Site plan applications for Merola Motors and BCFM Realty Two were approved by the Planning & Zoning Commission with minor alterations at the monthly meeting Feb. 3.

Anthony Thompson from Plans Ahead, a Branford design firm, ap-peared before the panel to discuss a service bay that will be added to Merola Motors, 93 State St.

The 28 by 38 foot ser-vice bay will be installed to accommodate work on large vehicles, including trucks. A five foot sidewalk will also be installed and Thompson said an issue of a boat parked in a wet-

lands area will be rectified and the boat will be moved.

BCFM Realty Two’s plan for a storage room addition at its location at 52 Washington Ave. was approved after the com-mission discussed the com-pany’s prior application that had been approved but not completed.

The company had agreed to plant five cherry trees on the property in coordina-tion with the North Haven Garden Club. The condi-tions of the original ap-plication remain in place so the cherry trees will have to be planted. In ad-dition, the company must place curbs around the gas meters on the side of the building and provide en-closures for its dumpsters.

The North Haven High School Drama Club will perform “Chicago,” the re-nowned musical, at the Patricia Brozek Theater Feb. 27 to March 1. The drama club performs musicals every spring, but Chicago is unique.

“The sharp edged satire features mature content and makes fun of a society that glorifies murderers and peo-ple who steal and cheat,” said Kathryn Monigan, high school social studies teacher who has been running the theater program for six years. “The Bob Fosse choreogra-phy is really challenging and specific.”

A cast of 35 students will dance and sing “All that Jazz” and the other classic numbers from the Chicago score that was originally performed on Broadway in 1976 and won a number of Tony Awards.

In addition to the cast, an orchestra of 20 to 25 mem-bers will play the music and will be positioned on stage in-stead of in front of it, “which helps the sound quality and puts the actors closer to the audience,” Monigan said.

Rehearsals began in December and have been held three times a week, but will be daily in February, Monigan said.

The show stars senior Josie Kulp as Velma Kelly, the mur-deress who is on trial for kill-ing her cheating husband. Junior Kristen Brown plays Roxie Hart, another murder-ess who kills her lover and is sent to jail. Austin Iovanna, a junior, plays Billy Flynn, Velma and Roxie’s lawyer, who makes celebrities of his clients.

Josie said she’s performed in every musical since she started high school, including “Hairspray” and “Thoroughly Modern Millie” and performs in theaters outside of school, including “A Christmas Carol” at Hartford Stage.

“I’m so excited about ‘Chicago,’” she said. “It’s one of my bucket list roles I’ve al-ways wanted to play. It’s new

for us to do such a raunchy show. It’s a great set and it’s exciting because the kids in the show can relate to it. It’s more like real life.”

Tickets can be purchased at the main office or at the box office before the perfor-mances. Performance times are 6:30 p.m. on Feb. 27 and 7 p.m. Feb. 28 and March 1.

The nasty facts of stomach fluIt hits hard and fast. It is

very intense. It spreads rap-idly from person to person in the home, the school, busi-nesses, health care institu-tions, college campuses or cruise ships. It causes vomit-ing and/or diarrhea and gen-eral gastrointestinal illness. It often is over as fast as it came on. But it is not the “stomach flu.” Flu refers to respiratory

illness and does not occur in other organs of the body.

There is a viral illness that strikes as described. It has oc-curred within the Quinnipiack Valley Health District com-munity and across the state of Connecticut. More properly, this illness is usually called Norovirus infection or “win-ter vomiting disease” and is caused by norovirus (or one

of its variations.) It can make you feel very sick; even sick enough to go to the emer-gency room.

The Centers for Disease Control offers the following information on the web page http://www.cdc.gov/features/norovirus/?s_cid=fb578:

• Noroviruses are a group of related viruses. They are the most common cause of

gastointestinal illness in the United States. Norovirus is estimated to cause over 70,000 hospitalizations and 800 deaths each year in the United States.

• Infection with these vi-ruses affects the stomach and intestines.

• Anyone can get infected with norovirus and become sick.

• You can get norovirus more than once in your life.

• Noroviruses are transmit-ted easily. It doesn’t take many viruses to cause illness. This virus is found in the stool and vomit of someone who is ill. If a little bit gets on food or an object, you can ingest the virus and become ill.

• People are contagious from the moment they are sick until three days (or more) after they recover.

• The illness often begins

suddenly. You may feel very sick, with stomach cramping, vomiting and diarrhea. Other symptoms can include low-grade fever, chills, headache, muscle aches, and a general sense of fatigue.

• Norovirus illness is usu-ally not serious. Most people get better in one to two days. But it can be very serious in young children, the elderly and people with other health conditions. It can lead to se-vere dehydration.

When vomiting, the last thing you want to think about is eating or drinking. But re-placing fluids is very im-portant so as not become dehydrated. Most people do not realize that dehydration can lead to very serious health problems. It is very important to get fluids (without caffeine

or alcohol) into the body. Water is a good choice, but may not replace electrolytes that are lost. If the person you are caring for shows signs of severe dehydration (decrease in urination, dizziness, disori-entation, confusion, slurred speech, very sleepy or any un-usual behavior) seek medical help right away.

There is no vaccine or med-ication to treat this illness. Antibiotics will not make you better, so don’t ask for them. The best defense is offense. wash, wash, wash hands thor-oughly and frequently; the more often, the better! Use great care in the kitchen when

preparing foods: wash pro-duce, cook foods completely, don’t contaminate food sur-faces and do not prepare foods for others when you are ill. Clean and disinfect contaminated surfaces (those with vomit or diarrhea) with a bleach-based household cleanser, as directed on the product label. Machine wash contaminated bed linens, tow-els and clothing. Wearing dis-posable gloves may also help to prevent contracting the illness.

Norovirus infection is not a pleasant illness. Many peo-ple associate getting sick with the last food they ate and will never eat that food again. Chances are that was

The club will now recog-nize any resident in grades 9-12, regardless of the school attended.

An “Unsung Hero is one who goes above and beyond for others out of goodness, without receiving compensa-tion; one who does for others without a second thought.”

The Hamden-based C iv i l Wa r Ro u n d Table of South Central Connecticut is sched-uled to meet Monday, Feb. 10, 7:30 p.m., in the social hall at the Miller Memorial Library, 2901 Dixwell Ave., Hamden. David Koch, associate professor of history at Housatonic Community College, is scheduled to speak. His focus will take a look at animal mascots of the Civil War. Koch will present an audio-video program to tell the story of ani-mal mascots both in the Civil War and through-out history.

Earlier this week, North Haven police were searching for the suspect after a stab-bing at a Citgo convenience store Feb. 3.

Lt. Kevin Glenn, police spokesman, said the store’s only employee was stabbed in the back of the neck during a robbery late Monday night.

The employee’s wife was nervous when her husband did not come home from work and wasn’t answering his cell phone after midnight, Glenn said. When she drove to the store at 490 Washington Ave., she found him inside

the store with a stab wound to the back of his head near the base of his skull, bleeding severely, Glenn said.

The employee was taken to the hospital for treatment and is listed in stable condi-tion, Glenn said.

The incident comes only two days after a masked man entered the same con-venience store with a knife

and demanded money, Glenn said. That incident took place on Feb. 1 about 10:45 p.m. and the suspect jumped over the counter, grabbed the cash and tried to flee the store, Glenn said.

A struggle with the em-ployee resulted in a cut to the employee’s hand by the suspect’s knife, Glenn said. The suspect in that incident

was described as a white man in his mid to late 20s, about five foot seven inches tall with a thin build. The man was wearing a black ski mask and the car he fled in was described as a older purple Mitsubishi sedan.

Anthony Celso HAMDEN — Anthony Celso, 94, of Hamden, husband of Dorothy Erickson Celso, passed away peacefully Friday, Jan. 31, 2014, at Hamden

Health Care Center with his family by his side. Born in New Haven, he was the son of the late Nicola and Concetta Scavone Cel-so. He served in the U.S. Army from 1941 to 1945 as a staff sergeant in the Military Police at Scott Field in Chicago as well as The European Campaign in North Ireland, England, Germany and France. In 1949,

he purchased land in Hamden on which he, his father and his brothers built the house that was his home, with Dottie, for the last 63 years. The house was one of his greatest joys and he was always happiest if he had a project in the house or in the yard. A painter by trade, Tony worked for S. Russota and Son in Hamden for many years, and then began his own business, Celso Bros., Inc. with his brother Ernie. They enjoyed working togeth-er with their brother Sal, and built a wonderful reputation in the area until their retirement in 1993. In addition to working around his home, Tony loved a good time and was blessed with many good friends and a wonderful family all of whom shared parties and cookouts at home as well as weekend getaways, a cruise and trips to Flor-ida and Bermuda. After his retirement he spent many an early morning with his coffee buddies at Whitney Donut Shop in Hamden. In addition to his wife, Tony is survived by his daughter, Cynthia Celso and her husband,, William Cornelius, of North Haven; step-granddaughter, Beth White (Steven) and granddaughter, Ellie, of Lexington, Ky. Also sister Frances Giannatasio, of East Haven; and brothers, Er-nest (Lena,) of West Haven, Salvatore, of Milford and Lawrence, of North Branford. Also survived by many nieces and nephews. He was predeceased by sisters, Diana DeFusco, Marie DiBiaso; and brothers, Joseph, Nicholas and Robert. The family would like to take this opportunity to thank Dr. Paul Monaco and the entire staff of Hamden Health Care for their compassionate care and concern over the last months. Carmen Charles Puglisi, Sr. HAMDEN — Carmen Charles Puglisi, Sr, 89, of Hamden, passed away on

Friday, Jan. 31, 2014, at the St. Ra-phael’s Cam-pus of Yale-New Haven Hospital. He was the be-loved hus-

Philip L. HillGUILFORD — Philip L. Hill, of Guilford, formerly of North Haven, beloved son of Leonard and Susan Hill and be-loved brother of Amy Hill, died on Jan. 29, 2014, at the

age of 33. He was predeceased by his grandparents, Walter and Ruth Hill and Louis and Emily Griffin; and is survived by a large extended family of aunts, uncles, and cousins and by many friends he held dear. Philip grew up in North Haven, graduat-ing in 1998 from North Haven High School where he was active in jazz band, soccer, tennis, Future Problem Solving, and the

National Honor Society. Philip’s early love for comput-ers led to majoring in computer science and engineering at UCLA for one year before beginning his career as a software engineer and consultant at companies in Santa Monica and West Hollywood, CA. An East Coast man at heart, he returned to CT in 2002 and established his own consulting businesses (Vernal Elm LLC and Vernal Technology LLC), working for such organizations as Citi-group Private Bank, IBM/EuroRSCG Circle, Tiger Lead Solutions, and, currently, Technical Resource Manage-ment, Inc. An enthusiastic and skilled software engi-neer, Philip said, “My ideal situation is one in which I can thrive on challenges, learn as I work, and implement new technologies.” His current employer described him as a gifted programmer. His mathematical and verbal skills contributed to his unique skill set. Philip combined his natural leadership skills and energy with great compas-sion for the poor, homeless, and disenfranchised, and for people who were mentally and emotionally troubled. He followed current events with avid interest and loved to engage friends and family in political discussions with a progressive focus, often suggesting common sense approaches to socio-economic issues. He was a friend you could count on to give good advice and warm sup-port. A friend described him as “a good man with a big heart whom everyone liked.” We will miss Philip’s sharp wit, engaging personality, and his full commitment to the people and causes he loved. As the Connect icut General Assembly be-gins its 2014 session, the League of Women Voters of Connecticut believes this is an important opportunity to look at transparency in our state legislative pro-cess ... and to recommend changes that will hopefully enhance eff iciency and integrity.

Many residents may not be aware of what often goes into the “sausage making” at the state legislature, to the dismay and frustration of advocates and the pub-lic alike. Strike-all amend-ments land on legislators’ desks shortly before a vote without time for review or public input, rules and ex-ceptions get written into laws without public hear-ings, “rats” are buried in implementer and other bills, and legislation that dies in committee is given new life in a completely unrelated bill. While it’s true that people can point to good initiatives that have passed via this process, it would not seem to be the

best way “to do business.”For example, during the

2013 legislative session, significant changes in the state’s campaign finance law were adopted in the middle of the night with no opportunity for public scrutiny, and Keno gam-bling was approved in the final days of the session. The League believes that democratic government requires that governmen-tal bodies protect our cit-izens’ right to know by giving adequate notice of proposed actions. To ad-vance this goal, the league is recommending that the Connecticut General Assembly:

• Require strike-all amendments to be printed and posted on the General Assembly’s website at least two legislative days prior to final passage;

• Require substitute language to be available to the public prior to a com-mittee vote.

While there are many other ways to improve the process, these changes can

be an incremental start. Importantly, these changes can be instituted via the “rules” which are adopted at the outset of each legis-lative session. While they last for only this one legis-lative session, it’s a start ... and certainly a much less cumbersome process than a statuary change.

Transparency essential for good governance

On Jan. 31, Gov. Dannel P. Malloy released to his offi-cial state website hundreds of comments he received from members of the public during a recent two-month review period of state reg-ulations that he initiated in an attempt to identify those that are obsolete, du-plicative, excessively bur-densome, or otherwise ineffective or unnecessary.

The governor intends to use the comments as a guide as he seeks to streamline state regulations across the board during the upcoming

legislative session. State departments and agencies have also been conducting an ongoing internal review of regulations.

“Engaging the public in a conversation about state regulations is an important component in our efforts to make state government more efficient, more trans-parent and more responsive to Connecticut citizens and businesses,” Malloy said.

WATERBURY (AP) — Republican Tom Foley, who narrowly lost to Gov. Dannel P. Malloy four years ago, an-nounced Jan. 29, he is making another run for governor and promised to cut the sales tax and help cities address crime, poverty and other issues.

The Greenwich man an-nounced his decision at a VFW post in Waterbury, underscoring his effort to win votes in cities where Democrats have traditionally had an advantage.

“Connecticut’s future is really as good as the future of our cities,” said Foley, a former U.S. ambassador to Ireland who spent more than $10 million of his own money on his losing bid in 2010.

Malloy, a Democrat, has yet to announce whether he will seek a second term this

year. Foley’s running mate from the last race, Danbury Mayor Mark Boughton, has already joined the f i e l d o f Republican candidates, which also in-cludes Senate Minority Leader John McKinney.

Foley said he would keep discretionary spending flat for two years to cut the sales tax by half a percent. He also promised to implement an agenda to help cities by fo-cusing on schools, crime, jobs, housing and poverty. He said he would introduce in-ter-district school choice in schools not performing well, and promised not to interfere with local control of schools that are doing well.

Foley slammed Malloy for a large tax increase, saying it put a brake on the economy. He said jobs are still hard to find and many people are un-happy with what’s happening in Connecticut.

“Many believe that the state’s prospects have de-clined and the future is more uncertain than before,” Foley said. “I agree with those who believe we need a new direc-tion and new leadership in Connecticut.”

Waterbury Mayor Neil O’Leary, delivering the Democrats’ response, said Foley’s announcement was filled with promises. But “there were no specific de-tails on anything, quite frankly.”

O’Leary said the tax in-crease was needed to close a $3.5 billion deficit that Malloy inherited. He said the tax hike was painful but nec-essary and fair, and provided funding to cities.

Malloy has been good to cities, O’Leary said, cit-ing funding to clean up pol-luted properties and new businesses.

Foley is seeking to qualify for public financing but said he has not made a decision

yet on whether to use the money or not.

Foley lost to Malloy by 6,404 votes. Since then, Foley created the Connecticut Policy Institute, a public pol-icy research group that ex-amines state issues.

State Republicans are scheduled to endorse a can-didate in mid-May, although a primary appears likely.

Both McKinney and Boughton are among the can-didates collecting the small contributions necessary to qualify for public campaign financing. Candidates for governor must raise $250,000 in contributions of $100 or less to participate in the program.

McKinney, of Fairfield, raised $134,167 by the end of last year. Boughton, the sev-en-term Danbury mayor, re-ported a 2013 total of nearly $130,000. Foley has raised $131,827 after forming an exploratory committee. Candidates at the explor-atory stage can accept contri-butions up to $375, but only those of up to $100 count to-ward qualifying for public financing.

Wilton state Sen. Toni Boucher, who is also con-sidering a run for governor, raised $66,659.

North Haven police in-vestigated a fatal accident that occurred on Skiff Street early in the morning Jan. 31.

Capt. Mark Genovese said a white SUV hit a tree on Skiff Street about 12:30 a.m. Police identified the driver as Jason Pagni, 43, of Hamden.

He was the only occupant of the vehicle and died at the scene, Genovese said. The road was closed for a short time while police investi-gated, but as of 8:30 a.m. was reopened, Genovese said.

T he boys basketba l l team from North Haven High School hosted Career Magnet-New Haven Jan. 31 and lost 63-44 at Kelly Gymnasium.

The Indians from North Haven got off to a slow start, as they went down 10-0 in the early going.

Five minutes into the game, senior guard Josh Lopez came off the bench, adding speed and quickness

to the lineup, as the Indians were able to hang around, cutting their deficit to 14-10 at the end of the first quarter.

Lopez finished the game leading all North Haven scorers with 12 points.

North Haven was able to match Career’s intensity throughout the f irst half as the score was 24-18 at halftime.

But, eventually, the size differential between the teams prevailed in favor of Career as the visitors out-scored North Haven 24-6 in

the third quarter. The score was 48-24 going into the fourth quarter.

The tallest player for North Haven (2-11 at press time) is 6-foot-2 freshman forward Jack Steinman.

Steinman f inished the Career game with seven points.

“We’ve had a tough sched-ule this season,” North Haven coach Peter Civitello lamented. “It’s been chal-lenging. We’ve played Career twice, Wilbur Cross twice. We’ll end up playing Xavier and Notre Dame twice. We played in a tough Christmas tournament at the start of the season. We have been com-petitive in all our games. We are lacking height.”

Career Magnet (1 3 -1 , 5-0 Southern Connecticut Conference) used its size to consistently keep North Haven away from the back-board. The Indians finished with only 18 rebounds and one blocked shot.

The Indians are led this season by Lopez, who av-erages 14 points, and senior forward Matt Defrancesco with 12.1 points and 5.7 re-bounds per game.

North Haven plays in the SCC and owns a division re-cord of 1-4.

North Haven opened the season with 41-33 win at Lyman Hall. Unfortunately, the locals proceeded to go on a seven-game losing streak, which included a 56-40 loss at Wilbur Cross on Jan. 16 in which play was suspended with just over three minutes left in the third quarter due to a bench-clearing brawl. Due the incident, Lopez was ejected from the game and suspended for the next two contests.

“Josh was suspended for the Branford and Shelton games,” Civitello said.

Jan. 17, North Haven beat East Haven 52-50. But the Indians would lose their next four games.

The North Haven High School girls basketball team started off the season 5-2 be-fore losing eight in a row, threatening its chances to ad-vance to the state tournament for the second year in a row.

Eight wins are required to qualify for the states.

The team plays Branford Friday, Feb. 7, and has games against East Haven and Hamden next week. The home game against East Haven on Feb. 11 (7 p.m.) is

The coach said the team emphasizes defensive exe-cution. “We feed off pressure on the defensive end. We use multiple defenses and mix it up with full court pressure. We have kids that like to play physical, up-tempo.”

Seniors Brianne Melillo and Kyla Searles and junior Jill Johnson are this year’s tri-captains, with Johnson making the All-Oronoque Division team last year.
