The highlight of the session was the Key Note Speech made by Eng. Nishantha Kamaladasa, CEO of Distance Learning Centre. Eng. Kamaladasa’s presentation on the very timely topic ‘Facing the Changing World’ was an interesting eye-opener for many. (The speech is re-produced on page 05)

A REGULATORY BODY FOR ENGINEERING PROFESSIONALS

The Industry and the services sectors of Sri Lanka have enjoyed a wide variety of engineering and technical human resources inputs for a long time. The academic backgrounds of such employees vary from vocational to graduate and post-graduate in Engineering.

The post independence era of our country has seen the gradual growth and consolidation of the Science and Technology Education at the secondary and tertiary levels. The products of these different education programmes engaged in the Engineering sector are eagerly seeking the due recognition and safety of their respective professional careers.

On the other hand, it is common knowledge that mostly the engineering projects are team efforts. A team for any construction, manufacturing or service oriented engineering project require the right inputs of a team of professionals with different levels of competencies for the delivery of the outcome to the expected standard and quality.

In this regard, it is of major importance to establish a regulating body with legal authority for the Engineering profession, which could set the standards for all levels of employees giving due recognition to their education backgrounds and to their competencies. This will be an entity similar to the Sri Lanka Medical Council (SLMC) for the Medical Profession.

However, one may be apprehensive of the fact that one Council for all the categories could be biased to the more influential group/s. Therefore, it is very vital to develop distinctive professional career paths for all the groups with minimum overlapping.

The Institution of Incorporated Engineers realized long ago the requirement of a regulating mechanism for the employees in engineering and supports fully the establishment of the Engineering Council while taking a tremendous effort on a continuous basis for safeguarding the professional career of the ‘Incorporated Engineer.’

This exercise also requires a committed effort from all our members. We need to be equipped with current knowledge, practice our profession at expected standards and deliver quality outputs.

Facing the Changing World

(This article is based on the Keynote speech made at the 10th

Annual Sessions of the Central Provincial Branch of IIESL in Kandy)

We live in a fast changing world. It is different from the world many of us have been brought up.

Those good old days we led a serene life. We enjoyed a good swim or a bath, outside, in a common reservoir or a well. We had a meal full of “kos, del and bathala”. Our vegetable supplies came from our own garden or from the neighbors who were willing to share an excess crop, either as a goodwill gesture or as a return to a favor done. Everybody, in the village, knew each other. There was hardly anything one could do without being noticed by the neighbors and sometimes the whole village. But beyond the village nobody would even recognize you. We were both helped and restrained by the villagers. We were not individuals but members of a closely knit community.

Those days change was also gradual and there was time for us to adjust. There was less uncertainty. We could predict the future and predictions were proved right most of the time.

There were very few paths to select from. Answers, to many questions, were straight forward.

Technology supported us, but not dominated or dictated, unlike today. To be up-to-date we need to change our computers and mobile phones often even when they are functioning well, though we rarely bought a new machine unless it is not repairable in those good old days.

Economy was closed. National boundaries clearly marked. Many of us lived and worked in our own country, if not in our own village. Those who went for higher studies returned to the country in large numbers. We were more inward oriented and were truly Sri Lankans with many divisions within that identity too.

But the pace of change now has become very high and is difficult to cope up with, especially with the outlook we have developed over the years. We hear lot of noise; some called that information.

We have become restless having being forced to look at numerous opportunities and also threats. We did not go for tuition or went for tuition only for the AL, that also when the teacher was extremely bad. Now tuition starts in year 1 in preparation for the five year scholarship and continues up to the Universities!

There are no trends that we can identify to forecast but only U-turns making it hard to predict. Jobs that were lucrative suddenly disappear, businesses that were high performing evaporate and skills that were demanded are not even recognized.

(In one of the video conferences on vocational training recently held at the Distance Learning Center where I work, a Korean Vocational Training expert said the challenge today for the vocational training industry is that the skills they impart to their students are no longer valid by the time the students pass out from the Institute).

Economy is open and with that the whole world. You are a member of the global village and with lesser national identity. You may not be the member of the closely knit community but somewhat independent individual having to look after your own interest and fate, but at the same time you are also not solely the segregated individual that you would like to believe but one integrated and inter connected. You will not be affected any longer by what a villager would say. But your job will be affected by what is happening in China or USA. Chain reactions create ripples across the world. Sometimes we seem to be lost in understanding what is happening around us.

When you look at the world we also see that domination using power has been replaced by winning through smart intelligent action. There is no colonialism any more but neo-colonialism. You are not forced but compelled.

It is the market not the politics (sans Sri Lanka and few other countries) that decide. It is prudent to sail using the winds in the market than trying to go against it with political action; protests and sabotages.

Male domination is fading away giving into gender equality, etc and etc. Women can contribute equally well in the changing context; as game has changed from bulldozing to winning over.

Majority rule is giving way for inclusion of all. Diversity is being appreciated instead of uniformity.

A certificate you obtained was valid for rest of your life yesterday, but not today. Many different paths are opening up for learning and it is not sure whether certificates will have the same value in future.

Many of us cannot believe this change. At least many don’t like even to accept it. Some go to the extent of resisting it, assuming it is possible to do so. Some try to maintain the status co and some others even try to retreat into the past. Some want to create safe enclaves so that they are not exposed to what is happening.

But so far no one or no country has been able to resist it or be out of it completely; not even Burma and Cuba; not even our indigenous Veddah Community, who played a T20 cricket match recently.

These changes though may not be comfortable to some but would be of use to the others, especially those who are ready to acknowledge it, understand it and to use it. While the old would lament about the changes young might even embrace it.

Younger generation has already shown that they are ready to face this change; but advice we, of the older generation, offer them could be counterproductive.

Older generation is not only reluctant to accept the change but try to resist and they expect their siblings would be with them in the resistance.

Apart from fighting it out and resist the change there are two other options; Facilitate the change and embrace it and empower yourself with necessary skills to face it or take flight; migrate to a greener pasture where the change is happening; leave the morons in the island.

Young generation unless misguided will opt for those two options. If misguided they will waste their time aligning with the old, protesting and sabotaging the change. Those who cannot be misguided will first try to embrace it and manage it. But if they get fed up will adopt the last option. Migrate; Australia bound.

Only way you can erase such frustration is to give the change a chance. Understand it fully and make use of it.

Change, in fact, has made our lives easy also. The bills that we paid, after travelling and being in long queues, now can be paid from our home or from a cyber café sitting in front of a computer. The questions we had and sought answers from elderly elite visiting them in person can now be directed to Google for instant response. Without throwing back numerous questions and without any fuss it answers. The days we bank on the non-responsive telephone operator for connecting us on a trunk call with our loved ones (it was the case even within Sri Lanka) is not necessary anymore. We can connect through Skype and make conference calls with many scattered around the globe and see them in action too, in seconds, without banking on any person. We don’t have to depend on snail mail anymore; email communicates in no time.

When we sit at the computer having internet facility the whole world seems to be before us; encyclopedias, dictionaries, translators, maps, museums, archives, places of interests, master pieces of art, etc.

Yes, there are opportunities amidst the threats. You need to counter your weaknesses and build your strengths to make use of this world of opportunities while managing the threats. They never come separately; they come together. Opportunities and threats are sides of one coin. You don’t get one without the other. In Chinese language both are represented by a single word.

The coin is valuable; don’t turn your back to this coin. Also, never allow its shine to blind you. Manage it properly.

March should be forward; but be careful about the traps; keep your eyes wide open.

(Eng. Nishantha Kamaladasa graduated from Moratuwa University, in 1978, as a Civil Engineer. He had worked in several government organizations including the Irrigation Department. He became a chartered engineer in 1982 and completed MBA in 1999 from Post Graduate Institute of Management.)

The event began with the garlanding and receiving the Chief Guest and the Guests of Honour. This was followed by introducing the Council of Management for Session 2011/2012, Past Presidents and Board of Trustees to the Chief Guest. The guests and invitees lighted the oil lamp keeping with traditions and the National Anthem was sung prior to day’s proceedings.

The highlight of the event was the Guest speech made by Mr. Arunasalam Balraj DTM, International Director, Toastmasters International on "Personal Leadership Precedes Business Leadership" which was well received by the audience. Eng. J.A.T. Seneviratne, Past President of IIESL made the keynote speech on the selected topic ‘“Economic Development and Industry.”

Another highlight of the event was the award of membership certificates to new members elected to the ‘Fellow’ and ‘Member’ categories. This session witnessed the award of certificates to 06 Fellows and 25 Members newly enrolled to the Corporate Membership of the Institution. The audience experienced the very rare occasion of an Hon. Cabinet Minister receiving our membership with the award made to Hon. Rishad Bathiudeen who is a holder of the National Diploma in Technology from the University of Moratuwa.

The special guests were gifted with mementoes as token of appreciation. The vote of thanks was delivered by the Hony. Assistant Secretary, Eng. K P C Jayawardhana. The Annual Sessions was followed by the refreshments and the 34th

Annual General Meeting of the IIESL.

The presence of Prof. Kapila Perera, Director General, Sri Lanka Institute of Advanced Technological Education as the Guest of Honour added colour to the occasion.

The first session on Cleaner Production consisted of four papers presented by distinguished professionals of the sector: Global and local Issues Arising from Resource Over consumption by Prof. Ajith De Alwis, Professor of the Department of Chemical & Process Engineering, University of Moratuw; Greening the Organization/ Industry and Product Redesign to Achieve Sustainability by Eng. V R Sena Peiris, Director, National Cleaner Production Centre, Sri Lanka; Useof Resource Efficient and Cleaner Production Approach for Enhancing Triple Bottom line by Eng. Samantha Kumarasena, Deputy Director, National Cleaner Production Centre, Sri Lanka and A Success Story of Using Cleaner Production in Organization/ Industry by Eng. Sunil

Kulasekera, General Manager-Engineering, Kotagala Plantations, Director-Waverly Hydro Power.

Two more prominent persons made very important and educative presentations on the second session which was themed under Energy Independence. They were A Way Out of Energy Intense Economic Development by Mr. Harsha Wickramasinghe, Deputy Director General (Operation) and Effective Way of Reducing Energy Consumption by Eng. Ranjith Pathmasiri, Director (Energy Management).

Brandix Lanka Ltd. was the main sponsors of the event, which was well attended by Engineers, Technologists and others from Industries, included sponsored Lunch and Refreshments. The IIESL is grateful for the untiring efforts of the Chairman and the Committee Members of the Examinations, Education and Training Functional Committee of 2011/2012 session and the IIESL Office Staff in organizing this successful Technical Session.

AACHIEVEMENTS

President of IIESL 2012-2013

Eng. K Ariyawansa

Eng K Ariyawansa received his education at Dharmasoka College Ambalangoda and Nalanda College Colombo.

After completing higher studies, he joined the Ceylon College ofTechnology (CCT) Katubedda, which is the predecessor to the Institute of Technology, University of Moratuwa to follow the National Diploma in Technology programme.

After completing the NDT program successfully, he joined the Industrial Development Board as a Technical Officer in the year 1973 and since 1979 had served the Board as a Civil Engineer. In the year 1987 he joined the CWE as the Deputy Chief Engineer and since 1996 served the Establishment as the Deputy General Manager/ Chief Engineer.

He has more than 40 years of active service in the field of Engineering. At present he is working as an Engineering Consultant for the Ministry of Trade and Consumer Affairs.

Eng Ariyawansa is a holder of Advanced Diploma in Industrial Management from the Open University Sri Lanka and also from The University of Philippines, Manila.

He holds the Graduateship of City & Guilds Institute (London) and a Fellow Member of the Institution of Incorporated Engineers, Sri Lanka.

Eng. Ariyawansa, has rendered a valuable service when he was serving in the Council of the IIESL. He was elected to the office of the President for the session 2012/2013. This election results him to be the current Chairman of the SAARC Diploma Engineers Forum as well.

At the induction, he stated that one of his major desires is to expedite the construction works of the IIESL Headquarter Building. The Council and the members bestow their best wishes on Eng. Ariyawansa for a very successful tenure in the leadership of the institution in spearheading the important tasks to be achieved.

Additional Secretary (Technical) Ministry of Transport

Eng. D G Hemachandra

It is with immense pride and pleasure that we the members of the IIESL congratulate one of our founder members, Eng. D G Hemachandra, on his appointment as the Additional Secretary (Technical) in the Ministry of transport since 30th April 2012.

Eng. Hemachandra began his career by obtaining the National Diploma in Technology (NDT). He belongs to the

1970/1972 batch of NDT and completed his in-plant training at the Ceylon Electricity Board in 1973.

His first employment was at the Ceylon Government Railways as a Signal & Telecommunication Inspector in March 1975. Having completed the Professional Engineering Examinations, he was appointed as an Engineer in Sri Lanka Railways in 1980. In 1985, he became a Chartered Engineer and later obtained the ‘Fellow’ membership of the Institution of Engineers, Sri Lanka.

He steadily rose in ranks and held many important appointments including Director, Sri Lanka German Railway Technical Training Centre, Chief Signal and Telecommunication Engineer and Director, Southern Railway Upgrading Project. He had been instrumental in the successful completion of a large number of projects during the period 1985 to 2012 in Sri Lanka Railways.

His academic achievements include an MBA in Management of Technology obtained in 2005 from the University of Moratuwa.

He is a Founder member of the All Ceylon Engineering Diplomates Association (ACEDA), which was the beginning of the present IIESL. He rendered a yeomen service by functioning in different committees during the period from 1977 to 1983 and then again serving in the Council of IIESL from 1989 to 1997.

A major achievement of him was the completion of the processing of the first 400 memberships of the Institute of Engineering Diplomates, Sri Lanka (IEDSL) as its firstExecutive Secretary. He is a ‘Fellow’ member of the Institution of Incorporated Engineers, Sri Lanka as well.

We wish him all the success in his new appoint and hope that he would be able to serve our institution, our profession and our motherland for a long time.
