I’m the new editor at The Hour-glass, and for some crazy reason the staff here thinks that’s news. We’re trained in journalism to tell the story, not be the story so it’s a challenge for me to write about myself.

I’m coming from southern Arizo-na where I was the managing editor of the Fort Huachuca Scout. Fort Huachuca is the Army’s home for military intelligence and is primar-ily a training installation. It is in Sierra Vista and part of its 72,000 acres borders Mexico.

I started working in journalism in 1979 while in the Air Force. I have basic and advanced training in journalism, photography and editing. I am an Air Force retiree. I retired in 1993.

I came to Kwajalein unaccompa-nied, my husband and adult son own a business in Bisbee, Ariz. I came to the Marshall Islands be-cause I love going to new places, and after eight years in the desert

really needed to be close to water again. I was warned about the heat, but compared to Tucson or Phoenix it really doesn’t seem all that warm here. I’m excited about being here, and I’m sure after my household goods arrive next month I’ll feel more at home. I wish I had a kitchen, as I am an avid cook.

eled extensively and was stationed in Michigan, New Hampshire, Washington, Germany, Hawaii and Washington, D.C.

I warn all residents of Kwajalein that if they see me on a bicycle they should run for safety. I grew up on a ranch in Idaho and started riding horses as a toddler but didn’t get around to learning how to ride a bike. So, if and when I give it a try

ing endorsment are welcome in the C boat area when carrying a handheld VHF radio and accompanied by at least one other boat. Sailing is limited to the area within the western tip of Kwajalein, Buoy KH8, and the tip of the fuel pier, for sailors without a full SMB sailing endorsement. Water Safety SPI 385-9 and SPI 1090-R1 govern Laser usage, according to Rusby, and the buddy system is required when two or more boats are in use.

“We have wanted to improve our sailing program for years and the Lasers are the perfect thing to get new sailors interested,” Smead said. “They are a fun boat that is easy to learn and fun to use. We really hope the community takes advantage of this opportunity and puts them to good use.”

Smead says that there are other boats waiting to be introduced into the rental system at the SMB.

“The Marina has six 22-foot Twin Vee catama-ran powerboats on order and we anticipate their

arrival around end of October or beginning of November,” Smead said. “However, timing has been impacted by the storms in Florida since the Twin Vee Factory is located there. These boats will be used to replace our aging Boston Whaler fleet.”

According to Smead, Kwajalein received two 20-foot Twin Eve’s from JI and a pontoon boat has already been introduced into the fleet.

“There are more pon-toons and one is going to Roi but we are find-ing that the JI boats are requiring work to make them operable,” Smead said. “Because they are new to our fleet, we don’t have their parts on hand and it is tak-ing time to get them up and running.” Smead says that overall, SBM custom-ers have many good

things to look forward to.“We have not had this kind of infusion of assets since 1996 when we got 18 brand new 70 HP Evinrudes” Smead added. “Since that time, budget constraints have only allowed us to purchase boats and engines in very small quantities. This is re-ally the large replacement program that we have been waiting for because it’s much needed.”

Small Boat Marina unveils Laser sailboats

Single-handed Laser sailboats have made their way to Kwajalein via the closing of Johnston Island and are now available for rent. The 12-foot, single-sail fi-berglass boats can reach speeds of up to 12 miles per hour and cater to a wide range of sailing abilities, ac-cording to Christian Tyler Rusby, Small Boat Marina coordinator.

“This boat type is used in many racing fleets in the states,” Rusby said.

These performance boats are the first of three types of boats received from Johnson Island, which will be incorporated into the safety regulations here on Kwaja-lein.

In order to rent the Lasers, resi-dents must be at least 16 years of age. Sailors with a Small Boat Marina endorsement simply need a rigging rating. Sailors without a SBM sailing endorsement must take a practical test and rig-ging rating, for a lim-ited license.

Rigging endorse-ments will now be of-fered Thursdays and Fridays by appoint-ment at the SMB.

According to Sim-one Smead, Com-munity Activities de-partment manager, the SBM will offer introductory classes for the Lasers in the near future.

“We are still getting our hands around this program but we are very close,” Smead said. “If an individual is inter-ested in learning, call the SBM and they will take your name for upcoming classes.”

Although the La-ser boats and sails are stored at Camp Hamilton, they must be checked out from the SBM. A rudder is required to make the sailboats operable and it will be provided by the SBM dispatch clerk. The Lasers are available for rent at a cost of $4 per hour with 20 minutes given for travel each way to and from Camp Hamilton.

Even though the HRO has to review the medical referral recommendation “no medical information is passed on to HR,” Diehl said.

This process is for non-critical patients only, for criti-cal patients Diehl coordinates all travel, hospital/hotel and appointment arrangements.

Once a medical referral is formally approved by CMO the referral authorization is forwarded to the employer. Usually the individual is reimbursed for the airfare to Hawaii, but each employer makes final determination as to what benefits will be associated with the referral.

According to Diehl, work-related injuries fall under somewhat different guidelines and proce-dures. On medical emergencies where the patient must get to another facility immediately, Diehl handles all the arrange-ments from calling in a plane to evacuate the patients, to hotel accommodations.

“We can get you out of here in 24 hours,” Diehl said. However, she added the normal evacua-

tion period is 24 to 72 hours.Medical attendants are needed from time to time,

in cases where someone is being sent off island that might require in-flight care and/or medical assistance once they land in Honolulu.

“Non-medical attendants are granted for very se-verely ill patients meeting certain guidelines or for minors that need parents to accompany them to ap-pointments,” Diehl said.

“The whole process is governed by fairly explicit guidelines developed in discussions with contractors and USAKA Command,” Lindborg said. “We do our best to apply those guidelines fairly, consistently and in a medically responsibly way.”

If medical conditions, illnesses or injuries cannot be completely treated on Kwajalein, medical refer-rals are available as long as certain guidelines are met.

According to Chief Medical Officer, Dr. Eric Lindborg, if a patient needs specific consultation, testing or has a condition which cannot be managed on Kwaj then a medical referral to Honolulu may become necessary.

One of the first criteria that is looked at is “can we handle [the condition] or not,” Lindborg said.

If the condition requires treatment within six weeks, then a medical referral may become necessary, but ac-cording to Lindborg if a condition can wait past the six-week time frame then the medical/dental staff on Kwaj will provide support and care until the patient can obtain off-island medical care when they leave island, such as on an annual leave.

Lindborg said the physician evaluates the patient and then a determination is made as to the urgency of care needed and what type of care is needed, then a recommendation is made. Lindborg reviews the physician’s recommendation and then makes a deter-mination whether to send the patient off-island for a medical referral.

If the patient meets the guidelines for a medical re-ferral Missy Diehl, medical referral coordinator, is the next step in the process.

She coordinates with the off-island doctors, lab or hospital and makes all medical appointments. It is then the patient’s responsibility to make travel and hotel arrangements. Diehl also forwards refer-

The Pentagon honored nine Hispanic World War II veterans -- seven of them Soldiers -- with a special ceremony Sept. 15 that marked the start of Hispanic Heritage Month.The Department of Defense annually marks Hispanic Heritage Month Sept. 15 through Oct. 15.“You have built a legacy of honor, valor and service to country that is being embraced by young Hispan-ics today,” Lt. Gen. Ricardo S. Sanchez, current command-ing general of V Corps and former commanding gener-al of the Combined Joint Task Force 7 in Iraq, told the World War II veter-ans.Honorees included: Sgt. Raymond P. Alvarado who saved two fellow Soldiers and three British sailors from drown-ing following a Ger-man missile attack that claimed more than 1,100 ally lives.

Chief Yeoman Osvaldo Eiaz-Espada who served in the Navy during World War II in both the Atlantic and Pacific theaters of war. He also served in the Korean War.Pfc. Guy Gabal-don who as a Los Angeles youth, was adopted by a Japa-nese-American fam-ily and later served in the Marines as a Japanese interpreter in the Pacific. Using language skills, Gabaldon was credited with capturing more than 1,000 Japanese military forces. His military awards include the Navy Cross and the Silver Star.Gabaldon told attendees he was captured only once by a single Japanese individual -- his wife, who cap-tured his heart years after the war.Staff Sgt. Andres Ignacio Gallegos, an airborne trooper, who served as a medic in both the European and Pacific theaters.

Pfc. Raul Gonzales who taught English to Spanish-speaking-only Soldiers at Fort Benning, Ga., during the war, and served briefly in the Pacific at the end of the war.Staff Sgt. Pete Jimenez who served with the 29th Infantry Division from the invasion of France on Omaha Beach through the surrender of Germany -- earning five Purple Hearts for wounds along the way. Other awards include a Bronze Star with V device and

the French Legion of Honor and Croix de Guerre.Sgt. Jose Lopez an infantryman with the 2nd In-fantry Division in Europe where his actions lead to a Medal of Honor. His MoH citation credited Lopez with killing more than 100 enemy soldiers and saving his company from being enveloped in one action.Cpl. Frank Me-dian, an Army Air Corps B24 tail gunner, survived eight months be-hind enemy lines after his bomber was shot down in Italy. Median told attendees that was one time he truly appreciated being Hispanic as his skin and hair color allowed him to blend in with the local population.Pfc. Ignacio Servin served as a combat engineer in the Pacific. He was awarded a Silver Star for gallantry

for destroying an enemy ammunition dump. Servin told attendees that he didn’t volunteer for the mission to earn any medals -- he only wanted to prove to his company commander and comrades that Hispanic Soldiers were just as brave as any other Soldier.Sanchez said that the World War II veterans exempli-fied the Hispanic values of family, faith and service to their country.“You not only serve as role models to the younger generation, but to old men like me,” Sanchez said.

ity. AMC’s first responsibility is airlifting official DoD traffic. Space-A passengers are accommodated only after official duty passengers and cargo.

All travelers remain on the register 60 days after registration, or for the duration of their travel or-

ders authorization, or until they are selected for travel, whichever occurs first. Revalidation has been eliminated.

Travelers can use remote sign-up to get on the list waiting to fly. Remote sign-up allows

passengers to enter the backlog by telefax-ing copies of proper service documenta-

tion along with desired country des-tinations and family members’ first

names to the aerial port of depar-ture. The telefax data header will

establish date/time of sign-up; therefore, active duty personnel must ensure the telefax is sent no earlier than the effective date of

leave. Mail entries will also be permitted. The original date

and time of sign-up shall be documented and stay with the pas-

senger until his or her destination is reached. On reaching destination, the passenger may again sign up for space available travel to return to

W hile Kwajalein may be seen as a paradise, sometimes the urge to travel is overwhelming. For active

duty military, reservists, military retirees, De-partment of Defense civilians stationed here and their family members getting off the rock is as easy as filling out a few forms, plunking down $27.50 and boarding a big bird heading east.

Typically there are more Space Available travelers on the Air Mo-bility Command aircraft flying out of Bucholz Army Airfield than duty passengers according to Jeanette Reaves, AMC Air Traffic Coordinating officer. In July, there were 34 duty passengers and 81 Space-A travel-ers.

She said in the past two years she can only re-member two times that there weren’t seats avail-able for the Space-A travelers who had signed up.

The Air Force flights travel between Kwajalein and Hickam Air Force Base, Honolulu three times a week.

“The ATI DC-8 flights arrive Tuesdays and Thursdays at approximately 10 [a.m.] and depart at 11:30 [a.m.],” Reaves said. “The Saturday C-141/C17 flights arrive at approximately 1 [p.m.] and depart around 3:30 [p.m.].”

Would-be-travelers must complete an AMC IMT 140, Space Available Travel Request to be considered for a seat. The form is self-explanatory, and breaks down the travel status to six categories.

Active duty military and DoD Civilians can get travel information and assistance from Maj. Jud McCrary at 53400. He said Space-A on Kwaj works the same as any other AMC terminal. For an active duty military or government civilian, you must be on leave to sign up. Once on leave you fax or give your leave form to Reaves, along with when and where you want Space-A. “I usu-ally call and check to see if the flight is going to be full before I go on leave,” he advised. He added the next step is to show up at the terminal on the day of your flight for roll call and check in. If you are a retiree or spouse who is authorized to travel Space-A alone, you send Reaves your letter of authorization or request form and she signs you up.

Military retirees and family members who aren’t DoD employees, can get more travel information from the KRS travel office at 54456.

KRS PAYROLL and Teaming Companies schedule change: As part of an ongoing effort to improve the efficiency of the time card collection and payroll process, effective with the period ending Oct. 7, there will be a permanent change to the KRS pay dates. The new schedule designates Saturday as the official pay date, rather than Friday. The distribution of checks and direct deposit notifications will be done on Saturday. The direct deposit file will be submitted to employee’s banks for payment on Friday to ensure that funds are deposited no later than Saturday. For period ending Oct. 7, all checks and direct deposits notifications will be available for distribution on Oct. 16. This change does not affect the pay period ending date ot time card submittal. KRS Finance employees started settling into their new home at Building 702 on Friday. The move is taking place in phases mainly from offices in Building 900, which will remain unoccupied.

According to Bob Burt, KRS Con-troller, the primary reason behind the move is the safety and welfare of the employees.

“The relocation to 702 will cer-tainly provide a safer environment,” Burt said. “A secondary benefit is the consolidation of all Finance per-sonnel under one roof.”

The move brings together General Accounting, Accounts Receivable, the Cash Office, Accounts Payable, Payroll, Travel, Financial Compli-ance as well as Controller depart-ment management.

“By bringing together all the KRS financial departments into one building, we will be able to better work as a team and it should also benefit the community by having us all in one place,” Mark Paier, KRS Finance manager, said. “I guess you could say it is now one-stop shop-ping for all your financial needs.”

The 702 remodel resulted in an addition of the cashiers office, new flooring and paint, accord-ing to Mark Scott, KRS electrical/mechanical supervisor. Extensive work was also done on the build-ing’s electrical and ventilation, as well as communication and data upgrades that enhance the facility’s capabilities.

Hope Paier, KRS Travel coordinator, settles into her new cubicle inBuilding 702. A total of 28 KRS Finance employees now call the building their home.
