Business Incubator Definition 6th International Summit of Business Incubation and Technology Park Associations

Dortmund, Germany, November 16 – 18, 2002

A Business Incubator is an economic and social development entity designed to select, establish, and accelerate the growth and success of new, entrepreneurial businesses through a comprehensive business assistance program. The incubator’s main goal is to produce successful businesses that will leave the program financially viable and freestanding. Incubator graduates create jobs, revitalize communities, commercialize new technologies and create wealth for local and national economies.

Critical to the definition of an incubator is:Management that develops and orchestrates business, marketing and management resources and relationships tailored to the needs of the business clientsShared office services, training, technology support and equipmentSelection of clients and an acceleration process by which businesses become more independent and progress to graduationAssistance in obtaining the financing necessary for business growth

Business Incubators gain added value by providingaccess to appropriate rental space and flexibleleases in an incubator facility.

SCIENCE PARK DEFINTIONIASP, International Association of Science Parks

A Science Park is an organization managed by specialized professionals, whose main aim is to increase the wealth of its community by promoting the culture of innovation and the competitiveness of its associated businesses and knowledge-based institution. To enable these goals to be met, a Science Park stimulates and manages the flow of knowledge and technology amongst universities, R&D institutions, companies and markets; it facilitates the creation and growth of innovation-based companies through incubation and spin-off processes; and provides other value added services together with high quality space and facilities.

This definition also applies to Technology or Research Park

RESEARCH AND INNOVATIONThese activities are intended to stimulate technological innovation, the utilisation of research results, transfer of knowledge and technologies and the setting up of technology business in the EU and in all its regions, not least in the less-developed areas.

Innovation is also one of the most important elements throughout this activity.

RESEARCH AND INNOVATIONThese actions will provide general support to innovation, and will complement national and regional activities with a view to increasing the coherence of efforts in this area.

Some of these activities will be carried out in liaison with the European Investment Bank (EIB) (in particular by means of the European Investment Fund (EIF) under its ‘Innovation 2000 Initiative’, as well as in co-ordination with measures taken through the Structural Funds

CO - OPERATIVE RESEARCH CRAFT

A limited number of SMEs from different countries with specific needs or problems outsource the required research to an RTD performer, while retaining the ownership of the results.

The projects are relatively short term and may include innovation activities and activities of consortium management.

COLLECTIVE RESEARCH

SECTORIAL PROJECTS A form of research undertaken by RTD performers on behalf of industrial associations or industry groupings in order to expand the knowledge base of large communities of SMEs and thus improve their general standard of competitiveness

The projects may include research and innovation activities, as well as dissemination of training activities and consortium management

Encouraging the cross – sectorial transfer of knowledge between academic and an industrial institution with the possibility to have more than one partner in one sector

“strategic partnership” around a common project/collaboration

The mutual exchange visits could be followed by “reintegration phases” but this is not mandatory nor is any EU funding

The staff exchange between the industrial and the academic (or public sector) participants is expected to be in both directions (i.g. one or more researchers seconded from the industrial to the academic participant and one or more academic researchers seconded to the industrial participant. However projects with secondments in only one direction are not excluded
