Minutes of the 98th Annual General Meeting of the West Bengal State Centre, The Institution of Engineers (India) held on Sunday the 17th February 2019 at 3.00 p.m. at Sir R N Mookerjee Hall, 8, Gokhale Road, Kolkata – 700 020.

The Honorary Secretary, West Bengal State Centre being absent the Chairman Er. Kashmir Lal Mallik requested Prof. (Dr.) Swapan Kumar Ghosh, Joint Honorary Secretary to seat on the dias. Chairman then welcomed all the Corporate Members of West Bengal State Centre present in the AGM and greeted them along with their families who came here inspite of their busy schedule. Before taking up the agenda one minute silence was observed to pay respect to the departed souls of corporate members who passed away in the last year. The Chairman then called the 98th Annual General Meeting of West Bengal State Centre in order.

Item No. 02: To conrm the Minutes of 97th Annual General Meeting held on 22 October 2017

The Minutes of the 97th Annual General Meeting held on 22 October 2017 at Sir R N Mookerjee Hall of the Institution, 8, Gokhale Road, Kolkata – 700 020 was circulated to all Corporate Members through e-mail, West Bengal State Centre Website and bulk SMS. Er. Kashmir Lal Mallik, Chairman invited Members for observations, if any, on the recording minutes. After a brief discussion members satised and the minutes of the 97th Annual General Meeting of West Bengal State Centre were conrmed unanimously and duly proposed by Er. Sovan Lal Bhattacharjee, AM – 100450-9 and seconded by Dr. Sivabrata Chatterjee, F-003320-7.

Item No. 03 : To receive the Annual Report and Audited Account of West Bengal State Centre for the Financial Year 2017-2018 (Year ended 31.03.2018)

Er. Kashmir Lal Mallik, Chairman invited comments, advice & suggestions from the Corporate Members present on the Annual Report and Audited Accounts. Er. R K Samanta, M-011230-0 pointed out that why Notice of AGM was not signed by the Honorary Secretary of the State Centre. He also surprised the State Committee for better Financial Report. He raised some of the points regarding Annual Accounts and Audited Report. Er. Syama Prasad Datta (F- 017847-7), asked the reason why President felicitatIon with so much delay. Threadbare discussion took place on Annual Report and Audited Accounts of WBSC. Finally, the Chairman claried all the points raised, one by one with justication and satisfaction to the members. The members were pleased to note that all their suggestions were well taken which were accepted by the house. Er. Mohit Ranjan Das, F-124763-4 proposed for acceptance of the Annual Report and Audited Accounts for the Financial Year 2017-2018 (Year ended 31.03.2018) and seconded by Er. S B Mallick, AM-057305-4. The Annual Report and the Audited Accounts of the West Bengal State Centre of The Institution of Engineers (India) for the Financial Year 2017-2018 were received, conrmed and accepted unanimously.

Item No. 04 : To announce the name of the Chairman and the Honorary Secretary for the years 2018-19 and 2019-20

The Chairman read out the letter no. SDG/SKB/053(19) dated 30.01.2019 addressed to Er. Sandip Kumar Deb, FIE, West Bengal State Centre (Sessions 2016-18), by which The President of The Institution of Engineers (India) appointed Er. Sandip Kumar Deb, FIE as Chairman of West Bengal State Centre for the sessions 2018 – 20 under provision of Clause 15 of Regulations of the Institution. Er. K L Mallik, FIE, Chairman (2016-18) then offered his Chair to Er. Sandip Kumar Deb, FIE (F-118142-0) as the Chairman of West Bengal State Centre, The Institution of Engineers (India) for the Sessions 2018-19 and 2019-2020.

Item 05 : To receive the Report of Board of Scrutineers for election to the Committees for the sessions for the sessions 2018-19 and 2019-20 and one Corporate Member for the Council for the sessions 2018-22

Er. Kashmir Lal Mallik handed over the Report of the Board of Scrutineers for Election to the Committee for the Sessions 2018-2019 and 2019-2020 to Er. Sandip Kumar Deb, newly appointed Chairman, West Bengal State Centre and requested him to announce the name of the elected Members division-wise for the Sessions 2018-2019 and 2019-2020 who would be the Members of the Committee of West Bengal State Centre. Er. Sandip Kumar Deb, FIE, Chairman then announced the names of the elected Members of all the 15 Divisions and one Corporate Member from State to Council requested them to come to the Dais so that all Corporate Members present could recognize them individually.

As per Report of the Board of Scrutineers for Electio no the Committee, out of 15 (fteen) Divisions there were no contest for the following 7 (seven) Divisions and nomination of Architectural Engineering Division was cancelled and the name of the uncontested members are:

Item 06 : � To appoint Auditor for the Financial Year 2018-19 and x their remuneration

Er. Goutam Mukherjee, (M-110605-2) proposed that M/s. Gupta & Mitra Chartered Accountants, Windsor House, , Room No. 14 Second Floor, 29 R N Mookerjee Road, Kolkata – 700 001 be appointed as the Auditor of West Bengal State Centre for the Financial Year 2018-2019 with same remuneration of Rs. 10,000/- (Rupees ten thousand only ) + GST as applicable thereon. Er. Dipankar Saha M – 044154-0 seconded the proposal.

As there was no other proposal, M/s. Gupta & Mitra Chartered Accountant was appointed unanimously as the Auditor of West Bengal State Centre for the Financial Year 2018-19.

The meeting was ended with vote of thanks to the Chair.

Annual Report 2018-2019 (01.04.2018 -31.03.2019)

We are shifting from a mechanistic manufacturing industrial society to an organic, service based, information centered society. New issues are emerging as a sequel of this shift in focus. Classical engineering is to take the back burner. Multidisciplinary Engineering Sciences integrating the sciences with engineering has created a new demand on the engineering and technological institutions and has consequently brought in new challenges for them.

The period 2018-19 therefore witnessed resolute effort by the Committee of West Bengal State Centre to address the issues of clusters of high performance, knowledge based new technologies through organizing quality technical activities. Chairman, WBSC, IEI, on behalf of the committee extends sincere thanks and gratitude to all its Hon'ble Corporate Members for their valuable contribution, meaningful suggestions and services for smooth and eventful functioning of the State Centre during the period and takes pleasure in presenting its Annual Report of its activities for the Year 2018 - 2019 (ending on 31.03.2019).

The Committee pays respectful homage to the departed souls of the Members who have expired during this period and convey its sincere condolence to the members of the bereaved family. The Committee also welcomes the new Members who have been enrolled during the year and invites them to join with the activities of the Centre and to contribute for enriching its noble causes.

Pursuant with its objective to further the cause of engineering fraternity, in particular and society in general, West Bengal State Centre of IEI have been continuously taking move to formulate and implement decisions through WBSC Committee to extend efcient and transparent services to the large number of its corporate members. During the year, WBSC Committee which met number of times to manage the affairs of the State Centre and various Sub-Committees assigned with specic responsibilities assisted, the WBSC Committee in formulation and implementation of number of decisions for better management of the State Centre.

This Committee had given special endeavour in increasing Institutional Membership and establishment of Student Chapters in different Engineering Colleges. We are happy to announce that we achieved modest success in this venture and continuing our endeavor. We are also committed to establish IEI Student chapters in every department of all Engineering Colleges and every Polytechnic Colleges in West Bengal.

Having our own Website www.ieiwbsc.in and it is being periodically updated, Members are able to access all information of the activities of West Bengal State Centre, while visiting the website.

The Committee had been seized with the perennial problem of low growth in the strength of Corporate Membership, which, is the vital concern, and likes to request all Members to extend their special support in the matter to encourage all the Engineering Graduates who did not take our Membership still now. General

During the year, the State Centre felicitated Dr. T M Gunaraja, FIE, President, The Institution of Engineers (India), Dr. Swapan Bhaumik, FIE and Mr. Arvinder Singh Bakshi, FIE both Vice Presidents, IEI.

th rd165 Birth Day of Dr. Rajendra Nath Mookerjee, the founder of The Institution was observed bettingly by the State Centre on the 23 June 2018.

stThe State Centre also celebrated 51 Engineers' Day to commemorate the Birth Day of Bharat Ratna Sir Mokshagundam Visvesvaraya, the great Engineer – Statesman, a visionary and an ever respected social worker whose entire life was devoted for advancement of engineering science & technology for the betterment of common people.

The State Centre observed the World Telecommunication and Information Society Day on 17.05.2018, World Water Day on 23.03.2019 World Environment Day on 05.06.2018 in a betting manner.

The State Centre successfully conducted Section A & B Examinations of IEI during June & December 2018. Total number of examinees appeared in the above examinations were as under:

Guidance classes for students of Section A & B Examination of IEI were arranged under Supervision of Technical Education Cell of the State Centre wherein good number of student are benetted.

TECHNICAL

During the year under review, several Lecture Meetings were organized by various Divisional Sub-Committees where distinguished Speakers from across the country and also from abroad delivered the lectures. Lecture meetings were well attended.

The State Centre also organized All India, One Day Seminars, National Convention and International Conference under the aegis of Architectural, Agricultural, Civil, Chemical, Computer, Environmental, Electrical, Electronics & Telecommunication, Mechanical, M M Engineering, Marine, Production and Textile Engineering Division, where a good number of quality technical papers by distinguished authors from all over India were presented.
