It is hard to believe how time is flying by this year as we are already past the Easter Holidays and the kids are heading back to school. We hope you all returned safely from the holidays and are ready to take on the next term
with fresh and rested minds. Autumn is such a lovely time of the year, with temperatures a bit lower, however not too cold, colours are changing and we see the wonder of nature and how it adapts to the changing season. With Earth day upon us on the 22nd of April, it is the perfect time to reflect on what we can do to ensure that we have a place to call home for many years to come. Formed in 1994 out of the Xhosa homelands, Transkei and the Ciskei, together with the eastern portion of the Cape Province. Historically this was the landing place and home of the 1820 settlers and the traditional
home of the Xhosa people. This region is the birthplace of many prominent South African politicians, such as Nelson Mandela and Oliver Tambo.
At 168 966 square kilometres, the Eastern Cape is roughly the size of Uruguay. It's the country's second-largest province after the Northern Cape, taking up 13.9% of South Africa's land area and with a population of around 6.5-million people. The majority of the people speak isiXhosa, Afrikaans and English. The Eastern Cape region consists of great natural beauty, particularly the rugged cliffs, rough seas and green bush of the stretch known as the Wild Coast. The province's diverse climates and landscapes range from the dry and hot Great Karoo to the lush forests of the Wild Coast and the Keiskamma Valley, the fertile Langkloof, known for its rich apple harvests, and the mountainous southern Drakensberg region around the town of Elliot. The Eastern Cape's main feature is its spectacular coastline, alongside the Indian Ocean. With long stretches of sandy beaches, rocky coves, secluded lagoons and towering cliffs, the coast is the province's main tourist attraction.
The busiest metropolitan economies in the Eastern Cape are Port Elizabeth and East London which are known for manufacturing, the most important being automotive manufacturing. The province is the hub of South Africa's motor industry. Volkswagen South Africa and the Ford Motor Company of Southern Africa have manufacturing plants in the Eastern Cape, while General Motors South Africa and Daimler, even Mercedes Benz South Africa have assembly plants in the province.

Area Overview:East London, affectionately called Buffalo City, is situated 1000 km from Cape town on the South East coast of South Africa. Lying in between the Nahoon River in the north and the Buffalo river to the south it is the only river port in South Africa. East London, itself, has some 400 000 residents, the metropolitan area has 1.4 million, and is the second largest city in the province of the Eastern Cape. Area Overview:Port Elizabeth is located in the Eastern Cape and falls under the Nelson Mandela Bay Municipality. The city is more fondly known as the Friendly City or the Windy City. It is the home of the motor vehicle industry with Volkswagen, General Motors and Continental Tyres all having manufacturing plants within a few kilometres from the city. Port Elizabeth has many excellent schools. There are game farms within a short distance from the city. It has 2 ports and you can often see a cruise ship waiting in the harbour. The city has blue flag beaches as well as five star hotels.
Area Trends and Activity: The demand for properties in Port Elizabeth is very much linked to salaries. 70 real estate agents are already focusing their efforts on the premium market segment. “Our aim for 2016 is to increase the number of real estate agents to 330
in total,” said Jérôme Quentel, Managing Director of the Engel & Völkers Market Center in Paris.
The most exclusive locations in the city on the Seine are Saint Germain des Prés, the Quartier des Invalides, and the Île Saint-Louis, as well as addresses close to the Place des Vosges, the Palais Royal and the Champs de Mars. “Outstanding refurbished properties in the 6th and 7th Arron-dissements with views of historic monuments such as the Eiffel Tower can command prices of up to 40,000 euros per square metre,” revealed Jérôme Quentel. The city's real estate market is dominated by national buyers. Although prestigious properties are also sought-after amongst international clients, from Italy, the UK, the USA and the Middle East in particular. “Rapid growth in Paris through the Market center is our objective,” said Jérôme Quentel, adding: “The global network of Engel & Völkers, with more than 700 locations, means that real estate agents also have access to an international pool of potential buyers.”
The MC Paris is located on the Rue de Berri, in the 8th Arrondissement, not far from the famous Avenue des
Champs-Élysées. The building dates from the 19th century and was originally a hotel. Now renovated and modernised throughout, it offers some 1,000 square metres of office space for real estate agents. One particular highlight is the garden directly to the rear of the building, which spans some 400 square metres.
Affiliated to the Market Center are two so-called property lounges, at strongly frequented locations in the city. They serve as an initial point of contact with prospective clients, with comfortable seating and a pleasant atmosphere. One of the property lounges is located on the Boulevard
Haussmann, which is lined by depart-ment stores and banks. The second property lounge is currently nearing completion on the ground floor of the MC.
“South Africa will be seen to follow the streamlining module of business centres very soon. Old Mutual 's annual Om-die-dam marathon celebrated their 26th birthday by hosting another successful event on the 12th of March. Caroline Wostmann won the race and became the first to win 3 marathons in a period of 12 months. The Old Mutual Om-die-dam has proven to be one of South Africa's biggest events and one all runners slot into their calendars. The new sectional title scheme management act's which comes into play this year, will provide both the trustees and the residents within community schemes the platform to resolve disputes in an orderly and fair manner concerning topics of financial, behavioural, governance, community meetings, repairs, maintenance and general.
It is contemplated that the Ombudsman service will investigate and justify claims and complaints against managing agents or other employees of the community schemes, like sectional title body corporates, home owners associations, share block schemes etc. The act also implies that the Ombuds service will be able to rule on certain aspects, to overpower these bodies that have been put in place.
Upon receipt of a claim or complaint the Ombud will consider the content, relevancy and importance of the application and will be allowed to reject or request further action to investigate the application.

Affordability and budgeting for owning a property
Before setting out to buy a home, one has to first think about your needs vs wants and you would have to be realistic since the
financial implications and commitments could affect everyone you love. Monthly expenses need to be carefully budgeted before you even start looking. Owning a home not only means paying a monthly bond instalment but has many new bills too. Make a list of everything you'll have to pay - bond instalment, rates or levies, house insurance, mortgage protection insurance, electricity and water, repairs and maintenance; and then make sure your budget can afford everything you have listed.
Affordability is the big question every homeowner wants answered. Your instalment should not be more than 25% - 30% of your regular family income, before tax and deductions. If you have your own business or earn regular overtime or sales commission, the various lenders will each have their own formula for calculating what they consider as regular income. For example in a family where both partners work, the calculation might be similar to this: Applicant A salary (before deductions) R15 700 per month + Annual bonus (divided by 12) R2 000 per month + Applicant B salary (before deductions) R12 200 per month + housing subsidy R1 500 per month = Total regular

The Community Schemes Ombud Service Act, 9 of 2011 (OSA) and the Sectional Title Schemes Management Act, 8 of 2011, (SMA) will be put into operation during the course of this year. The new proposed regulations to the OSA will also provide for the following: An additional levy, over and above the normal levy to fund the operational infrastructure of the new Ombud service, payable on a sliding scale between R3.40 to R68.00 per month to be added on to normal levies paid monthly. Body Corporates will have to take out insurance against the risk of loss of money belonging to the community scheme, or for which
it is responsible due to fraud or dishonesty. This will have to be funded by the sectional title owners. Body Corporates must also have a reserve fund amounting to 25% of the administration costs with a five year maintenance plan. “Although this act will come at an extra financial cost to both body corporates and home owners, it encourages the managements of dispute in an orderly and fair fashion that would contribute to the safe investing of property in communal schemes, and in the long run will add a great return on investment as well ” added Craig Hutchison CEO of Engel & Völkers Southern Africa.

Transfer and bond costs may be your biggest expense in purchasing your property. Although saving our planet should be an everyday thought, we so often get caught
up in the hustle and bustle of daily life that we take our environment for granted.

¡ On laundry day, wash in cold or warm water rather than hot, only do washing when you have a full load and skip the energy-hogging tumble dryer in favour of a trusty a clothes line - it's easier on your clothes and has absolutely no carbon footprint.
¡ If you're going to use batteries, make sure you recycle them properly. It's far better to opt for rechargeable as they are better for the environment and save you money in the long run.
¡ Your toilet uses a whopping nine litres of water per flush! Reduce this waste by placing a solid object like a brick into your cistern. It will reduce the volume of your cistern and result in less water being used per flush.
¡ Replace incandescent light bulbs with compact fluorescents - they're more energy efficient and they last longer.
¡ With winter lurking on the horizon, invest in one of those leather sausage dogs that stop the draught from creeping in under your door. It will help retain heat and allow you to use less power to heat your home.
¡ Turn off your computer at night – unless you expect someone to magically pop in and complete your work while you sleep, you're just placing extra strain on the grid and bleeding your pocket with a higher electricity bill.
¡ If you're the family chef, try popping casseroles and roasts straight into a cold oven – you'll save tons of power by not waiting for the oven to heat up first.
¡ Recycle-recycle-recycle. Glass, plastic, paper, metals and aluminum cans can all be recycled. Create your own in-home bin system by labeling different bins for different products, and get each item to the nearest recycling depot. It's easy to do and will make you feel far better about all the waste you consume on a daily basis. Plus, if you have kids, you'll be setting a good example for them, and they won't be mean to you when they start learning about the environment and realise that mom and dad haven't been doing their bit to save our precious planet.
