Sheriff’s Office Case #11-15696 – On 04/15/11, BP America reported a Larceny at Section 21 T30N R9W (near the 11 mile marker on NM173). Stolen from two well sites in the area were four 105 amp/hr 12-volt batteries valued at $500. 04/17 – San Juan County: Stolen batteries and solar panels. Sheriff’s Office Case #11-17727 – Between 04/17/11 and 04/29/11, BP America was the victim of a Larceny at Section 23 T31N R11W (Hart Canyon Area). Multiple sites in this area were targeted and three Solarex MSX80 solar panels, one 16’ x 4’ three-bar cattle panel gate and two Delphi 105 amp 12-volt batteries were stolen. The items were valued at $2,325. 04/17 – San Juan County: Stolen batteries. Sheriff’s Office Case #11-16604 – Between 04/17/11 and 04/21/11, BP America was the victim of a Larceny at section 24 T30N R9W (Pump Canon area). Stolen from three well sites in the area were six Delphi 12-volt batteries and three Sunsaver voltage regulators. Items valued at $1,050. 04/19 – San Juan County: Stolen batteries. Sheriff’s Office Case #11-16292 – On 04/19/11, BP America was the victim of a Larceny at Section 11 T30N R9W (Pump Canyon area). Stolen from three well sites in the area were six Delphi 105 Amp hr batteries valued at $750. 04/21 – San Juan County: Stolen batteries. Sheriff’s Office Case #11-16740 – Between 04/21/11 and 04/22/11, XTO was the victim of a Larceny at Section 16 T31N R12W (near NM574 and CR1980). Stolen from five different well sites in the area were ten 12-volt 110 amp batteries valued at $3,000. 04/22 – Socorro: CenturyLink (Qwest) stolen wire discovered at recycler. A CenturyLink Supervisor drove to a recycler located on or about 330 W. Church St. in Socorro, NM. The supervisor noticed there was a large pile of cable located on the property. The supervisor spoke to the business owner saying he noticed some cable in his yard that looked similar to phone cable recently stolen. The owner allowed the supervisor to look in his yard. The supervisor found a large amount, (well over a ton), of telecommunications cable in various locations within the yard. The supervisor suspected it was stolen. Shortly thereafter, the supervisor contacted the Socorro Police Department. A Socorro Detective returned to the yard to along with a qualified CenturyLink to help identify the cable. After inspecting the cable, the qualified CenturyLink employee told the Detective he suspected the cable belonged to CenturyLink. The case has been referred to State Police for further investigation.



04/24 – San Juan County: Stolen batteries. Sheriff’s Office Case #11-18573 – Between 04/24/11 and 05/04/11, BP America was the victim of a Larceny at Section 12 T29N R12W (Crouch Mesa area). Stolen from two well sites in the area were four batteries valued at $480. 04/25 – San Juan County: Stolen batteries. Sheriff’s Office Case #11-17161 – On 04/25/11, BP America was the victim of a Larceny at Section 24 T31N R10W (Pump Canyon area). Stolen from four different well sites in the area were eight Delphi 105 amp/hr 12-volt batteries, two Solarex 80-watt solar panels and two Sunsaver 6 voltage regulators. Items were valued at $2,500. 04/26 – San Juan County: Stolen batteries. Sheriff’s Office Case #11-17797 – Between 04/26/11 and 04/29/11, Conoco Phillips was the victim of a Larceny at Section 34 T32N R12W (off CR1350). Stolen were three Sunsaver 12-volt low amp batteries valued at $450. 04/27 – San Juan County: Stolen batteries. Sheriff’s Office Case #11-17449 – On 04/27/11, Conoco Phillips reported a Larceny at Section 36 T31N R13W (Pinon Hills and CR1980 area). Stolen were two industrial batteries valued at $300. 04/27 – San Juan County: Stolen batteries. Sheriff’s Office Case #11-17414 – On 04/27/11, Conoco Phillips reported at Larceny at Section 16 T28N R11W (five well sites south of CR5500). Stolen were six Universal brand deep cycle 12-volt batteries valued at $900. 04/28 – San Jun County: Stolen batteries. Sheriff’s Office Case #11-17644 – On 04/28/11, Conoco Phillips reported a Larceny at Section 28 T31N R12W (near the 7 mile marker on NM 574). Stolen was a Powersonic PS 12-volt 100 amp/hr battery valued at $180. 04/28 – Socorro: a CenturyLink (Qwest) employee discovered 3,000 feet of 50 pair phone cable stolen from an aerial run on the North end of the Village of Luis Lopez, NM, approximately five (5) miles south of Socorro, NM. Socorro, County Sheriff's Office responded and is conducting an investigation.

Handset symbol on wire sample wire sample GCC markings 05/03 – Los Lunas: CenturyLink (Qwest) two 50 Pair wires stolen. On 05/03/2011, at about 0600 hours Technicians were alerted to a cable failure on NM Highway-314, Los Lunas, NM. The Technicians discovered two 50 pair cables were cut. The cables fed a repeater located about five (5) feet above ground level. The cables were cut from ground level up to the repeater. The theft caused approximately 800 customers to be without service for the entire



day and took several man-hours to repair. At approximately 1100 hours one of the Technicians noticed a dull yellow, four door, older model, American made vehicle, (possibly a Ford Tempo), about 100 yards North East of the location of the cable theft. The vehicle was parked in the trees and the occupants were outside the vehicle looking around as if they had lost something. As the Technician drove to their location, the occupants jumped inside the vehicle and left the area very quickly. The Technician thought it seemed suspicious and followed the vehicle to try and get a license plate number. The vehicle increased speed and lost its muffler due to the erratic driving. The technician did not want to follow due to the high rate of speed, so he stopped and recovered the muffler. A few days later, the same Technician was talking to a Technician with PNM who said he recently saw a vehicle matching the same description. The occupants were opening a cross box and as he approached, they quickly left the area.



05/02 – San Juan County: Stolen batteries. Sheriff’s Office Case #11-18168 – On 05/02/11, Enterprise Mid-America reported a Larceny at Section 34 T30N R11W (just west of US550 near the 156 mile marker). Stolen were three Powersonic 12-volt deep cycle batteries valued at $600. 05/03 – San Juan County: Stolen batteries. Sheriff’s Office Case #11-18341 – On 05/03/11, Conoco Phillips was the victim of a Larceny at Section 26 T30N R11W (two miles east of US550, north of Bloomfield). Stolen were two deep cycle rechargeable batteries valued at $500. 05/03 – San Juan County: Stolen aluminum. Sheriff’s Office Case #11-19648 – Between 05/03/11 and 05/11/11, Conoco Phillips was the victim of a Larceny at Section 16 T30N R11W (near Pepsi Way in Aztec). Stolen was a section of 9’ x 18’ brushed aluminum louvers valued at $1,500. 05/03 – Roosevelt County: Sheriff’s Office report rise in copper theft. Tensions were high among some Roosevelt County residents Tuesday morning at the county commission meeting as they recounted thefts they have suffered. “It’s not just Roosevelt County,” Sheriff Darren Hooker told commissioners and residents. “It’s statewide, nationwide.” Chief Deputy Sheriff Malin Parker said larceny began increasing about six months ago when scrap market copper prices increased. Parker said people will rip copper wiring from houses, off of sprinklers and anywhere else they can find it. He said recently an old dairy farm was ripped apart and stripped of most of it’s wiring by larcenists. “They’ll take pretty much anything,” Parker said. “If it can be picked up out of a field, they’ll steal it or they have stolen it.” Parker also said numerous other forms of metal have also been stolen, such as scrap iron, radiators and aluminum piping. In some instances, people attempted to steal an entire toolbar. “I cannot recall a single suspect that we’ve dealt with in the larceny and/or arrested that has not been directly or indirectly related to some type of drug activity,” Parker said of the reasons why people are stealing the copper to sell. “Anyone who is a drug addict or uses drugs, in my opinion, is a potential thief.” Parker said the sheriff’s office has increased its patrol hours to include the hours and places which are affected most by the larceny crimes and are also visiting scrap yards to find out who is selling scrap materials. Joe Essary, owner of ABC Recyclers, said he has had a few suspicious phone calls to his business from people who wanted to sell him copper and other metal material. “They called and wanted to know how I took the machinery, if I take them whole or cut up,” Essary said. “The kind of questions they ask and how they ask them shows that they’re new at it. That’s what makes me suspicious. When they ask how you take the scrap iron, you know it’s a first for them.” Essary said he plans to start trying to get names and numbers of suspicious individuals who try to do business with him, so he can submit them to the sheriff’s office. “We gotta start somewhere,” Essary said. “I’m not gonna stand there and let somebody get away.” According to Portales Police Department Deputy Police Chief Lonnie Berry, it has been a different story for the city law enforcement. Rather than larceny it is burglary which has increased for the city.



Berry said reasons for this increase are unknown but if burglaries continue the way they have been going since the new year began, there will be about 40 more than this time last year. “Most of the auto burglaries that have been reported have been vehicles that were unlocked and most of our burglaries have been auto burglaries,” Berry said. “Most of the vehicles have been unlocked and that tells us that a lot of these burglaries have been opportunity crimes. Most burglars want the shortest and quickest way to do things.” Parker and Berry both said the best action any individual can take is to report any and all suspicious behavior to law enforcement, such as dogs barking at strange times, lights on or doors ajar in vehicles or suspicious looking individuals seen in strange places at unusual times of day or night. Parker said several arrests have been made in connection with the larceny crimes and he is hopeful for decreasing the issue with “aggressive law enforcement.” http://www.pntonline.com/news/county-25247-high-tensions.html

Numerous machine parts and road signs recovered from suspects are currently piled up at the Roosevelt County Sheriff's Office. Deputy Chief Malin Parker said all of the road signs were found at one person's home. 05/04 – Albuquerque: Trench Boxes stolen. Cody Kersey of TLC arrived at the Menaul Sewer job site and found that sometime during the previous evening someone had stolen 2 sets of 4’x5’ trench boxes belonging to Trench Shoring. APD Det. L. Bailey #2606 came to the job site and took a report. Trench Shoring was notified of the theft. 05/04 – San Juan County: Stolen wire from power poles. Sheriff’s Office Case #11-18495 – Western Area Power Administration reported a Larceny at Section 24 T30N R16W (north of the power substation). Approximately 45 feet of #6 bare copper wire was stolen from power poles in the area. The wire was valued at $500 05/06 – San Juan County: Stolen batteries. Sheriff’s Office Case #11-19963 – Between 05/06/11 and 05/13/11, Conoco Phillips was the victim of a Larceny at Section 35 T32N R12W (off of NM 574). Five deep cycle batteries were stolen from multiple well sites in the area. The batteries are valued at $2,000. 05/09 – Albuquerque: 4 to 6 Enersys industrial style batteries cells were stolen from FMH material handlers, 2108 Candelaria NE. These batteries cells are use in forklift machines. They are white and black. 05/11 – San Juan County: Stolen batteries. Sheriff’s Office Case #11-19862 – Between 05/11/11 and 05/12/11, Devon Energy was the victim of a Larceny at Section 27 T31N R7W (Middle Mesa). Two Powersonic PS121100B batteries valued at $340 were stolen.

05/11 – Farmington: Misc metal stolen. Sheriff’s Office Case #11-19783 – Between 05/11/11 and 05/12/11, Consolidated Constructors was the victim of a Larceny at a business site on West Main Street in Farmington. Stolen were an oxygen bottle, acetylene bottle, 150’ of welding leads and copper power cables. Items were valued at $3,407. 05/13 – Roswell: Crooks steal special grave plaque. Plaque honored World War II veteran ROSWELL, NM (KRQE) - It doesn't get much lower than robbing a war veteran's grave. Larry Baldwin's was visiting his parent's graves at Roswell's South Park Cemetery on Mother's Day when he noticed something very special was missing: a bronze plaque he bought to commemorate his father's service at the old Army base in Roswell during World War II. "He was a master sergeant and in charge of the entire flight line and all the aircraft that were there," said Baldwin. He said because of his father's role in the war, his grave attracts visitors. The plaque made it easier to spot. "Some of them probably live here in Roswell, and they'll come out here and they might look him up because they know he's here, so I wanted that plaque there so people could recognize him," Baldwin said. Police say it's likely the crook is selling the $50 bronze plaque as scrap metal to make a quick buck. Deputies were dispatched the afternoon of 05/13/2011 to Pueblo Metals on South Broadway after a county employee watched two suspects loading a shopping cart into the bed of a pickup truck at the Walmart on Carlisle NE. The truck had 9 other shopping carts in the bed. The county employee followed them to Pueblo Metals where they sold them for about $60. He was paid and drove off from the facility before the deputy could get there but he was stopped a short time later. The two subjects in the truck were arrested. They were identified as Gregory Davy 02/19/1963 and Wendy Spencer 06/22/1967. 05/14 – Santo Domingo Pueblo: Theft of Qwest telecommunications wire. Two thefts occurred within 3 miles of each other at approximately the same time. Two small pieces of wire taken: 3 ft of 75 pr cable and 10 ft of 100 pr cable. 05/15 – San Juan County: Stolen batteries. Sheriff’s Office Case #11-20442 – Between 05/15/11 and 05/16/11, BP America was the victim of a Larceny at Section 12 T29N R12W (near CR5030). Two batteries valued at $500 were stolen. 05/19 – Belen: Theft of CenturyLink (Qwest) telecommunications wire. 450 feet of 75 pr telecommunications cable stolen from Hwy 116. 5/19 – Belen: CenturyLink (Qwest) telecommunications wire stolen. 0350 hours, a CenturyLink Supervisor received a cable theft alarm. After confirming it was genuine the supervisor called Valencia county Dispatch. By about 0415 Deputies were in the area and located an aerial cable that was down at 1180 HWY-116, Belen NM. There was approximately 1,000’ of cable, (50 pr & 25 pr), taken down and approximately 430’ of each were taken. No suspects have been identified at this time.

05/19 – Belen: CenturyLink (Qwest) telecommunications wire stolen. At about 0800 hours it was discovered that another cable was stolen. The location of this one was just north of the intersection of Winston Rd. and Van Camp Rd. in El Cerro, NM. In this case about 400’ of 300 pr was stolen. It was decided to bury approximately 1,300’ of 300 pr in order to remove the opportunity for further theft. No suspects have been identified. 05/22 – Albuquerque: Battery cables cut and battery stolen from SD-100 Smooth Drum Roller. Battery cables were cut and the battery was stolen from SD-100 Smooth Drum Roller. This has happed two times in the past week at the PNM Job Site. The first incident happened on Sunday 5/22/11. The latest incident happened Wednesday 5/25/2011. New Mexico Metal Theft Trend: electric substations continue to be targeted 27 July, 13 August, 09 & 13 September 2010 - The PNM West Mesa switching station has been hit several times in recent months. Over 190 grounding wires were stolen from the 345kv yard, over 40 grounding wires from the 115kv yard, and some smaller grounding wires from the perimeter fence. The Algodones substation was also hit, with 40-50 grounding wires removed from transformers & other areas ($150,000 estimated damages)

03 April 2011 – Rio Puerco switching station. Night security scared away 2 men breaking into the yard after cutting through the fence, disrupting a metal theft attempt. * Note – PNM is commended for sharing information related to their ongoing metal theft problem, and also for taking protective measures to protect their property. The Allied Barton security guard probably paid for himself by disrupting the metal theft attempt.



El Paso Electric facilities getting hit in Southern New Mexico; 04/21 – Las Cruces: Deputies are investigating a copper wire theft that around midnight. Deputies say someone jumped the fence at El Paso Electric in the 400 block of Anthony Drive and stole spools of copper wire. The copper is valued at more than $1000.00. Source – Dona Ana Crime Beat 05/23 – Navajo Nation: Utility says Pilfer at your peril FARMINGTON — Hoping to keep would-be thieves from crashing and burning, literally, the Navajo Tribal Utility Authority is warning everyone that stealing copper from power stations and towers is not worth the risk. Crimes involving the theft of metal are making headlines around the world as the economy continues to sag and mining strikes have increased the demand for metal. That makes metals like copper very attractive to criminals who sell their contraband to recyclers for a fraction of the original cost. The Navajo Nation, with its isolated power stations and towers, is not insulated from the global trend. The NTUA is seeking assistance from the public to report any suspicious activity near substations, utility poles, electric towers or street lights. The request comes in response to an increasing and dangerous trend of the theft of copper wires or grounding conductors from power poles, NTUA spokeswoman Denise Becenti said. "This is very dangerous as it can lead to serious injury and or death," Becenti said in a prepared statement. The NTUA has not yet received any reports of serious injuries, but its electric infrastructure is a high voltage system and attempting to remove copper wire from any energized system can lead to electrocution. Removing copper wire from electric facilities also can cause power outages, NTUA Safety Supervisor Ricky Yazzie said. "It's not worth the risk," he said. "We can't emphasize enough how dangerous this activity is. At the same time, it becomes an inconvenience for our customers as it will disrupt service and cause power outages." In Shiprock, NTUA is pursuing a criminal case against two individuals who allegedly tried to sell copper wire identified as stolen from NTUA facilities. The NTUA, also has alerted regional recycling companies that buy copper wire of the thefts and attempted thefts. "Individuals selling copper wire are required to provide picture identification and sign a recycle metal purchase record' by verifying they are the rightful owner of the metal, which in most cases they are not," Yazzie said. "This is the normal process in most states." The NTUA is asking people to contact local law enforcement if they have information regarding theft or vandalism of substations or power poles. People also can call the NTUA dispatch at 1-800-528-5011. The NTUA is offering a reward for information leading to the arrest and prosecution of this illegal activity. CenturyLink, formerly Qwest, would like to host an informal gathering of law enforcement and private sector partners to raise awareness of the continuing problem with metal theft, and to discuss potential avenues to pursue and/or possible solutions, to include more aggressive prosecution and enhanced legislation. 05/21 – Colorado: Railroad signal wire stolen. Approximately 2000 feet of #10 gage copper and copper clad iron railroad signal wire was cut down and stolen from live signal poles near the 2200 block of Vas Vegas in Colorado Springs, CO. Total amount of loss with repair costs approximately $2360.00. Wire had black plastic insulation, but was stripped at the scene. Value: 660.00 Officer/Investigator Name: Steve M. Spodyak, Union Pacific Railroad Police Phone: 303-405-5073, Email: [email protected] 05/23 – Texas: Encana Oil & Gas experiencing multiple thefts. Locations - North Texas- Parker, Tarrant and Wise Counties, Barnett Shale Play, Ft Worth Basin. Encana production sites in NTX continue to be hit by criminal enterprises or unknown individuals targeting recycleable metals especially copper, aluminum; solar panels; batteries; and other items that are easily transported and resold. This criminal activity is trending upward and includes property damage, vandalism and significant theft. On 5/23/2011 the latest incident occurred. An Energy Service Company (ESCO) work over rig was targeted which was parked on encana's Pearl Federal well pad in Tarrant County, TX. Unsubs cut the padlocks off of the well pad main gate and and the gates to the individually fenced well heads. The pad sits 150' off of 377 just West of Benbrock, directly across Pearl Ranch Rd from the Pearl Ranch entrance. Items taken for ESCO assets on location include: 16' utility trailer; 90 gallons of diese;, 2 sets of aluminum stair; reel and weight with tank gauge; 3 Ansul 20lb fire extinguishers; 2 heavy iron jack stands; iron brake handle for snubbing platform; rig battery with all cables; BOP accumulator battery with all cables; 100' 3/4" hydraulic hoses for BOP remote console; 100' of copper ground cable; 3 grade 8 load chains 15' each; 1 Geronimo escape device; misc rod, pipe wrenches; sledge hammers; open end, crescent, allen, hammer wrences; and screw drivers. Also stolen were sveral different iron connections, fittings, tubing collars, drill bits and pup joint subs. As hard as it is to sell a house right now, imagine having the sale almost ruined by criminals. One woman says she discovered someone had stolen the copper pipes right out of a house she was trying to sell when she went to water the lawn. Katherine Wilson thought she would be settled into her new home by now. "We had the family ready to get my stuff out of storage and to move me in, we were ready to go, now it's going to be another week. It's kind of disheartening," Wilson said. Now those plans are on hold just days before the scheduled closing on the house. The owner, Diana Kopp, discovered the copper pipes were ripped out from under the house. "We checked the crawl space and that’s when we found the pipes missing," she said. Kopp is now having to put in all new pipes. They just hope telling their story will keep it from happening again and even have some advice for anyone with easy access to their home: "If anybody has a crawlspace like that, they should have it locked up it’s so important, so important. We learned our lesson," Kopp says. If you do have a crawlspace outside, police say having a padlock on it will help keep thieves from targeting your house.
