Florida’s Favorable Tax EnvironmentFlorida law authorizes municipalities to provide both real and
personal property tax exemptions, on a negotiated basis.
Only the city’s portion of the total tax bill is eligible for
exemption (8.4946 mills out of a total 22.4241, or 37.8%,
otherwise known as the “exempted portion”).
Estimated Real Property Tax PSF is $8.50 per year (per developer input), of which an
exemption of up to 37.8% for up to 10 years could be granted.
In the City of West Palm Beach, property tax exemptions for projects are considered
on a case-by-case basis.
Building Improvement GrantsBusiness owners or property owners for up to 50% of the cost of exterior
improvements made to the building facade in the areas visible from the
adjacent street or other streets within the eligible area, and for awnings, signs
and other similar façade improvements. No grant shall exceed $10,000.

Qualified Target Industry Tax Refund (QTI)This discretionary program provides a Tax Refund on a variety of Florida State Taxes including corporate income, sales, ad valorem, intangible personal property and insurance premiums.
Pre-approved applicants who create jobs in Florida receive tax refunds of $3,000 per net new Florida full-time equivalent job created; $6,000 in a Rural Community (county). For businesses paying 150 percent of the average annual wage, add $1,000 per job
Geographic areas in Florida account for different incentives called Special Opportunity incentives.
Florida encourages growth throughout the state by offering increased incentive awards and lower wage qualification thresholds in its rural counties.
Florida offers increased incentive awards and lower wage qualification thresholds for businesses locating in many urban core/inner city areas that are experiencing conditions affecting the economic viability of the community and hampering the self-sufficiency of the residents.
The Brownfield Redevelopment Bonus Refund is available to encourage Brownfield redevelopment and job creation. Approved applicants receive tax refunds of up to $2,500 for each job created.
The refund applies to no more than 25% of the total refund approved that may be taken in any single fiscal year.
The local municipality must agree to contribute 20% of the approved tax refund for a business to be eligible for the QTI incentive.
