You surely have noticed the vast coverage in regards to the latest SOLAS amendment lately.
The International Maritime Organization
(IMO) has amended the Safety of Life at
Sea Convention (SOLAS) to require, as
a condition for loading a packed con-
tainer onto a vessel for export, that the
container has a verified weight. The
shipper is responsible for the verifica-
tion of the packed container’s weight.
This requirement will become legally
effective on July, 1st, 2016. In the past
misleading statements regarding
container weight have often led to
unbalanced stowage causing serious
incidents and accidents.
Although the new SOLAS provisions are
legally binding globally, it is up to the
SOLAS signatory States to convert them
into national law. Unfortunately, this has
not yet been put into effect completely in
Germany.
The Federal Ministry of Transport and
Digital Infrastructure has appointed the
traffic trade association – Dienststelle
Seeschiffsicherheit der Berufsgenos-
senschaft Verkehr, in short BG Verkehr
– to implement and supervise the SOLAS
provisions in Germany. In cooperation
with carriers, terminals and IT providers,
SACO Shipping, PCH Hamburg and
PCG Bremen are actively engaged in
various work groups and panels since
July 2015 to facilitate the new amend-
ment. Within the next weeks the im-
plementation guideline will be published
on the website of BG Verkehr: www.
deutsche-flagge.de . As soon as this has
happened we will adjust our processes
and keep you informed accordingly.
Because of the various and detailed
announcements published by shipping
lines and trade associations, we will re-
frain from continuing information regard-
ing the amendments in the FCL sector.
At the bottom of this page you will find a
list of useful links covering the issue.
Requirements also apply for groupage containers A fact that is often overlooked in this
context is that the SOLAS requirements
also apply for groupage containers. In
order to allow the NVOCC to submit the
verified gross mass (VGM) for the
packed container to the carrier, freight
forwarders will be required to submit a
VGM for their bookings rather than sim-
ply passing on cargo weights as per
booking.
To determine the accurate weight of a
packed container there are two permis-
sible methods:
Method 1: requires weighing the cont-
ainer after it has been packed
Method 2: adding the individual unit
weights of the shipments inside the
container plus dunnage and the tare
weight of the container.
Under either method, the weighing
equipment used must meet national cer-
tification and calibration requirements.
Until July SACO Shipping will provide
the respective communication tools on
their website. Additionally we will assist
you in submitting your VGM in time
through email reminders.

Starting on May 4 SACO Shipping will be the first NVOCC to offer direct services from Hamburg and Bremen to Mersin “Free Zone Area.” Vessels will depart every two weeks with a transit time of 15 days.
The service allows for duty-free transshipments to Famagusta and – following customs clearance – on-carriages within Turkey to Adana, Konya, Kayseri and Gaziantep.

As WWA member CFR Freight South Africa prepared to celebrate its 20th anniversary, the company chose to mark the milestone event by dona-ting a gift that will continue giving – to those members of the community who need it most.
CFR identified the two most common
concerns in Africa to be the basic right
of access to a supply of clean water and
education and has came up with a gift
that addresses both topics.
“In rural areas, it has traditionally been
the responsibility of women and female
children to supply the family unit with
water collected from nearby rivers or
lakes, often at the expense of not atten-
ding school. Our gift to the country is the
‘PlayPump’ – a borehole and water tank
system that is driven not by a windmill or
motor, but by a children’s merry-go-
round”.
The pumps are in the form of a merry-
go-round, which harness the energy of
the school children to transfer water
from a borehole into a holding tank. “The
spin-off from having basic resources
available to rural communities are count-
less. Clean water can now be used for
cleaning, as drinking water for livestock,
and to water the vegetable gardens”,
says Martin Keck. In some of the schools
these vegetables are used to prepare
the daily lunch for the children. Further-
more this relief leads to a higher atten-
dance of children in school.
The idea for the ‘PlayPump’ originated in
South Africa in 1989 when Trevor Fields
attended an agricultural fair nearby
Johannesburg. There he discovered a
merry-go-round attached to a water
pump as it turned water pumped from
far beneath the ground. �

The idea was adopted and improved by
connecting it to a water-holding tank
system. This not only made access to
clean water possible but also had an
educational influence about the impor-
tance of clean water to the people.
After a slow start to success the project
speeded off when it won the prestigious
‘World Bank Development Award’ in
early 2000. Up to today an overall of
more than 2000 ‘Play Pumps’ have been
installed in South Africa, Lesotho, Mala-
wi and Swaziland. CFR Freight is sup-
porting this project for some years
already and collects money also on the
support of their clients by filling a virtual
water tank at every freight booking.

More than 60 participants from 27 countries – including US-based Kristian Larsen (WWA Mana-ging Director) and Kasper Johansen (WWA E-Commerce) – met on February, 11th and 12th in Hamburg for their annual of WorldWideAlliance EMEA conference. SACO Shipping, one of the WWA founding members, was proud to host the event.
Under the guidance of Eva Rasmussen (Director, WWA
Business Development EMEA) the WWA Members had
two days of lively discussions, exchange of experi-
ences and cross-border team building at a bowling
alley. Business topics included a review of 2015, an
outlook for 2016, strategic options for further growth
and upgrading the e-commerce infrastructure.
Currently WorldWideAlliance offers more than 2,300
direct LCL export services, with around 600 of them
originating in the EMEA region. The next global WWA
meeting will be held in Sao Paulo, Brazil, during Inter-
modal South America (see page 6).
