The haulage company has acquired 26 LNG-poweredtrucks, which will refuel at a brand-new LNG filling stationto be built in Veurne on Eric Mattheeuws’ premises andto be operational in the summer. Fluxys Belgium's parentcompany Fluxys is investing in the site. This initiative is animportant step in the launch of LNG as a sustainablealternative fuel for trucks in Belgium.
“The switchover to LNG means a drastic reduction inemissions from the trucks and has considerable financialadvantages as well. We have developed a uniquepartnership with Fluxys, Eni, Volvo Trucks and RomacFuels to promote LNG as a valid alternative to bio-petroleum. The initial tests are very promising. If, sixmonths after opening the filling station, you read aboutadditional investments being made, then you can be surethat LNG has begun its conquest!,” said EricMattheeuws.
The filling station, whose all permits have been alreadygranted so that construction can start, will have a 60m3 LNG storage tank. It will be supplied by tanker truckfrom the LNG terminal in Zeebrugge. Eric Mattheeuwswill operate and perform minor maintenance on thestation, which will also be accessible to other transportcompanies.
For Fluxys, the filling station is a pilot project in terms ofengineering, technology, permitting and investment.“Transporters are holding off on switching to LNG forlack of filling stations and no filling stations are being builtbecause there are no customers. By joining forces withtransporter Eric Mattheeuws, we are breaking thisvicious circle and lowering the threshold for othertransporters to make the switch to LNG as a sustainablealternative to diesel,” added Fluxys CEO Walter Peeraer.

The M/T Borgøy, developed by Sanmar’s shipyardin Istanbul, is traveling from Turkey to Norway, where it will be operated by Bukser og Berging AS.The refueling was managed by Repsol, which hiredtwo tanker trucks from Reganosa regasificationplant. Last Saturday, the bunkering took place andthe LNG was supplied directly from vehicles to theescort tug.
According to the local newspaper La Voz de Galicia, the operation performed by Reganosa opens newpossibilities not only for plants of this type, but alsofor port infrastructure and Galician shipyards, suchas Navantia, as all can win new orders in thissegment.
"In Ferrol we have everything to be a major playerin this market," said Rogelio Diaz Ibarra, Reganosaproject manager, who stressed the strategicpositioning of Galicia as a gateway from the Atlanticto Europe. For him, it will be strengthened by thefact that the vessel has been manufactured inTurkey, travels to Norway and chose Vigo asrefueling point.
The tug, the first in the world to use LNG for itsengines, refueled the volume of a tank and a half ofnatural gas, equivalent to 45 cubic meters. "Eventhough this is a single event, it is the beginning ofsomething that will not stop growing and Reganosawill be able to service the entire northwest of thepeninsula," said Diaz Ibarra.

In the case of Greece, there are still no ships using LNGpropulsion but a few months ago the Greek Minister ofMarine, Miltiadis Varvitsiotis, assured that by 2014 apassenger ferry propelled by LNG would be in the Greekfleet. To strengthen the initiative, the Qatari companyannounced the development of this refueling site.
The largest Hellenic companies of this sector are alsobeginning to look towards this fuel, with the EuropeanUnion funding up to 50 percent of the cost of theconversion of diesel motors to LNG, reported Prensa Latina.
The interest of the Qatari fuel company, the world'slargest LNG producer, resides its ability to sell to multiplemarkets, starting with the merchant marine, and aimingat freighters and tankers in the near future. The firmexpects the LNG dominate fuel market in the medium-long term due to increasing oil prices and the tighteningof the regulations on pollution.

Gasum will buy the majority (51 percent) of Norwegian Skangass’s distributionservice from the Lyse Corporation. The acquisition is a part of Gasum’sstrategy of improving the availability of competitive liquefied natural gas inThe Nordic countries, which will serve not onlymarine traffic but also the needs of industrialclients outside the natural gas grids and futureneeds of heavy duty transport. The new emissionregulations for sulphur dioxide coming to effect in2015 will increase the need for cleaner fuels in marine traffic. “Theacquisition enables the creation of sufficient market coverage and distributioninfrastructure in the Nordic countries, giving Gasum the possibility to offer a muchmore competitive product for end users in the maritime, industry and heavy transportsectors,” says Johanna Lamminen, Gasum’s Executive Vice President. Skangass will add todelivery reliability of Gasum’s LNG offering through new terminals and tankers. It will alsoenable fast development of gas infrastructure in the Nordic countries. Large, combined import quantities will result inmore cost-efficient LNG-sourcing and thus enhance the opening of new LNG-terminals. The acquisition will join theFinnish, Norwegian and Swedish markets geographically, making the delivery of a competitive product possible in theentire area, and will also improve the development of purchasing and delivery services, efficiency in the logistics chainand freighting, and raise overall storage capacity. Through the acquisition Gasum’s LNG business unit, including thePorvoo production plant and the planned Turku /Pori terminal will become a part of the new joint enterprise. TheSkangass production plant in Risavika will remain in Lyse’s ownership, but a long term delivery contract regarding the useof the unit has been made with the new joint enterprise, Skangass A/S. Skangass’s Öra terminal in Norway, the Lysekilterminal still in construction and the planned Gävle terminal, both in Sweden, will be transferred to the new company.

Perception is theHardest Part
There has been significant NGVindustry growth and technologydevelopment over the past 15years, particularly in the heavyduty vehicle arena. Concurrent with this developmenthas been the evolving perceptionsof end users. Natural Gas has notonly become a reality in the lightduty segment, but also the initialskepticism accompanyingconsideration of CNG and LNG asa capable fuel source for HGVshas been neutralized. The price differential betweenNatural Gas and liquid fuels, thegreat environmental benefits, theabundance of resources and thepossibility of producing renewablenatural gas has transformed itfrom an alternative fuel to a realfuel alternative.

European Association April Report
Natural Gas Vehicle Association Europe
The LNG Blue Corridors project, in whichNGVA Europe participates, aims toimprove knowledge and awareness of
LNG as an alternative fuel for medium and long distanceroad transport. The mission is to establish LNG as a realalternative for transport - first as a complementary fuel andlater as an adequate substitute for diesel. To accomplish its objectives the initiative has defined aroadmap of LNG refuelling points along four corridorscovering the Atlantic area, the Mediterranean region andconnecting Europe’s South with the North and its Westand East accordingly. In order to establish a sustainabletransport network for Europe, the project hasfurthermore set the goal to build up a fleet ofapproximately 100 heavy duty vehicles powered by LNG.
Opening of first filling stations
By March 2014, 5 out of the 14 locations for new refuellingstations have been specified and on 29 April NGVA Europemember Eni will inaugurate the first station in Piacenza (Italy)covering the project’s Mediterranean Corridor. Eni’s facility willbe able to provide both LNG and CNG. In the weeks tocome, additional stations will be opened in Belgium(concretely in Kallo, Antwerpen) by Drivesystems, as wellas in Örebro, Sweden, (South-North Corridor) byEnergigas Sverige (The Swedish Gas Association). Furtherconfirmed supply points will be located in Lisbon (Portugal)and Malaga (Spain) with the locations of the remainingfacilities to be confirmed soon by the project consortium.
Fleet of LNG-fuelled heavy duty vehicles
The project’s plans to connect 11 European countries byroad using LNG trucks are ongoing and applications fromfleet owners are currently being evaluated. During thisprocedure, different aspects have been discussed with futureclients, such as the major routes carried out (both nationaland international) plus the potential future routes, numberand models to be included in the LNG Blue Corridors, as wellas estimations concerning the annual mileage per truck andtheir usual working weights, among other aspects. The firsttwo LNG heavy duty vehicles, property of association memberTransportes Monfort, have already been co-funded by theLNG Blue Corridors recently. The intention is to present theresults of the first performance in the weeks to come. Fleetoperators that want to be included in the LNG Blue Corridorsproject can still contact the project coordinator or NGVAEurope. Operators participating will receive up to €14,000per eligible truck. In order to participate, trucks must havebeen purchased or leased after 1st May 2013.

17April 2014 Gas Vehicles Report
Italy, the first European country to use natural gas asa vehicle fuel with currently more than 800.000vehicles (some 75% of the total European NGVrunning park), recently introduced a law encouragingthe production and use of biomethane.Last December, the Italian Government published thelong-awaited decree ‘05 dicembre 2013’, whichprovides incentives for the production of biomethane. This document implements what has been foreseen bythe previous decree ‘n.28 of 03/03/2011’ thatintroduced a national definition of biomethane andanticipated what the different ways are to obtain theincentives: biomethane injected into the natural gasgrids; biomethane used as a biofuel; and biomethaneused in high efficiency cogeneration plants. In the next months, technical conditions will bespecified by GSE, AEEG and Ministry of Agriculture. After that, biomethane will be promoted for theinjection into the natural gas grid, for usage intransport and electricity production. This decision will certainly encourage the use ofmethane produced by over a thousand plantsconnected to Italian farms, not only for electricity butalso for direct feed-in into the network as a fuel forroad transport. The new rules will apply to differentkinds of facilities: new upgrading plants that are to bebuilt, as well as already existing biogas plants to whichunits for upgrading biogas to biomethane will be added. The Italian NGV industry advocated strongly foracknowledgment of the great potential biomethanehas with regard to the process of implementing theEU’s Directive on renewables into national law. Hence,NGVA Europe’s 14 Italian members welcome thedecision of the Italian authorities and look forward toboosted application of the renewable fuel in transport.NGVA Europe members NGV System Italia (thecountry’s Association of natural gas for transport)and Assogasmetano (National CNG DistributionCompanies Association) contributed constantly to theprocess, pushing for the decree to get passed. The“Working Group for development of biomethane inItaly” of the Italian Biogas Consortium for instance, inwhich NGV System Italia and Assogasmetano alsoparticipate, pleaded the case of methane producedfrom renewable resources by delivering its ‘PositionPaper for the development of biomethane in Italy’ inMarch 2012 among other activities.“We are excited to be among the first countries toembrace biomethane as a fuel. Today we can considerit as one of the most effective and readily availableresponses to the need for sustainable mobility. In linewith our association, I will provide full support to makeits wide spread use a reality. Biomethane, with itsadvantages regarding ecology and affordability, will bethe real winning vehicle fuel for the coming years.Powering a cleaner future is the mission of NGV Italy,”said Mariarosa Baroni, President of NGV Italy.Furthermore, the European GreenGasGrids Project, inwhich NGVA Europe participates, provided substantial
support to the cause, too. Following theannouncement of the Italian authorities, the projectpartner Italian Biogas Consortium for exampleorganised a successful workshop last 16 December inBologna with more than 220 attendees. The eventdelivered highly valuable information regarding thedecree’s contents and opportunities, availablebiomethane upgrading technologies, and theopportunities held for gas-powered vehicles. The potential for biomethane in Italy is huge, especiallyfor biomethane obtained from farms, food processingcompanies and landfills. According to experts’ studiesit could amount up to billion cubic meters a year. Thispotential will certainly be tapped, now that the decreefinally enters force and a comprehensive regulatoryframework has been established. The Italian BiogasConsortium estimates that, thanks to biomethane, thenew scenario in Italy by 2018 could be the following:1,4-2 billion Euros invested in biomethane plants; 500new gas refuelling stations; increase in number of CNGvehicles 70,000 - 90,000 year (1300000 by 2018);biomethane production 40,000-60,000 Nm3/h;share of biomethane in the NGV fuel share 20-35%.
Biomethane as a fuel
The fuel burnt in a natural gas engine mainly consists ofmethane. The gas is either fossil ‘natural gas’ (NG) or‘biomethane’ produced from renewable resources. Bothgases can be used in existing internal combustionengines with no limitation to blending thanks to the samemolecular composition. Biomethane is cleaned, upgradedand conditioned biogas derived from anaerobic digestionof organic waste, industrial waste as well as purposefullygrown energy crops. The upgrading process includes gaspre-treatment (gas drying, removal of contaminants) andCO2 removal. For all steps proven technology is available.

Preliminary Agenda Workshops programImproving the political & regulatoryframework
To study and discuss the experiences carried out bydifferent countries and cities, referred to any type ofaction related with NGVs: taxation, air quality, incentives, specific regulations, etc. Real examples given by thepersons in charge will help the audience to understandthe best examples to follow.
Vehicles & engines technologies
Most of the NGVs registered now in Europe are newvehicles developed and produced by their OEMs. Wewant to find out what is coming next, now indevelopment. Product plans and ideas of the car, trucksand bus producers with the current Euro VI limits comingthis year for new homologations and next for newregistrations, also now with an special focus to themaritime sector.
Customer Experiences
The key actor and definitive judge in any value chain isthe final user. And the user has to be satisfied with theproduct to guarantee its development and progress. Thisis the reason of this workshop that will focus on hearingthe testimonies of the big fleets’ managers, coveringcars (taxis), light distribution trucks, urban buses andLNG heavy trucks, with an special focus on the examplesof public transport fleets.
Fuel Infrastructure
At the upstream end of the gas distribution chain, thereis the gas production, which now is splitting intoconventional and non-conventional (shale gas). On theother hand we have more and more biogas plants usingbiomass from different sources. The gas productionspectrum is becoming wider and this workshop intendsto deepen into the understanding of the variouspossibilities and alternatives.

April 2014 Gas Vehicles Report22
Waitrose’s demonstration vehicles, which operate ona mix of natural gas and diesel, have been developedwith Professor David Cebon, one of the world's leadingexperts in fuel-efficient trucks, who leads of a group oftruck specialists at Cambridge University, andProfessor Holger Babinsky, a leading expert in vehicleaerodynamics.Along with Cambridge University students, bothprofessors set out to look at how to improve air flowat the rear of the trailer, under the trailer, andbetween the trailer and the tractor, proposingchanges that could be made without losing food spaceor compromising the vehicle's compatibility withloading bays and existing equipment, reportedBusiness Green."We're always looking at ways to improve fuelconsumption and reduce our carbon emissions, andone of the ways we've looked to do that is byimproving the aerodynamics on the lorries we use,"said Justin Laney, Waitrose’s central transportgeneral manager. The six trucks have had a range of fuel savingmeasures fitted. These range from simple measures
such as lowering the height of the vehicle and fitting lowrolling resistance tires, to more advanced engineering, including an aerodynamic truck and trailer design with asmooth underside and open rear section to help optimizeair flow under the vehicle. Reducing drag means arelatively low-powered engine can be used and, such is itsefficiency, it can also be used to power the refrigerator inthe trailer, removing the need for an additional engine.
