High-speed rail initial objective-Compete/complement air transportation between metropolises 400-800 km Madrid-Coast
-Two to three hours HSR travel time -Total air & HSR travel time similar -More useful time by HSR -Access to metropolitan centre
-Intermediate stations in big cities and division of HSR lines Zaragoza Córdoba Valladolid
New HSR lines maintaining parallel conventional rail lines
High-speed rail network & services - 2011
Approaching a European HSR Network

Pure & mixed services on new HSR lines
HSR network
-New lines 300/350 maintaining parallel conventional lines
-Upgraded lines 200 without parallel conventional lines
HSR Services
High-speed rail infrastructure & servicesPure long distance -Use only HSR infrastructure, -Most stop only in major stations, -Fare is expensive -Abundant services between major cities (15-20 day-sense) -Average speed 200-250 km/h.
Mix Long Distance-Use HSR and traditional infrastructure, -Special trains change infrastructures at few places with gauge interchangers-Most stop in all stations, -Fare is slightly smaller, -Services to each final destination small (2-3 day-sense) -Less punctual (while in traditional lines). -Total average speed 170-210 km/h. -They irrigate the territory
Medium Distance
Pure HSR 300km/h Services
Mixed HSR-Traditional Services

Strategies of Big Intermediate Cities at 3 scales
National -Reinforce their link to metropolises -Reinforce their links to inter-metropolitan relations -Reinforce the quality of high-level services -Reinforce the entrepreneurial environment
Regional -Reinforce their regional central role -Compete with small cities nearness to metropolises
Local -Increase the competitiveness of their city centre -Increase the urban overall quality and effectiveness

Juxtaposition of traditional and modern urban areas within city centres
Mixture of uses, not only office but also residential, leisure, community services, etc.
Public transport supply at three levels, national/international, regional and urban
Use of railway land for urban purposes
Signature architecture to create a modern and international image
Mixture of public and private investment

Activities attracted to Big Intermediate Cities
Meetings of metropolitan professionals happening in a metropolis are relocated -Cuts overall travel time and requires those who previously did not travel to do so. -Everybody travels on a day-return basis. -Evidence in Lille and Zaragoza, whose HSR stations areas include meeting facilities -More likely -if companies have facilities and some executives in big intermediate cities, -of intermediate level executives.
Mid-level business and consultancy firms carrying out metropolis-related work relocate -Reduce wage and office costs, while maintain close connection to metropolises -Lille shows such a tendency
Increase in urban tourism and congresses -Evidences in Lille and Zaragoza,
