Electivegrowth:+3.0% Nonelectivegrowth:+2.7%
ThemostrecentdatacollectionindicatesthatthevolumeofactivityintheCCGcontractswithprovidersvariessignificantlyfromthevolumeofactivityintheCCGplans,i.e.currentcontractvaluesarenotyetreflectiveofplans.NextstepsAchievementofNHSConstitutionalStandardsanddeliveryofhighqualitypatientcareinlocalsystemsrequirestheefficientuseofNHSresources,whichisdependentoneffectiveplanningbycommissionersandproviders.ThecurrentvariancesbetweenCCGplansandcontractsmeansthatprovidersmaynotbeabletomakeappropriateprovisionfortheyearaheadtomeettheexpectedcommissionerdemandandsecuretheresourcesrequiredtodeliverthecapacityinatimelyandcosteffectiveway.

Therefore,NHSEnglandnowrequiresallCCGstosigncontractswithprovidersforthevolumeofnonelectiveandelectiveactivityagreedintheirplans.Therearetwooptions:
1. CCGsthathaveagreedbutnotyetsignedacontractwithaprovidershouldamendthecontracttoincludethevolumeofactivityagreedintheirplans.
2. CCGsthathavealreadysignedacontractwithaprovidershouldnowagreeacontractvariationwiththeprovider.
TheseamendmentstocontractsshouldnotdiminishtheproviderandcommissionercontinuedcommitmenttoQIPPdeliveryandtransformationofcarepathwaystoimprovethequalityofpatientcareandtheefficientuseofNHSresources.CCGAccountableOfficersarerequiredtowritetotherelevantDCOconfirmingthatthetotalvolumeofelectiveandnonelectiveactivityinthe14Mayplansubmissionisincludedincontractswiththeirproviders.IrecognisethattherearesomeproviderswithcapacityissuesandtheseprovidersmaynotagreetoacontractthatreflectsthevolumeofactivityintheCCGplan.Inthesecircumstances,CCGAccountableOfficersshouldexplainintheirletterthevolumeofactivityinthecontract,thegapandmostimportantlytheactionstheyaretakingtoresolvetheissueandsecureadditionalcapacityeitherwithNHSorISproviders.WeagreedthatDCOswillhaveurgentdiscussionswithCCGAccountableOfficerstoaddressthepointsoutlinedabove.PleaseconfirmthatyouhavereceivedlettersfromalloftheCCGAccountableOfficersinyourgeographicalareaby29May2015.Yourssincerely
