GUIDELINES

For I2D Grant Application, complete the Full Proposal Application Form (NHIC-I2D-FORM-1).

Use Arial font size 11 and single spacing for all text.

Complete all sections in the full proposal form; indicate “NA” where not applicable.

Please indicate the submission date of the grant call on the cover page.

SUBMISSION DETAILS

All applications must be fully endorsed by either the PI’s respective Office Of Research/Principal’s or Director’s Office/RI ED’s Office/Institutes or equivalent, before the submission deadline.

Applications must be submitted to NHIC through the Research Office of the Principal Investigator’s (PI’s) Healthcare Cluster (or in the case of SingHealth, applications must be submitted through the SingHealth Intellectual Property Office (SHIP)).

Only applications with the following submissions received by the Grant Secretariat by the respective deadlines will be accepted:

1. Two softcopy submissions are required: i) a single Microsoft Word document, without signatures, and ii) a single PDF document, with signatures. Please ensure the latest version of NHIC Full Proposal Application form is used and name the document in the following format.

Please submit the softcopy to Grant Secretariat at [email protected] by Closing Date, 5pm, with the subject header “NHIC-I2D_(Name of PI’s Healthcare Cluster)_Name of PI’s Institution)”. The application may be rejected for the following reasons:

1. Incomplete application e.g. missing signatures; sections left blank, missing CVs, sections removed.2. Obsolete application form.

3. TITLE OF PROJECT (Limit to 15 words )

1 Definition of Principal Investigator (PI): The researcher who has the appropriate level of authority and the responsibility to direct the research project being supported by the grant. He/she is responsible and accountable for the proper conduct of the research project. One PI is allowed per application. He/she must hold a primary appointment in a local public hospital / public health institution / national speciality centre / Academic Medical Centre and be salaried by the institution.

2 Definition of Co-Investigator (Co-I): An individual involved in the scientific development and execution of the project, typically devotes a higher percentage of effort to the project as compared to a collaborator and is considered key personnel. He/she need to hold at least an adjunct position in a local public institution.

3 Definition of Collaborator: An individual involved in the scientific development and execution of the project, and typically devotes a higher percent of effort to the project. Researchers from overseas institutions or private companies can only participate as Collaborators.

4 Collaborator(s) are not entitled to receive directly any portion of the grant.

5 Definition of Host Institution: the body or institution or administering organization named in the Letter of Award as the “Host Institution” is

the body responsible for undertaking and managing the Research and administering the Funding.

Describe the current approaches to the clinical need and their shortcomings. Who are the target patients? What is the incidence and/or prevalence? What is the total amount spent per year to

address the problem faced by these target patients?

b. Description and Impact of the Technology Give a concise description of the proposed Technology covering the following areas:

Describe the Technology and how it works. Detail the preliminary studies you have undertaken using the Technology. Why is the Technology the best solution for the clinical need? How will the Technology improve the patient experience and clinical outcomes? How does the Technology fit into the clinical workflow and current practices? How will the Technology reduce healthcare system costs? Define the regulatory strategy of the proposed Solution for entry into the first major market

c. Uniqueness & Competitive Analysis of Solution Identify competing technologies and how this Technology is superior. Outline the differentiating factor(s) of the Technology and the reason that industry would find the Technology

attractive.

d. Technology Development Plan Describe in detail the Development Plan for the Technology under this funding. Highlight any technical challenges of the proposed Development Plan. What is the contingency plan where the

technical challenges cannot be overcome? Describe the methods and management of the collaboration i.e. who will take the lead for each area, a plan for

regular meetings etc. Detail any agreements that would need to be put in place prior to starting the Development Plan.

e. Commercialisation Plan Articulate a clear commercialisation plan for the Technology (for example: out-licensing, the formation of new

8.3.4 Overseas TravelConference travel will be funded only if a presentation or an article is presented and is capped at $6,000 per trip per person per requested year. Total Overseas Travel expenses shall not exceed $12,000 per project. The presentation or article must be directly related to the project and NHIC’s support must be acknowledged. Travel for commercialization activities will also be considered by NHIC on a case-by-case basis. NB: Virement into Overseas Travel is not permitted during the grant.

Salaries, CPF and fringe benefits including medical, dental, contribution to welfare fund, staff recruitment and related costs (e.g. the onboarding of staff, staff insurance, overtime claims, staff relocation, employment benefits, employment levy, employment pass, pre-examination medical check-up, housing allowance).

Allowable as part of overall compensation to employees provided such costs are incurred under formal established and consistently applied policies of the host Institution.

The manpower funded as part of the direct cost should be directly involved in the research work of the project.

The salaries offered to staffs should be reasonable, in line with local market benchmarks and comply with formal established pay scale of the host Institution that is consistently applied regardless of the source of funds.

Participation of overseas experts Allowable.

Expenses incurred for overseas experts invited to participate in the project and staying in Singapore for at least 6 months per year must be budgeted separately in the project budget under the category for Visiting Professor/Expert.

For other overseas experts staying for less than 6 months per year, the cost of his/her stay is allowable if the costs are specifically provided for and approved in the project grant.

Examples of such costs are honoraria, salaries, staff relocation, settling-in allowances and other related cost

For staff relocation, settling-in allowances, etc, it will be allowable for senior expatriate R&D staff if the costs are specifically provided for and approved in the project grant.

However, superannuation contributions for such staff are not allowed under both direct cost and IRC.

Page charges for publication of manuscript in professional journals are allowable if they adhere to the formal established policy of the host Institution, where applicable.

The costs of reprints and publishing in other media, such as books, monographs, and pamphlets are not allowable unless specific approval has been obtained from the NMRC.

Repairs and maintenance of research equipment

Allowable if specifically budgeted for in the project and the equipment is used extensively for the benefit of the research project.

Stationery & printer consumables Allowable.

Examples of such costs are printer cartridges, etc.

Training Allowable.

Funding for training is allowable for the PI, co-PIs and the collaborators. For funding of the research personnel, it should be restricted to the personnel employed under the project grant and for training that is of direct benefit and specific to the research project.

Transportation, postage & courier services

Allowable.

This includes postage, courier and freight charges for bringing in equipment and specialised research consumables and reimbursement

Press advertisements for patients are allowable under IRC only.

The expenses for such conferences may include registration fee for the conference, air tickets, per diem and other allowances. Such payments should be in accordance with the formal policies of the host Institution.

If the conferences are conducted overseas, the travel policy of the host Institution must be consistently adhered to. However, total expenses for travel per trip per person per requested year must not exceed $6,000. The total expenses under I2D Grant is capped at $12,000 per project.

The PI must submit a copy of the abstract when claiming reimbursement for such expenses and append to their annual/ final report.
