3Nine Elms on the South Bank

TOURSAfternoon walking tours will be led by local councillors and other stakeholders where possible. All delegates can pick one tour from the options below, your delegate badge will indicate which tour you have been allocated to. If you have not been allocated a tour, but would like to go on one, please contact staff at the reception desk.

Tours will leave from the reception of The Oval Cricket Ground at 13:50. All tours are on foot, please wear sensible footwear. Please have your coats and bags ready as we will not be returning.

This tour will explore the sites to the east of The Oval. Delegates will hear from St. James on the vision for Vauxhall Embankment as well a project update from KPF on One Nine Elms. Barratt and Sainsbury’s will provide insight into the Sainsbury’s Nine Elms Scheme. This tour will also incorporate New Bondway with a contribution from Citygrove and McLaren as well as GL Hearn, who will discuss Keybridge House.

This tour will conclude at Newport Street Gallery, which is just a short walk from Vauxhall Underground and Rail Station.

After exploring New Covent Garden Market and hearing a project update from Covent Garden Market Authority and SOM, the delegates will visit the River Path before touring Embassy Gardens where Arup Associates and FCB Studios will provide insight into their developments. St. James will give an overview of Riverlight together with Rogers Stirk Harbour + Partners before going to the Nine Elms Parkside site and Battersea Power Station for a project update from Fosters + Partners.

This tour will conclude at Battersea Power Station, which is a short walk from Battersea Park Rail Station.

This tour will explore the exciting cultural interventions across the developments. Delegates will get an exclusive insight into the cultural strategy for the area from Susie Gray, Arts Partnership Manager; visiting sites such as Vauxhall Pleasure Gardens, Hugo Bugg Garden, and the River Path. Network Rail will provide an update on their strategy for the area and Covent Garden Market Authority will also host a tour of New Covent Garden Market. The tour will end at StudioRCA with a tour of Riverlight from St James before Mark Davy from Futurecity updates delegates on new public art projects.

This tour will conclude at Riverlight, which is a short walk from Battersea Park Rail Station.

HELEN FISHERProgramme Director, Nine Elms on the South Bank

Helen reports to the Nine Elms Vauxhall Strategy Board, leading the redevelopment of 195 hectares of central London, and overseeing the UK’s largest development programme. Helen has a focus on the planning and delivery of a placemaking agenda, liaising with local businesses and community groups as well as with the local authorities and development partners. Helen has over 20 years urban regeneration experience. Prior to moving to Nine Elms in 2012, she was Project Director for Newham’s multi-billion pound redevelopment of Canning Town and Custom House.

PAM ALEXANDER Chair, Covent Garden Market Authority

Pam has had a long career in housing, regeneration, economic development and government. Pam is also a Non-Executive Director of Crest Nicholson plc, Chair of Cabe at the Design Council, a Trustee of the Design Council and of Brighton Dome and Festival, a Director of the Academy of Urbanism and a member of London Mayor’s Design Advisory Group and the New London Architecture Sounding Board. Pam was previously Chief Executive of SEEDA and of English Heritage, and Chair of Peabody.

JOHN BUSHELL Principal, KPF

With more than 20 years’ experience, John has led the design and delivery of a diverse range of projects in the UK and overseas. In London, John has transformed established structures and introduced new ones, realising the potential of each site whilst contributing to the evolution of the city’s urban fabric. Current projects include One Nine Elms, a luxury hotel and residential scheme which will be the tallest building in the Nine Elms cluster; and South Bank Tower, a residential-led, mixed use scheme which transforms a 1970s building, situated on the Southbank.

BIOGRAPHIES

TIM CRONINHead of Planning & Development, Wandsworth Council

Tim is the recently appointed Head of Planning and Development at Wandsworth Borough Council. Previous to this Tim was Head of Development Management at both the London Boroughs of Wandsworth and Camden. Working in both the Regeneration Team and Development Control at Southwark Council in the 1990’s, Tim has worked or managed the full range of planning roles across three inner London boroughs. These range from working in the Bankside Regeneration Team during the 1990’s which experienced significant growth in cultural attractions through to assisting on aspects of the King’s Cross development and now the Nine Elms regeneration.

MARK DAVYFounder, Futurecity

Mark set up Futurecity in 2007 to respond to the burgeoning interest in culture and placemaking. Under his stewardship the agency now has around 30 clients across the property sector and around 150 live projects, from cultural planning supporting the regeneration of towns and cities; cultural programmes designed to provide identity and vision for brownfield sites and ambitious public art projects. Mark is a Fellow of the Royal Society of Arts, the Academy of Urbanism and a Research Fellow at the University of the Arts London.

OLIVER DE CHALUSDevelopment Director, Citygrove

Oliver is a Development Director at Citygrove Securities responsible for securing projects, occupier liaison, leasing and project implementation. Developments of note include a headquarters office building for St James’ Place in Cirencester, completed in 2007, with construction of Phase II planned to commence in 2015 and the development of 145 residential units in Eltham which Citygrove is working on with on a JV basis with Galliard Homes. He is jointly responsible for the delivery of New Bondway London - a joint venture between Citygrove and McLaren Properties.

CLLR RAVI GOVINDIA Leader, Wandsworth Council

Ravi is the leader of Wandsworth Council and has served the authority as a Conservative councillor since 1982. A barrister by profession, during his local government career he has specialised in planning, housing, economic development and regeneration and played a key role in the redevelopment of Wandsworth’s industrial riverside and the ongoing transformation of Nine Elms on the South Bank. This ambitious project is underpinned with a £1bn Government guarantee for the Northern Line Extension, includes the new US and Dutch embassies and is on course to deliver 25,000 new jobs and 20,000 homes.

MATTHEW HIGGS Managing Director - Nine Elms, St James

Matthew joined St James in 2010 to deliver the Riverlight scheme. The development is located on Nine Elms on the South Bank and is designed and master-planned by Rogers Stirk Habour + Partners. The pavilions are accommodated across six buildings, which range from 12 storeys on the western part of the site up to 20 storeys at the east. The scheme is 813 residential units including commercial uses. Riverlight recently welcomed our first residents, a milestone in the creation of the city’s newest cultural district, and we now look forward to completing the development.

CHRIS HALLDirector, GVA

Chris is a Director with GVA – a Bilfinger Real Estate company. Chris provides advice relating to planning and regeneration, and brings 20 years of experience to his assignments. His experience includes masterplanning, investment frameworks, masterplanning, development feasibility, spatial planning, strategy, policy planning, and stakeholder and community engagement. He has directed multi-disciplinary teams in the delivery of large-scale regeneration schemes for regional growth areas, city regions, city centres, town centres and waterfronts; neighbourhood improvement plans, estate redevelopment masterplans and the re-use of brownfield sites.

RICHARD GARSIDEDevelopment Director, GL Hearn

Richard is GL Hearn’s most experienced Development Director. The identification and acquisition of sites for large, mixed-use developments and advising on all aspects of these schemes with regard to the design and added value process from inception through to delivery is Richard’s main area of expertise. The development consultancy team that Richard leads at GL Hearn is responsible for all financial viability advice. The team’s area of specialism with financial models in the planning process is highly valued by clients as this in turn enables development deliverability.

CHRIS LAW Public Realm and Development Director, Vauxhall One

Chris is a registered architect and the Public Realm & Development Director of Vauxhall One, the Business Improvement District for Vauxhall. He was Chief Architect at CALA Homes and Charles Church before working for St. George PLC. Prior to that he worked in private practice designing luxury homes and central London town houses. From sitting on the Wandsworth Town Centre Board and initiating the inception of the Vauxhall BID, Chris has been instrumental in forging public / private sector initiatives which lead to real quality in the public realm.

KENT JACKSONDesign Director, SOM

Kent has an overarching understanding of the practice and a diverse range of experience across all aspects of architectural design. Jackson has spent the last 12 years in the London office, and under his leadership, SOM London has won a number of significant projects including: an international competition for a new headquarters in Geneva for Japan Tobacco International Headquarters; an international competition for a new mixed-use, 55-story tower in Istanbul, Turkey; and London’s new tallest residential building, the 42-story Manhattan Loft Gardens in Stratford City.

COLIN WILSONStrategic Planning Manager, GLA

Colin currently manages a team responsible for dealing with the referred strategic planning applications, Mayoral call-ins, the operation of the charged pre application service and the production of the Mayor’s Opportunity Area Planning Frameworks. Colin has lead the production and implementation of a series of strategic planning frameworks including the Vauxhall Nine Elms and the White City Opportunity Area Planning Frameworks and the Old Oak Vision as well as leading on the production of their associated Development Infrastructure Funding Studies. Colin has contributed to the London Plan and to the development of the London View Management Framework.

CLLR LIB PECKLeader, Lambeth Council

Lib has secured £450 million programme of investment into Lambeth’s housing, developing the Lambeth Homes Standard, and has been instrumental in bringing new leisure facilities to the borough. As housing portfolio holder she was responsible for a significant drop in the number of empty council homes in Lambeth, as well putting housing budgets on a steady footing by tackling a £12 million deficit and improving levels of rent collection. Lib has also been instrumental in bringing new jobs and homes to the borough through the Vauxhall Nine Elms Development.

SANDRA ROEBUCKAssistant Director for Neighbourhoods and Investment, Lambeth Council

Sandra is responsible for the Council’s regeneration, and employment and enterprise activities including the preparation of the Council’s delivery plan for strategic infrastructure, and recommendations for the allocation of the Community Infrastructure Levy. Her role covers the whole borough, but with a focus on Waterloo, Brixton and Vauxhall, where Lambeth is working in partnership with Transport for London to bring about the transformation of Vauxhall including the removal of gyratory. Sandra has been with the Council for four years following a successful career as a Principal with EDAW and then AECOM.

JASON SYRETTDirector, Allies & Morrison

Jason joined Allies and Morrison in 2000. Over the last fourteen years, he has worked across a number of complex mixed-use projects, many within central London. These include tall building projects including 100 Bishopsgate in the City, Vauxhall Square and Keybridge House in Lambeth. He is currently involved within two of London’s most significant masterplans. He is the Director for the Wood Wharf masterplan for Canary Wharf Group and Project Director for our projects at King’s Cross including Two Pancras Square, which was recently completed on site.

PETER MURRAYChairman, NLA

Peter trained as an architect and was editor of Building Design and RIBA Journal before starting Blueprint Magazine in 1983. He has curated a number of major architectural exhibitions and is Chairman of the communications consultancy Wordsearch. He is founder of both NLA and the London Festival of Architecture and is author of various architectural books including “The Saga of Sydney Opera House” and “A Passion to Build”. He is a Visiting Professor at IE University in Madrid and Hon. Sec. of the Bedford Park Society.
