WELCOME TO THE DECEMBER NEWSLETTER.These days, many people are concerned with achieving a balanced quality of life. This can be considered as a personal objective but is also relevant to the role that I and other Town Councillors perform in trying to maintain an environment which impacts positively on our community’s quality of life. Some factors are more prevalent and have a greater impact than others. Not least of these is the balance between what is important to younger people compared to those, like myself, in their later years. There is no doubt our rapidly changing world exacerbates the tensions between generations. As
your Town Mayor and Town Council Chairman I am deeply committed towards ensuring life in our town is pleasant, rewarding and peaceful, regardless of age.
I recently attended a meeting with Mid Suffolk District Council (MSDC) concerning the redevelopment of both the Middle School and MSDC’s recently vacated Headquarters site on the High Street. I look forward to their commitment to a ‘Public Consultation’ in early 2018 when we can all consider their final plans and you can offer your personal opinion.
The next Newsletter publication will be February 2018 as the editor, printers and deliverers all have a well earned break over the Christmas period! Clubs & CommunityNeedham Market W.I.We all enjoyed the workshop on learning how to felt with Elizabeth Taylor. She brought a wonderful array of multicoloured wool and silk for us to use, and we each managed to produce an attractive scarf.
Several of us spent a very interesting day in Lavenham visiting the Little Hall and walking around this historic village.
Our December meeting which will be on the first Monday in the month will be organised by the members. Alison Marston will show us how to make fused glass Christmas decorations and we may be able to have a go.
The following week we will meet at Alder Carr Farm for our Christmas lunch.
In January we will welcome Joanna Carrick who will tell us about her work with the Theatre Group Red Rose Chain. Joanna is the Artistic Director and founder of this highly acclaimed Suffolk based theatre.
We have many other interesting speakers to look forward to during next year.
We meet at the Community Centre on the second Monday of the month, and always welcome visitors.

Cancelled FireworksThe Community Council apologises to all residents of Needham Market and friends for the cancellation of this year’s Fireworks Display. We were informed at a very late date that we would not be getting our order of fireworks, which were ordered in good faith in August. We have used this supplier for many years and they’ve always proved to be reliable. They provide a complete service which includes training for our people firing as well as insurance against anything going wrong with the display. This arrangement has meant we’ve been able to hold a large display with only a relatively small insurance cost attached.
The Community Council is a voluntary run organisation with its aim to raise funds to support organisations within the town. Especially bearing in mind the events’ change of venue this year, an extra great deal of planning had gone into its organisation: sorting out lighting at entrances, arranging refreshments which were to be provided by Needham Phoenix Football Club, securing agreement from the Town Council for use of Crowley Park, arranging security for the evening so as ensure a safe display for all etc.
Any public event these days must be very well covered with insurance and, as all those involved with this event are volunteers, it would have been inconsiderate of us as an organisation to put on a display without full insurance. Attempting to procure alternative insurance cover at such a late stage would have proven extremely difficult, with the event losing a considerable amount money. Alternative fireworks would not have been covered by our existing insurance and the quantity we could afford would have been far less, leading to an inferior and disappointing display.
The decision to cancel was not taken lightly and much consideration was given to how we could still go ahead with the event. However, given the lateness of confirmation regarding non-delivery of the fireworks and the uncertainty of any alternative arrangements, in particular the insurance cover, we felt we had no choice but to cancel and to give as much notice to the public as possible. Please accept our heartfelt apologies and we hope you still had fun and safe Bonfire celebrations.

An estimated 300 plus people attending the Service in St John’s Parish Church in Needham Market and observing the procession along the High Street on Remembrance Sunday 12th November was even greater than in previous years, which is most encouraging. Mr Stephen Miles of Great Ashfield, the new Deputy Lord Lieutenant, the Queen’s Representative for our area, attended the Commemoration, as did Mr Sam Wilson, his predecessor and County Councillor Anne Whybrow. MP Jo Churchill could not attend but sent a wreath.The Army Air Corps at Wattisham Flying Station was represented by Captain Price AAC, ten soldiers plus two instructors from the Army Cadet Force Detachment there. Opportunities were taken for the public to meet the soldiers in the Community Centre during the hospitality kindly provided by the Town Council after the Commemoration.We were particularly pleased that Sapper Bradley Gooding, a young local man, currently serving in the Royal Engineers at the Royal School of Military Engineering in Chatham, was able to join the procession. He also read the Collect during the Church Service and laid a wreath on behalf of his Corps.Children from Bosmere Community Primary School participated in a service held at the Millennium Memorial on Barratts Lane on Friday 10th November where they laid a wreath, together with Town Mayor Councillor, Xy Stansfield. They also recited the poem “In Flanders Fields”; a most touching moment. The children had undertaken a handicraft project which listed, on crosses, the names of everyone recorded on the War Memorial. The crosses were displayed at Barratts Lane for one week.Preliminary results for the Poppy Appeal Collection are encouraging. Already over £4,000 has been banked and counting of the Poppy Boxes continues apace. Last year we achieved a record £7,128. The final total will be confirmed in a future edition of this Newsletter. Many thanks to the Volunteer Collectors and to everyone who made donations to this important charity, which provides welfare support to injured personnel of the Armed Forces, Veterans and their dependents. Young Soldier joins Remembrance Parade in Home TownSapper Bradley Gooding (nearly 18), of Needham Market, currently based at the Royal School of Military Engineering in Chatham, was given permission to parade in uniform at the Remembrance Sunday Commemorations in his home town on Sunday 12 November. Bradley attended Bosmere Primary School and Stowupland High School before joining the Corps of Royal Engineers at the Army Apprentices College, Harrogate, two years ago. He is currently undergoing specialist training as a Design Draughtsman (the Army’s map makers), in anticipation of being posted to Germany next year. A rising young star at Stowmarket Rugby Club, Bradley played on the wing or as outside centre. He continues to enjoy the opportunities for sport in the Army, particularly track and field events. Bradley marched in the Remembrance Procession, read the Collect in the Church Service and laid a wreath on behalf of the Royal Engineers.

CommunityNeedham Market Neighbourhood Watch Unfortunately, we are still hearing of people being caught out by the telephone scammers and just recently two ladies had their mobile phones snatched out of their shopping bags as they walked down the street in Stowmarket. This is bad enough but by far the most traumatic event involving criminal activity is when you become a victim of a house burglary.
With the clocks going back and the dark nights upon us this is when we and our property are most vulnerable. Leaving your house in complete darkness is a clear signal to burglars that your house is not occupied and that is the one they will target.
If you are not going to be home when darkness falls consider leaving a light on or invest in a timer so that your lights or radio comes on automatically.
Consider installing an alarm system or CCTV; a cheaper option would be a doorbell camera. I am told this is now available and it was used last month to prosecute a burglar who broke into a property in Bury St Edmunds. Apparently when he pressed the doorbell to check if the house was empty a picture was taken of him and when the high definition footage was shown in court it was clear enough for the burglar to be convicted and sent to jail.
Simple steps like ensuring all your windows and doors are locked when you go out speaks for itself, it is also wise especially with Christmas approaching to keep all valuables away from windows and out of sight. Don’t put temptation in sight of the criminal.
Finally, if you see any suspicious behaviour or believe a crime is being committed please call the police immediately on 999. Also, if you come across any information concerning crime being committed you can call crimestoppers anonymously on: 0800555111. With the police resources stretched to the limit it is up to us all to help ourselves and our neighbours to keep Needham Market relatively crime free.

She does like a fuss and having attention but it is on her terms as she does like her independence as well. Stacey came into our care with 2 kittens who have now been rehomed so now we need to find the “right” home for her. We think she would be best suited to a home without any pets and either with older children or an adult only household. Stacey is neutered, microchipped and vaccinated. Community NewsA ’Down Under’ Update From Ann And Eric Cross…G’Day: It’s now 18 months since we left Needham Market for Australia and about a year since I wrote to the Newsletter about life, language and kangaroos here at Trinity Beach in Queensland. Here’s an update on life in the Tropics of Far North Queensland.
Readers may remember we submitted our application for a Permanent Visa at the end of August 2016, following this we filled in yet more forms, and had to acquire reports from the Australian Federal Police.
Fortunately, Eric had paid all his speeding fines and since we arrived has stuck strictly to speed limits. On 13th September 2017 Australian Immigration granted us our Permanent Visas. Now the family are stuck with us! We’ve sent for the rest of our furniture which will probably arrive here in about 4 months. Time has passed quite quickly, much to my surprise, and we keep busy - sometimes doing very little! The balcony has not collapsed with the number of pot plants but I’ve had the odd orchid failure. However, one of the orchids, with blooms dark purple to almost black is producing young plants on its old stems which I am gradually attaching to the main stems of the Stephanotis and Jade Vine. Yet to bloom, the Vanilla Orchid is climbing up one wall and the Kapok Tree is a metre high. My latest acquisitions: an Hibiscus with large yellow/orange blooms, and a miniature Mulberry Tree which should produce lots of fruit, it’s growing fast and I’m wondering what ‘miniature’ means! Eric has a small patch of garden at Gabrielle’s and is still experimenting in deciding what crops to grow. His most successful so far: Basil!
In September the grandchildren had a 2-week school holiday and both families went camping: a great Aussie past-time. Gabrielle’s lot spent a few days somewhere in the Outback, and a few days on Magnetic Island.
Abi and part family went camping for a couple of nights, onto the Tablelands. Fortunately neither invited us! However, we were pleased that our oldest granddaughter, Scarlett along with her cat, spent those two nights with us - grandparents preferable to camping!
Having joined the ‘Friends of the Botanical Gardens’ we have attended several Talks, including an interesting talk about Australian Native Honey Bees which are not very like the Honey Bees my father kept. The Australian Native Bee is very tiny and doesn’t sting. A few weeks later we learnt all about Australia’s venomous and non-venomous snakes and it’s comforting to know that very few people have died of snake bite, though Cairns Hospital does have the necessary serum, possibly only one
of the few hospitals in Australia. Apparently, snakes are only aggressive if disturbed and on ‘meeting’ one, the advice is not to spend time identifying it, just run. Then of course there’s Crocodiles, fresh and saltwater, and Box Jelly Fish! The Beach Nets, now anchored in the sea, are the only areas in which to swim between November and May. Recently one afternoon the beach here at Trinity was closed when a croc was spotted.
As I write in November, it’s now spring and daytime temperatures are similar to Summer, Autumn and Winter, around 28/32deg.C., but night-time temperatures have improved from around 18 to 24 deg.C., and Eric no longer wears a woolly come evening. With the monsoon-like rain, temperatures dip down to 23/24 deg.C, and humidity has set in. Summer is just around the corner and, hopefully, I’m becoming acclimatised.

Developer Contributions due from the Former Needham Chalk Quarry DevelopmentThe Town Council is currently engaging with Mid Suffolk District Council to try and ensure the local community receives the maximum benefit from the funds (known as the ‘Community Contribution’) that are related to the Hopkins Homes housing development at the former Needham Chalk Quarry. The total due is £500,000. An oversight by Mid Suffolk District Council, concerning allocation of the funds, resulted in final agreement on the Town Council’s priorities for the use of the funds was not concluded. This has cast doubt over allocation. The Town Council is confident funds will become available to support the refurbishment of the outdoor sports facilities at Needham Market Community Centre, also for the replacement of the Scout hut situated at the bottom of Crown Street. The existing doubt relates to the balance of funds (£200,000) to be allocated after taking account of the above projects. In the event the distribution of the balance of funds is thwarted by the District Council’s failure to complete its obligations, the Town Council will insist the District Council takes and pays for whatever action is necessary to correct the position.
Town Council Budget and Council Tax 2018/19The cycle to consider the next financial year budget and Council Tax requirement has commenced. A meeting of the Finance and General Purposes Section, under the leadership of Town Councillor Adrian Morris, is due to take place on Tuesday 5th December. At that meeting the Town Council’s other Section Leaders (Recreation and Sport, Town Property and Services etc.) will propose their Section budgets for 2018/19. These will be debated prior to an overall proposed budget (expenditure) for 2018/19 being agreed and reported to the full Town Council meeting on Wednesday 6th December. Income the Town Council can expect for 2018/19 is largely governed by the amount of Council Tax it levies (called the Annual Precept). The Town Council is aware its Council Tax Base (simply put the number of dwellings in the town that will contribute Council Tax) has increased, from that used to calculate the 2017/18 amount of Council Tax, by 5.9%. This is mainly due to the recently completed additional housing at the ‘Needham Maltings’ (Taylor Wimpey) development off the High Street. Once the Town Council’s budget requirement for 2018/19 is known, I use the current (2017/18) level of Council Tax (£67.14 – note this is just the Town Council’s proportion of the full amount of Council Tax including County, District and Police, for each Band D property – those taxpayers in Bands A to C pay less, those above Band D pay more) plus the Council Tax base for 2018/19, to produce options for Councillors to consider. These will range from freezing Council Tax at the current (2017/18) amount to a range of increases. Illustrating the options in this way allows Councillors to see the impact of each. Having already started illustrative calculations, if the annual budget requirement is maintained at the current (2017/18) figure of £107,500 for the next financial year (2018/19), the Town Council will again have to draw an amount from its reserves (albeit only around £200). I will report further as the cycle is worked through. One factor Town Councillors are reminded of as they approach this cycle is the impact of Mid Suffolk District Council’s decision not to pass on funds from the Council Tax Compensatory Scheme to Town/Parish Councils, despite the insistence from Central Government this should take place. The District Council now withholds all the Compensatory Grant for its own purposes. At 2014/15 levels, when the Compensatory Scheme was introduced following a Central Government change to the calculation of the Council Tax base, the amount of compensation due to Needham Market was £9,236. You can easily see, in broad terms when looking at the figures above, how much better placed the Town Council’s finances would be, if the District Council passed on the Compensatory funds, as they are meant to.
Needham Market Town Council NewsTown Council Meeting 20th DecemberAt this meeting (which all members of public are welcome to attend) Town Councillors will receive two presentations from Mid Suffolk District Council representatives. The first will be on; Developer Contributions due from the Former Needham Chalk Quarry Development (see above). The second will be an update on the future of the District Councils’ Office Headquarters site. Both are extremely important issues for the town and it would be good to see a healthy turnout of residents to endorse that fact.
Damage to play equipmentIt is very disappointing and frustrating to report a well-used piece of play equipment in the younger children play area on Crowley Park has recently been vandalised. Part of a slide was completely smashed which must have been caused by someone using considerable force and determination to destroy. It is difficult to fathom what sort of mindset prompts this type of wanton destruction. Not only has it resulted in the piece of play equipment being rendered unusable, the cost of replacement parts required to affect a repair exceeds £200. Installation by the original supplier of the equipment would add a further £500. Fortunately, we have a Town Warden who is adept at carrying out this type of repair.
Flower Planters in the High StreetNeedham in Bloom do a terrific job every year adding to the attractiveness of the High Street with flower displays from spring through to autumn. Many of the displays are housed in planters which were purchased by the Town Council many years ago and are now coming to the end of their useful life. The Town Council is therefore pleased to be able to again support Needham in Bloom in the quest to replace the existing planters with new ones. Needham in Bloom are looking at what is available and suitable ready for installation and the start of the 2018 planting season. The planters are located corresponding with licences the Town Council obtains from Suffolk County Council. Kevin Hunter, Town Clerk

Community NewsThe Needham Market SocietyAttendance at the Annual General Meeting in October was very good. Several fresh faces were elected onto the committee with Andrea Davies elected as Chair. David Hill the retiring Treasurer was thanked for all the work he had done over the years in keeping the Society’s finances so efficiently, and Rob McDermott kindly took over the post. Once business was over, Pip Wright gave us a most intriguing and enjoyable talk about Earl Stonham’s 18th century charity school, the fortunes of the eight boys who attended and their teacher. Pip’s story wove the school and its pupils into the background of rural life at that time in Suffolk.
Don’t miss the talk by Brian Cornell on the 29th Nov on his life as a Thames Lighterman - we always welcome new members and visitors and we can share in Brian’s exciting past experiences on the capital’s river.
After the November meeting, we have a break until the New Year when on the 24th January, the Director of Humphries Weaving Company Richard Humphries MBE will speak about silk manufacturing. Richard’s journey within the textile manufacturing industry began in the mid-1960s when as a young man he was apprenticed into the textile trade as a design trainee. Now Upper Bailiff of the Worshipful Company of Weavers, he assists the livery Court in its charitable activities, after 51 years of silk manufacturing. Meetings:

Creeting St Mary 1885 Ordnance Survey MapA little bit of history was made in Creeting St Mary over the week-end of 14th/15th October. Yes, it was the village’s “History Day”! The number of people attending both events - the Cheese & Wine on the Saturday evening and in the Village Hall on the Sunday afternoon - surpassed all our expectations by far and so from me and the other organisers, we say a resounding “Thank you” to each and every one of you who attended. Attendees over the week-end were not just from Creeting St Mary but from Needham Market and surrounding areas too.
“The Map”, that is the original 1885 version, was displayed as the “star” of both of the events over the week-end, its presence attracting a huge amount of interest. Far more people had ordered a CD, containing the digital copy, than we had expected, including many from Needham Market. By now, I’m sure, they’ll be browsing the 1885 images of old lanes and roads, fields and houses and many other features still standing proud or perhaps lost forever.

Needham Market Dementia Action AllianceOur first coffee morning at the Community Café was a great success. We had several visitors, help from Anne-Marie and Peter from Sue Ryder Dementia Together team, and advice from Sue Vincent from the Alzheimer’s Society. We have decided to make this a weekly event called Memory Corner, every Tuesday morning from 11 am to 12.30 pm. Those with Dementia, their families, carers and friends are all very welcome to join us for chat, fun activities, games, support and information. Tea, coffee, cakes and biscuits are available. If you wish to stay for lunch then the full café menu is available from 12.30 pm. You may already know of the relaxed, dementia-friendly film shows at the Regal Cinema in Stowmarket. Yes, I’m already looking forward to Christmas! It’s always a time of celebration in our family because my daughter was a ‘Christmas Day Baby’, but there’s even more anticipation this year as it will be my granddaughter’s very first Christmas. Of course she will be far too young to understand what is going on, but that won’t prevent the rest of us celebrating with her!
Christmas is a bit of a paradox – in many ways we want it to be the same as normal, yet in other ways we look forward to sharing the celebrations with new friends and members of our families. There’s a wonderful mix of tradition, wonder and hope around this time of the year.
A few years ago I went to Israel and spent some time in Bethlehem, visiting the supposed site of Jesus’ birth. I must confess it was rather too ornate and ‘flashy’ for my liking, but it was good to be there, in the town where he was born. Whilst there I bought a Nativity Set carved out of local olive wood. During the purchase I got chatting to the shop keeper who told me that when the characters are made the baby Jesus is carved by the most experienced craftsman, and the face of the infant is always that of an ‘old, wise man’ rather than of a young child. He said this is an attempt to convey the belief that Jesus is in many ways older than time itself. The baby in my set does indeed have the face of an old man – do have a look at any
nativity sets you may see over the Christmas period!
So, yes, Christmas has many apparently paradoxical characteristics - religious and secular, old traditions and new fashions, but at the heart of it we celebrate the birth of a baby. Babies have that wonderful way of bringing the best out of people – maybe that’s part of the wonder of Christmas!
I do hope you will all know something of the love, joy and peace of Christmas however you spend the time.

Home WorshipVal Jefferies came to lead our November Home Worship and tell us about her voluntary work at the Ipswich Child Contact Centre where all helpers are volunteers. A Contact Centre is a neutral place where the non-resident parent (usually the father, but not always) may spend time with their children in a family, child-centred and informal atmosphere. This is a temporary arrangement until a more viable alternative is decided upon. Children do not stop loving a parent because adults separate or divorce.The next Home Worship is our special Christmas one, with Christmas decorations up, and Christmas fayre - mince pies, etc. to eat afterwards and will be lead by Rev. Diane Williams, Vicar of Needham Market Parish Church. We always meet on the first Monday morning of the month, 10 o’clock, at 137 High Street, Needham Market. This is an outreach group. We have tea, coffee, refreshments and a friendly chat to finish off. All Welcome.

ST ELIZABETH HOSPICE SHOPIt’s hard to believe that our shop on the High Street will have been open for 2 years on December 18th. Those 2 years have flown by and people still come in, having not seen us before, and ask how long we’ve been open - please spread the word! Just chatting to friends and neighbours about us could well bring in more customers and donations, which would be wonderful.Christmas is just around the corner and our stocks of new goods are being snapped up as Christmas presents, as well as lots of donated goods. Our Christmas cards have been selling well and the Christmas wrapping packs are now in stock.We will be holding a raffle for a Christmas Goodies Hamper and tickets will soon be on sale in our shop, also available on the day of the Street Fayre, Sunday 3rd December. Please come in and support this raffle. The donated goods continue to come in, which we are very grateful for and there’s always a huge variety. Apart from all the usual things you would expect in a charity shop we also sell small electrical goods (which we send off to be PAT tested before putting on sale) and small pieces of furniture such as coffee tables.We will be open on Sunday 3rd December 10am – 4pm for the Street Fayre. Weather permitting, we shall have tables and volunteers outside. It would be lovely if our climate would oblige us on this day! The shop itself will be open too so do pop in and see us. Sports NewsNeedham Market Football ClubForthcoming Fixtures for October:The Football Clubs Sportsmans Evening at the end of October was a resounding success. Guest Speaker Phil ‘Tuffers’ Tufnell shared some excellent and funny stories with the packed audience of over 250. A brilliant comedian Ian Richards had everyone in stitches and a most excellent Compere Rob Sproston allowed things to run smoothly on the evening. There was a large and diverse selection of Sporting Memorabilia and Events and Attractions that were auctioned off during the evening.Overall, a fantastic evening and thanks go to everyone who supported the event. A Fans Forum Evening was held at the start of November which proved to be very successful with all in attendance going away happy with the Q & A’s and discussions held from the Board and Management.The Football Club has recently revised admission charges for Juniors. Following the fantastic support we received against Billericay Town, the Management Committee agreed to reduce the Admission Prices with immediate effect. Children Aged 12-16 will now only be asked to pay £1, Children Under 12 will remain FOC. We hope this encourages younger Needham Fans to return to many more games and to give us the support to increase the clubs Average Home Gates.“The lawnmower is my Stallion & so they call me the Lawn Ranger” said Head Groundsman Ken Thorpe after receiving a New Mower from Club Sponsors, Terry & Janet Ingram who, generously purchased the New Grass Cutter from Tomlinson Groundcare. Ken said how delighted he was to receive this piece of machinery to make his life so much easier. Bloomfields will now continue to look in excellent condition throughout the season and, on behalf of NeedhamMarket Football Club, once again a huge thank you to Terry & Janet Ingram for their continued support towards it.As you will see from the fixture lists there are plenty of matches to keep you entertained throughout the month of December leading up to the big New Years Day Fixture for the 1st Team against Leiston.
