1.0 Executive Summary
Nigeria Agriculture Transformation Agenda (NATA) is designed by the Federal
Government to modernize agricultural sector by partly focusing on increasing the
infrastructure stock in rural areas with high Agricultural potential and ensuring
connectivity between production areas and markets which would be addressed through
improving the conditions of selected rural roads. Also, in line with the Niger State
Governments’ desire to develop rural areas, keyed into the Second Rural Access and
Mobility Project with the objective to improve transport conditions and bring sustained
access to the rural populace through rehabilitation and maintaining key rural transport
infrastructure in a sustainable manner in some selected Nigerian states. Project activities
are concentrated in the areas of higher agricultural production.
The project components include:
Component 1: Upgrading and Rehabilitation of Rural Transport Infrastructure which
includes design studies, upgrading and/or rehabilitation, and related engineering
supervision activities for an estimated 500km of existing rural roads in Niger State as
well as design studies, safeguard assessments, upgrading and/or rehabilitation, and
related supervision activities for approximately 20 river crossings on rural roads in Niger.
Component 2: Community-based road maintenance and annual mechanized
maintenance. This includes the maintenance of the roads rehabilitated under Component
1.
Component 3: Project Management and Strengthening of State & Federal Road Sector
Institutional, Policy and Regulatory Framework. This aims at addressing institutional
capacity gaps at the sub-national level regarding rural road assets’ management, and at
developing and implementing sound rural transport policies.
This report highlights the progress made and challenges faced by the project in the
period under review.
The implementation of the project is being carried out by the State Project
Implementation Unit (SPIU) under the Ministry of Agriculture and Rural Development.
The oversight of the SPIU is undertaken by the State Project Monitoring Committee
(SPMC), which comprises representatives of Ministries of Finance, Planning Commission,
Local Government and Chieftaincy Affairs, Justice, Works, Agriculture and Rural
Development.
The project is currently being implemented in seven (7) Local Government Areas of the
State. The List of roads currently being rehabilitated and contract details is shown in the
tables below

The initial shortlist report listing 50 nos river crossings have been submitted awaiting
World Bank comment for the detailed assessment, prioritization, engineering design and
environmental and social impact assessment for reinstating/constructing damaged,
washed away and missing river crossings on the rural road network in Niger State by the
Consultant.
Draft final report has been submitted awaiting World Bank comment for the
revalidation/prioritization of 330km rural roads in the state.
The community based routine maintenance is on-going while the annual mechanized
maintenance will take place for the 8.1km Rafinyashi – Shata pilot road in the third
quarter of 2015.
Capacity building is on-going and in the period under review all the drivers in the SPIU
have been trained.

The World Bank and AFD visited Niger State in a joint implementation support mission
from 22nd-25th June, 2015 to evaluate the project implementation progress in the state.
The project implementation in the state is rated satisfactory by the Mission.
Challenges include:
Non – release of the State 2015 Counterpart Contribution.
Delay of works by the contractors handling the rehabilitation of 176km rural roads.
Delay in the clearance of documents by the World Bank.
The way forward includes:
Continuous advocacy visit to the executive and legislators for the release of
counterpart funds.
Improved Supervision and oversight function over the Supervising Consultant and
Contractors for 176km rural road rehabilitation on-going.
Timely clearance of documents by the World Bank.

2.0 Project Description
2.1 The Project Background
State: Niger
Project Description/PDO/Target: To improve transport conditions and bring
sustained access to the rural population, through rehabilitating and maintaining key rural
transport infrastructure in a sustainable manner in Niger state.
Effective Date: 22nd November, 2013.
Completion Date: 31st December, 2018

2.2 Project components
Component 1: Upgrading and Rehabilitation of Rural Transport Infrastructure which
includes design studies, upgrading and/or rehabilitation, and related engineering

2.3 RAMP Implementation Arrangement
The Niger State Rural Access and Mobility Project is domiciled in the Ministry of
Agriculture and Rural Development. The SPIU has been constituted with key operational
professionals including civil servants and a consultant (SPC).
The State Project Monitoring Committee (SPMC) chaired by the Permanent Secretary of
the Ministry and assisted by the Managing Director of Niger State Agricultural and
Mechanization Authority (NAMDA) is responsible for an overall monitoring of the project

activities in the state. Other members of the SPMC are drawn from the Ministries of Local
Government and Chieftaincy Affairs and Justice, representative of Niger State Planning
Commission, State Project Coordinator - FADAMA III ,General Manager CSDP, Director
Rural Development, Ministry of Agriculture and Rural Development while the State
Project Coordinator –RAMP serve as the secretary to the committee.

3.1.2 Supervision of civil works under IDA (Physical Progress of supervision of civil
works).
Supervision of civil work of the first phase of the project in the state is on-going by the
Supervisory Consultant (Yaroson Partnership Ltd). The contract period is 56 months.
3.1.3 River Crossings under IDA (Physical Progress of construction/rehabilitation of
damaged river crossings)
Enviplan Int. Ltd has submitted Inception report and draft Initial assessment and Short
listing report, for the Detailed Assessment, prioritization, Engineering Design and
Environmental and Social Impact Assessment for Reinstating/Constructing Damaged,
Washed Away and Missing River Crossings on the Rural Road Network in Niger State.
3.1.4 Civil Works under Counterpart Funding (Physical Progress of rural road
rehabilitation)
In the period under review there is no civil work activities funded under counterpart
contribution.
3.2 Component 2 – Community-based road maintenance and annual mechanized
maintenance.
The Road Maintenance Group for the pilot road has been carrying out routine
maintenance activities on the road and has been cleared for the period under review
having satisfied the activities on the checklist. Consequently, the road is still motorable.
3.2.1 Annual Mechanized Maintenance.

The second annual mechanized maintenance for Rafinyashi – Shata pilot road is in
progress. No objection for the commencement of the mechanized maintenance has been
obtained from the World Bank and will commence when the rain subsides in October.

6.0 Progress on Infrastructure
Activities of the infrastructure engineers in the period under review include supervision of
community based maintenance group of the pilot road and oversight function over the
Supervising Consultant for the 176km rural road. Other activities include the assessment
of Rafinyashi – Shata pilot road for the second annual mechanized maintenance.
7.0 Progress on Environmental and Social Safeguards
Environmental Safeguards
The project has been assigned an Environmental Screen Category “B”. This rating is
based on the scope of the project, which indicates limited adverse environmental and
social impacts.
Social Safeguards
The project triggers two social safeguards policies: the Physical and Cultural Resources
(OP/BP 4.11) and Involuntary Resettlement (OP/BP 4.12), the field visits during projects
preparation indicate that there are likely to be major significant negative impacts during
project implementation, especially as the project does not contemplate building new
roads and will essentially remain within the existing right-of-way.
Comments: The information required based on the implementation/enforcement of
Environmental and Social Management Plan (ESMP) was cleared on 3rd June 2015 from
World Bank, its enforcement/implementation by the Contractor/Supervisory Consultant
would begin by the first week of July, 2015.
8.0 Progress on Monitoring and Evaluation
Monitoring and Evaluation activities include; monthly, quarterly, mid-year and annual
reports production on the project activities and progress.
Monitoring of work progress on the 176km rural roads on-going in the 3 Lots in 7
Local Government Areas of the State.
Data Collection on outcomes along Rafinyashi – Shata 8.1km pilot road.

The 2015 workplan and budget and the 2015 procurement plan have been reviewed to
differ the activities that cannot be achieved in the year and introduce some that are very
necessary in the event of current realities. The reviewed workplan and budget have been
sent to the World Bank for clearance.
10.0 Performance Evaluation
The project has attained some progress with the 176km rural roads rehabilitation on-
going in the State and nearing completion.
The routine maintenance along the only 8.1km Rafinyashi – Shata pilot road by RASHA
ROAD MAINTENANCE COOPERATIVE SOCIETY consisting of 7 male and 3 female
members is impacting as the road has been kept motorable for about 2 years now,
lessons learnt are being documented and archived for future references. The first annual
mechanized maintenance is instrumental to the motorable condition along the road.
Prioritization of the 330km rural roads and river crossings has reached advanced stage
and the procurement process will soon commence. So far in the period under review,
based on the planned and available trainings, only the drivers have been trained to
improve their driving skills, road safety and precaution.
The World Bank and AFD visited the State in a joint implementation support mission
from 22nd-25th June, 2015 to evaluate the project implementation progress in the state.
The mission visited Lots 1 and 2 of the ongoing 176km rural roads construction under
the first phase of the project implementation in the state. The project implementation in
the state is rated satisfactory by the Mission.
Hence, the project implementation in the State is Satisfactory.
11.0 Challenges
Non – release of the State 2015 Counterpart Contribution.
Delay of works by the contractors handling the rehabilitation of 176km rural roads.
Delay in the clearance of documents by the World Bank.
Way Forward
Continuous advocacy visit to the executive and legislators for the release of counterpart
funds.
