DESIGNATION OF THE NATIONAI INCIDENT MANAGEMENT SYSTEM (NMS) AS THE BASIS FOR ALL INCIDENT MANAGEMF,NT IN THE

TOWN OF OCEAN CITY, MARYLAND

WHEREAS, the President in Homeland Security Directive (HSPD)-5, directed the Secretary ofthe Department ofHomeiand Security to develop andadministera National Incident ManagementSystemOIIMS), which would provide a consistent nationwideapproach forFederal, State,local, and tribal goverrimentsto work together more effectively andefficiently to prevent, prepare for, respond to and recover from domestic incidents, regardlessof cause, size or complexity; and

WHEREAS, the collective input and guidance from all Federal, State, local, andhibal homelandsecuritypartnershas been, and will continue to be, vital to the development,effective implementation and utilization of a comprehensive NIMS; and

WHEREAS, it is necessary and desirable that all Federal, State, local andhibal emergencyagencies and personnel coordinate their efforts to effectively andefficiently provide the highest levels of incident managemen! and

WHEREAS, to facilitatethemostefficient andeffectiveincidentmanagementitis critical that Federal, State,local, and tribal organizations utilize standardized terminology, standardized organizational structures, interoperable communications, consolidated action plans, unified command structures, uniformpersonnel qualification standards, uniform standardsforplanning, training, and exercising comprehensive resourcemanagement,anddesignatedincident facilities during emergencies or disasters; and

WHEREAS, the MMS standardized procedures for managing personnel, communications,facilities and resources will improve the cities ability to utilize federalfrrnding to enhance local and state agency readiness, maintain first responder safety, and streamline incident rnanagementprocesses;and

WHEREAS, the Incident Command System components ofNIMS arealreadyan integral part of various incident managementactivities throughout the city, including currentemergency managementtraining programs;and

WHEREAS, the National Commission on Terrorist Attacks (9-11 Commission) recommendedadoption of a standardizedIncidentCommandSystem;

NOW, THEREFORE, be it resolved by the Mayor and City Council of Ocean City, Maryland that the National Interagency Incident Management System CNIMS) be, and it is hereby, adopted and established as the city standard for incident management; and the Deparknentof EmergencyServices,is hereby directed to oversee all aspects of the progfirm.
