Message from Chancellor Budd Dear District Community,

First, I want to thank all of you for your dedication to transforming students’ lives for a brighter future.

Please take a moment to review this newsletter as I share with you some of the activities in April.

The first week of April was a very busy week including visiting both campuses for Professional Development Day, and being back at Evergreen Valley College for the celebration of life for John Thompson.

During the second week of April, I was honored to have met at Tuesday’s Board meeting our retired SJECCD employee, Mrs. Lois Lease – Trustee Lease’s mother, who devoted 33 years of dedication to making our District a better place for students and the community.

During the third week of April, I joined Vice Chancellor Doug Smith in San Francisco for Bond rating meetings with both Moody’s and Standard and Poor’s. On Thursday, April 21, President Henry Yong and I joined Mayor Sam Liccardo in a Town Hall hosted by Radio Host and CEO of the Silicon Valley Leadership Group Carl Guardino. I visited the SJCC Associated Student Government group on Wednesday, April 20; and on Friday April 22, we held an all-District Leadership retreat.

The fourth week of April was another great week in the San José · Evergreen Community College District including a very productive Community Advisory Group breakfast meeting, and in Desert Springs for the CCLC (Community College League of California) Trustee Conference where Trustee Rudy Nasol, Trustee Jeffrey Lease, and I conducted a presentation on our “Student Success: A 3-Year Journey”.

Bay 10 CEO/Trustees Dinner On Wednesday April 6, Board President Rudy Nasol, Trustee Jeffrey Lease, Trustee Wendy Ho, and Trustee Mayra Cruz joined me for the Bay 10 CEO/Trustees dinner, held at De Anza College in the Hinson Campus Center. It was a wonderful opportunity to get together with my fellow Chancellors, and share hot topics on our radar. Then we were all able to mingle with trustees from nearby districts as well as hear from the new President of the Community College League of California, Dr. Larry Galizio.

Enrollment Management Update On Wednesday, March 30 we held an enrollment management workshop for the administrative team. The goal was to ensure we are offering the right program mix and increasing student success. To that end, I have asked the Presidents to work with their Colleges and make a thorough analysis of the schedule. We might even be so bold as to recommend we create a task force to look at all of our offerings and virtually “zero base” our schedule to develop pathways for our students to succeed and more easily take courses to complete their educational plans for degrees, certificates, transfers, career technical education, and foundational skills.

The administrative teams in Academic Affairs and the District’s Office of Institutional Effectiveness have done a considerable amount of preliminary work to gather and review data related to the course schedule as well as key historical course

taking indicators such as student enrollment trends and course fill rates. We know that the course schedule is only one component of a college’s comprehensive enrollment management strategy. In fact, by increasing our efficiency the potential to reallocate resources will provide the college with an opportunity to invest more of our fiscal resources into other critical areas of enrollment management such as marketing, outreach, and overall student success efforts. During subsequent semesters working closely with college leaders, faculty and staff, course scheduling adjustments along with focused attention on a more well-balanced comprehensive enrollment management strategy will be implemented.

I will provide on-going updates as our efforts progress, and I want to thank everyone for the work you continue to do in order to support the success of our students.

Highlights of Our Work In light of some of the recent articles, I wanted to share with you some things that I jotted down to highlight how proud we are of the work our faculty, staff, and administration do on a daily basis to transform the lives of our students. With the mission of the community colleges to develop foundational skills, work to develop career technical education and transfer to four-year universities, we exist as institutions to ensure social justice and equity and to build bridges that create a path for our community to enhance their lives through education. San José · Evergreen is proud to have the highest transfer rate of any district in the State to San José State University, with Evergreen Valley College having the highest transfer rate of not only any college in the area but amongst the 113 colleges in the State.

Our Workforce Institute has worked hard to develop our Career Pathways Trust, and we continue to work tirelessly to enrich our high school to college pathways to ensure students are college ready when they graduate from high school with the possibility of having completed one to even two years of college and even earn their Associate degree upon graduation from high school.

We have been working with our student body to ensure we have the Eco-Pass available to our students through the VTA as early as this fall to reduce traffic in the community and costs to our students. In late April, the student body overwhelmingly passed the vote in response to the following question: "Should the San José · Evergreen Community College District Board of Trustees require that all students have access to an Eco Pass and be assessed a mandatory transportation fee of up to $4.50 per semester for students enrolled in less than 6 units and $9.00 per semester for students enrolled in 6 or more units for purposes of partially or fully recovering transportation costs incurred by the District for transportation services provided by the Valley Transportation Authority (VTA) pursuant to California Education Code 76361 and Title V Section 58520?" We are proud of our colleges and the work they do.

I am honored to have met at Tuesday, April 12 Board meeting our retired SJECCD employee, Mrs. Lois Lease – Trustee Lease’s mother, who devoted 33 years of dedication to making our District a better place for students and the community.

2015 Annual Report Thanks to all of you for your work which in many ways contributed to the 2015 Annual Report. The 2015 Annual Report was distributed and highlights were shared at the April 28 Chancellor Community Advisory Group breakfast meeting. International Student Population Growing Our international student population is growing. At approximately $7,000 per international student FTES per year, the Colleges are each bringing in approximately $650,000 per year. I look forward to sharing more details and perhaps spending some time reviewing international student enrollment as part of our future enrollment management workshops.

EVC and SJCC Professional Development Day Chancellor Remarks

On Friday, April 8 I had the opportunity of speaking during the EVC and SJCC Professional Development Day general sessions and expressed my appreciation for the warm welcome I received in the first two months of my tenure at SJECCD.

I shared some of the key points on how together we can continue helping our students achieve better success. Our community responded positively to a recent survey with 66 percent of the respondents stating that they or someone in their family have attended one or both of our colleges; nearly 90 percent of the respondents while unaided could name their local community college as EVC or SJCC.

We are proud of the innovative programs at the Colleges such as SJCC’s “technest | SJCC” coding academy, student travel to HBCU (Historically Black Colleges and Universities), being among the top 25 Hispanic Serving Institutions in the US; EVC’s Automotive Technology Center, Nursing

Department’s partnership with SJSU, non-credit engineering certificate; and our District having the highest number of transfers to the San José State Universities of all 72 California community college districts, and having exemplary staff and faculty.

We also highlighted the need to:

• Improve in sharing more of our success stories with the community for which we need to hire aPIO (Public Information Officer) for each College and the District.

• Create high school to college pathways for students so that they can earn a high school diplomawhile at the same time earning an Associate degree.

• Through enrollment management, discover the course taking patterns of our students and howwe can offer them pathways to success.

• Schedule classes at the times that meet students’ needs including classes taking place duringevenings and weekends for working students, possibly start with zero-based scheduling. Offer theright program mix so they can timely transfer to CSU, UC, HBCU, HSI (Hispanic ServingInstitutions) and other institutions.

• Rethink our offerings and get more students through college pathways, and advertise thesepathways.

• Encourage prospective students to realize what a great institution we are and will come to usinstead of traveling through San José to other colleges.

• Create a caring and hopeful environment for our students to succeed through proper placements with extra services.

• Expand our multiple measures of assessment through faculty work with high school teachers according to subject areas so students don’t even have to take assessment tests; and work with high school teachers to develop articulation agreements so students are ready for college level or gain college credits while in high school.

• Teach college class during students’ high school day. • Look at how we can really serve our community with increased certificates, transfer to four-year

universities, and building foundational skills.

The good news is that soon students will vote on a VTA Eco Pass which costs about $4.50 for students taking less than six units per term, or about $9.00 for students taking at least six units per term. This should help in meeting student transportation needs and traffic reduction. (Overwhelmingly passed in late April 2016 by the Associated Students Group.)

We have our accreditation visit this fall. Our report is due in August. At the District level, we have been working on Board Policies and Administrative Procedures, making the budget allocation model more transparent, Standards 3 and 4 on Human Resources, Technology, Finance, Facilities and Governance.

Town Hall with San José Mayor Sam Liccardo, EVC President Henry Yong and SVLG CEO Carl Guardino

On Thursday, April 21, about 250 students, faculty and staff attended the EVC Town Hall in the EVC VPA Theater with San José City Mayor Sam Liccardo, EVC President Henry Yong, and me. The moderator was Carl Guardino, President & CEO of the Silicon Valley Leadership Group, who also is the host of the CEO Show on KLIV AM-1590. Mr. Guardino announced to the audience that the recording of this show will be aired on KLIV AM-1590 on Tuesday, May 3 at 7 PM and on Sunday, May 8 at 9 AM.

The show is presented in three segments: 1. Conversation with me – Chancellor Budd, President Yong, and Mayor Liccardo (Mr. Guardino asked questions); 2. Lightning Round (quick questions with one word or one sentence responses); and 3. Questions and Answers.

I am including some of the responses as they provide some great talking points when out in the community.

Question 1: “As new chancellor of SJECCD, would you please share with us some of the plans you have underway to serve students at both Evergreen Valley College and San José City College?”

My response includes:

• Develop partnership with high schools to create pathways from high school to college withthe ultimate goal of having students graduating from high school with a diploma and at thesame time get an AA degree.

• As a basic aid District, we can serve high school students during their high school days.• EVC faculty and ESUHSD teachers met to formulate articulation agreements.• Develop and expand the San José Promise for students who can attend our college free for the

first year through BOG (Board of Governors) Fee Waiver or through scholarship and/orfoundation support.

• Ensure we continue to grow our transfers to four-year universities (EVC has the highesttransfer rate to the SJSU among any of the 113 California community colleges).

• Ensure a smooth pathway to transfer to the UCs. Many students don’t know that once theygraduate from the community college and are going on to the UC and if they or their familiesmake less than $80,000 a year, they can have full scholarship paid for.

• Encourage students to work with faculty, counselor and staff for assistance with their personalstatements.

• Create pathways to get general education to transfer or to get career technical education(CTE) like EVC’s Automotive Technology program and Nursing program. EVC has apartnership with SJSU to get their Bachelor in Nursing degree.

Question 2: “As Mayor, what are your current and future plans for working with community colleges and universities to serve citizens and employers in San José?”

Mayor Liccardo’s response includes:

• EVC and SJCC are real portals to opportunity for our Valley.• We are broadening the pipeline of talents for tech companies throughout the Valley.• One-third of our City is Latinos, but only three percent of the professional engineering jobs

are held by Latinos. That’s a clear problem we got to face, and EVC can be at the heart of thatsolution. We are already seeing innovation programs being launched and barriers to gettingAA’s and moving on to four-year universities are being addressed. The biggest barrier is cost.Working together to address the cost barrier will produce dividends for years to come.

Question 3: “President Yong, tell us your vision for EVC and your top priorities for the next few years as you continue to enroll about 13,000 students each year?”

President Yong’s response includes:

• EVC’s goal is two-fold:o Provide education pathways. We have programs that provide good employment (e.g.,

automotive technology – our students get hired into high demand jobs at Honda,Chrysler, and Tesla).

o Provide career pathways. For example, EVC’s Nursing program meets the nursingshortage for the State/Nation. EVC’s Nursing program is accredited by both at thestate level and national level. Therefore, our graduates can work anywhere in thecountry. Other programs include the Astronomy program, etc.

• We all know about the marked increase in competitiveness for acceptance to the UC System.What is SJECCD doing to ensure that more students gain acceptance to the UC and CSU?

o Chancellor’s response includes: ADT (Associate Degrees for Transfer); on rampprograms including foundational skill courses, adult education programs, non-creditengineering program; then get to a college program and transfer; SJECCD’s partnershipwith UCSC and SJSU for direct path to these universities; help students with theirpersonal statements; offer the right mix of courses and help with internship for hand-onexperience.

All District Leadership Retreat On Friday, April 22nd, thanks to the great work of Vice Chancellor Kim Garcia we held a District-wide leadership retreat. At the meeting we shared some of the challenges of leadership as well as reviewed some very important compliance topics.

Topics for the morning include: Challenges of Leadership (presented by Chancellor Budd, SJCC President Henry Yong, and President Byron Breland), ADA and Accommodation Review

(presented by Vice Chancellor, Human Resources Kim Garcia), Employee Evaluation Reporting Tool (presented by HR Supervisor Dianne Dudek), Update on Title IX (presented by Vice President of Special Services Elaine Burns), Enrollment Management to Serve our Students and Community (presented by Chancellor Debbie Budd), and Accreditation- Planning for October Visit (by Chancellor Debbie Budd, President Henry Yong, and President Byron Breland). We will be holding a leaders Accreditation Retreat on August 18 and 19 at the Hayes Mansion; so please save the dates.

Meeting with Associated Student Government of San José City College On Wednesday, April 20th, I had the opportunity to meet with the Associated Student Government of SJCC. Under the leadership of Student Body President, Sia Saquee, I was welcomed and allowed to share a bit of my vision for the District. They asked questions and invited me to join them again. While I was attending the ASG, thanks to the enthusiastic invitation of Professor Elizabeth Gebhart, SJCC Radio Broadcast Advisor, I had the opportunity to speak for a small segment on the SJCC Radio Show along with Student Trustee Larry Harris. It is always so wonderful to have the opportunity to be on the college campus and feel the energy of our students.

Chancellor Community Advisory Group Breakfast Meeting Thanks to Trustees Rudy Nasol, Wendy Ho and Huong Nguyen for joining me at the Thursday, April 28 Community Advisory Group breakfast meeting. Also attending were the two College Presidents, Vice Chancellors and staff. The Board Room was filled with positive energy and creative exchange of recommendations from community leaders and colleagues. It was a very successful Chancellor’s Community Breakfast thanks to the work of Sam Ho, Bea Gonzalez and all staff members who provided great teamwork in order for the event to be so welcoming. Approximately 100 individuals attended and were able to participate on how the District can better serve the community.

In my brief presentation, I highlighted our District’s Mission and Global Ends Statement and Policies, improvements in programs and services for our students, and our direction going forward focusing on: Pathways from high school to college, Transfer to four-year universities, Career Technical Education programs such as EVC Nursing Program partnering with SJSU for bachelor’s degree, and the San José Promise (SJP). For the roundtable discussion prompts, the audience was asked for facilities they would like to see available as well as how we can make SJCC and EVC colleges of choice and help us achieve the San José Promise. All participants received our 2015 Annual Report and were proud to be part of our community.

Recommendations during the report out period include: upgrade buildings; strengthen partnership with high-tech related entities, business and industries; increase our advertising campaign; equip students to be ambassadors at the high schools and tell their stories of success; align with high school to college; advertise the San José Promise, enhance community outreach through partnerships with the City,

organizations and corporations into gaining traction with the San José Promise; get female students (55 percent of our student population) to be interested in and be encouraged/supported for STEM and allied health programs; provide additional CTE and quality programs and publicize academic success stories to attract students; invest in outreach to promote the San José Promise and attract the community of interest to raise funds to support us; create clear pipelines to jobs and skills such as manufacturing, technology; and keep students engaged.

In addition, it was reported out from the groups that the San José Promise should include quality education, excellent teaching, available classes when students need them, clear pathway to CTE, and free text books. Highlights also included offering of Bachelor’s degrees, innovative teaching and learning facilities, parking (VTA Eco Pass, which is being voted on by students), student union, more parent education on SJP, student lounge and multicultural center on each campus, marketing, improving our reputation through our course catalog, showcase of our programs and students, and development of K-12 partnerships for concurrent enrollment and enrollment into college level courses.

SJCC Highlights Programs and Services at April 26 Board Meeting I’d like to again congratulate President Breland and his entire team of administrators, faculty, staff and students for capturing the impressive work of San José City College with its sports programs, strategic planning, math programs, transfer, college tours and much more at last Tuesday’s board meeting.

As was so eloquently articulated by each Trustee, the outstanding work being done at San José City College to advance student success on many fronts is inspiring and reminds us of the life-changing experiences our colleges provide. While our colleges continue to produce outstanding results, our priority in this regard is clear: to better communicate, both internally and externally, these successes. Toward this end, I would like to highlight the programs covered in Tuesday’s presentation with additional details I’ve learned that more fully share the Jaguar success story.

Metas Program (3 Department of Education Title V Grants)

The Metas (“goals” in Spanish) Program is the result of SJCC’s first US Department of Education Title V Grant in 2008, and under the leadership of Director Robert Gutierrez has evolved into a model program for successfully integrating academic and student support services. In 2014, SJCC received a new Title V Grant for $2.5 million (over 5 years) titled Caminos (“roads” in Spanish) Summer Bridge & First Year Experience. More recently, SJCC received a third Title V Grant called “Cultivamos Excelencia” (We Cultivate

Excellence) for well over $3 million ($2,167,527 for SJCC and $1,080,769 for its partner, UC Santa Cruz). As an undergraduate research scholars program, this grant is aimed at motivating and retaining Latinos and other high-need students to complete a degree at a research university. In this realm, San José City College and UC Santa Cruz are combining tutoring, mentoring, research skills instruction, transfer

advising and participation in undergraduate research to promote skill development and motivate students to complete their Bachelor’s degrees on time and with “highly honed analytical and writing skills.” This project will give students a great head start at a research university. One of the eight program objectives includes, “increasing the percentage of SJCC Latino student transfer rates from 33% to 43% by the end of the grant period.”

Focus on STEM: one critical component of Metas is their focus on STEM disciplines. As we saw from the presentation, several SJCC students were showcased for their exemplary achievements in research and for their progress in pre-med and medical school acceptances. Three examples include Olivia Sanchez, UC Irvine medical student; Armando Cervantes, recently accepted to the University of Iowa Medical School; and Klayre Guzman, a SJCC and San José Promise alumni and 2nd year pre-med student at UC Davis. Additionally, Metas has been partnering with Stanford University School of Medicine since 2014 to create the 4-week Stanford Summer Community College Premedical Program for which SJCC students received a stipend and the full spectrum of experiences to prepare for transfer as a pre-med student and subsequently enter medical school at Stanford or other top Universities. Students shadow doctors, meet medical students, attend talks, receive guidance from Stanford’s Medical Admissions Department and engage in other important activities for medical school preparation. San José City College is entering a second summer of participation and hopes to receive a follow up grant to continue yet another life-changing program.

Historically Black Colleges & Universities (HBCU) Tour

As we heard at Tuesday, April 26th Board presentation, this spring, San José City College students participated in the Black Colleges & Universities Tour, and the results were life-changing! Students toured several Historically Black Colleges and Universities (e.g., Fisk, Spellman, Morehouse, and Tuskagee) which altered the trajectory of their college choices. Ninety percent of those who participated in the tour have already been accepted to at least one of the universities visited. Clearly, the return on the investment

made in this tour was very high! We need to consider continuing HBCU tours as well as other tours to expose all students and particularly underrepresented students to possibilities beyond local universities. Note: the HBCU tour will take place again this fall from Oct 18 – 23.

There was also a wonderful presentation about the Strategic Plan development completed by the Math Department under the leadership of Jamie Alonzo, SJCC Dean of Math and Science.

The dean of Health, Kinesiology and Athletics shared highlights of their program and the fact that SJCC has produced 21 Olympians. One of the Olympians is now back and is coaching our track and field team.

Presentation at Community College League of California (CCLC) “Student Success: A 3-Year Journey” Trustee Lease, President Nasol, and I attended the CCLC Trustees Annual Conference in Desert Springs from Friday, April 29 to May 1. At the Conference, we conducted a presentation on Student Success and our 3-Year Journey, including the Board Policy on Student Success that includes Student Outcomes, Institutional and Environmental Measures and how our Ends Policy on Student Success is reviewed and assessed. I look forward to digging deeper on these measures during our Board Retreat on May 17.

Citizenship Day 2016 at San José City College The CET (Center for Employment Training) Immigration and Citizenship Program, the Santa Clara County Citizenship Collaborative and the New Americans Campaign Collaborative thanked SJCC, the Board of Trustees and staff for graciously hosting the April 2 annual Citizenship Day events. As a result of the event they completed close to 600 citizenship applications and assisted over one thousand immigrant families in Silicon Valley to take their first step towards citizenship.

Below are some details of the day’s impact:

• Over 1,300 people registered for the workshop via the phone system.• Approximately 1,100 people attended the orientations. There were 18 orientations in total with 14

languages represented. At these orientations, people were informed of the requirements to apply

for naturalization. Approximately 50 percent self-screened out. They will be contacted by a partner organization for further analysis and support.

• 563 individuals attended the citizenship workshop looking for assistance on their application.• 506 individuals received assistance with their application.• 314 applications (62%) were completed and ready to be sent out. These applications were

reviewed by a staff attorney or BIA representative and deemed completed without any issues. Thisnumber does not include children or spouses that can now benefit.

• 135 individuals were referred out to a legal service agency for further consultation.• 109 Fee Waiver applications were completed.

Citizenship Follow-Up Workshop: Saturday, April 16, 2016

• Close to 450 individuals registered for the event.• 445 individuals received assistance with their application.• 263 applications (59%) were completed.• 142 individuals were referred out.• 40 individuals were missing information and need follow up assistance.• 79 Fee Waiver applications were completed.

SJCC has been hosting this annual Citizenship Day for many years. Thousands of people have visited the SJCC campus as a result, and this collaboration and support has had a great positive impact for new citizens in Santa Clara County.
