Haldimand Huskies Basketball Club Junior House League Rules of Play JUNIOR HOUSE LEAGUE RULES OF PLAY Structure of Game The game will be eight periods with each period being four minutes in length (The word ‘Period’ comes from the FIBA Rules & Regulations). The time between period four and period five is halftime. Halftime will be 10 minutes long. Periods two to eight will start in the direction of the possession arrow and the throw-in shall be from out-of- bounds straddling the centre line extended, opposite the scorers’ table. A team must have at least 5 players per game. If a team has under 5 players, the team will forfeit that week. In the event of a forfeit, the teams can still play a game that is just for fun. A 5-minute grace period will be applied to a team that is facing a forfeit. (i.e. as the game is supposed to start at 8:15am, the team will have until 8:20am to wait for another player to show up.) For the 2017/2018 Season, all Junior Co-ed games will start promptly at 8:15am. Each game is considered to be running-time except for the final 2 minutes of the 8 th period of each game. Otherwise, the clock will only stop if there is an injury on the floor or during a 30 second time out. Between periods 1-4 and period 5-8, coaches will have 30 seconds to send out the next line. JUNIOR HOUSE LEAGUE RULES OF PLAY

Structure of Game The game will be eight periods with each period being four minutes in

length (The word ‘Period’ comes from the FIBA Rules & Regulations).

The time between period four and period five is halftime. Halftime will be 10 minutes long.

Periods two to eight will start in the direction of the possession arrow and the throw-in shall be from out-of-bounds straddling the centre line extended, opposite the scorers’ table.

A team must have at least 5 players per game. If a team has under 5 players, the team will forfeit that week. In the event of a forfeit, the teams can still play a game that is just for fun.

Equal Participation Rule (Fair Play) The Equal Participation rule will be in effect for the entire game as outlined

in the section below.

During the game, substitutions will only occur at the end of each period.o Substitutions are permitted for medical reasons at any time if an

injury occurs during the eight periods.o If a player is injured and unable to play but the play is still active,

the player is expected to take a knee.o A player who leaves a shift due to injury or medical reasons shall

not return to the game during the same period.

Rules of Play

Every player is entitled to equal participation and equal number of shifts each game regardless of skill level.

o Equal number of shifts does not apply to players who arrive after the game has started.

o Equal participation DOES still apply to late players, which means that a late player must play at least 1 shift in the first half of the game.

o Coaches do not have to re-create their Fair Play sheet to add a late player until halftime, but can do so before halftime at their discretion but it must be done for the first period following halftime. Time will not stop for the coach to fill out their Fair Play sheet.

Coaches must fill out the mandatory Fair Play sheet that outlines when each player will play, prior to the start of the game and follow the sheet during the game.

o Coaches who fail to use and follow what the Fair Play sheet outlines for shifts, will automatically forfeit the game.

o Each player must play a minimum of one shift per half.o Back-to-back shifts are permitted.o In the case of injuries that result with a team playing with less than

the required 5 players, the game will be considered a forfeit as the team is below the minimum number of players required. Equal play guidelines still apply to the athletes still remaining in the game when injuries occur.

o No player is permitted to play any more than one more shift than any other player.

The Haldimand Huskies Basketball house league encourages and rewards equal Participation through a point system that is used to calculate standings.

o For every player that is present at a game, a team will receive a point (i.e. if 7 players show up for the game, the team will receive 7 points for that).

o For every different player that scores a basket during a game, will receive a point (i.e. if 5 players score a basket, the team will receive 5 points – if only 1 person scores a basket, the team will only receive 1 point).

o For a game win, the winning team will receive 5 points and the losing team will receive 0 points.

o For a tie, each team will receive 3 points.o At the end of each game, the total number of points for players

present, players who scored and win/loss/tie will be calculated to determine the number of points that each team got each week.

Rules of Play

o The total number of points from each week are used to calculate the team standings.

The Equal Participation Rule was formulated for the best interests of the children playing at the Learn to Train stage of development and aims at providing stage appropriate competition that maximizes each athlete’s long-term development.

Every child who is registered and has signed a team roster form must participate under the Equal Participation Rule.

Every coach is expected to respect the intent of these rules and adhere to them. Coaches are required to provide equal playing time for all players present at the game who have been registered with Ontario Basketball.

Time Outs Each coach will be granted one 30 second time out per half and the clock

will stop running during that time.

Coaches can only request a time out on a whistle and not during active play.

f Referees are expected to remember why the whistle was blown & who

should have possession following the time out.

FIBA & HHBL Age-Modified Rules (This age group is considered “Learn to Train” by Canada Basketball).

Ball size: 5 (27.5”).

The 3-point line is not in use, all baskets will count as 2 points.

Shooting fouls will not result in a free-throw shot, but will result in base-line possession.

Shot clock is not in use.

Defense will only be played as Man-to-Man, zone defence is NOT permitted.

o Players must be within 1-metre of the player they are guarding at all times while on defense.

o Doubling teaming is not permitted.

o At the start of each period, the players who will be playing that shift, will all line up facing their opponents. At this point, the coaches will assist with fairly matching up the players with their opponents to show who the player will be guarding while on defence. The opponent that a player is matched up with at the start of the period, is the only player that he/she can guard defensively during that shift. This rule is implemented to help lesser skilled player develop without being targeted by stronger players.

o In the key, players are not allowed to intentionally block the shot of a player that is not the player that he/she matched up with at the beginning of the shift – that being said, on defence, players are encouraged to always have their hands up in the air while in the key. A call should only be made if a swatting motion is made toward the shot of a player that he/she is not guarding and/or that player is not within 1 metre of the player they are supposed to be guarding.

o Breakaways – If a player has a breakaway, the player with the ball can only be guarded by ONE player and that one player must be who he/she was matched up against at the start of the period.

Personal and Team fouls will be recorded on the score sheet, but will not result in a free-throw bonus. The team that was fouled will gain possession of the ball.

Drop back rule – teams are not allowed to press; in the event of a possession change, the team that lost possession must fall back behind the half court line until the team with possession crosses the line.

Over & back – when the team with possession crosses the half court line, the team will not be allowed to carry or pass the ball back over the half court.

3-in-the-key – 3 consecutive seconds in the key on offence will result in the loss of team possession if a shot has not made contact with the basket. When a shot makes contact with the basket, the 3 second count will reset. Players will receive 1 warning before possession is given to the opposite team.

A focus on adult game tactics during practices and competitions (e.g., offensive isolations, zone defenses, full court pressing, etc.) is counter to athlete development when they limit the time spent developing young athletes’ fundamental skills. For example, using full court pressure against 10-year-old athletes who are just being introduced to the game is exploiting the young athletes’ lack of skill with a game tactic for the purposes of winning, often at the detriment of skill development (e.g., an opportunity for young athletes to practice critical skills in the offensive half-court). Overtime Overtime will only be played during playoffs & the final tournament.

The length of each extra period will be 4 minutes’ long.

Overtime will be considered stopped-time.

Equal participation and equal playing time is still in effect.

Overtime is NOT sudden death.

Each overtime period begins in the direction of the possession arrow.

Each team will have one 30-second time out per overtime period and unused time outs from regular play do not carry-over to over time.
