The Hoard of Health, falling to cutto the prescribed retrenchment lino Inltd estimates possible reduction, 'a Jammed house at Orphcum Sat.renders It necessary for the Governorto do the marking down. The followlug letters have passed on the subJect: ,territorial Board of Health, Hawaii,

Honolulu, H. T April 1, 1904.Hon. Geo. H. Carter, Governor, Ter-

ritory of Hawaii.Sir: On March 29th the Board of

Health addressed you regarding yourrequest for this Department to reduceIts expenditures to within $224,000 torthe period of twelve months.

Alter due deliberation, the Board ex-

pressed themselves as unwilling to beresponsible for the efficient runningthis department, under the sum aswas represented by an accompanyingschedule. Your return of said sched-ule, with Instructions that the cut mustcome within the sum of $224,000 Ismade possible only by the cutting outof the Kalaupapa Btore' which is anitem of $2S,000 for twelve months, which Is charged up against this and withoutDepartment, and the of thestore do not revert to the Treasury, nsu rredlt In favor of the BoardHealth, but as a government realiza-tion, therefore wo propose cutting outthis Item of expenditure which wev.ould gladly carry if duo crdelt wasgiven. The store is not run as a moneymaker for the government; a chargeof S per cent on the cost of goods Isall that 1 asked for, to pay expensefreight and

The Board would suggest some othermethod of running the store under thodirection of the Board of Health, thisdepartment seeing that only a fair rate,o: profit Is charged.

There has been a reduction In salaries right down the line where it hasbeen possible to reduce, without abol-ishing the' office.

Although It Is far preferable tor thelepers to have their meals at their ownhomes, still if it Is absolutely essentialfor a further reduction to be made, Ibelieve It to be possible to make a con-

siderable saving by the institution ofu commissary department at tho Set-tlement, which shall have charge of thofeeding of the In buildingserected fur this purpose.

I would again urge the necessity oftho to stand deck

of to flooded whichbe given the Legislature, recommended by this otherwise theboard of Health will be unable to cope

tho situation of reductions as requested If changes are made ridersor provisos are tacked on the variousItems.

I will explain In person nil detail.I have the honor to remain,

Respectfully yours,CHAS. D. COOPER, SI.

Poor Lamps Make

Big Electric Light Bills

Many Incandescent lamp bulbs sold In the market use 25 per cent andsome even 30 per cent, more electric current than standard lamps.

The carbon filament of the standard lamp gives a greater amount of re-

sistance and hence greater amount of light for less current than passesthrough the carbon filament of an Inferior lamp.

It Is therefore Important to the consumer that only standard lamps arsused.

Any customer doubting the quality of the lamps he is now using canhave them tested here free of charge.

The situation Is In the hands of thelegislators. Governor Cutter has fol-

This can be accomplished byrefusal to allow petty personal orparty wrangles to take up the time ofthe Legislature. If long speeches, par-ttz-

In response to the communicationfiom Governor Carter, addressed totho President and Members of thoboard ot Health, Dr. Cooper sent aleply stating that the Governor's re-

quests would ho considered at a meet-

ing of the Hoard this afternoon. Pres-ident Cooper's letter follows:Hon. Geo, It. Carter, Governor, Tor

ritoiy df Huvvall.Sir: Your communication of this

dbte addressed to the President andMembers of the Board of Health uthand.

The frankness ot speech that hascxistid between us, should per-

mit the following statement to bemade and received in the spirit It isintended: This lionrd fully realtiesIts public duty, and also its responsi-bility for the public health both asrelates to human and commercial wel-fare, for the care at the leper charges,of the Indigent sick and insane, andfor a vigilant oversight over the healthof the community, that there may bono repetition ot the mortality, alarm,(ommctclal distress and embargo, wehave at times experienced.

These responsibilities seem imper-ative to the Doard and more vital thanany other function of government savethat of public order.

Tills Hoard has already gono muchfurther In its reductions than any otherDcjinitmeut considering the magnltuiliof Its functions and dnttes which cuii-'n- ot

The Doard lacks nothing In publicElrl)'qr;leotIon. and self sacrifice totl!e"tmpcrativc Interests of this Terrjtory in the present financial crisis, nojIn any crisis, as has previously beenproved.

The Board has earnestly endeavoredet, and In a very great degiei
