SAPD IN OUR COMMUNITYThe Dominion is the premier community in San Antonio. One

of the reasons for this distinction is the presence of 24/7 manned gates and patrol. The Dominion HOA places the highest priority on security, with about one-third of the expenses of the HOA devoted to security services.

Several months ago, The Dominion HOA implemented a new security initiative using off-duty SAPD officers. The off-duty SAPD officers conduct ID checks of randomly selected vendor vehicles at the gates and make random field inspections of vendors on work sites. During such field inspections, the SAPD officers ascertain if all vendor personnel are accounted for. If not, the vendor may be required to leave the community.

The off-duty SAPD officers do not normally conduct traffic stops or issue citations. However, the off-duty officers do respond to incidents they deem to be a threat to person or property in The Dominion. These off-duty SAPD officers have the full authority of on-duty officers to uphold the laws of the State of Texas and City of San Antonio.

At this early stage, the initiative seems to be having a positive impact on security. During its ID checks, SAPD has arrested several individuals with outstanding warrants and turned away many vendors that do not posses valid IDs. They have also identified and tracked individuals with notable criminal histories. This use of SAPD officers is intended to further assurance safety in The Dominion community. No effort is guaranteed 100% effective but each effort helps make The Dominion a more difficult target for crime. The pervasive use of SAPD officers has been expensive, but necessary. The visible presence of SAPD on bike or golf cart is intended to create a real deterrence to crime in the community. The Dominion HOA will evaluate the effectiveness of this use of SAPD officers early next year and will continue to make changes, as necessary, to maintain The Dominion as the safest and most premier community in San Antonio.

TO: Dominion HOA,

Good evening!I am responding to this e-mail that was sent to us.

I must say that the security measures that have been undertaken are the BEST and I do think that what is being done is MAKING A DIFFERENCE

(1) On the security fence--YES, the more that will let intruders know it won't be easy to enter--move forward with this FENCE Project.

(2) On the hiring of SAPD Officers--Yes, this is a SMART move! The actively monitoring vendor activity will make a difference. I would say that being "visible" is what will work here. Anyone thinking they are going to try anything will think it twice before they strike again. A six month trial followed by an evaluation is an O.K. thing. I would say that the effectiveness of these SAPD Officers is going to be quite obvious. They are needed, and they are doing their job quite well. I get quite happy when I see them on their bikes. They are "visible" and this visibility is what is going to make the difference! I would hope these SAPD Officers are kept on board. This is my vote.

(3) On the "House Watch" fee--$10.00 per day is a real deal! How can anyone "fuss" about this.

(4) On our own Dominion Security Force--they are doing a GREAT job also! I had a rental car, and went through Security. I appreciate they asked for information. They were courteous and very professional. Our Security Officers are also patrolling our neighborhood. They, too, are being "visible." I think they are working as a TEAM!

In summary--Dominion HOA is really making a difference in all the measures that are being undertaken! It takes hard work! THANK YOU for your hard work in insuring the security of our neighborhood!

Dear Sir, I was at (address) last night and I set off the alarm. Your patrol was

so professional and timely they searched the house and left. Later a second patrol came by to check the backyard and I can honestly say I have never felt safer anywhere else.

Thank you so much for such a great job!In addition, G4S officers are checking IDs on 100% of drivers

entering through guest lanes, including residents. G4S will continue to provide gate access control, patrol and the House Check program. However, the HOA Board of Directors will be reviewing the House Check program as to its efficacy and cost in light of the new SAPD officer program.

It is important that residents also make effort to improve security by locking doors, arming alarms, turning on security lights at night and watching and REPORTING suspicious activity. The best security is made possible through a combined effort of SAPD, G4S and the residents.

As with any services of The Dominion HOA, the Board welcomes resident feedback and suggestions.NEW HOUSE CHECK SERVICE TO BE IMPLEMENTED

A MESSAGE FROM THE ARCHITECTURAL CONTROL COMMITTEE

Dominion Residents,I would like to talk about home improvements and the process

of submittal to the Architectural Control Committee (ACC). Our Declaration of Covenants, Conditions, and Restrictions (CC&R) require all improvements to be submitted for review to our ACC. Certain maintenance items like painting your home the same color or repairing a section of your fence that may be damaged does not require a submittal, however, other improvements such as home additions, swimming pools, and porch covers do require ACC review.

ACC meetings are held Thursday at 4:30pm. All a homeowner has to do is fill out an ACC Application and mail/hand deliver along with any necessary supporting documentation and plans to me, the ACC Administrator, no later than 5:00pm on Monday to be included on

the agenda for the next ACC meeting. I will review for completeness and then present to the ACC for review. The applications are also simultaneously forwarded to an outside consultant for input to aid the ACC in their review. Currently, our ACC is compromised of a mix of both builders and current residents, qualified volunteers with backgrounds in building, architecture or design, and who are familiar with the neighborhoods within the Dominion. Our ACC does not review for City codes or engineering safety; for the most part they ensure what is being proposed does not violate setbacks and pay attention to the design and aesthetic appearance of exteriors and materials to make certain that improvements blend attractively and harmoniously with existing architecture and natural surroundings.

In addition to the submittal of plans to the ACC, the CC&R’s require the homeowner to obtain any required City permits. This is extremely important, for if anything goes wrong, such as damaging utility lines or accidentally violating City codes, without an approved City permit, the City, not the HOA, can instill fines among other remedies.

In closing, submitting to the ACC is fairly simple and its underlying purpose is to preserve and protect Dominion property values. To download the ACC Application along with checklists for most modifications and fees, go to our website: www.dominionhoa.com.

Jack Kassinger was born in Henderson, Ky, and grew up in nearby Livermore where he graduated from high school in 1967. In January 1968, when he was invited to be drafted into the U.S. Army, he elected to join the U.S. Marines.

Jack served one tour in Vietnam where he was wounded in action on Memorial Day 1969. Later, after returning from Vietnam, he served as a Marine Security Guard at the United Stated Embassy in Rio de Janeiro, Brazil. He left the Marine Corps in 1972 and went to work for the Central Intelligence Agency. Since his retirement from the CIA, he has worked as the principal executive overseeing the construction of the American Embassy in Moscow, Russia, and the American Embassy in Beijing, China.

Jack is the recipient of the Intelligence Star and two Intelligence Medals of Merit awarded by the CIA and numerous other citations by the Department of Defense.

Jack began writing his memoir, “Holding Hands with Heroes,” to give his children an appreciation for the work he did as a CIA employee. He discovered he enjoys the creative outlet writing provides. He has now authored two novels that draw heavily on his experience in the CIA - Noble Cause and Storms Over Zimbabwe: The OPCON Finding.

He has done presentations at the Marine Corps Heritage Museum in Quantico, Virginia, local Rotary Clubs and the Assistance League of San Antonio.

Jack resides in Fair Oaks Ranch, Texas, with his wife, Cherie. They have two children, Emily Rose married to Scott Rose and Jesse Kassinger married to Michelle Nichols Kassinger. They are the proud grandparents of five grandchildren. In addition to writing, Jack enjoys golf and travel.

PRIVATE DUMPSTER USAGE

With the Dominion constantly growing, you will see new homes built all over the community. There has been concern though with prohibited use of the dumpsters. The dumpsters at construction sites are privately rented by the builders and not for public disposal. Please, if you have garbage that you must dispose, find private means to remove it. Also if you have contractors working within your residence, please let them be aware that they are not to use the dumpsters. Please contact the HOA office if you have any questions. Neighborhood associations that come calling when grass blades get a millimeter too tall might have to rethink their landscaping ideals. A state law that went into effect Sunday, September 1, 2013 prevents property owners' associations from shunning drought-resistant landscaping.

Homeowner associations still can require residents to submit landscape designs for approval, but plans cannot be rejected based on plant selection. HOAs also cannot prevent owners from composting or leaving grass clippings on the lawn, installing rain barrels or rainwater harvesting systems or using drip systems or other efficient irrigation system as long as it's in keeping with the neighborhood aesthetic.

“It does not give owners carte blanche,” said Elliott Cappuccio, an attorney with the firm of Pulman, Cappuccio, Pullen, Benson and Jones, which represents about 300 property owner associations statewide. “The homeowner still has to come up with a reasonable plan.” A board still can ask an owner to submit a plat, a drawing and even material samples to get approval for changes.

If that plan calls for rocking over the front yard with decomposed granite or pea gravel, it likely will be rejected. “That's not going to fit with the characteristics of the neighborhood,” said Cappuccio.

Judy Monger, executive director of the San Antonio chapter of the Community Associations Institute, said the effects will vary. “It will greatly depend on the manager and the architectural review committee and how the homeowner reads this statute and interprets it.”

One of the challenges lies in the definition of xeriscaping, said Juan Soulas, a senior conservation planner for San Antonio Water System. “There are a lot of misconceptions out there.”

SAWS, which works to educate homeowners and HOA boards, prefers to use the term water-saver landscape rather than xeric. “I think xeric has the letter x, and that throws people off,” Soulas said.

A landscape that's one-third beds, one-third lawn and one-third hardscape is a good formula, he said. Beds require less water than even drought-tolerant turf, he said, and the hardscape requires no water.

The law “makes it easier for the homeowner to do what they can to conserve water while still being respectful to the aesthetic the HOA aspires to,” he said.

Silly BillyThe City of San Antonio Shelter staff thought I was really special and they asked if CARE

could help, so CARE saved me. My name is Silly Billy because they think I am a silly guy, curious and sweet. I am Lab mix, 2 years old and 35 lbs, which is a great size. I am very happy to be around people and be scratched. I am good with other dogs. I walk pretty good on a leash and 35 lbs is pretty easy to handle. I am neutered, vaccinated and micro-chipped.

Girly My Foster Mom says I am such a happy, sweet girl. You should see me in person; my

tail is always wagging. It was even wagging when I was at the city shelter, but now I am rescued and it is wagging even more in my Foster Home. I absolutely adore being loved on but I don’t beg for you to pet me, so I am not annoying. I have a long list of wonderful characteristics: rides well in the car, walks easily on a leash, is potty trained, gets along extremely well with other dogs and kids, enjoys playing but is also content just hanging around. My Foster Mom can’t find one thing that would need "fixing"! Oh, I also sleep through the night without a crate and obey the occasional "no". But you don’t have to say it too much, because I am a good girl. My name is Girly. I am a German Shepherd mix about 45-55 lbs & 1 year old approximately. I am spayed, vaccinated and microchipped.

Gabby My name is Gabby which might imply chatty or outgoing, but I am quite the opposite. I

am shy and not getting noticed here at the City of San Antonio Shelter. But I am friendly, it just takes a few minutes for me to know if you are a good person or a bad person. Unfortunately, sometimes when you are a stray dog in San Antonio, you come across some bad people, so you never know.

I am a friendly but shy female terrier mix. I need a patient person to help me warm up. I am 35 lbs approximately 1 ½ years old. The CARE ladies think I am cute and would love to get me into a foster or adoptive home so that my true personality can shine.

Cinderella Man do I wish fairy tails, yes spelled tails, were true. I wouldn’t ask my fairy Godmother for

a Prince, I would ask her for a family. I was at the City of San Antonio shelter and CARE is a local rescue group that got me out of there. I am a sweet girl and they named me Cinderella because they think I am as perfect as a princess! Easy going & sweet. I would make a great nap dog, oh wait, I think they said lap dog. Whatever, I like naps too and especially naps on laps. They have me labeled as a Chihuahua mix, but I look a little Doxie-ish too in my coloring and ears. I am about 8 months and weigh around 10 lbs. I am spayed, vaccinated and micro-chipped.
