RAYMOND “RAY” ALEXANDER (SENIOR DIRECTOR, MISSION SUPPORT DIRECTORATE, MISSION SUPPORT AND TEST SERVICES, LLC ~ NEVADA NUCLEAR SECURITY SITE)

As Senior Director of Mission Support, Alexander delivers mission-responsive and optimized services and manages ES&H, IT and procurement. Rear Admiral (ret) Alexander has more than 40 years of experience in business, engineering, construction, infrastructure and site services. Previously, he was Engineering and Assurance Director for Jacobs on an EPC Weapons Project in the United Kingdom.

He spent eight years as Executive Vice President for Engineering, Environment and Physical Security for Professional Project Services and also was the Corporate Nuclear Engineering Design Manager for the Tennessee Valley Authority (where he retired after 26 years) overseeing significant projects including new variable frequency drives for reactor coolant pumps, major analog-digital control upgrades, major chiller systems upgrades, and plant life extension for Browns Ferry Nuclear Plant.

He proudly served his country in the U.S Navy, active and reserve for 33 years, serving two combat tours. First as the First Marine Expeditionary Force Engineer Forward during Operation Desert Shield/Storm and again as the Commander IMEF Engineer Group (5 Engineer Battalions, at Camp Fallujah, Iraq, where he was named the Reconstruction Manager for the City of Falluja in 2004-2005.

JOSHUA BACA (BUSINESS OPPORTUNITY SPECIALIST, SMALL BUSINESS ADMINISTRATION NEW MEXICO DISTRICT OFFICE)

Joshua Baca is a Business Opportunity Specialist for the U.S. Small Business Administration (SBA) New Mexico District Office. Mr. Baca joined the SBA in November of 2012. His primary responsibility with the SBA is to provide business development assistance and guidance for small businesses certified in the 8(a) Business Development Program.

Mr. Baca also provides assistance to small businesses that participate in the SBA small business government contracting programs. Prior to being hired at the SBA, Mr. Baca worked as a Veteran Business Development Specialist for the New Mexico Department of Veteran Service’s Veteran Business Outreach Center (VBOC). David Boyd serves as a senior manager within the Supply Chain Management Center at Honeywell Federal Manufacturing & Technologies, which manages and operates the Department of Energy’s Kansas City National Security Campus.

It services a supply chain that includes more than 20 contractor locations with a combined annual procurement spend of more than $3.5 billion with more than 30,000 suppliers.

David is responsible for the Small Business Program Resource Center, a new initiative within the SCMC that assists and compliments NNSA’s prime contractors’ efforts to implement their small business strategies and resolve related issues. It’s a collaborative effort to leverage best practices and supplier relationships across the enterprise. Before leading the SBPRC, David had been a commodity manager with the SCMC since November 2014, and prior to that he served in a variety of procurement and logistics position throughout his 37-year federal career.

Notably, he was a federal procurement executive serving as the Deputy Director of the Energy Department’s Office of Acquisition and Project Management. Other positions have included Director, Office of Acquisition Management, National Nuclear Security Administration; Procurement Analyst, Department of Defense, Defense Procurement and Acquisition Policy; Assistant Deputy Director, Office of Acquisition and Augmentation, Defense Security Service; Contracting Officer, Environmental Protection Agency; Contracts Specialist, Naval Air and Naval Sea Systems Commands; and a Naval Supply Officer.

PATRICIA BROWN (SMALL BUSINESS ADVOCATE, SANDIA NATIONAL LABORATORIES)

Patricia is a Small Business Advocate at Sandia National Laboratories where she is responsible for the identification and utilization of qualified, capable small businesses to partner with Sandia to achieve its national security mission. Her focus is on Women Owned and Economically Disadvantaged Women Owned small businesses.

Patricia has been employed at Sandia since 2002. In addition to her current assignment, Patricia has 14 years of experience as a Sandia Contracting Representative, awarding and negotiating contracts in areas such as:

In 2016, Patricia became a Supplier Diversity Advocate. In this role, she led the internal cross-division team for the Economic Impact Brochure Project and co-lead the ChallengeHER event. GLENN COX, VICE PRESIDENT AND CHIEF EXECUTIVE OFFICER, EDGEWATER TECHNICAL ASSOCIATES, LLC

Mr. Cox began his nuclear career nearly 40 years ago as an NRC-licensed Reactor Operator with Duke Power and has supported the NRC and DOE Complex ever since. A resident of Los Alamos New Mexico, Glenn co-founded Edgewater in 2003. Edgewater is a Northern New Mexico Small Business providing professional and technical services to the DOE, the U.S. and Canadian Commercial Nuclear Industry, and private sector businesses involved in nuclear, high-hazard, or complex operations. The Company specializes in a broad range of disciplines; from nuclear, waste, and D&D operations, to multidisciplinary engineering, nuclear safety, environmental remediation, and regulatory compliance. In 2011, Edgewater was nominated by LANL and selected as recipient of the DOE Small Business of the Year Award. The Savanah River Site nominated Edgewater again for this honor in 2016. Headquartered in Los Alamos, Edgewater has three additional offices; in Carlsbad NM, Oak Ridge TN, and Aiken SC, supporting a staff of nearly 300 professionals.

HEATHER EVANS (PROCUREMENT MANAGER, NEWPORT NEWS NUCLEAR BWXT – LOS ALAMOS (N3B), LLC)

Heather Evans is the Contracts & Procurement Manager with Newport News Nuclear BWXT-Los Alamos, LLC (N3B). N3B holds the newly-awarded Los Alamos Legacy Cleanup Contract. Mrs. Evans was formerly the Business Manager at Stoller Newport News Nuclear (SN3), a Colorado-based firm which provides complex nuclear facility management and high-consequence operations expertise with full service environmental remediation, radiological characterization, deactivation and demolition, waste management, and site closure services to federal agencies for a variety of private and public clients. Prior to SN3, Mrs. Evans spent sixteen years serving in several different areas of business management, first with Westinghouse Electric Corporation in the Regulatory Assurance Group at the Waste Isolation Pilot Plant (WIPP) and ultimately as the Prime Contract Administrator for the Carlsbad Technical Assistance Contract (CTAC) with the Department of Energy (DOE) Carlsbad Field Office.

Mrs. Evans received her Bachelor’s degree in Business Management from the University of Maryland. She is a member of the National Contract Management Association and received an Outstanding Performance Award from Westinghouse as well as an Executive Management Award from Stoller.

CHRIS FRESQUEZ (SMALL BUSINESS PROGRAM OFFICE MANAGER, ACQUISITION SERVICES MANAGEMENT DIVISION, LOS ALAMOS NATIONAL SECURITY, LLC ~ LOS ALAMOS NATIONAL LABORATORY)

Chris is a graduate of New Mexico State University and has been an employee at Los Alamos National Laboratory (LANL) since 1991. As a LANL employee, he spent most of his time in the Procurement organization, either as a Procurement Specialist or as a Procurement Manager, earning his Purchasing Manager Certification in 1997.

Throughout his career at LANL, Chris has been a champion and advocate for the small business community. He has received LANL’s Allen Johnston Small Business Advocacy Award, the LANL Distinguished Performance Award, and several Achievement Awards under LANL’s Los Alamos Awards Program. (cont.)

Chris has had the opportunity to support a variety of the larger technical organizations at LANL, providing support in the development of their procurement requirements, and identifying capable small business suppliers. Prior to working at LANL, Chris gained valuable experience working in the retail environment for both small homegrown businesses, and a large corporate America retailer. His background and experience provide him with the unique insight necessary to interact with the LANL technical community, LANL management, and small businesses interested in doing business with LANL.

GREG GONZALES (SMALL BUSINESS PROGRAM MANAGER, NATIONAL NUCLEAR SECURITY ADMINISTRATION)

Mr. Gonzales began his career with the U. S. Department of Energy at the Albuquerque Operations Office in 1983. He holds a Bachelor’s degree in Business Administration from the Anderson School of Management at the University Of New Mexico. He is a Level III Certified Contract Specialist and is the Small Business Program Manager for the National Nuclear Security Administration and is located at the Albuquerque Complex.

In his current role, he provides nationwide field oversight of NNSA’s Small Business Program on both the prime and subcontract level.

RYAN JOHNSTON (PROGRAM MANAGER, SOCIOECONOMIC PROGRAMS, CONSOLIDATED NUCLEAR SECURITY, LLC ~ PANTEX PLANT)

Ryan Johnston is a Small Business Program Manager in the Socioeconomic Programs Office at Consolidated Nuclear Security, LLC (CNS). CNS is responsible for the management and operation of the Pantex Plant in Amarillo, Texas, and the Y-12 National Security Complex in Oak Ridge, Tennessee.

As Small Business Program Manager at Pantex, he is responsible for establishing relationships with local and national small businesses, assisting development of bid lists, and encouraging and increasing small business participation.

Johnston has 12 years of commercial and government procurement experience. Prior to joining CNS, Ryan worked at several Bechtel National locations including the Advanced Mixed Waste Treatment Plant in Idaho, the Waste Treatment Plant in Washington, and the Pueblo Chemical Agent-Destruction Pilot Plant in Colorado. His experience includes purchasing, materials management, Six Sigma, and expediting. He holds a B.A. in Supply Chain Management from Brigham Young University-Idaho.

FRAZER LOCKHART, PMP, STS, REGULATORY AND STAKEHOLDER INTERFACE MANAGER, NEWPORT NEWS NUCLEAR BWXT-LOS ALAMOS (N3B), LLC

Frazer Lockhart is Regulatory & Stakeholder Interface Manager with Newport News Nuclear BWXT-Los Alamos, LLC (N3B), the newly-awarded Los Alamos Legacy Cleanup Contractor. Prior to SN3, Mr. Lockhart spent twenty-nine years with the Department of Energy (DOE) in a number of leadership positions at DOE Headquarters (HQ) and in the field. Most notably he served as the Site Manager for the Rocky Flats Field Office, where he was instrumental in the acceleration of cleanup and ultimate closure of Rocky Flats. Mr. Lockhart received his Bachelor’s degree in Mining Engineering from the Colorado School of Mines and his Masters in Engineering Management from the University of Missouri-Rolla.

Mr. Lockhart is a certified Project Management Professional (PMP) and is retired from the U.S. Army and U.S. Army Reserves with the rank of Colonel.

RON SAVILLE (SMALL BUSINESS DIRECTOR, CONTRACTING RESOURCE MANAGER, AIR FORCE NUCLEAR WEAPONS CENTER ~ KIRTLAND AIR FORCE BASE)

Mr. Saville started off his Air Force civilian career as a COPPER CAP Outstanding Scholar intern in Contracting. During his four years on the program he worked in Depot Maintenance at Robins AFB, GA. His longest rotation was in Special Ops Contracting working on the Gunship team. Upon graduating the program he went to Hanscom AFB, MA where he worked as a Contract Specialist on the U.S. team of the AWACS Contracting office.

Later he would work on a large Foreign Military Sales (FMS) program, before he was promoted to Contracting Officer (CO) with an unlimited warrant. He was the CO on an Acquisition Category (ACAT) IAC Interim Contractor Support effort for the Battle Control System Fixed program (a major automated information system). The last effort he worked at Hanscom was the Three Dimensional Expeditionary Long Range Radar (3DELRR), an ACAT ID, or major defense acquisition program. Upon RFP release he was off to Air Command and Staff College where he received his third Master’s in Military Operational Art & Science. From there he went to Air Force Nuclear Weapons Center at Kirtland AFB, NM where he worked a number of Advisory & Assistance Services (A&AS) and Systems efforts.

After approximately 21 years of Air Force acquisition he became the Contracting Resource Manager and Subject Matter Expert for the Directorate, as well as the Director of Small Business Programs, a position he has held for the past two years.

LEONARDO VALENCIA (SUPPLIER DIVERSITY ADVOCATE, SANDIA NATIONAL LABORATORIES)

Leonardo (Leo) is the HUBZone Supplier Diversity Advocate at Sandia National Labs. Leo provides support to all Small Businesses that are interested in doing business with Sandia. He is accountable for the identification and utilization of qualified, capable, diverse small businesses to partner with Sandia to achieve its national security mission.

He has been supporting his current department for the past two years. Leo is a native New Mexican, born and raised in Farmington, NM. He received his BBA, with a concentration in Accounting, and his MACCT, with a concentration in Information Assurance, from the (cont.)

University of New Mexico. Leo joined Sandia in 2014 as Purchasing Card Program Administrator. He later moved to Business Operations and Finance where he managed budget and operational activities for Sandia’s Supply Chain Division.

RYAN WILLIAMSON (SMALL BUSINESS PROGRAM MANAGER, NUCLEAR WASTE PARTNERSHIP, LLC ~ WIPP)

As the Small Business Program Manager for Nuclear Waste Partnership at the Waste Isolation Pilot Plant (WIPP), Ryan Williamson has a strongcommitment to helping businesses become successful vendors at WIPP. Ryan executes a small business program which strives to maximize small business participation in WIPP procurement opportunities. His efforts have resulted in WIPP surpassing its small business subcontracting goals for both FY2016 and FY2017. Ryan also serves as a Public Affairs Officer in WIPP’s Emergency Operations Center.

Ryan first began working at WIPP in 2013 in the communications department. During his time in communications, he worked to keep stakeholders informed about activities at WIPP. He was responsible for the expansion of WIPP’s communications through the addition of social media. Prior to working at WIPP, Ryan was employed by URS Corporation’s Engineered Products Division (EPD). After working at EPD for several years in Business Development, he was promoted as the Business Development Manager.

He serves on the Board of the Rotary Club of Carlsbad and is also a member of the Elks lodge. He enjoys working with the youth of Carlsbad and has coached Little League teams for the past eight years. Ryan holds both a Bachelor’s and Master’s Degree in Business Administration from New Mexico State University.

KAREN WRIGLEY (SMALL BUSINESS PROGRAM MANAGER, HONEYWELL ~ KANSAS CITY NATIONAL SECURITY CAMPUS)

Karen Wrigley is the Small Business Program Manager for Honeywell Federal Manufacturing & Technologies (FM&T), which manages and operates the Department of Energy’s Kansas City National Security Campus (KCNSC). With more than 3,500 employees in Kansas City and Albuquerque, the KCNSC provides diverse engineering, manufacturing and secure sourcing services for national security. Wrigley is responsible for the administration of the Small Business Subcontracting Plan which involves developing strategy focused on in-reach and outreach initia-tives, preparing and executing individual subcontracting plans, and ensuring performance relative to the KCNSC socioeconomic goals and objectives.

Prior to joining FM&T, Wrigley worked for Hallmark Cards in their engineering, business and procurement areas and managed numerous process improvement projects within Distribution, Order Processing, Consumer Product Technology, and Procurement. Wrigley also served as the business manager for two small businesses in Kansas City – a not-for-profit and a consulting business. At FM&T Wrigley has worked on the services and production sides of procurement and has been responsible for developing and implementing supplier risk assessment and management tools for a 120 member Supply Base Management organization. Wrigley has led Kaizen efforts at several of Honeywell’s small business production suppliers which have resulted in reduced cycle time for Honeywell purchased parts. (cont.)

Wrigley has served as the liaison to the Supply Chain Management Center and has driven the strategy, training and reporting for FM&T’s DOE approved strategic savings, receiving 2 awards in 2015 for NNSA site with Top Year-over-Year eCatalog Savings Growth and Top Commodity Agreement Savings Growth.

Wrigley earned a Master’s degree in Business Administration from the University of Kansas and a Bachelor of Science degree in Industrial Engineering from Kansas State University. Wrigley is also a Honeywell Certified Lean Expert.

ETEBA BIOS

TIM GRIFFIN (EXECUTIVE DIRECTOR ~ ENERGY, TECHNOLOGY AND ENVIRONMENTAL BUSINESS ASSOCIATION)

Tim Griffin is the Executive Director for the Energy, Technology and Environmental Business Association (ETEBA), a non-profit trade association whose members provide high quality energy, technological, environmental, and industry support services to a wide range of clients in both the public and private sectors. In this position, Mr. Griffin is the principle spokesman for the organization, and is responsible both for the day-to-day operations of the association as well as for working in cooperation with the Board of Directions to set the strategic course for the association.

Prior to taking this position, Mr. Griffin was a Principal at Golder Associates Inc., a global geotechnical engineering and environmental consulting firm. Mr. Griffin began his career at Golder in 1989 in Richland, Washington where he worked on a variety of environmental projects and subsurface research projects at Hanford, the Idaho National Laboratory, and the Los Alamos National Laboratory. Mr. Griffin transferred to Oak Ridge, Tennessee in 1994 to serve as office manager. From Oak Ridge he managed a wide variety of environmental, geotechnical, and research projects including geotechnical support for design and construction of the Environmental Management Waste Management Facility, and subsurface microbiological research with the Subsurface Science Program through the Office of Science. He also led business development initiatives for clients that included DOE, USACE, FEMA, and the states of Tennessee and Kentucky. In 2007 he transferred to Raleigh, NC to manage Golder’s North Carolina operations which included offices in Greensboro, Charlotte, and Raleigh. Mr. Griffin was a founding trustee and served ten years on the Board of the Golder Trust for Orphans, a non-profit charitable initiative that supports orphaned children through sustainable and income generating projects across seven African countries.

Mr. Griffin received his B.A. in Geology from the University of North Carolina – Wilmington and his M.S. in Geology from the University of North Carolina – Chapel Hill. He is married to Tamara, and they have two remarkable daughters named Claire, a senior at the University of South Carolina, and Anna, a junior at the University of North Carolina – Chapel Hill.
