NYSSA’s educational Forum and Annual Meeting was held April 16-18 at the Holiday Inn and Conference Center in Liverpool, New York. Nearly 700 delegates, present-ers, vendors, staff and guests attended this annual event.

This year’s Forum was perhaps the smooth-est running event of previous Forums and annual meetings. In large part the relative calm in Forum 2010 can be attributed to the use of Regonline.com, an online regis-tration system. This system enabled Forum

attendees to register, select courses, indicate meal choices, and even pay online. This in turn enabled planners to determine room assignments and meal counts based on expected attendance.

A Chainsaw Safety class was held on Friday, with the classroom portion held at the Forum

hotel and the field work a short distance away at the Hopkins Road County Park. The NYS Groomer Operator & Safety Training course, offered by ex-perts from the Salisbury Ridge Runners, was well attended.

Friday evening was the annual social event sponsored by Franklin-Case and United Dealer Services. DJ Fast Eddie, , also known as the hardworking snowmobiler Ed Zalar of Allegany County. Eddie returned Saturday evening to entertain everyone once again.

Eighteen educational sessions were held throughout the day on Saturday, including two presentations by the New York State Office of Parks, Recrea-tion, and Historic Preservation’s Snowmobile Unit. Sessions continued throughout the day on Saturday, divided into three “tracks”: Safety and Trails, Club Operations, and Public Affairs.

At the lunch banquet NYSSA recognized and honored its Legislator of the Year, Senator Daniel Aubertine. Also in attendance at the noontime ban-quet were Assembly Members William Magee and William A. Barclay. Mark Lester of Supertrax Magazine gave an inspirational talk about the snowmobile industry and where it is headed.

NYS Senator John A. DeFrancisco was presented NYSSA’s Senator Bill Sears Legislator of the Year Award for his work on our behalf. The Senator’s keynote address at the Dinner Banquet was met with much enthusiasm and applause!

The President’s Award was shared by Virginia and Jim Jennings for their many years of dedication to improving the sport of snowmobiling.

NY Snowmobilers again stepped up in supporting our Charities of Choice: Easter Seals, the Pink Ribbon Riders, and the USO (Support our Troops). A Chinese Auction of gift baskets and unique items donated by member clubs raised $1,118 each for the USO and Pink Ribbon Riders—more than double last years’ donation. A 50-50 raffle raised $884 for our Easter Seals (and $884 to the winner!) - again a greater amount than last year! Our members are clearly dedicated to helping with local, state, and world wide needs. Thank you to all the clubs who donated not only to our three charities of choice, but to their local needs.

The 2009 Super Raffle winners were drawn Saturday – The complete winners list is in this issue, and is posted prominently at www.nysnowmobiler.com . Thank you to all who sold tickets for this important fundraiser; and to our sponsors for their continued support!

The Long Island Sno-Seekers, a non-trail producing club located in Nassau and Suffolk Counties, announced three cash donations to trail-producing clubs:

$800 to Southern Tug Hill;

$600 to Folsom Trail Blazers; and

$600 to Colden Trail Riders.

The Tawaeri Taqui Trailblazers, a non-trail producing club of 155 members located in Ulster County also announced three cash donations: $250 each to Penn Mountain, Trackside Blazers, Southern Tug Hill, Hamden Hill, and Central Catskill Trail Blazers. Members of Tawaeri selected these clubs based on the quality of the trails they enjoyed during their club trips throughout New York State.

Attendees were able to wander through the NYSSA Expo and visit displays both from Clubs across the state and snow-mobile industry vendors.

This year, the first NYSSA Antique Snowmobile Show was held in conjunction with the Forum. Trophies were awarded in five categories: Oldest Original Sled (1969 and older) Scott Bullock (Waterville, NY) - 1963 Fox Trac Model 140

A plaque was awarded to the entrant that traveled the furthest to display their machines: Joe Clark (Canada).

During the Annual Meeting on Sunday, the NYSSA By-Laws committee chair Jason Kowalzck presented nine by-law revi-sions for approval by the voting delegates. These revisions were crafted at the request of the BOD with support from our Professional Parlimentarian, Steve Anderson.

Two proposals that caused the greatest debate and discussion, and that were subsequently rejected by the Delegates present, centered on the use of private information of members by the Board of Directors and a proposal to adjust the member to voting delegate ratio. Clubs should contact their District Director for further information on bylaws.

Approved: 2010-01, makes minor wording changes throughout the Bylaws document.

Approved: 2010-02, more wording changes & clarifications.

Approved: 2010-03, changes to Director and Committee Sections.

Approved: 2010-04, changes to Membership, Article II Section 4.

Approved: 2010-05, sets out Dues structure, Article VI Section 1 and Article XIII Section 2.

Elections were held on Sunday. The 410 voting delegates present elected Gary J. Broderick to the office of President for 2010-2011. Jason Kowalczyk was nominated from the floor for Vice-President, and defeated candidate John Occhino for that position. Roger McCabe was re-elected (unopposed) to the office of Treasurer. Virginia (“Ginny”) Ivison was re-elected Secretary.

Each year, the Forum is put together by NYSSA Staff and Volunteers, who spend hundreds of hours in planning

months in advance. This year Debbie Perkins led this effort, and did a great job. Thank you to all who participated

in creating this spectacular Annual Event!

Directors and Directors -at-Large

At the May Board meeting at Drivers Village north of Syracuse up to three individuals will be elected to serve as Direc-tor at Large. Application forms for Director at Large must be received at the NYSSA office by April 30th.

Each District needs to be represented to the Board by a Director. Clubs must certify that person selected to serve as their District Director. This has to be done annually, starting with the May Board meeting.

Insurance Reporting

Clubs must file a report with our insurance agent whenever there is an accident on a snowmobile trail. There will be a

new insurance report form to use instead of the OPRHP civilian accident report form that has appeared in the past. It is expected that soon clubs will be able to secure insurance certificates for the 2010-2011 season.

Additional Funding for 2009-2010

As announced at the January Board meeting, an additional $500,000 of trails fund money will be made available to clubs

for the 2009-2010 season. No firm decision has been reached as to how this additional funding will be distributed. It is possible that clubs will need to show adequate trail documentation above and beyond amounts dictated by the 0910 trail

grant award. Clubs are encouraged to Phase III documentation of trails fund expenses of all allowable work done dur-

ing the season.

Adirondack Park Snowmobiling

The public comment period for the Jessup River WF has ended.

Meetings are expected soon with DEC, APA, and the environ-

mental groups to discuss issues that could complete work on this UMP. DEC expects to make its initial presentation to the APA on

the Jessup River UMP at the Agency‟s May meeting.

Other UMP‟s expected to be acted upon soon are the Moose River

Plains WF, Wilcox Lake WF, Lake George WF, and Ferris Lake WF.

It is imperative that Adirondack Park clubs be in contact

with their forester to provide input into the designation of Class I and Class II trails. Clubs are asked to notify

NYSSA when meetings are being held with their forester.

The lawsuit brought by the Adirondack Council against the DEC

and APA is expected to be heard in Albany County Court in early June. NYSSA will be providing information to the Court in support of State‟s action in approving the Guidance document last November.

GPS/GIS of Trails

Last year NYS OPRHP announced that all funded trails must be located by GPS data that is then converted into GIS

shapefiles. Any club with funded trail that produced GIS shapefiles NOT based on GPS data collection MUST do the ac-tual in-the-field GPS data collection instead of hand-drawn shapefiles. All funded trails must be done by the end of the

2010-2011 snowmobile season.

In addition, all club trails that are covered by the statewide liability policy MUST also be located by GPS data collection.

Shapefiles of club trails need to be sent to NYSSA.

NYS OPRHP allows clubs to claim the cost of purchasing an approved GPS unit along with approved mapping software

as an allowable expense in Phase III documentation. In addition, time spent doing this work for funded trails is also an allowable expense in Phase III documentation.

NYSSA is developing a program to reimburse clubs some time costs associated with GPS data collection and GIS conver-sions of non-funded club trails.

Chainsaw Certification

For anyone to operate a chainsaw on state lands as part of a club‟s AANR with the DEC, each individual must obtain a

certificate that he/she has completed the Game of Logging I or a similar course approved by DEC. IN ADDITION, each individual must complete training in first aid, CPR, and blood-borne pathogens.

STEP Program - Help wanted!

The STEP program is in dire need of volunteers that want to take part in an effort to achieve consistent signing on our

snowmobile trails. Anyone interested needs to contact NYSSA. Information on classes this fall will be on the website sometime during August.

There are adequate numbers of trained Advisors in central and western NY. There is a serious shortage of trained Advi-sors in eastern and northern NY.

Any county that may be interested in setting up a Satellite STEP Signage program in their county should contact NYSSA for information. At this point, there are 12 counties participating in Satellite programs.

Forum 2011

The 2011 Forum will be held at the same location as this year‟s Forum – the Holiday Inn and Convention Center in Liver-

pool. The dates for next year‟s Forum will be April 15, 16, and 17.

Bids will be going out soon to determine the location of Forum 2012.

Bulk Sign Order

The 2010 Bulk Sign Order program has started. Order forms were distributed at the Forum. There are two forms. One is for signs made with reflective beading. The other is for signs made with full reflective sheeting.

The deadline for this year‟s bulk sign order form is July 24th, 2010. There is information on the program and graphics for most signs in the order form. These order forms are in the online magazine and posted on the website.

New signs for this year‟s program include a sign for emergency information. This sign will have space for write in 911 address locations, useful at road crossings. It will also have space to write in GPS coordinates for specific locations, use-

ful at trail junctions. The purpose of this information is to aid anyone in need of location information during an emer-gency or anyone responding to an emergency situation.

Allegany Park Draft Master Plan

OPRHP has created a revised Draft Master Plan for the Allegany State Park. The Plan may be viewed online at

http://www.nysparks.com/inside-our-agency/public-documents.aspx.

Public hearings will be held on Wednesday, May 12, 2010 at 7:00PM in the Auditorium of Salamanca High

School, 50 Iroquois Dr., Salamanca, NY 14779 and Thursday May 13, 2010 at 7:00PM at the Buffalo and Erie County Library, 1 Lafayette Square, Buffalo, NY 14203.

The deadline for public comments to be received is May 28th, 2010.

It is important to note there are provisions critical to snowmobiling in Allegany State Park.

Please Keep Your Hands and Feet Inside the Ride at All Times…

….at least that‟s what it feels like from my view. The NYSSA Spring Forum is over, the An-nual Business Meeting is done and it‟s time to start our new year. We have lots of things

that need to be done. We need to address the Trail Fund and our Governors‟ (several of them) feeling that it‟s their piggy bank to take from whenever they want. We need to ad-

dress Privacy Policy, Employees/new hires, etc.

Before we go there, I want to take a few sentences to thank some people:

Mike Fischer – Mike gave up a lot for the 2 years he was president of NYSSA. He gave up a lot of time with his wife

and sons, a lot of time with his club, time from his job (that which pays the bills) and his personal time. Mike led us through the sweep in 2008 and our response to the sweep this year. He helped shape and modernize the organiza-

tion to be better prepared to respond to issues as they arise. He has served NYSSA and you, the members well. If you see him, please take the time to thank him.

Jim Jennings – Jim was our first Executive Director and has been part of turning this „Mom and Pop‟ organization

into the Not-For-Profit Corporation it is today. Jim‟s steady hand and involvement in all things snowmobile have put NYSSA in the position where other state organizations look to us to set the precedence in snowmobiling matters. Jim

has an immense amount of corporate knowledge and luckily, we will be able to continue tapping into this information. Jim was awarded the 2010 President‟s Award in recognition for his body of work over the years. Virginia Jennings,

(Jim‟s wife) also received a separate President‟s Award for the immense amount of sacrifice she and the family suf-

fered during Jim‟s years as Executive Director.

Debbie Perkins – Debbie is the person behind the NYSSA Forum. For years she has man-

aged the Forum from planning through execution. The Forum is a huge endeavor and takes months and months of planning; then proper management of the execution. Debbie has made

this look easy, but has decided that this was her last. So if anyone is interested in helping out, we are always willing to welcome volunteers! Debbie also managed the Events and Promo-

tions Committee for many years-NYSSA‟s largest and busiest of committees. We will miss her

expertise and her „can-do‟ attitude!

There are lots of others that deserve out thanks also, but nowhere near enough room for me

to list them all.

So, what do we have on our plate?

The Budget Sweep – Our lobbyist, Capital Group is watching the reconciliation process closely. The Assembly and

Senate versions of the budget have all sweep language removed. These versions are being reconciled with the Gover-nor‟s proposed budget. We will address whatever comes out once the reconciliation process is completed.

Trail Funding – We currently have an Ad Hoc Committee that will continue its work on building a proposal to address protecting the trail fund. This committee is also exploring State-to-state reciprocity along with Sportsmen and Vintage

Registrations.

Employee hiring – Our Executive Director, Dave Perkins, has advised us of his retirement date in May 2011. Our prior-ity is to hire an Executive Director. Once we accomplish this, Dave plans to step back into the Trail Coordinator posi-

tion (he‟s currently filling both jobs). Our next priority will be to hire a Trail Coordinator (Full Time) or two part time Trail Coordinators (East and West) that Dave can train before he retires. If you are interested in these positions,

please forward a résumé to the office detailing your experience and the position you are interested in.

Communications- Improving communications will always be a goal of NYSSA and it will always be a moving target. We are moving forward with a partnership with Supertrax Magazine. Based on discussions with their staff, we hope to put a

NYSSA informational „tip-in‟ insert into at least one issue of their magazine this year to be sent to all NYSSA Members. Our eventual goal is to publish a hardcopy of the New York Snowmobiler Magazine to better reach our entire mem-

bership.

These are some of the more important items on our agenda. We will continue all the other programs we are involved with. As always, we can use your help. Board of Director Meetings are open to all members (see the schedule of

events for dates and locations). We can always use your expertise to make NYSSA better for our members.

There is a Chinese blessing (and curse) that goes something like „May you live in interesting times‟. We most certainly

do. I look forward to serving you this year as your President, as I enjoyed the last four years as your Vice-President. Please feel free to send me your ideas. Our job is to make NYSSA a better organization which is more responsive to

you, our members. We need your input and help to make that happen.

I hope you have a safe spring and summer, that you had a wonderful winter filled with many miles and memories and, as in all things, just like snowmobiling: Keep the Rubber Side Down.

Keep your arms and hands inside the ride-should be a fun year!

utilized. The 140-foot span replaces the hazardous D&H RR

bridge which had been closed for several years due to under-

mined abutments and deteriorated supports. Total project cost

was $400,000. This is the main snowmobile trail which links

NY and Vermont trails. The Villages, Towns and

County have been very supportive of snowmobiling and have

entered into an agreement to maintain the OPRHP-owned

I would like to express my appreciation and say Thank

You to all the attendees at this year‟s Forum, especially those that attended the OPRHP presentations. I hope the

information provided was informative and helpful. Your questions and comments are so very much appreciated

as they provide much-needed input toward improving our

administration of the Trail Fund! The Forum book this year contained the Parks annual report and included a

survey seeking everyone's opinion about what issues you would focus your attention on if you were the Director of

Snowmobiling. If you did not attend the Forum, go to the Parks website (www.nysparks.com) and download/print

the Report. The report will be located under Recrea-

tion/Snowmobile/Documents (it will be posted shortly). The survey is on the last page of the report. Please take

the time to provide your thoughts. If you do not want to mail it to me, give it to your NYSSA District Director, I

see them every month at the NYSSA Board of Directors

meeting.

With the reimbursement documentation being completed

for the 2009/10 season and the Phase 1 application for trails underway soon, I'd like to take a moment to clarify

our need for the collection of trails data using GPS/GIS. The level of trail location accuracy has to

keep pace with the needs of our Police, Fire and Ambu-lance services. These rescue/service providers are asking

to get better information on how to reach snowmobiler's in trouble. Can you imagine the panic of a dispatcher who

has pinged a cell phone 911 call to see the location as being nowhere near a road or even recognizable feature to relay to a search team. So many of our trails are that remote. Now imagine your panic if a loved one is in trouble

and can't tell someone where they are. With GPS units being so readily available in cell phones, navigation systems and even cameras, it is time that we provide the best and most accurate trail location information possible. With this

in mind, you will see in this years Phase 1 application that all trail location information MUST be provided in the

GPS/GIS format. We are making it mandatory that all trails funded through the Trail Fund grant pro-gram must be GPS'ed by June 30, 2012 to continue receiving funding. The NYSSA website contains the

instructions for completing the GPS trail data collection process. The expense of purchasing a GPS unit and the soft-ware is an allowable expense for reimbursement.

Did you know that in Cattaraugus County, when there is a snowmobile trail that crosses a highway, you can receive a warning of pending snowmobile traffic on your cars Tom Tom, Garmin or other GPS devises. If you are planning a

snowmobiling trip to Cattaraugus Co. go to their website to download the crossing information located at www.enchantedmountains.com. We are looking to provide the same service to all Counties in New York. NYS DOT

is using this information to improve the accuracy of the highway snowmobile crossing signs. Just another way the

GPS trail information can be utilized. Oh and how about those local maps you purchase, shouldn't we be providing an accurate map?

Insurance Certificates

NYSSA‟s insurance policy has been renewed for the 2010-2011 season, and is again in effect for one full year. Accord-ing to our agent, Butch Franklin, you do not have to get a certificate for a Landowner to be an additional insured - all

landowners are automatically covered as “additionally insured” as long as there is a written or verbal agreement for the

trail to pass over their land. This applies to all landowners - municipalities, private, etc. The certificate need only be pro-vided as a courtesy, for example if the landowner requests it.

Insurance Certificates for the 2010-2011 season may be produced online beginning April 29. Go to www.nysnowmobiler.com, login to the member menu, and go to „Trails Program‟, then „Insurance‟, then „Create Re-

quest‟. New this year: You may renew certificates that you entered last season by selecting „Display All‟ -- instructions are on the web page.

Club Letters of Understanding

New this year: instead of mailing paper “Letters of Understanding” to each Club, the Membership Committee has im-

plemented an electronic version, via the Online Membership System.

Your Club Membership Administrator (CMA) may access this by logging in as usual (in the same way they do to enter

memberships). Information is filled in online, and the document is printed for signature by the Club President. It is then mailed to the NYSSA Office. According to Bylaw change 2010-04, approved by Delegates present at the NYSSA Annual

Meeting on April 18, the LOU is to be signed annually by May 1, each year.

2010-2011 Vouchers

2010-2011 Memberships and registration vouchers are available via the NYSSA Online Membership System. Please en-courage your members to join early this fall, and register their sleds as soon as possible after receiving their renewals

(usually around the end of August). The sooner the registrations are in, the more money flows into the Trail Fund, and the more money there is for distribution to Clubs. Help with the Online Membership System is available by emailing
