I’m here typing and watching the Red Sox play baseball in 40-degree weather so I’m not convinced we’ve actually made it to spring yet, but I know it’s right around the corner! I’m sure that everyone is looking forward to another summer at Seaside Park. I’m certainly looking forward to Memorial Day and the beginning of the fishing season. Hopefully, I’ll be able to get the boat in the water early this year, but with this weather, that may be questionable. We are trying to do the kayak rack lottery early this year so the winners can get their kayaks on the racks well before the July 4th weekend. Return your boat registrations ASAP so we can do the lottery before summer starts. e winter has been relatively quiet with no major news coming from the Ave’s in the off-season. For the time being, the board has decided to table the electronic gate; during this winter’s nor’easters, the parking lot flooded again and we’re not sure the gate would survive the flooding. e topic will come up at the first general meeting on June 30th. Spring 2018 Greetings to All!I’m here typing and watching the Red Sox play baseball in 40-degree weather so I’m not convinced we’ve actually made it to spring yet, but I know it’s right around the corner! I’m sure that everyone is looking forward to another summer at Seaside Park. I’m certainly looking forward to Memorial Day and the beginning of the fishing season. Hopefully, I’ll be able to get the boat in the water early this year, but with this weather, that may be questionable.

We are trying to do the kayak rack lottery early this year so the winners can get their kayaks on the racks well before the July 4th weekend. Return your boat registrations ASAP so we can do the lottery before summer starts. The winter has been relatively quiet with no major news coming from the Ave’s in the off-season. For the time being, the board has decided to table the electronic gate; during this winter’s nor’easters, the parking lot flooded again and we’re not sure the gate would survive the flooding. The topic will come up at the first general meeting on June 30th.

We will also have an election this year as my term as President and several other board members’ terms come to a conclusion. Details on the election are inside the newsletter. I will be running for re-election, and hope that other neighbors will run for positions on the board or volunteer to help out at the many exciting events coming up this summer. Make sure to check out the calendar inside to see what’s on the schedule. The Fourth of July parade and the neighborhood cookout have been great successes in the past few years, and we hope to see you all there again this year!

Halls Creek 2018 UpdateThe ongoing challenge of restoring the health of the Halls Creek estuary while stemming the further deterioration of the protection offered by the Squaw Island barrier beach has not faded away. This past winter, especially this past March, brought a series of tests as nature delivered one winter blow after another with strong winds and exceptionally high tides. Those of us privileged to visit our neighborhood in March witnessed the nearly total breaching of the estuary. This assault on the Squaw Island barrier beach and our estuary this past winter reminds us again of the critical need for a solution to the deteriorating health of the creek.

The volunteer board of the Halls Creek Preservation Fund continues to explore avenues for addressing the need to dredge the creek and dispose approximately 13,000 cubic yards of sand. These discussions included conversations with several engineering firms and a review with a law

firm specializing in environmental law and practices.

We also continue our efforts to engage the four Squaw Island barrier beach landowners.

As a reminder, there are four parcels of land comprising the barrier beach. Three of the parcel landowners have

expressed tentative support for the project, but for various reasons have not yet signed the necessary documentation that we need to accompany our application for permitting. Unfortunately, the parcels owned by the three landowners comprise

less than one half the island. The team of volunteers actively involved in this project continue to work toward getting the full support of all four landowners.

Continue to look for ongoing communications about the Halls Creek Preservation Fund project and why this effort is critically important to protecting our neighborhood and our property. q

Seaside Park Grounds UpdateWe are pleased to report that the beach grounds and access road held up rather well despite Mother Nature’s disposition this past winter. Fortunately, we sustained no major damage. We will be re-grading the stone topping on the access road and have hired a contractor to do so. Joyce Landscaping will be doing our spring clean-up again as well as weekly maintenance for 2018.

Once again, we have applied to the Barnstable Water Quality Lab to administer weekly testing of Little Beach through Labor Day. We are also investigating the possibility of a professional company to do poison ivy remediation.

We will be applying to the Conservation Commission

to follow through with several improvements discussed in past general meetings. These include:

1. Installation of a flag pole with lighting

2. Providing beach sand base under and around kayak racks

3. Installation of a well to provide water for a lawn irrigation system

Pending approval, there will be a final vote on expenditures.

Enclosed in this newsletter you will find your 2018 sticker to be placed onto the placard, covering the year 2017. Please make sure that you or your renter display the placard prominently so that the parking attendants can see them. Please obey the parking rules and make sure that you inform your renters that they need to have the placard to park at Little Beach. This coming summer we will again be using Dennis Marcos as our Beach Security person from Wednesday, July 4th through Labor Day, September 3rd. He will patrol the parking lot and beach area on Friday and Saturday nights as well as on holidays. We will also be hiring summer parking attendants to check beach goers into the lot Thursdays through Sundays throughout the summer. If you know anyone looking for a job as an attendant this summer, have them email me at [email protected] ASAP so we can get the schedule in order.

We will discuss the gate at this year’s general meeting on June 30th. There are complications to the process, which we will review at that time.

There was a situation at the beach this winter everyone should be aware of. A person who does not live in the neighborhood but has friends in the area was storing bags of raw oysters off the bulkhead in Halls Creek. Several of us saw it and thought nothing of it, assuming they

had permission and that it was legal. Apparently, it is not legal or approved. An officer from the Conservation Commission contacted me to find out if I knew who was storing the oysters there, which I did not. They have subsequently tracked down the owner and have sorted out the situation with him. The oysters were removed and any penalties have been worked out with the ConCom.

Our beach is private property deeded to the residents of Seaside Park. Anyone coming into our parking lot or using our beach without permission is trespassing. Halls Creek is under the jurisdiction of the Barnstable Harbor Master and all rules and regulations assigned by the Harbor Master must be followed. And remember, NO DOGS ARE ALLOWED on any Barnstable beach from May 15th through September 15th. That includes our Little Beach and bulkhead area; be a good neighbor and obey the rules.

I am pleased to share the results of last year’s operations and our proposed budget for the coming year. Please know that the fiscal year ends on May 31st, so the results are estimated for April + May activity. The following are the highlights:

For the period, June 1, 2017-May 31, 2018, we generated $36,752 in revenue, of which $35,700 came from dues. This year, 175 homes paid an average of $204. Unfortunately, both of these results are slightly lower than 2017-2018, but still sufficient to exceed our budget expectations.

The numbers I am presenting include a few thousand dollars for annual estimates to be spent for this newsletter and winter cleanup to the dirt road and green areas. After a harsh winter, you can expect some repairs; beyond that, all expenses were held to budget. The largest expenses were: insurance, and weekend & holiday security and events. Again, all were held to budget and produced estimated total expenses of only $26,721. If April and May hold to this plan, we will have produced a positive cash flow of more than $10,000 and leave us with an ending cash balance of $76,142.

As we look toward the coming season, we have conservatively set our revenue expectations at only $33,490 and anticipate an increase in expenses. Some of the expense increase will be due to inflation and payroll increases (for security), but we have also added some new initiatives: $1,500 for installation of a flagpole, for which we are going before the Conservation Commission for approval in the coming weeks; also $2,000 to run electricity from the light pole to the area near the message board, which will be used to light the flagpole. We have not budgeted for the well and irrigation as that has not yet been voted on at the General Meeting but will be discussed at the June meeting.

In the end, we have built a budget with modest profitability ($190) and will continue to have a sizable cash surplus for emergency needs that might arise.

Once again this year more than 80% of the families in Seaside Park voluntarily paid their dues to SPIA, Inc. We are pleased that we have been able to continue this healthy level of support for the last few years. As you know, every dollar that we raise goes directly to Seaside Park in order to continue to maintain our neighborhood and sustain this small piece of paradise for our families and friends. The board meets approximately six times per year, typically on Saturday mornings; members can call in on a conference call or be in attendance at the meeting location. Neighborhood issues are discussed, debated and voted upon and then brought forward to the general meeting in June and August. All active members of SPIA, Inc. are urged to run for elected office or volunteer at one of our many summer events. Volunteering for SPIA, Inc. is what keeps this neighborhood a wonderful place to live and play. With the passing of Helen Harris, there is an opening on the Board of Trustees for the Hughes Trust. You will be receiving a registered letter regarding voting for the new trustee. q
