NYS has several concerns: The first and most important is to get members involved in every level of UPMA. Without involvement of new members our organization will go stale and become less attractive for those to join. Will you help keep us current and active within our districts, promote upward mobility and explore initiatives to better our future? Upward mobility as it gets more stressful every day is where our new members will come from. We as a team have signed up several members this past year. The cost associated with recruitment is about $13.00 a member with the incentives being given. This cost will be a quick wash the very first year, benefitting the State organization for future endeavors and providing those new members with the help and benefits they deserve.

We need to keep promoting and mentoring our new members and our associate members to embrace our goals not only for our future but theirs.

We need to stay focused on the below by showing how to use our different tools, work them to our advantage, explain the makings of them and what drives them. All Managers at all levels need to have an understanding of these.

1. 1. SOV and CSV need to show current workloads of Postmastersa. Actual hours earned or open hours still need

to be justified in all levelsb. All revenue, workload, deliveries and

administrative duties should be considered when calculating office levels and earned hours.

c. Postmasters and Supervisors need to verify their information of their office and their RMPO’s. Don’t wait for anyone to do it for you. Be proactive in your future.

d. Do you warrant a Supervisor or entitled to an upgrade? If you’re not involved you will never know whether your day could become easier and with more pay.

2. Membership: Without membership, we don’t exist. What are we doing to gain more members? Actually, what is each of you doing to keep members, promote UPMA and educate our

members? I want to see each District Coordinator and at least one other person attend and recruit members at your Career Awareness Conferences. The presence of UPMA not only gives us standing for new members to ask questions but also keeps us at the forefront with District management. The more you correspond with your district the easier it gets to work with them and gain respect back. UPMA National is pushing for membership with a contest as well as NY UPMA continuing our membership drive incentive. Check out both at National UPMA at unitedpma.org and the State at nyunitedpma.org.

3. Training: Consistent training with our members needs to be at the forefront with the retiring of many and gaining of a part time work force. This training needs to be given separately rather than to try and fit it in your daily duties. We will always try to fuse training into our Swings and State Convention. What training would entice you to come to a County meeting, District Swing, State or National Convention, or Washington?

4. If everyone contributes something we will go far and we will succeed. It only takes one to make a difference, many can create a wave that will flow endlessly. I welcome all ideas to progress and prosper.

5. We need to continue to voice our concerns where needed to better our workplace as in the surveys. These are still a work in progress at UPMA and USPS. This is how one idea can prosper in to a positive development. We should see some results of this in mid-March. If nithing happens, you know I will be all over it and to push it forward where I can.

Legislation this year was a success this year even though we only had 7 people attend and six go to the Hill to push our agenda. H.R. 141 currently is looking for co-sponsors which is the House version of getting rid of the Windfall Elimination Provision(WEP) and the Government Pension Offset(GPO) to help our retired CSRS Members or their surviving spouses receive more back monthly in Social Security. H.R. 33 to keep us as an independent organization of the Federal Government

and H.R. 597 to support MSPB rights for all EAS Managers.We also pushed agendas to support suspending

further Post Office hour reductions and reclassifications, support to develop and expand non-postal services to local government and other federal agencies and to look for more ways to innovate and create new postal revenue. We also were there to insure there are no reductions of our benefits, we maintain universal six day delivery, the Social Security Bridge remains and we continue the high three years for retiree pension calculations.

Communication at the local, area and national level needs to be continually pushed to keep the organization transparent with it members, Areas and Districts. I can assure you that I have brought it up at those levels and will continue the push. There definitely needs to be a lot of improvement in this area.

Level 18/18B continue to watch our National President videos on unitedpma.org as they explain the current state we are at with these level adjustments. When

finally resolved and adjustments are given, please verify and if there are questions, don’t wait to ask.

NY State Convention: The registration form is on the website and in each NYUPMA issue. Last year’s convention videos are there as well and Bob has done a tremendous job with the illustrations from start to finish. Show a first timer these or just relive them. Most important, promote it and attend as it is an experience all members should embrace. The website is geared for all members active and retired. We have attained over 6000 hits this year alone. Let’s keep it thriving and an example for others to follow. This year’s convention will have training for SOV/CSV/Flash/Budget/WSC/150/18/18B/Timekeeping/F4 Usage of Codes/Transfers/SSRD/Mitigations - how to file and how to calculate, understanding NPA indicators and what drives them, resolution log including documentation needed with process leading up to filing/Video FEHB ( Medicare part A & B / Health ins)/ Chapter Member Representation training and retirement training.

Where Are We With Membership? As a member of UPMA I have to look back and say

“thank you” to the postmaster / mentor / friend that inspired me to become first a Napus member and now a UPMA member. I wouldn’t be where I am today without Napus / UPMA. I will be forever grateful to the members that have encouraged me, inspired me, and held my hand / talked me through the rough times.

Having said that, have you mentored a Postmaster? Have you offered advice? Have you handed that Postmaster/Supervisor an 1187 and told them why you are a member and why they need to join UPMA?

Currently NY is @ 59%, 501 Postmaster members, 108 manager/supervisor members, 110 associate members,

3 PMRs, and 622 Retired members. we can do better!!UPMA is having a membership contest for 2019.

UPMA chapters have been divided into six

groups based on time zone and chapter size.

This year’s contest runs from Jan. 1 through

June 30.

The contest consists of four components:

1. Individual—Each time a member signs a

new member and is listed as the sponsor/person

who influenced the new member to join UPMA,

their name will be submitted in a drawing to be

held at the national convention; the more you

sign, the more entries submitted. Five entries

will be drawn at the convention; each entry

drawn will receive $100. You are eligible to win

more than one time.

2. Chapters—Within each of the six groups

there is a competition among the chapters for the

most points earned by signing new members. In

order to level the playing field because UPMA

chapters vary so much in size and new-member

opportunities, the following rules apply on how to

score points.

• A new Active member counts as one point.

(An Active member is a Postmaster, Manager,

Supervisor, EAS professional or PMR.)

• A new Associate member counts as a quar-

ter point.

• A new retiree, or an 1187-R received for a

newly retired member, counts as a quarter

point.

The formula to determine a chapter’s new

member points is the total point value using the

scale above divided by the chapter’s total Active

members on the Jan. 2, 2019, membership status

report.

The chapter awards within each group will

be:

• 1st place receives $1 per member in the

total member column on the July 1, 2019, Mem-

bership Status Report.

• 2nd place receives 75 cents per member in

the total member column on the July 1, 2019,

Membership Status Report.

3. The top-performing UPMA chaptergroup is determined by the highest point total

of all chapters within each group divided by the

number of chapters in the group.

UPMA Chapter Group Award—Each chapter

in the winning group will receive 50 cents per

member as listed in the total member column on

the July 1, 2019, Membership Status Report.

4. Grand Prize—A special UPMA Member-

ship Achievement Award Trophy will go to the

chapter with the most earned points; to be pre-

sented at the 2019 National Convention.

Any incentives outside of this contest offered

by the chapters to new members or the persons

credited for signing new members solely are the

responsibility of the chapter.

Wishing for the “Good Old Days,”Maybe Not?

As I enter my 40th year in the Postal Service and my 33trd year as a Postmaster I must say I have seen a lot of change. I remember the cash book which was a handwritten daily accounting of the unit 1412 in which a quarterly report was submitted. Those of you that can remember that far back will remember adding all your numbers across and being a penny off. That would start a search for where that penny was over a 3 month period. How about the forwarding of the mail? First, we would write the new address on each mail piece, then we went modern by having labels printed with the new address, taking the labels out of the file and placing them on the mail piece. Today most of the mail doesn’t even get to your office; it is forwarded while traveling through the mail system.

us feel uncomfortable. Change is necessary. We can’t let the change outside our organizations become greater than the pace inside the organization. We the Postal Service and UPMA have been affected by change from inside and outside our organizations. These constant and rapid changes may have us wishing for the “Good Old Days”. When we look back we see a time that

seamed easier and simpler. But we know that we must keep up with the world around us. We can’t operate in a bubble. The changes have made us look to see how we can provide services while keeping cost down. The Postal Service must keep up with the mailing/parcel industry to remain competitive.

One of the developments from this need to change is the need for Education from our organization. The goal was to provide education to Postmasters and managers through e-learning video’s, power point presentations online and presentations at meetings and conventions. They can be seen by logging into the UPMA website at UnitedPMA.org.

UPMA may assist us by giving us some of the tools to be a better manager or excel in our field but sometime the situations in our office or area of postal work can leave us overwhelmed. The pressures of goals, home life and lack of staffing can leave us at “our wits end”. This is where the best resource of our organization kicks in. As an active member of UPMA you have a network of people and leaders that can help you get through the rough times in your career. As I have spoken with many people over the years the one thing that has gotten them through the rough times is the network of UPMA members and leaders. So remember, when in need please reach out to your fellow UPMA leaders and members. We are here to help and we are here to support you.

The 2019 Legislative Summit is now over. Despite the low turnout, I feel it was a success! Thank you to those who

attended and made the trip to the hill to address our representatives. Between the two teams we were able to make 10 visits; it was a full day. Topics discussed were HR 33, which protects the Postal Service from privatization, HR 141 which would repeal the windfall elimination and government pension offset, HR 597 which would expand

MSPB rights to all EAS employees, and last but not least much needed Postal Reform. Most everyone we spoke to was very supportive of the Postal Service and the issues we addressed. A few of them were very new to their positions but seemed eager to hear about the issues we are facing. The meetings we attended on Monday were very informative, and guided us on how to make our presentations. If you were unable to attend this year, you can still help by scheduling a visit with your representative locally or by giving to PAC. PAC covers campaign costs, it helps re-elect proven allies, helps to elect new allies, and builds relationships. With my first year now over, I am excited for next year. I hope that more will attend so that we can reach even more representatives. Special thanks to Donise Leonard for hanging out with me!

This Legislation would eliminate 2 titles of the Social Security Act, the Government Pension Offset (GPO) and the Windfall Elimination Provision (WEP) which unfairly reduce or eliminate Social Security Benefits for millions of Americans that dedicated much of their careers to public service.

ver the past 11 years, the economic down-

turn of 2008 and the ongoing diversion of

more and more First-Class letter mail to

electronic formats have had a dramatic

effect on the Postal Service from an oper-

ations standpoint. The impact has been felt acutely in

the prefunding obligation. In FY18, the USPS was re-

quired to prefund $6.7 billion in retiree benefits. This

obligation, unfairly placed on the USPS by Congress

as part of the 2006 “Postal Accountability and En-

hancement Act” (PAEA) has kept the USPS from

being profitable.

The USPS is the only entity—public or private—

required to fully prefund its retiree healthcare benefits.

Since passage of the PAEA, this unique postal obliga-

tion has dramatically affected USPS operations and

finances. This unfair obligation has threatened the

sustainability of daily, universal mail service and di-

rectly affected the morale of USPS employees. It im-

pinges on service to the millions of Americans who

depend on a first-class postal service.

Administration Task Force onPostal Reform

President Donald Trump established an intera-

gency task force to determine a sustainable path for-

ward for the USPS. The task force reaffirmed the

need for universal delivery (consistent, dependable

delivery to every postal address in the United States)

and outlined a number of ideas and proposals for

how the USPS can return to solid financial footing.

The United Postmasters and Managers of America

(UPMA) has worked with the USPS and the Trump

Administration throughout this process to offer

UPMA members’ perspectives on postal reform.

The administration’s attention and engagement

are important, but bipartisan legislation is the only way

to resolve all the outstanding issues facing the USPS.

Bipartisan Congressional Activity onPostal Reform

Bipartisan postal reform legislation was intro-

duced in the House and the Senate during the 115th

Congress (2017/2018). We are confident that similar

legislation will be introduced in the current 116th

Congress. As Congress considers legislative proposals

for postal reform, UPMA supports:

• Reducing the harmful effects of the retiree

health care prefunding requirement on postal solven-

cy and operations;

• Allowing the Postal Service to undertake postal

product and service innovation;

• Promoting postal pricing that more accurately

reflects the true costs of mail acceptance, processing

and delivery;

• Enhancing a universal, accessible and affordable

governmental postal system; and

• Assuring relief from the current restrictive re-

tiree health liability by coordinating postal retiree

Medicare benefits with the Federal Employees

Health Benefits Program (FEHBP).

Other Legislative Priorities for UPMA in the 116th Congress Include:

• Determining an accurate calculation of the

USPS’ pension liability,

• Reforming the USPS governance structure to

improve decision making,

• Modernizing and improving USPS business

practices,

• Allowing the USPS to expand and develop mutu-

ally successful arrangements in delivering non-postal

services to local governments and other federal agen-

cies, as well as develop and implement innovative

postal and non-postal products and services.

• Expanding MSPB appeal rights to all EAS-level

employees, and

• Suspending further post office hour reductions

and post office reclassifications.

Supporting the Benefits Enjoyed by Active and Retired UPMA Members

UPMA is committed to protecting the health

and annuity benefits that active and retired members

have earned through their service to the Postal Ser-

vice and to America. UPMA opposes any cuts pro-

posed in President Trump’s budget that may have a

negative effect on these benefits.

Fair Treatment of Civil Service RetirementSystem (CSRS) Annuitants

Over three decades ago, two provisions were en-

acted that unfairly penalize CSRS annuitants: the

Windfall Elimination Provision (WEP) and the Gov-

ernment Pension Offset (GPO).

The WEP is a one-size-fits-all mechanism that

reduces the Social Security benefits of workers who

also participate in pension plans from employment

not covered by Social Security, such as CSRS. The

GPO reduces a CSRS retiree’s Social Security spousal

or survivor benefits by an amount equal to about

two-thirds of the CSRS annuity. Rep. Rodney Davis

(R-IL) has introduced H.R. 141, which would repeal

the punitive WEP and GPO provisions.

Maintaining an Independent U.S. Postal Service

Rep. Stephen Lynch (D-MA) introduced H.Res.

33, with bipartisan support, on Jan. 9, 2019. The res-

olution states: “That it is the sense of the House of

Representatives that Congress should take all appro-

priate measures to ensure that the United States

Postal Service remains an independent establishment

of the Federal Government and not subject to priva-

tization.” As of Jan. 16, the resolution had 45 co-

sponsors. A similar resolution and companion Sen-

ate resolution were introduced in the 115th

Congress; UPMA is confident that a companion

Senate resolution will be introduced in the near fu-

ture. UPMA supports H. Res. 33 and will look to do

the same when a Senate resolution is introduced.

Ensuring Universal Service for All Communities

UPMA believes postal services are a critical ne-

cessity for all communities and small and large busi-

nesses, as well as citizens both inside and outside

major population centers. As a result, UPMA sup-

ports preserving the Universal Service Obligation.

Continuing To Be the Delivery Partner of Choice for American Small Businesses

Small businesses in particular rely on their

postal services to reach customers and maintain cost

competitiveness. The USPS is a major supplier of

cost-effective business solutions and makes it possi-

ble for small businesses to deliver goods, products

and services to customers across the country and

around the globe. UPMA supports the agency’s ef-

forts to strengthen and increase its market share in

this phase of the business model it has adopted.

UPMA also would consider supporting any leg-

islation that would allow greater pricing flexibility

and encourage growth in the Postal Service. In the

past few years, the Postal Service has proven it is able

to meet the demands of the mailing public by reduc-

ing its workforce, reducing the number of processing

and distribution facilities and continuing to achieve

record service levels throughout the country.

So Much to Look Forward to…..If you are bored or depressed that winter keeps

dragging on, dumping nearly 4 feet of snow in theNorth Country and Western NY last week, UPMA can

help.There are many opportunities for you to participate in

the following upcoming events.In March and April, you can attend a NY UPMA District

meeting close to your home or office.These meetings are very informative and give you

a chance to meet USPS District staff as well as other UPMA members. Each district will be electing a District Coordinator at the meeting so this is your chance to either step up and/or vote for your choice.

At the end of May, the State Convention will be in Lake George. This is a beautiful area of our state with lots to see and do. There will be many “seminars” that you can attend and gain valuable knowledge to assist you in your career. There will be many “fun” activities, including a dinner cruise on Lake George, an auction, and dancing, for you to participate in and meet new people. Be sure to fill out the registration form in this issue and send it in.

In July, the National Convention will be in Connecticut at Mohegan Sun. In this issue is a list of Tours and activities you can sign up for—go to Mystic Seaport, Boston or New York City for the day! You will meet people from all over the country. Here you can meet the National officers, the Postmaster General and other headquarters people. The registration form is in this issue of the ESP. Bring your family and make it a vacation.

Remember that there are great incentives that the state is giving each member to attend these events.

Please read about the Legislative issues that UPMA supports. If you couldn’t go to D.C. in January, you still can make an appointment with your local legislators and discuss the issues with them.

I hope your office is dodging the head colds and flu bug better than mine is. I guess we are paying for the 60-degree weather now. It was nice while it lasted, but I would rather it just stayed below freezing and we could hope these nasty little bugs would stay away.

Let’s move on to RMPO’s. These are offices we have to keep a good eye on and make sure they have what they need to be efficient. Do you make it a habit to stop in unannounced while you are out on the street? Are your employees in proper uniform? Do they have the supplies they need? Do they have an assortment of stamps that the customers expect? Is the office clean and maintained to acceptable standards? Have you recycled the forms and record keeping that is old and dated? I have been to a “few” RMPO’s that were forgotten about as soon as they were downgraded. Records back to the 90’s and forms that I never knew existed. How about a DMM dated 1980? The old zip code books? My favorite is the introduction to ACE computing... at least 4 of these have been found.

There are other issues that come up in RMPO’s that

you never want to deal with. Please make sure you keep a good eye on the financials of your RMPO’s. Are you doing your SDA audits? Are you doing them unscheduled? Yes, they should be a surprise to the employee! Keep good track of the stamps, cash and money orders. Are you doing an honest PO Box audit? Unfortunately, this is an easy way to beat the system if we are not watching. The employee that you think you can trust is not always the honest person you hoped they were. Please be vigilant in overseeing the RMPO’s and do not set a pattern.

Lets move back and talk about winter, it is less depressing than talking about an RMPO that has not followed protocol. We can’t do anything about the weather, but we can do something about the offices under our control.

The UPMA 2nd District Spring Swing will be April 4th in Mt Morris. Please try to find time to come help your future. The meetings are a great way to meet fellow Postmasters and gain some valuable knowledge. I hope to see you there.

Hank Dynka, new District Manager for the Albany District has agreed to attend. I have reached out to the 3 new POOMs for 3rd District members and feel confident they will be attending as well. Hopefully with new management making an appearance to answer our questions we will have a larger crowd. To help facilitate this, send me your questions in advance and I will try to have them respond to them at the meeting.

We also may be able to have a break out session for each POOM Group in attendance.

hold an election for a new Fourth District Coordinator. What does a district coordinator do?? The Coordinator confers with the Vice Presidents on matters pertaining to their district’s membership and assists said membership. The Coordinator calls a district meeting twice a year for the purpose of advising district membership of progress within the state and for maintaining communications between counties and the State. The Coordinator also attends meetings as required by the President (usually a Fall meeting and board meetings held prior to the start and at the end of the State convention with expenses reimbursed by the State.)

My Three Favorite UPMA Events

I have recently returned from the first, of my three favorite UPMA sponsored events. Our yearly road trip to the Nation’s Capital. Each year I am able to see and spend time with friends that I have made over the years while attending the Legislative Conference. Each year I always meet and make a new friend to share similar stories. It is not just the visit that I enjoy, it is the road trip with my Long Island friends. The trip is five hours long. That gives much time to catch up on what has happened since our National Convention. We do meet monthly for lunch but it is not the same as being confined in the car and of course less participants. I still get a thrill traveling to Capitol Hill and visiting with the Congressman and their aides. I have been attending the visit to Capitol Hill since 1995. As in years past, we were successful in relaying our message to our representatives. The first stop was Senator Schumer’s Office. We got rid of our butterflies and honed our message. After Senator Schumer, our next stop was Congressman John Katko’s office. We were able to speak with both the Congressman and his aide. Then it was on to Congressman Suozzi’s office. The Congressman was in the Ways and Means committee meeting, but we were able to meet the Congressman’s aide. Then we met with both Congressman King and Congressman Zeldin. Both were there to sit and listen to our issues. President Dan and Vice President kept the appointments with Senator Gillibrand, Congressman Max Rose and three of our other New York State representatives. All in all, it was a very worthwhile day on Capitol Hill.

One bill that is near and dear to most UPMA retirees is H R 141 Social Security Fairness Act of 2019. This bill was introduced on January 3, 2019 by Representative Rodney Davis, Democrat from Illinois. This bill corrects the injustice that was incurred to federal employees during the Reagan administration. As of today, there are 98 co-sponsors of the bill. The five representatives from New York that are co-sponsoring this bill are as follows: Lee M. Zeldin, Peter T. King, Grace Meng, Eliot L. Engel, and Elise M. Stefanik. If your congressperson is one of these five, make it a point to send them a thank you. If your representative is not one of the five please reach out and request their support.

Lastly, I want to notify you of the membership contest

that has been introduced by National. The contest runs from January 1, 2019 thru June 30, 2019. The contest will consist of four components: Individual – Each time a member signs a new member and is listed as the Sponsor/Person influenced your decision to join UPMA their name will be submitted in a drawing to be held at the national convention. The more people you sign up, the more chances you will have to win. Five entries will be drawn at the convention. Each entry drawn will receive $100. You are eligible to win more than once. Within each of the six groups there is a competition between the chapters for the most points earned by signing new members. To level the playing field since the UPMA chapters vary so much in size and new member opportunity the following rules apply on how to score points. New Active members count as 1 point each. An Active member is a Postmaster, Manager, Supervisor, EAS Professional or PMR. New Associate Members count as .25 point. New Retiree or 1187R received for a newly retired member count as .25 point. The formula to determine the chapter’s new member points is the total point value using the scale above divided by the chapter’s total active members on the 1/2/2019 membership status report. The chapter awards within each group will be: 1st Place receives $1.00 per member in the total member column on the 07/01/2019 membership status report; 2nd Place receives $.75 cents per member in the total member column on the 07/01/2019 membership status report. Top performing UPMA Chapter Group determined by the highest point total of all chapters within each group divided by the number of chapters in the group. UPMA Chapter Group Award: Each chapter in the winning group will receive $.50 cents per member as listed in the total member column on the 07/01/2019 membership status report. Grand Prize: Special UPMA Membership Achievement Award Trophy to the Chapter with the most earned points to be presented at the National Convention. Greetings once again. Well, this winter has not disappointed. A foot and a half of snow, then ice, then 60’s, then heavy rain, then a polar vortex, now

a chance of 6-10” this week. If you didn’t gear up for a winter rollercoaster in October or November, you were caught unaware.

As of this writing we are gearing up for several things in UPMA/UPMAR. For the first time in our short existence as a unified organization, we have a single President, Dan Heins, who will lead our organization forward. We all look forward to Dan’s leadership while we thank Tony and Sean for their past leadership.

We also are gearing up to deal with a relatively new Congress. The DC Legislative Swing was a success but much work needs to be done to get the Postal Service back onto sound financial footing. We need Congress to act and the Legislative Swing should only be a first step, not our only annual effort to visit or otherwise communicate with our members of Congress. Remember, the squeaky wheel gets the grease!

In the February issue of the NYS UPMA magazine, the dates were posted on the back cover for the Spring District Meetings as well as the State and National Convention. I hope everyone marks their calendars with

these dates and makes an effort to attend the district meeting closest to their home and the state convention at the very least. These two meetings alone provide a tremendous amount of information for active and retiree members alike. UPMA exists to serve its members but cannot fulfill its mission if members don’t participate.

I want to throw a quick plug out there for Adverse Action. A lot of Postmasters may have only been paying some attention during Adverse Action seminars, thinking to themselves, “Why do I need to pay attention, I have never done anything wrong nor will I ever!” While that may be the case, you could potentially find yourself in a situation where you are unjustly yet formally accused of an improper act. If you don’t understand Weingarten and all of your other rights and if you don’t follow the instructions/advice of your Adverse Action counselor, innuendo could lead to harsh discipline. Take the time to refresh yourself periodically on how to protect yourselves from an adverse action.

Finally, let’s take the time to recruit a new member and bring them to a District meeting or to the state convention. Seeing UPMA in action is the best way to gear up for successful recruiting. Stay safe, be well, and I hope to see everyone soon!!!
