O N Wednesday we planted flowers:Waxing Moon in Cancer. EarlySaturday morning, the temperaturedropped to the upper 20s (-2 oC). I coveredthe most fragile with tea towels. I think theysurvived.

A standard almanac will tell you whenthe best planting days are, but those alma-nacs were all sold out months ago & if youdont have one & dont know the rules,youre stuck. So heres some help:

Plant with the Moon waxing, from newto full. If possible, in the second quarter, inother words, the week before full, but avoidthe quarters themselves.

The Moons element is important, and

its straightforward. Water signs (Cancer,Scorpio, Pisces) are fertile. Earth signs areso-so, fire & air are no-nos, so far as plant-ing is concerned. (They have other uses.)

Root crops potatoes, carrots, beets, tur-nips, onions, garlic are planted in the dark of the Moon (waning) because you want theunderground growth.

Then there are special cases. Plant flow-ers under Taurus & especially Libra, becauseVenus, goddess of prettiness, rules both. Thelate Louise Riotte said to plant trees under Taurus & vines under Virgo, which is to saythat earthiness promotes woodiness. Plant

berries under Scorpio, though why escapesme at the moment. Virgo also rules grain,which is what lawns are, and Capricorn issaid to rule herbs. Riotte was a master of signs & quarters of the Moon, selected for quite specific purposes.

Some good days to plant:Root crops: March 31 April 1.Gardens in general: April 19 & 20.Flowers, April 26.A waning Moon in fire signs is good for

weeding, and preparing the soil in general.Harvesting (never too early to think aboutit) is best with a waning Moon in air, as it

hel ps prevent rot.

Easy Astrology

T HIS week brought the signing of newHealth Care act, on March 23, 2010,at 11:56:40 am EDT, Washington (ex-act time the President finished signing the act,as extracted from the C-Span video). That the

bill is hopeless should be clear to all Ameri-cans. It does not lower premiums (which wassupposedly the reason for the bill in the first

place) and it only extends medical coverage by coercing those who have no money to buywhat they do not want. Which makes us won-der how long this will last, and what its fatemay be. Which is forecasting.

We first notice the Sun has just passed beyond the opposition to a retrograde Saturnin Libra. This is always unfortunate, for it

means that transiting Saturn will soon opposeit which it will do around the 21st of Au-gust, and that, by direction, it will again doso in approximately 21 months. Sun beingalpha , Saturn being omega , when the two arein opposition we have already covered all

possibilit ies and are now stretched to the breaking point. Which makes the upcomingtransit all the more unfortunate.

The Moon in Cancer hangs directly onthe ascendant. To my shock, Pluto in Capri-corn is eleven minutes from exactly opposedto it. To give an idea how precise this is, it

means the signing ceremony began at themoment the opposition was precisely exact.

Sun in Aries represents the head of state,in other words, the President. Saturn in Li-

bra opposing it, that many in his own party(his natural partners, i.e., Librans) opposehim, but, retrograde, they could not find their voice. When Saturn goes direct, they will.

The Moon in a mundane chart alwaysrepresents the people. Sun-Moon in square,

people feel the president has misled them, butdo not know how or why. But, Moon op-

posed to Pluto, this is a bill they hate. As in,HATE . The loathing that comes from theopposition, both planets being strong and an-gular, is frightening. That they are part of alarger grand cross in cardinals is ominous.

National opposition to the health care act istrending to hysteria. National hysteria is likea person going into shock. Theres no pointsaying hes not really hurt and that heshould just get over himself. The patientslife is at stake. You must administer emer-gency treatment. In other words, you dropthe matter & wait for a better time. Do some-

thing else in the meanwhile. People are broke& out of work. A round of $1000 bribes, Imean, checks to every household in the coun-try, wouldnt be a bad idea. Have I mentionedlately what fools there are in DC?

We have enough stressful aspects com-ing this summer, we did not need any addi-tional provocation, but this chart has arrivedanyway. With a strong focus in cardinals, itis bold & aggressive. Sun and Mars are inclose trine as well as in mutual reception (theSun exalted as well) giving the Presidentgreat force & power. Note Cancer on thesecond house cusp taxes. People with Can-cer there natally are very touchy about their money. Mars in Leo in the second appears

like a thief: Pay the President what he de-mands or else. Neptune in the 11th inAquarius says we are deluded and that theoverall concept of the Health Care bill isflawed. Jupiter at the MC is lonely.

Of the planets & angles, even the nodes& Fortuna, only Mars & Neptune are in fixedsigns. So, no surprise that bef ore the weekwas out, Congress amended t he act. Theoppositions in this chart look to be a feast for the opposition party, the Republicans, whohave promised to repeal it. This is a hollow

promise. Legislation is not so easily undone.

But the nice new Health Care act will notchange anything. Oppositions are like thetrenches of World War I, they create stale-mate. In this case, those who refuse to buyinsurance are to be penalized by the IRS. If this act is as hated as Richard Nixons 55 mphspeed limit of 1974, it could spark a nation-wide tax revolt, the IRSs nightmare.

But coercion was required if there was to be any relief from ever higher insurance pre-miums. If ever rising premiums force moreto drop insurance altogether, if general eco-nomic malaise leads to continued low wages& high unemployment, if governments areunable to fund the welfare aspects of the bill(if youre not rich enough, insurance will be provided for you ), then the net result, thevery likely probable result, one the signingchart strongly indicates, is no change. Andrage, from all sides. Nasty? Yes.

I looked for significant fixed star posi-tions, but there were none. (Thank your fa-vorite deity for small mercies.) Like I said.This is easy. The chart is obvious.

P LANETS in the 12th House at birthgive habitual disappointment in life,the more so if malefic & slow-mov-ing. When aspected unfavorably by plan-ets elsewhere, they time disappointment,denial, grief or misfortune in life, often adegree of seclusion or withdrawal from oth-ers & necessity to be alone.

When there is no planet in the 12th at birth & the ruler of the Sign on the 12th isnot afflicted by a malefic, the native facesall disappointments in life without com-

plaint, because he turns to the other side of the 12th House: submission to karmic les-sons based on cause & effect, willing obe-dience to spiritual laws, unquestioning faith& trust and innate awareness of the logic inthose two adages: What cant be curedmust be endured & The tree that bendsdoesnt break. Even though there may bea planet in the 12th or the ruler may be in a

bad aspect to a malefic, if it is a fast-mov-ing planet it will move out of the house or out of the aspect in time & so shorten the

period of disappointment. Also, future aspects to it will more likely register for ashorter time than otherwise. In mutual re-ception (two planets in each others Sign)there may be danger of misfortune whenafflicted by progressions but the native canstep out of the way.
