In collaboration with the Alcoa Foundation, the American-Scandinavian Foundation, and the Friends of the Great Smoky Mountain National Parks, APPL will provide partnership and sales and service training to seven representatives of the national parks of Iceland and affiliated non-profit organizations. The entire two-week program of which APPL will participate for three days is designed to develop the capacity of Icelanders working on the development, management, and conservation of Iceland’s national parks. The training, to run November 5–7 in Harpers Ferry, WV, will be conducted by APPL Training Corps member Kimberlee Riley. Bridge To Tomorrow News Applications for the 2013 Bridge to Tomorrow program are due December 14th. The objective of the Bridge to Tomorrow (B2T) program is to provide young leaders an opportunity to develop

their professional network and learn more about public land partnerships by attending the APPL Partnership Convention and Trade Show. NEWSBITS The National Park Friends Alliance met October 17-19 in the heart of the Mississippi National River and Recreation Area, Minneapolis. In addition to experiencing this park partnership, participants gained information on a variety of subjects from agency representatives, partners and consultants. • National Park Foundation (NPF) has engaged the Grey

Group, a national and international marketing firm to provide "calls to action" for people to support their parks and help make NPS more relevant and accessible to the public.

• The Legacy Project is a new initiative in which NPF works with individual parks to co-raise philanthropic dollars for park projects. Eleven parks have been selected for the pilot of this program.

• The Trust for Public Land's 40th anniversary will coincide with the NPS Centennial. It was noted that opportunities exist for working together to get full funding for land conservation.

• National Parks Conservation Association (NPCA) called attention to the importance of collaboration within the parks community to broaden the NPS funding base and increase the constituency for national parks through coordinated messaging.

• Information was presented on donation review policy which guides NPS employees who directly accept donations or who work with partners who fundraise in support of NPS programs.

• A presentation on the growth of cause marketing was presented by the Minneapolis-based marketing firm Duffy & Partners, and on preparing for a fundraising campaign by the Compass Group.

APPL executive director Donna Asbury attended both the NPS Partnership Council meeting and the Friends Alliance. The Alliance meeting was also attended by representatives of nine APPL member organizations. California Gov. Jerry Brown (D) signed two bills September 25 that will ensure that all state parks remain open through fiscal years 2012-2013 and 2013-2014. The lead bill (AB 1478) allocates $20 million from the secret stash for operation of the state parks. It also appropriates $10 million from a 2006 conservation bond program for the parks. Another $10 million is expected to come from private and local matches. The other bill (AB 1589) directs the parks department to develop a plan for generating revenues (i.e. more fees) and would allow taxpayers to allocate a portion of refunds to a California State Parks Protection Fund.

AGENCY NEWS

National Park Service The NPS Partnership Council met in Minneapolis on October 15-17. The Council is comprised of regional NPS partnership coordinators, Washington Office staff with partnership responsibilities and other representatives. Topics of discussion and updates included: • A new www.nextcenturyforparks.org website has been

developed by Eppley Institute and is hosted by NPF. The purpose is to engage the broader public in discussion of the next 100 years of the NPS. Priorities within A Call to Action are featured, along the lines of an interactive blog.

• Priorities for partnerships training in 2013 include content for NPS new supervisors and new chiefs training; materials to support the NPS Fundamentals course; webinars; regional workshops; and APPL convention sessions.

• A new partnership website design, using recommendations from the firm threespot, will

reorganize Inside NPS and www.NPS.gov/GetInvolved partnership content to provide resources for NPS staff and external audiences.

• Preliminary findings of an Eppley Institute NPS staff partnership survey were shared, based on nearly 4,000 agency employee responses. Additional aspects of the project will include a literature review, stakeholder interviews, and a management report.

NPS Washington Office representatives from Interpretation and Education; Cooperative Ecosystem Study Units (CESU); and Rivers, Trails and Conservation Assistance (RTCA) programs also provided updates, indicating the range of partnership programs and opportunities within NPS. The National Park Service Advisory Board will meet November 28 and 29 at Fort Monroe, VA., with an ambitious agenda. The board will not only consider recommending the designation of 18 new historic and natural landmarks, it will also receive updates from Park Service officials on a number of programs. In addition NPS Director Jonathan Jarvis will address the board. On October 8th, President Obama issued a proclamation establishing the Cesar E. Chavez National Monument. The 2012 regional Freeman Tilden Awards have been presented to seven innovative National Park Service employees. The annual award recognizes creative and original contributions toward a specific project or program in interpretation or education. One of the regional winners will be announced as the national recipient on November 15th during the interagency Excellence in Interpretation Awards ceremony at the National Association for Interpretation Workshop in Hampton, VA. The votes have been counted and the winners selected in the ninth annual National Natural Landmarks (NNL) photo contest.. Photographs were submitted of 69 different NNL sites from 28 states and Puerto Rico, each one representing the beauty and diversity of the nation’s natural heritage. 26 national historic landmarks and one national natural landmark were designated in as places that possess exceptional value and quality in illustrating or interpreting the heritage of the United States. Currently there are only 2,527 designated national historic landmarks and 592 national natural landmark sites across the country that bear this national distinction. Rose Fennell has been selected as the new deputy superintendent for operations at Boston African American National Historic Site and Boston National Historical Park. Fennell was the National Park Service’s Bevinetto Congressional Fellow for 2011-2012 and has spent the last year working as a special assistant to Director Jon Jarvis and as a legislative specialist in the Office of Legislative and Congressional Affairs. Before her selection as Congressional Fellow she was the National Park Service’s cooperating association coordinator in Washington, D.C. for nine years and worked for nonprofit organizations whose work intersects with the National Park Service, including the Wilderness Society and the Parks & History Association.

USDA Forest Service Liz Close, currently the Intermountain Regional Director of Recreation, Wilderness, Heritage, and Volunteers will serve as acting National Director of Director of Recreation, Heritage, and Volunteer Resources. She began her assignment on October 17th.

Mount St. Helens National Volcanic Monument personnel are pleased to announce the opening of the Science and Learning Center at Coldwater. Formerly the Coldwater Ridge Visitor Center, the Science and Learning Center facility will provide classroom and laboratory space for educational groups, primary and secondary schools, researchers and others to enhance the learning opportunities available on the Monument. San Juan Mountains Association (SJMA) reports that their Board of Directors has made the decision to terminate the Canyons of the Ancients National Monument component of their Cultural Site Stewardship Program (CSSP). This decision was necessary because there is insufficient funding available from the Bureau of Land Management to continue to support their involvement in the program in the Monument, and with future funding reductions.. The CSSP program will continue on Forest Service and other public lands, just not in the Canyons of the Ancients National Monument. SJMA will also continue to conduct cultural and historical projects on other public lands in their area. These projects will be funded primarily by grants, donations and SJMA memberships with some funding from the Forest Service and possibly BLM. So there will continue to be volunteer opportunities for our Cultural program.

FUNDING OPPORTUNITIES The National Endowment for the Humanities’ Collaborative Research program provides support for interpretive humanities research undertaken by teams of two or more scholars. The grant is designed to help communities in the United States create a more sustainable future through responsible environmental stewardship.
