Newsletter January 2018 Coming up in the next committee meeting - 24 January 2018, 9.00 – 12.30 and 14.30 – 18.30 25 January 2018, 9.00 – 12.30 Room: Paul-Henri Spaak (3C050) See live broadcast Economic dialogue and exchange of views with outgoing and incoming Council presidencies On Wednesday 24 January at 9.00 Toomas Tõniste, Minister for Finance of Estonia and former ECOFIN President, will attend an exchange of views with the ECON Committee to discuss the progress made during the Estonian Presidency in ECON's areas of competence, in particular with regard to the Banking Union, the Capital Markets Union, taxation and economic governance of the EU. the Committee will At 11.00 welcome Vladislav Goranov, Minister of Finance of Bulgaria and current ECOFIN President who will present the priorities of the incoming Bulgarian Presidency. Finance Ministers of the countries holding the rotating presidency are heard twice, first at the beginning of their presidency, and then at the end. It is an opportunity to take stock of files that have been concluded and to discuss the way forward. (See EP briefing paper) Joint debate on the proposals to amend the European System of Financial Supervision and the relocation of the EBA On 24 January from 14.50 to 16.00 the Committee will hold the first exchange of views on the review of the European System of Financial Supervision. The co-rapporteurs Burkhard Balz (EPP) and Pervenche Berès (S&D) will present their working document which describes the most important amendments proposed by the Commission with regard to powers, governance and funding of the European Supervisory Authorities, changes to the European Systemic Risk Board and to eight legislative acts in the financial markets area. In addition, some political questions are raised. Furthermore, the location of the seat of the European Banking Authority will be discussed during this joint debate. Scrutiny Session At the monthly scrutiny slot at the ECON meeting ECON Members will discuss with the Commission and on 25 February at 9.00 ESMA the equivalence decisions under the Markets in Financial Instruments Directive (MiFID II - ) and Regulation 2014/65/EU (MiFIR - ). The monthly scrutiny session will focus on the equivalence assessment process as well as recent 600/2014/EU equivalence decisions adopted by the Commission. A small part of the scrutiny session will cover the Regulatory Technical Standards (RTS) on Strong Customer Authentication and as adopted by the European Commission on 27 November 2017 under Article 98 of the revised Secure Communication (SCA) Payment Services Directive (PSD2) . This RTS has been discussed at four earlier scrutiny sessions. 2015/2366

Economic dialogue and exchange of viewswith outgoing and incoming Councilpresidencies

Reform of the EU's system of own resources

On 24 January at 14.30 ECON Members will consider tabled to the draft opinion to the BUDG Committee on thethe amendmentsReform of the EU's system of own resources (Rapporteur: Luigi Morgano, S&D). The vote in ECON on the opinion is scheduled later inthe afternoon.

Insurance Distribution Directive (IDD): "quick fix"

On 24 January at 10.30 ECON Members will discuss the Commission proposal of 20 December 2017 to postpone the application dateof the IDD from 23 February 2018 to 1 October 2018 (Rapporteur: Werner Langen, EPP).

 

 

 

 

Competition policy in air transportWORKSHOPScheduled on the workshop24 January from 17.00 to 18.00, aims to look at the current situation of competition in theaviation sector. Can European citizens benefit adequatelyfrom effective competition when purchasing transportservices? Moreover, the discussion will also be related to thelegislative opinion on the proposed regulation on Safeguardingcompetition in air transport, repealing Regulation (EC) No 868

which is currently discussed in ECON. Issues for/2004discussion could be the general context of trade relations inthe aviation sector and the proposed regulation itself.Questions could include:• The efficiency of the proposed regulation• The compatibility between EU rules and internationalagreements• The balance between fair competition, the connectivity ofremote regions and passengers rights• How to ensure fair competition between EU air serviceproviders and their third country competitors.

OPINION - AMENDMENTSAfterwards, , ECON Members will discuss at 18.00 the

tabled to the legislative opinion on the proposalamendmentsfor a regulation on Safeguarding competition in air transport(Rapporteur: Ramon Tremosa i Balcells, ALDE).

Annual report on Competition Policy

On 25 January at 10.00 ECON Members will have a debateon tabled to the Annual Report onthe amendmentscompetition policy. The discussion should contribute to findingan agreement among the different political groups, in view ofthe vote in Committee scheduled for 21 February. Emphasis is given by the amendments to the most importantelements and areas of this important policy aimed at ensuringthe same playing level field for the undertakings operating inthe single market. From the digital economy to the bankingand financial sector, from the transport sector to the foodsupply chain, the enforcement of competition policy is crucialnot just for the economic operators but for the Europeancitizens. For this reason, the Members of ECON intend to reinforce thestructured dialogue with the Commission, ensure that NationalCompetition Authorities have sufficient means and powers,acting in a fully independent way, and that the EuropeanParliament is regularly informed and duly updated on theactivity conducted by the Commission with third countries,including cooperation agreements on competition matters.
