Mrs. Marshall was on a project as part of the Project Management Office (PMO) for the DORIIS Project. As project management support, Mrs. Marshall was responsible for DED and deliverable tracking which included creating and maintaining a Deliverable Expectation Document (DED) and deliverable tracking matrix. In addition, Mrs. Marshall distributed completed deliverables to the DED and Deliverable Review Team, scheduled DED and deliverable review meetings, reviewed deliverables for completeness and accuracy, and recommended State acceptance of completed DED’s and deliverables. Mrs. Marshall obtained the appropriate signatures of acceptance for each deliverable and maintained the Deliverable Acceptance Certificate library.

Mrs. Marshall was also responsible for writing project management process, including the risk management plan and process, the change control process, and the issue management process. Mrs. Marshall was the acting Risk and Issue Manager on the DORIIS Project. As the Risk and Issue Manager, Mrs. Marshall identified and captured, assessed, prioritized, tracked, and updated project risks and issues. Mrs. Marshall held a weekly Risk and Issue Review Meeting as well as provided risk and issue reports for the weekly status meeting. Mrs. Marshall oversaw the User Acceptance Testing (UAT) and documented defects. She created a process for managing and tracking defects throughout the lifecycle of each defect. Mrs. Marshall was on a project to manage the Medicare Part D program for the Health Benefits Branch, which include the Retiree Drug Subsidy (RDS) and the Kaiser Medicare Advantage Prescription Drug Plan (MA-PD). CalPERS is the second largest purchaser of health benefits with over 1.5 million subscribers. Mrs. Marshall’s responsibilities included, meeting agendas and minutes, working with program staff and legal office, coordinating with external health plan partners (i.e., Anthem Blue Cross, Kaiser Permanent, Blue Shield), and fulfilling objectives of the Medicare Part D program for the State of California and the CalPERS contracting public agencies. Mrs. Marshall coordinated with the information technology staff to modify legacy system programming to meet the needs of the Medicare Part D program and assisted in the development of an Access database to manage the disbursement of more than $13M.

Mrs. Marshall researched, interviewed subject matter experts (SME), and developed a feasibility study report for the Health Professions Education Foundation and Healthcare Workforce Development Division within the Office of Statewide Health Planning and Development. This involved articulating current business practices and comparing them to current business needs. Mrs. Marshall used the data she collected from one-on-one interview sessions as well as Joint Application Design (JAD) sessions to gather and build requirements. Mrs. Marshall developed a requirements traceability matrix to ensure accuracy and completeness of requirements. Mrs. Marshall further aided the department by identifying tasks to be performed to “close the gap” between current and future business requirements.

Project: Automated Risk and Needs Assessment (ARNAT) Program

Dates: 8/2008

Technical strategist (architect) for an Agency-level Feasibility Study Report (FSR) addressing the multiple legislated and adjudicated mandates that dictate life-planning, counseling, and case management for the Agency (ARNAT Project). The statewide system balances politically-charged and highly-visible requirements by:

Developing the advantages of an enterprise-level system

Facilitating services provided by some 3,000 State counselors

Meeting the assessment, training, and educational needs of over 175,000 incarcerated and paroled participants.

This FSR introduces the many enterprise synergies available through resource sharing and management, integration with various department IT assets, and provides initiatives for the Agency’s technical strategy plans. Completed in January 2008.

Ms. Marshall participated in review sessions with customer in order to ensure FSR document met client needs. Mrs. Marshall provided quality assurance in order to ensure completeness as well as participated in document production.

Project: California Biomonitoring Information Technology System Project

Mrs. Marshall was on a project to provide consulting services to produce a Feasibility Study Report for the California Department of Public Health, Division of Environmental and Occupational Disease Control to determine the optimal information technology solution and network infrastructure to support the California Environmental Contaminant Bio-monitoring Program. The project tasks were to provide analysis for the feasibility study, investigate current technologies, and define a solution to create the California

Bio-monitoring Information Technology System which will provide the automated information technology systems, processes, and data management services needed to successfully support the CECBP. The solution will manage the vast majority of the functional program areas necessary to support the CECBP. Mrs. Marshall provided quality assurance in order to ensure completeness of the FSR.

Project: 2009 Rate Negotiations

Dates: 2/2008–8/2008

Every year CalPERS conducts negotiations with their health carriers regarding contract renewal. CalPERS Rate Negotiations entail a series of meetings with CalPERS carriers as well as a great deal of service and rate analysis by CalPERS program staff. As the rates project manager for CalPERS Health Benefits Branch (HBB), Mrs. Marshall was responsible for the following:

Primary Rates Point of Contact both internally within CalPERS and externally between health carriers and contractors who aid in CalPERS negotiations

Update and manage schedule for 2009 Rate Negotiations

Manage rate action items and deliverables for both CalPERS and health carriers

Work with HBB and Health Carriers to schedule rate negotiations meetings and follow up meetings

Schedule all internal rate meetings

Prepare agenda and material for rate meetings

Take meeting minutes during all rate meetings

Work with HBB Rate Team to develop 2010 rate negotiation strategies based on lessons learned from 2009 negotiation

Project: Information Security for Electronic Data Transfers

The CalPERS Information Security Office (ISOF) implemented a new data sharing policy effective August 22, 2007. Electronic data files generated from health systems that contain Electronic Personal Health Information (EPHI) or confidential information require a Sending Electronic Information Agreement (SEIA) form before sharing the data with CalPERS Business Partners. Production of all data file sharing was put on hold pending submission of an SEIA form for each file. CalPERS hired a contractor to reconcile Health Benefit Branch (HBB) file transfers with ISOF security policies. Since all electronic transfers were put on hold, reconciling security policies with electronic files was of the highest and priority in order for CalPERS HBB to continue business operations. Mrs. Marshall was the lead on this project. She was responsible for working with ISOF to become familiar with security procedures for incoming and outgoing electronic files. Mrs. Marshall created a SEIA “package” as a standard in order for ISOF approval of outgoing electronic files.

Mrs. Marshall first priority was to analyze the current file data transfer process, find the “holes” and create a new process that would close the gap between CalPERS business needs and their current business practices.

Mrs. Marshall worked closely with CalPERS Health Benefits Branch (HBB), Information Security Office (ISOF), Information Technology Services Branch (ITSB), and HBB Stakeholders in order to implement ISOF security policies and was responsible for the following tasks:

Identifying electronic files sent from HBB,

Identifying all electronic files sent to HBB,

Liaison between HBB and ISOF for information security issues

Liaison between HBB and CalPERS Pension System Redemption (PSR) project

Working with CalPERS ITSB to fulfill security requirements for incoming and outgoing HBB electronic files

Aiding in process of obtaining ISOF approval for PSR test files

Reviewing health carrier contracts for support of file transfers,

Completing SEIA and Non-Disclosure Agreement (NDA) forms for all outgoing electronic files,

Completing Receiving Electronic Information Agreement (REIA) forms for selected incoming files,

Identifying CalPERS Business Partner contacts,

Sending SEIA and NDA forms to Business Partners for external Data Custodian signatures,

Identifying internal Data Custodians and Data Owners,

Routing SEIA forms through CalPERS for appropriate signatures,

Delivering completed SEIA forms and other required materials to ISOF for approval

Provided input to ISOF for streamlining electronic information security process

Tracking risks and issues resulting from the newly implemented ISOF information security policies

Creating and maintaining a repository tracking all incoming and outgoing HBB electronic files. The repository tracked security procedure compliance for each electronic file.

Mrs. Marshall developed a detailed process for HBB on how to fulfill all ISOF requirements for sending electronic data and worked with PSR project management to aid in their compliance with SEIA forms. In addition, Mrs. Marshall developed a detailed compliance form, which was approved by CalPERS Legal department, and included in the SEIA compliance process.

Mrs. Marshall was contracted to identify, describe and write a comprehensive report on the primary business processes, activities, and staff responsibilities for the Health Research and Information Systems Service (HRISS) Management Information Services (MIS) unit of CalPERS. The MIS staff is responsible for testing and creating patches for the HBB primary databases and systems. Mrs. Marshall conducted interviews with MIS staff and reviewed historical data in order to capture roles and responsibilities, MIS Unit Tasks, projects, and testing processes. Mrs. Marshall drafted a comprehensive report documenting MIS monthly and annual processes and activities. The report identified a timeline of important activities for the unit and described in detail the critical tasks for:

Mrs. Marshall also captured both daily and ad hoc activities, including PC computer support and system testing. In addition the report identified areas which could use improvement for better efficiency within the MIS Unit by conducting gap analysis to each of their processes.

SYSTEMS TESTER AND ANALYST

Project: Child Support State Distribution Unit

FDGS was hired by the Department of Child Support Services supporting their effort to provide a centralized process to collect and disburse child support payments. Mrs. Marshall was responsible for test planning as well as writing test scripts for the State Distribution Units (SDU) web applications and IVR phone system. Other responsibilities included documenting traceability between functional requirements and test scripts, recording test activities, and documenting defects in Test Track Pro. Mrs. Marshall executed interface testing, including test script execution, documenting results and pass/fail assessments as well as coordinating test schedules with SDU interface partners. Mrs. Marshall recorded defects, reviewed resolution of defects, performed regression testing, and worked with the development team in defect resolution. Mrs. Marshall also wrote detailed internet instructions for the electronic payment engine’s bulk upload available to employers, created a systems instructions manual and trained customer service on new systems.

Project: Child Support State Distribution Unit

As a research analyst, Mrs. Marshall worked with databases designed by FDGS, and other organizations involved with the State Disbursement Unit, to identify the payment source from incoming payments as well as to locate non-custodial parents in an effort to match child support cases with subsequent payments made to the custodial parent or guardian. The job entailed understanding state and federal disbursement rules as well as procedures established by the Department of Child Support Services for child support payment processing; selection and analysis of payment criteria and reporting of findings.
