What is Red Ribbon Week? It is an ideal way for people and communities to unite and take a visible stand against drugs. Show your personal commitment to a drug-free lifestyle through the symbol of the Red Ribbon Week Campaign, October 23 - 31st. The mission of the Red Ribbon Campaign® is to present a unified and visible commitment towards the creation of a DRUG - FREE AMERICA.
Why Support the National Theme? A theme unifies each year’s campaign and helps to broadcast one message creating a tipping point to change behavior. The 2015 theme is “Respect Yourself”.
Local Support – Each school district has activities planned for students to remind them to be drug-free and make healthy choices. If you have a child or know of one in school, ask them what they are doing. You can help support by wearing a red ribbon or shirt during Red Ribbon Week.
5C Efforts – 5C offered an opportunity for local businesses in Elkader, Guttenberg, Garnavillo, and Monona to show their support of Red Ribbon Week as sponsors. Their contribution will help raise awareness in the communities and sponsor high school youth to attend the Risky Business Conference in Ames the coming April. Look for the list of sponsors on our Facebook page closer to Red Ribbon Week.

Thank you to everyone that helped and stopped by the 5C booth at the Clayton County Fair. It was a great opportunity
for 5C to build awareness of their efforts and those of the county. We conducted
a survey asking people’s opinions on alcohol. Here is a sneak peak of one of
the questions/results.

Marijuana Impact in Colorado “The Legalization of Marijuana in Colorado The Impact” is a report developed by Rocky Mountain High Intensity Drug Trafficking Area. It provides data gathered before and after legalization to give readers an opportunity to learn about the impact.

Sparking Connections Sparking engagement and increasing interaction can be a trying process for people who work with groups of youth. Join the Mason City Youth Task Force for lunch and learn some of the tips and processes of positive youth development that can give a boost to your efforts!

COMMUNITY READINESS STAGE
Clayton County was assessed on how prepared or ready they were to address underage drinking and underage binge drinking. Here are the results.
STEP OVERVIEW
IPFS grant will run from February 2015 to September 2019 and address underage drinking and underage binge drinking in Clayton County.
Assessment - 5C completed a Community Assessment Workbook that includes data on consequences, consumption, promotion, retail access, social availability, community norms, and individual factors. Based on the data, five areas were prioritized as highest need to address: social availability, community norms, individual factors, promotion, and retail access, respectively. The results are available upon request. 5C plans to publish a summary in the coming months.
Capacity – 5C continues to share information and build awareness surrounding underage alcohol use. If you would like a presentation or more information about alcohol use, please contact us for more information.
Planning – 5C will be selecting strategies to focus their efforts over the next four years. Coalition meetings in November and December will be instrumental to choosing which strategies to implement.
Implementation & Evaluation – These steps will happen early 2016.

Iowa Partnerships for Success (IPFS) Update
The SPF Process (Strategic Prevention Framework) is an innovative approach to map an organization’s steps for assessing the needs and resources, maintaining and building capacity, planning how to make change, implementing the planned change, and evaluating each step of the way. Sustainability and cultural competency are two concepts that need to be addressed throughout the process.

Drug Take Back Day
Was a Success!
The seventeen member law enforcement agencies of the Northeast Iowa Drug Task Force again participated in the National Prescription Drug Take-Back Day on September 26th. Over six hundred eighty-six pounds of medications were collected at twenty sites throughout Northeast Iowa. Thirty-five pounds were accepted by Elkader Police at their site.
The Task Force would like to thank the public for disposing of their unneeded medications in an environmentally responsible fashion. Prescription drug abuse is a growing epidemic in America and efforts such as the Take-Back event help keep drugs out of the hands of those who would abuse or misuse them.

DFC (Drug Free Communities) Update
We are excited to announce that 5C, with the fiscal partner
Substance Abuse Service for Clayton County, has received
a Drug Free Communities (DFC) Grant in the amount of
$125,000 for the Clayton Ridge School District!
With the help of community leaders in the Clayton Ridge
District, 5C applied for the DFC Grant to address youth
alcohol and tobacco use within the district. Rates for past
30-day use in alcohol and tobacco have been consistently
higher than any other drug at Clayton Ridge. This grant
will help address this issue over the next five years.
5C and Substance Abuse Services for Clayton County will
hire a Project Coordinator to oversee and coordinate
efforts in the Clayton Ridge District. 5C and community
members in the school district will support the coordinator
by focusing their efforts on issues surrounding alcohol and
tobacco use in order to reduce the use of both substances.
By focusing efforts on alcohol and tobacco, other drug use
areas will also be indirectly addressed. Community
support and input is needed to make the most of this great
opportunity.

Wednesday, October 21st, 2015 from 3:30-
4:30pm at the Clayton Ridge High School
Study Hall Room.
