SPRING INTO SUMMER IN OUR BEAUTIFUL VILLAGES.

What is this life if, full of care,

We have no time to stand and stare.

No time to stand beneath the boughs

And stare as long as sheep or cows.

By W H Davis

Have you had a chance yet to wonder through the lanes and footpaths of our villages? Too busy to

stand and stare? Or too cold to go out? Have you heard a cuckoo yet, or did you hear the tap, tap of

bat on ball, as the cricket season began? Spring is here and the ponds are alive with moorhens,

newts, and frogs. The meadows echo to the mooing of newly born calves, the bleating of lambs.

We have waited a bit longer for our weather to change this year; cold and snow, rain and damp has

gone on and on. But during the week of 16th April 2018 temperatures rose, the sun came out, and

the spring flowers flourished. Daffodils suddenly burst open and the golden hew on the roadside was

glorious. Here comes Summer!

Defibrillators

25 local residents aged between 17yrs and 70+ years

attended the session which was presented by First

Responders Roy and Penelope Tyzack. It is hoped

that the defibrillators may never be used, but at least

some residents now know what to do in a Cardiac

Arrest emergency.

It is possible another training session will be arranged

later in the year.

If any resident is keen to learn the use of this life

saving equipment then please contact:

Parish Clerk – 07512078975 or

Village Hall update

Residents have requested an update on Herongate

village hall given the terrible condition it is in. The

Parish Council have written to Brentwood Borough

Council and this is the reply we have received from

Louise McKinlay:

“As you know, for some time the Council has been

considering the future of the hall in Herongate. Some

residents have voiced a preference for bringing it

back in to use, others have raised concerns in

regards to car parking associated with activity in the

Hall. We have been working to find a solution and we

are currently awaiting the outcome of a study that

looks at both planning options and funding streams.

The report is due back at the end of May and once we

have considered the comments, we will be looking to

hold a public consultation over the summer to gauge

local public support for the different options ahead of

any decision being made.”

Though it seems we are going over old ground with

assurances being made to resolve this issue, which

never coming to fruition, let’s hope this time there is a

more positive outcome.

The Parish Council will continue to press for an

answer on how to deal with this eyesore. Once a

decision is made the residents will be informed either

on the Parish Council Facebook site, Parish Council

website or the next newsletter.

Local Resident Does Good

Local resident Sheila Murphy will be appointed as the

Mayor of Brentwood on 16th May 2018. Sheila’s

family has resided in the village for many years, and

she was once owner of the Old Dog Pub. She is a

councillor on this Parish Council, and a Brentwood

Borough Ward Councillor for Herongate & Ingrave &

West Horndon, as well as Deputy Mayor. The Mayor-

ship carries an enormous workload as Sheila will

undertake over 300 civic duties during her year in

office. We wish her well and hope she enjoys every

moment of her term.

Election Results

Results from local elections: Cat Thierney, of the

Conservative party, has been elected as Ward

Councillor for both West Horndon and Herongate &

Ingrave. We wish her well and look forward to seeing

her at our regular Parish Council meetings, when

members of the public can raise issues and concerns

directly with her.

Planning Information

An application to build 30 homes at the old South

Essex Bowls Club, Herongate has been submitted to

Brentwood Borough and is pending a decision. See

Planning reference No. 17/01582/FUL for further

details.

An application to extend the Heron Court Care Home

Herongate from the existing 33 beds to 65 beds has

been submitted to Brentwood Borough Council and is

pending a decision. See Planning reference No.

Dear Referrer,

We would like to tell you about some exciting changes to the Macmillan Carers Service

in Essex.

NEW SERVICE OFFER

From March 12th we will be able to offer support to ALL CANCER CARERS

Any relative, friend or partner helping someone through cancer.

The cared for may be newly diagnosed, in treatment, in recovery from treatment, or

coping with a terminal diagnosis.

Why the change?

Our team currently supports carers looking after someone in the last year of life with a

life limiting condition across Essex.

Recently we received good news regarding the future funding of our service from

Macmillan - this enables us to continue building on the service we have established for

carers and now importantly undertake a more preventative approach supporting

families living with and beyond cancer.

What are the benefits?

For our team and carers - more time to provide information and support

For referrers - easier to identify and signpost your clients.

What about support for non-cancer carers?

Supporting non-cancer carers has been an important part of our work and we will

ensure those carers already known to us will continue to receive support from us.

From April 1st new non - cancer referrals will be directed to the new Adult Services

provider Carers First.

Supporting you!

With a wealth of specialist knowledge, information and resources we can provide

cancer support to families, helping them to cope with the emotional and practical and

financial impact of caring for someone with cancer.

How you can help?

We would be grateful if you would help cancer carers (and other professionals) find out

how to get support, by putting up one of our posters seen here.

Kind Regards,

Rebecca

Hello my name is David Watts. I am 40 years young,

and live in Herongate with my wife Joanne, 2 year old

son Harrison and new born daughter Willow. We have

lived in Herongate now since November 2014. Prior

to living in Herongate I resided in Great Baddow

Chelmsford, however my wife grew up in this area and

attended St Martins School. Joanne is now SENCO at

a local Brentwood school. She had for years spoke

fondly of the area; the church, schools, amenities,

pleasant walks and the general community

togetherness, which is so often lost in today's hectic

lifestyles, that when an opportunity to relocate to

Herongate arose we grasped at the opportunity and

haven't looked back. Three years on we are feeling

very settled and excited to see our children grow up in

this lovely part of Essex. I value a healthy life style so can often be seen

jogging around length and breadth of Thorndon park

and side roads. I am a fully certified CIMA (Chartered Institute for

Management Accountants) member and currently

work at the Ford Motor Company Warley and Dunton

Offices. I have worked for Ford over 23 years now,

being both a trained electrician and mechanic along

with re-skilling in accountancy. When notice of a Parish Councillor vacancy appeared

in a prior newsletter, it felt the perfect timing to put

myself forward and add representation of a

demographic that may otherwise be unaware of the

good work carried out within the community led by the

Parish Council. I look forward to assisting with future events, queries,

concerns and discussions and I would like to thank the

Parish Council for providing me this opportunity.

Thank you

David Watts

SPRING FLOWER SHOW 4th March 2018

It is always difficult guessing the best Saturday in late March/ early April for the Spring Flower Show. Too late

and the Spring Flowers have finished, too early and there are no Flowers in bloom and there is always Easter

to throw into the mix. The weather of course is a big influence on the timing of Spring and is something that

can’t be best guessed as was very apparent this year.

The date for the 2018 show was agreed in January and then the weather was unseasonably cold and then it

snowed - TWICE - the second time the weekend before the show !! The snow and cold weather slowed down

the start of Spring and hence reduced the amount of flowers opening.

But the villagers of Ingrave of Herongate came up trumps and filled St Nicolas Church Hall with over 50 en-

tries.

Daffodils, Camellias, Hyacinths, Primulas, flowering shrubs and other Spring Flowers filled the room with col-

our and scent.

The cup for the most points awarded in all classes was won by Mrs Susan Helm.

Tea and cake was served in the afternoon to villagers and friends who came to see the exhibits, meet friends

for a chat and this year to view the memorabilia from the (sadly lost) village museum. Maps, photographs and

old documents were pawed over with great interest and sparked many interesting conversations and reminis-

cences.

The Flower Show Committee would like to thank Mrs Sheila Murphy for organising the loan and collection

of these interesting pieces of village history and all the villagers who made the day a success.

DEFIBRILLATOR AND CPR TRAINING

The first session of Defibrillator Training was a resounding success, with 28 attending the session on

28th April.

Herongate and Ingrave Parish Council organised the installation of 2 defibrillators within the villages,

one St Nicholas church hall, and the other on St Andrews church hall.

It seemed appropriate to offer some guidance on how to use the defibrillators, should an emergency

arise, with as much confidence as any of us could expect to have

Use the bins provided.

In case you are wondering, you can

put dog waste into any street litter

bin for dog waste as all rubbish in street bins is

dealt with in the same way. This is the practice

Brentwood Borough wish dog walkers to follow.

There are many bins around the neighbourhood, on

the playing fields and along footpaths.

If you cannot find a bin, please take it home with

It is recommended you cannot bag it, use a stick to

Better news from the Broadband Front

With the completion of the upgrade of the last street cabinet servicing Herongate and Ingrave to fibre optic communication, the first stage in offering Superfast broadband to the two villages is finished. Theoretically, this should mean that any resident or business needing better broadband performance can now sign up for a superfast service from their existing Internet Service Provider (or another offering a better deal). Unfortunately, it is not that easy. The copper network that links your home/business to the cabinet is a far less efficient carrier of high speed data than fibre optics. So, the farther you are from your cabinet and the more tenuous the route that the copper link follows, the less benefit from the fibre to cabinet upgrade you will see. A classic example of this exists in the Meadows where one half of a semi-detached pair of houses gets superfast broadband but the neighbour’s broadband is not nearly good enough to get superfast. It is possible to check how much improvement you can expect from signing up for superfast broadband. View the Superfast Essex roll out map at the following address:http://www.superfastessex.org/interactive-maps/rollout-map/ On the left-hand side about half way down you will be able to enter your post code to obtain details of your current broadband status. To qualify for superfast standard the download speed available must reach 30 Mbps. All locations that reach this standard are indicated by a red spot. These premises can get the benefits of superfast broadband by simply ordering it through your chosen Internet Service provider. Locations marked with a green spot are those that will require further effort from Openreach before superfast performance can be made available. In many cases this may be achieved through improvement of the copper links either by using a more direct route or improving the state of repair of

the network. Some locations have already seen some improvement in this way. Other green spotted locations are said to be under review. These are typically awaiting the availability of new technical approaches that are in development. In the majority of cases the green spots are planned to be at superfast standard before the end of 2019. Further information can be obtained directly from the BT Broadband Availability Checker chart at the following address: http://www.dslchecker.bt.com/adsl/ADSLChecker.AddressOutput The chart that you will find is somewhat off-putting! The things you will want to look for in the Featured Products (the left-hand column) are the fibre to cabinet plus copper BT products: VDSL Range A (clean) , VDSL Range B (impacted) Range A (Clean) indicates a good quality copper link; Range B (impacted) is a copper link that needs improvement. Both service types may be able to provide superfast broadband but may need improvement if they fail to meet the 30Mbs threshold. Anticipated broadband performance both download and upload are recorded in the adjacent column. A third BT product has become available to a good proportion of properties on the Herongate exchange that may be of interest to business users. It is the Fibre to the Property (FTTP) product. This offers download speeds of up to 330 Mbps and upload performance of 30 Mbps. As a final positive point, don’t forget that Superfast Essex have announced that additional funds are being made available to pay for the work needed to achieve close to 100% of properties in Essex having superfast internet connections by 2020. If you are still among the unlucky ones, keep your fingers crossed, it should not be too long. David Harman 01277 812177

Recently, following complaints by residents about dangerous and inconsiderate parking, in this case near our local primary school, as police suggested this course of action. “If anyone sees cars parked dangerously on the pavement blocking the way for pedestrians, or blocking a driveway they can report it to the police. To do this you will need to take a photo of the car with registration and complete an online form with the police. You must be prepared to give evidence should the case go to court. Go to www.essex.police.uk / Non - emergency ‘do it online' service / click on 'Report Anti-social behaviour' / scroll to the bottom of the page to 'Report anti-social behaviour', click on 'make your report' link / scroll to the bottom of the page to section that says 'Where did the crime happen' - put in the post code and click 'start' / then follow the instructions of the form. If you have any problems doing this online you can call 101 and ask for the crime bureau who will be able to help you.” Since the last edition of this newsletter we have heard and seen many instances of poor parking, which can cause a dangerous situation for all road users, especially pedestrians. So, should you spot a vehicle parking where they couldn’t, take a photograph of the registration number, note if possible make and model, and report as suggested above.

When Did You Last Dust Off Your

Copy Of The Highway Code?

Research suggests over three-quarters of UK drivers

never return to the motoring bible after passing their

test.

Are you one of the thousands of drivers who directly

contravene these most-forgotten road rules every

day?

Time to refresh your knowledge.

CAR THEFT PREVENTION TIP

Keyless vehicle theft is on the rise across the

country. Reduce the chance of having your vehicle

stolen by moving your keys away from the front

door and further in the house where the signal

from the key may not be picked up. By keeping

your car keys in a metal box or a specialised

pouch, will also help to block radio signals to the

thieves’ equipment.

The Parish Council are fully aware of what its responsibilities are on reporting and protecting local footpaths, public Right of Ways, and bridleways. We have been proactive over the years to maintain this

stance. To enable us to continue with up to date information about the pathways we rely immensely on public

support. However, it appears some residents are not aware of how to report any issues they may come

across. If you come across damage to bridges/crossings, blocked access, dangerous conditions underfoot, then please report to the following officer in Essex

County Council. Laura Dunnell, Rights of Way Inspector, Essex

Highways, 01245 342836,

[email protected]

Or directly to Essex County Council Highways Dept. http://www.essexhighways.org/Transport -and-Roads/Getting-Around/Public-Rights-of-Way/About-

PROW.aspx

Or Herongate and Ingrave Parish Council Clerk

[email protected] If you wish to identify our local Right of Way paths go

to the interactive map by using this link. http://www.essexhighways.org/Transport -and-Roads/tell-us/Getting-Around/Public-Rights-of-Way/

HOW TO REPORT DAMAGE OR

OBSTRUCTIONS TO PUBLIC RIGHT OF

WAYS AND BRIDLEWAYS.

The Mobile Library will now call only at St Stephens

Church every 3 weeks. The forthcoming dates are: 05

May / 26 May / 16 June / 07 July / 28 July / 18

August 2018. Between 10:50 and 11:20am. The

changes follow a recent public consultation.

Jenny Salisbury, Customer Services-Essex County

Council has stated that “… there will be changes to

mobile library services from week beginning 2nd

April, 2018, I am writing to confirm that the current

stops at Playgroup and Middle Road, Ingrave will no

longer be served, as they do not meet the new

criteria for the provision of mobile library services

namely that:-

* the stop is 1.5 miles or more from a library

* the average number of customers (rounded to the

nearest integer) is less than one

* each community should have only one stop (the

most popular and/or accessible stop will be kept)

* the stops remain accessible to the mobile library

vehicles

We have been working directly with customers at your

local stop(s) to find the best solution for each

individual, so that they can continue to access library

books. The option for mobile library users are: using a

local library, using a different mobile library stop, a

Friends & Family card, or perhaps a visit from one of

our Home Library Service volunteers.

So that we can make sure that we find the right

solution to best meet the needs of each individual,

we are asking people to get in touch with us by either

by:-

* emailing

[email protected]<mailto:informatio

[email protected]

* or telephoning 0345 603 7628…”

Visit libraries.essex.gov.uk for details of mobile library

stops.

KEEPING PAVEMENTS

AND PATHS CLEAR

Gravel surfaces on driveways are popular for off-

street parking. The trouble is the stones do stray

onto pavements whenever the cars are driven over

them. Our pavements are narrow, and traffic is busy

especially along the A128. For pedestrians, stepping

around loose chippings can be hazardous, potentially

causing a tumble into the road.

The scattering of stones makes for an uncomfortable

walk for those of us not so steady on our ‘old pins’.

Perhaps, this weekend is the time to sweep up and

sweep back the gravel. It’s in your interest too, as

you won’t have to keep buying replacement stones!
