway station is at Do Vinh Ward, 5 km from Phan Rang – Thap Cham City. Trains stop at the station are - From Hanoi and northern provinces/cities: SE1, SE5, SE7, TN1. - From HCMC and southern provinces/cities: SE2, SE6, SE8, TN2. Local trains - From HCMC to Nha Trang City: SN4, SNT2, SN3, SNT1 - From HCMC to Nha Trang City: SQN2, SQN1 - From HCMC to Hue City: SH1, SH2 + Waterways There are three fishing ports, including Dong Hai with a 265-m pier, Ca Na: 200-m pier, in the south of Ninh Thuan, and Ninh Chu: 120-m pier, in Ninh Hai District. My Tan fishing station is a shelter for about 2,000 fishing boats, being capable to accommodate 500-HP ships. In addition, Doc Ham – Ca Na cargo terminal is planned to be a deepwater port in the central region with a loading capacity of 15 million tons a year. + Airways There is no airport in Ninh Thuan. The nearest commercial airport is Cam Ranh International Airport in Khanh Hoa Province. 5.2Electricity and Water14

+ Electricity The provincial power is from the 220 KV, 110 KV national grid. Da Nhim hydropower plant with a capacity of 160 MW directly provides power to the grid. Besides, there are other power supply from hydropower plants of Song Pha with a capacity of 7.5 MW and Song Ong with a capacity of 8.1 MW. The national power grid has been connected to all provincial communes. + Water supply Four water plants supplying 84,000 m3/day-night comprises Phan Rang – Thap Cham (52,000 m3/day-night), Ca Na – Phuoc Nam (30,000 m3/day-night), Tan Son - (1,000 m3/day-night), Phuoc Dan (1,000 m3/day-night). There are more than 60 water supplying systems from surface and underground water resources with a capacity of 50-500 m3/day-night, and some water projects serving 148,000 people. The rate of urban and rural people using fresh water is 90% and 79% respectively. 5.3 Communications The telecom network has been modernized to ensure domestic and international communications with a high speed and a wide band Metropolitan Area Network (MAN). The total number of telephone subscriber until 2012 is 130,646, reaching 22,6 telephone sets/100 people. 6 Economy 15 Ninh Thuan is southern Vietnam's poorest and least industrialized province. Nominal per capita GDP was 6.66 million VND in 2007, half of the national average and 56% of the South Central Coast's average of 10.8 million VND. Ninh Thuan has also been the only province in the southcentral coast with an average annual GDP growth rate of less than 10% from 2000 to 2007 - at 9.4% compared to the region's average of 11.2%. While its industrial growth has been slightly above the region's average at 16.4%, it started from a very low base and therefore contributed little to overall growth. Growth in services has been at 9.8%, significantly below the region's average, while agriculture, forestry and fishing have grown at an average rate of 6.7%, somewhat higher than the average. The provincial econmy has transformed actively in many aspects in recent years. The average economic growth in 2006-2012 was 10.3%. The average GDP per capita in 2012 was 19.1 million VND, filling the gap with that of the nation, from 50% to 62% in 2012. The economic structure has transformed appropriately, the proportion of agriculture and aquaculture was 37%, reducing 0.79% as of 2005, industry and construction: 22.3%, increasing 1.9% as of 2005, and service: 38.4%, reducing 0.3%. The budget revenue has increased considerably, from 883.7 billion VND in 2010 to 1,158.9 billion VND in 2011 and 1,320 billion VND in 2012, five times more than that of 2005. Every year the province provides about 14,000 jobs for laborers. The poor household rate has reduced from 21.29% in 2005 to 11.2% in 2012. 6.1 Economic results implemented in 201116

Ninh Thuan's agriculture is mostly based on rice. 33,400 ha out of a total of 70,000 ha were used for the cultivation of rice, followed by maize with 14,200 ha. 173,200 tons of rice and 36,300 ton of maize were harvested in 2007, accounting for 0.5% and 0.9% of national output. The most important cash crop is tobacco. It is grown on 1,300 ha (as of 2007) in the central part of the province west and north-east of Phan Rang with an output of 3,300 tons, or 10.3% of Vietnam's total output. The province also harvested 200 ton in 2007, 1.2% of the national total. Other agricultural products that Ninh Thuan produces in large quantity are grape (in 2 districts of Ninh Phuoc and Thuan Nam), onion, and garlic (in Phan Rang – Thap Cham City and Ninh Hai District). Other less significant crops include cashew nuts, sugar-cane, peanuts, and coconuts. Despite the large forests of the province, there is little commercial use of forest resources. Gross output of the forestry sector was 23.7 billion VND, accounting for only 1.8% of the South Central Coast, and therefore even less than Da Nang City. Much of the province's forests are protected as part of Nui Chua National Park and Phuoc Binh National Park. Ninh Thuan's fishing gross output was 1,138.8 billion VND in 2007, 1.3% of Vietnam's output and therefore more significant in a national context than agriculture. It has grown at an average of 11.7%, far exceeding agricultural growth and making it one of the fastest growing sector's of the economy. As of 2007, there were 589 offshore fishing vessels registered in the province. 6.3 Export and import 18 + Export The export value has decreased from 65,391 thousand US$ in 2008 to 40,753 thousand US$ in 2009 (reduction of 37.68%). However, the figure has increased to 46,464 thousand US$ in 2010 and 70,288 US$ in 2011. Main export markets are Asia, Europe, American, and Oceania. + Import Similarly, the import value has decreased from 25,774 US$ in 2008 to 9,696 US$ in 2009. The figure has increased to 19,096 US$ in 2010 and 20,000 US$ in 2011, an increase of 10.96 as of the previous year. Main import products are machinery and equipment, materials for production. 6.4 Tourism 19 Despite of being granted with many beautiful lanscapes and famous vestiges, the provincial potential of tourism is still in the “crude” form. Despite of yearly progress in tourist activities, the total number of visitors to Ninh Thuan was only 820,000 in 2011. According to data of the Provincial People’s Committee, the total visitor to Ninh Thuan in 2012 was 950,000, an increase of 16% as of 2011. The result is built on many promotion programs, tour price reduction, tourism quality increase, and coordination to properly manage tours.

6.5Industry 20 Ninh Thuan has a very small industrial sector, with a gross output accounting for only 2% of the South Central Coast's total. Industry contributes 1.3 million VND to the GDP per capita, compared to an average of 4.4 million VND for the region. The province's industrial products are mostly basic processed food and seafood products (frozen aquatic products, fish sauce, shelled cashew nuts) and processed raw materials (stones, bricks, salt). However, the industrial sector's growth of 16.4% has enabled it to absorb much of Ninh Thuan's labor force growth by increasing industrial employment from 14,900 in 2000 to 43,700 in 2007 - although this employment growth has been overshadowed by the service sector, which created 57,300 additional jobs in the same period despite its slower growth. + Power industry: Nature has endowed Ninh Thuan with perfect conditions for the power

industry, especially renewable energy. The provincial coastal areas are good sites to set up wind farms and solar panels thanks to its high wind speed, long daylight hours and high level of solar radiation. According to the provincial master plan for socio-economic development until 2020, Ninh Thuan will be the centre of clean energy for Vietnam. Along with nuclear energy, the province will develop wind and solar energies to ensure national power security and protect the envilronment. As a result, Ninh Thuan is attracting large number of investers in the power sector.

+ Processing industry: Ninh Thuan has developed the processing industry in the direction of integrating into global economy with strong brand name and participating in the global supply chain.

- Industrial salt and chemical substance production: Ninh Thuan has huge advantages in geographic conditions for the industry. With dry climate, large areas of arid land and low rainfall, the province’s salt production is growing with increased productivity and better quality.

- Mineral water industry: Ninh Thuan possesses 2 mineral large scale water resources in 2 districts of Ninh Son and Ninh Phuoc which are perfect for mineral water production. These sites are also favorable for tourism development wich such services as mub bathing, relaxation and medical treatment.

- Granitic stone processing: this kind of stone has a substantial and open-cast reserve in sizable form, which is convenient for exploitation and transport. It can be processed to serve domestic construction and export. Consequently, Ninh Thuan advocate ain investment luring policy for large-scale processing of granitic stone.

- Agrilculture and forestry product processing industry: the province's industrial products are mostly basic processed food and seafood products (frozen aquatic products, fish sauce, shelled cashew nuts) and processed raw materials (stones, bricks, salt). Ninh Thuan also develops grape cultivation and the production of grape wine with capacity of 60,000 – 65,000 tons per year. Other inputs for processing include sugarcane, neem trees (Azadirachta indica A. Juss), cotton seed, cattle meat and poultry. To ensure the input for the processing industry, Ninh Thuan has developed land, water resources and irrigation system and promoted local processing facilities with the purpose to lure investment into these sectors.

6.6 Investment + Domestic investment 21 Ninh Thuan has attracted a large investment amount in 2006 – 2012. The total investment capital in 2012 reached 5,909 billion VND, increasing 3.2 times as of 2006. The non-State sector’s invesment has increased rapidly, accounting for 56.88% of total investment capital in 2012, increasing 18.3% as of 2006. - Atomic plant project in Ninh Thuan In February 2006 the government announced that a 2,000 MWe nuclear power plant should be on line by 2020. This general target was confirmed in a nuclear power development plan approved by the government in August 2007, with the target being raised to a total of 8000 MWe nuclear by 2025. A general law on nuclear energy was passed in mid 2008, and a comprehensive legal and regulatory framework is being developed. Since October 2008, two reactors total 2,000 MWe have been planned at Phuoc Dinh Commune in the south of Ninh Thuan. A further 2000 MWe was planned at Vinh Hai Commune nearby. Both locations are based particularly on geological suitability on the coast. A high demand scenario would give 8,000 MWe in 2025 and 15,000 MWe (10% of total) in 2030 at up to eight sites in five provinces. Four more units would be added to the first two sites, then six more at three or four central sites in provinces of Quang Ngai (Duc Thang or Duc Chanh), Binh Dinh (Hoai My) and Phu Yen (Xuan Phuong). These, plus Ky Xuan in the northern Ha Tinh province, remained proposals in mid 2011. - There are 229 projects invested by various economic sectors in Ninh Thuan so far with an investment capital of 98,361.6 billion VND, comprising: * 192 projects granted with investment certificates, capitalised at 51,347.1 billion VND (25

FDI projects, capitalised at 20,243 billion VND, 26 projects in industrial parks and industrial clusters, capitalised at 5,739 billion VND.

* 37 projects were approved for site selection, capitalised at 47,014.5 billion VND, including 4 FDI projects.
