foreign policy are inspired by those enshrined in theCharter. It is the single, internationally recognizeddocument, which provides the architecture for thework of the United Nations, and of this esteemedCouncil. The principles of sovereignty, settlement of disputesby peaceful means, refraining from the threat or useof force against the territorial integrity or politicalindependence of any state, non-interference in thedomestic affairs of other states, as enshrined in theCharter, are all fundamental and should be respectedby all UN Member States. Kazakhstan is seriously concerned with the violationof these fundamental principles and strongly believesin the need for all Member States to realize them. Unfortunately, in recent years, such principles andpurposes have not been respected and adhered tofully, leading to the conflicts and human tragedywitnessed today. We refer to the Security Council’srecent record in not being able to address the manyissues facing us today. That is why our President H.E. Mr. N. Nazarbayev, atthe General Debate of the 70th session of the GeneralAssembly, proposed to convene in 2016 the UnitedNations High-Level Event to pledge adherence to thebasic tenets of International Law. It is for this reasonthat Kazakhstan has fully supported the adoption ofthe Declaration on the Seventieth Anniversary of theUnited Nations, last September. The security challenges that we face currently are farmore complex, multifaceted and increasinglytransnational. Kazakhstan therefore gives the utmostimportance to the security of civilians in conflictsituations, as is evident in its engagement in UnitedNations Mission for the Referendum in WesternSahara (MINURSO) and United Nations Operation inCote d’Ivoire (UNOCI). Civilian protection has alwaysbeen a priority of my country, which has supportedgovernments in the region and beyond with conflict

prevention and resolution, and humanitarianassistance, thus making a significant contribution toregional peace and security. My delegation iscurrently active in the Gender Entity of OSCE,encouraging countries to implement Resolution 1325.Kazakhstan, as a Member State, has acceded to theCode of Conduct regarding Security Council actionagainst genocide, and crimes against humanity or warcrimes. The role of regional organizations is greatly enhancedby the escalation of conflict potential seen in variousregions. Kazakhstan thus encourages more vigorousand active cooperation of the UN and its MemberStates with regional and sub-regional organizationsfor settling conflicts, as stated in the Charter. My country has thus supported activities of UnitedNations regional offices, which serve as platforms forpreventive diplomacy. We have proposed theestablishment of a United Nations Regional Hub forsustainable development and humanitarian assistancein Almaty. The Hub would complement the work ofthe United Nations Regional Centre for PreventiveDiplomacy for Central Asia in the vast territory of theEurasian region. We focus on early warning,prevention, dialogue, mediation and post-conflictresolution. Given the situation of violent extremism, Kazakhstanproposes establishing a UN-led Counter-TerrorismCoalition/Network and making the UN GlobalCounter-Terrorism Strategy legally binding throughrelevant Security Council resolutions. We strongly believe that states should not takeactions, which could lead to the destruction offoundations of statehood, which facilitate theemergence and growth of extremist sentiments insociety. While sanctions play a role in preventing conflictsand preserving peace, they should only be imposed bythe Security Council with proper assessment of their

impact, and not be imposed unilaterally. The nationalinterests of Member States must be balanced withgreater objectivity and global perspectives.According to the Charter, the General Assembly andCouncil are paramount bodies of equal standing. Thisoriginal intent needs to be restored by the SC, givinggreater importance to the GA and learning from thecollective wisdom of Member States. We encouragetherefore a closer collaboration between thePresidents of the Council, GA and ECOSOC for a newglobal development strategy for peace. We stand ready to work with the Council and MemberStates to uphold the Charter of the United Nationsnationally, regionally and globally. Thank you, Mr. President.
