HEROIC AWARDNEACOP Medal of Valor The NEACOP Medal of Valor is awarded in recognition for heroic acts every day, risking their lives to save others throughout New England and will be recognized for their acts of exceptional valor from our Association. This is the highest heroic award that a police officer can receive from the New England Association of Chiefs of Police and the highlight of our conference. After careful consideration, Mark E. Leonard, Chairman, of the very prestigious Heroic Award Committee will award Officer Nathan Pimental of the New Bedford Police Department the Medal of Valor at the 93rd Annual Training Conference Banquet, Wednesday, September 12th.

NEW ENGLAND ASSOCIATION OFCHIEFS OF POLICE, INC.

We, members of the New England Association of Chiefs of Police, Inc., recognizing our responsibilities to the communities we serve and our obligations to society in general and with the knowledge that our profession requires the highest ideals and rules of conduct, hereby adopt the following code of ethics for police executives, and commend them to all persons in the police profession for their guidance.

We will put honesty, truth and justice above all other considerations, and we will not allow friendship, enmity,

under any obligation to overlook any violation of a law, or violate the ethics of our profession.

We will observe all the provisions of the Constitution of the United States, and will never illegally deprive any person of any right guaranteed by the great document. We will not become involved in any social, political, or religious controversy except as neutral agents of the public, and we will at all times endeavor to carry out the desires of the majority of citizens as legally expressed through proper legislative, judicial or executive channels of government.

NEW ENGLAND ASSOCIATION CHIEFS OF POLICE INCORPORATED BRIEF HISTORY

• The New England Association of Chiefs of Police founded in 1926 and incorporated 13th of February , 1939 in the state of Rhode Island.

• In 1933, Michael Healy, Chief of Police of Manchester, NH, was the first elected representative President from the state of NH.

• The first organized conference was held at the Parker House, Boston, MA in 1939.

• The second and third conferences were held in northern New England in 1940 at the Hotel Burlington in VT and the second at 1941 at the Mt. Washington in Brentonwoods, NH. For the next four decades most of the conferences were held in northern New England.

• NEACOP has over three and a half decades in northern New England

• In 1967, Thomas McLaughlin training office at the FBI Boston office and the president of Babson College formed a partnership for advance training for superior officers in the New England states. Police training at this not a priority in the law enforcer field.

• The program resulted in over 16,000 supervisory officers trained in numerous programs over the next 35 years.

• The command training institute of law enforcement management was a condensed program mirrored after the national FBI academy at Quantico, VA.

• The first director of the academy was Bruno Wilson, retired from the FBI Boston office. In his third year as a director, Director Wilson, had a massive heart attack while jogging during his lunch break. He died at the age of 48.

• At that point Deputy Chief Arthur Kehas of Manchester, NH Police Department was appointed as director.

• After two years, Deputy Chief Kehas left the program and returned to Manchester PD.

• After the departure of Chief Kehas, the next three and half decades Retired superintendents from the Boston PD was appointed as Directors of the program. Deputy Superintendent John Holland of the Boston Police Department was the first in succession.

• Followed by Charles Barry

• John Krecler was last in succession

• In April 2003, the President of Babson College informed the Association that the facilities at Woodland Park would now be used to house an engineering college. Therefore, the Association would need to relocate off campus.

• The University of Massachusetts at Brockton, MA offered a new location for the program . Recognizing the program worthy of receiving college credits.

• Retired Major Gerald Burke of the MA State Police agreed to take on the role as the new director.

• In 2003, Director Burke informed the Association he was resigning from the program to train police officers in Iraq. This resulted in a partnership with Roger Williams University of Bristol, RI.

• In partnership with the Justice System Training and Research Institute at Roger Williams University, Bristol, RI, the Association continues a tradition that began in 1967 with the New England Institute for Law Enforcement Management to expand training and education, particularly in specialized management and leadership principles for law enforcement supervisor, command officers, managers, and administration.

• Associate Dean Robert McKenna was appointed as director to continue this program.

• January 2018, Associate Dean Robert McKenna, M.S., J.D., retired and David Lambert, Ph.D., took over as Director for the JSTRI and Assistant Dean for the school of Justice, July 1, 2018.

• The Association sponsors scholarships to the Command Training Series at Roger Williams University and makes annual contributions to the Jimmy Fund, Special Olympics, as well as, other charitable causes.

• The Association continues to live out its legacy by providing education and development to create tomorrow’s officers.
