    INE 98 SYMPOSIUM - A SUCCESSFUL STARTBy Hal Fox, Editor-in-Chief, New Energy News

    The INE 98 Symposium was held Friday andSaturday 14-15 August 1998 in the SaltaireRoom at the University of Utah Union Building inSalt Lake City, Utah. This symposium is anextension of the New-Energy Conferencessponsored by the International Association ofNew Science (IANS) which organization is nowdefunct or at least, sleeping. This Symposiumwas also a meeting of the INE membership.

    The new Officers of the INE are Dr. PatrickBailey, President; Toby Grotz, Vice President;

    Robyn Harris, Treasurer; and Hal Fox, Editor ofNew Energy News. The office of Secretary is tobe announced later. Members of the Board ofDirectors are the following: Wolfram Bahmann(Germany), Pat Bailey, Hal Fox, Toby Grotz,Jeane Manning, Gary Vesperman and others[See note at end]. The trustees of the Institute ofNew Energy are Pat Bailey, Toby Grotz, and HalFox. The INE is a not-for-profit Utah corporation.

    SPEAKERS AND MESSAGES

    The following are the speakers and summariesof their messages:

    Tom Bearden: "EM Corrections Enabling aPractical Unified Field Theory with Emphasison Time-Charging Interactions of Longi-tudinal EM Waves." This paper explored the

    time-density wavesand how they were relatedto the standard EM longitudinal waves. Beardenalso covered some of the experimental evidencefor such waves. Tom Bearden is one of the moreprolific writers about new energy topics and hisCagen humor is always enjoyed.

    Toby Grotz: "Preliminary Results of ElectronM ic ro sc op y a nd E le c tr on D if f ra c ti onS pe ct ro sc o py o f C ar bo n- Ca rb on A rcExperiments." Toby reported on the latestsuccessful attempts to provide transmutation

    evidence in the arcing of carbon rods on carbonmaterials. The evidence for the production ofiron was shown. Considerable care must betaken to properly clean the carbon rods orcarbon granules before experiments.

    Gary L. Johnson: "Requirements for Bringing a New-Energy Generator to Market."This presentation is essentially a verbaldiscussion of Chapter 8 of his book, The Searchfor a New Energy Source. Johnson presented awell-organized list of steps or challenges to be

    taken or met in getting a new-energy product tomarket. Recommended was that work shouldproceed, as soon as practical, on both home-

    sized and sub-station sized systems as soon asa working method is available. [See book reviewof Dr. Johnsons book, page 12.]

    Don Reed: "Excitation and Extraction ofVacuum Energ y via EM-To rsio n F ieldCoupling Theoretical Model." A historicalsurvey of the torsion field was given. One aspectwas explored mathematically to identify possiblemeans by which the desired coupling betweenElectro-Magnetic Fields and the Torsion Fieldscan be accomplished for power production. This

    topic is of considerable interest due to theincreasing papers coming from Russia on torsionfields.

    Paul M. Brown: "Tritiated Amorphous SiliconPower Cells. This paper presented theapplication of tritiated amorphous silicon as anenergy converter for betavoltaic devices. Therecent resumption of the development of thenuclear battery was described. Batteries havinga ten-year life (and no recharging) are possibleusing this technology.

    Hal Fox & Shang Xian Jin: "Low-EnergyNuclear Reactions and High-Density ChargeClusters. The work sponsored by Trenergy,Inc. on the further development of the chargecluster technology originally discovered byKenneth Shoulders was described. The paperdiscussed work with the LENT-1 reactordesigned by the Cincinnati Group. One of theobjectives of this work is to demonstrate thatlow-energy nuclear reactions can be used for thestabilization of radio-active wastes.

    Patrick G. Bailey: "The Need for AccurateReporting and Archival of Data for AdvancedEnergy Conversion Devices: the INE DateBase. This presentation was both a descriptionof the current INE database and a plea formembers to add to or correct this database.Over 100 devices or systems for the productionof new energy are stored on the database andranked from initial report to replicated and readyfor commercial ization.     Moray B. King: "Overview of New-EnergyParadigms, Charge Clusters, and TorsionFields." Moray gave an enthusiastic overview ofvarious theoretical approaches to the tapping ofzero-point energy. Various anomalies must beexplained and appropriate experiments designedto buttress the further development of theory.Challenges to current experimenters to helpprovide data and/or explanations for some of theobserved results, especially with high-densitycharge clusters, was a part of the presentation.

    David Yurth: "A New Approach to a UnifiedField Theory. By viewing the Torsion Fieldsand the aether as the fundamental causes ofelectric fields, magnetic fields, and gravity fields,Yurth outlined a new view for a Unified FieldTheory which must include the torsion fields.Yurth suggests that all fields are effects arisingfrom a universal, holographic causal phenomenadescribed as the Physical Vacuum. Develop-ments in Russia, where torsion field researchhave been ongoing for more than 25 years, werecited and some of the results in the development

    of new materials were explored.

    Hal Fox: "The Superluminal Velocity ofGravity Waves. Fox reported on the life workof Gregory Hodowanec and Bill Ramsay indeveloping and using gravity-wave fluctuationsensors. It was described that these sensorsshow that celestial events can be measured(such as the transit of planets through the zenithof the earth's rotation) and that such eventsappear to be recordable at information transferrates far exceeding the speed of light. Theprobable close relationship between gravitywaves and torsion fields was presented.

    Xian Liu Jiang: "Channeling Effects andNuclear Reactions in ElectrochemicalSystems. Jiang reported on experiments toadvance the understanding of low-energynuclear reactions in cold fusion. Nuclearreactions have strong anisotropic behavior andare indicated by the measurement of chargedparticle beams that have been observed.Processes may be capable of development in

    which this transient process can be used toenhance the nuclear reactions by several ordersof magnitude, and bring about commercial

    Paul M. Brown: "Solving the Nuclear WasteProblem Through Applied Physics. Thispresentation was a tutorial on the effect ofgamma rays on selected nuclear targets. Underappropriate energy levels, resonance conditionsassist in the interaction between gamma photonsand nuclear reactions. By providing gammaphotons at X-Ray energy levels, the stabilizationof selected radioactive wastes is beingexperimentally demonstrated.

    H al F ox : " Ne w- En er gy A no ma li es .Laboratory findings, not consistent with currentscientific models, were cited. The furtherexploration of these anomalies is one of therewarding areas for scientific advancement. INEmembers were urged to share information onscientific anomalies.

    Valarie Fredley: "A Brief Review of World-W i d e C o n c e r n a n d S u p p o r t f o r Underdeveloped Cultures. Valarie is anexecutive employee of the Church of JesusChrist of Later Day Saints. She described someof the national and international activities of thenewly-formed LDS Charities organization and itsworld-wide support to help people in need.Valarie was Saturday's featured luncheonspeaker.

    NETWORKING

    Attendees held two separate sessions in whichmembers could network with each other andshare their goals, objectives, and queries. Oneof the most important summaries of the ensuingdiscussions is that Kenneth Shoulders isachieving good successes with the furtherdevelopment of high-density, charge-clusterdevices for producing energy. Another importantnew member of INE is David Yurth who is a keyperson in th e funding for and p lanneddevelopment of torsion field generators andsensors. The consensus for new-energy devicecommercial ization is the following: TheHydrosonic Pump is already in production and

    being marketed. BlackLight Power (Dr. RandallMills) hydrogen gas development is being fundedby at least two electric utility companies. Some

    solid-state devices are being developed thatappear to tap vacuum energy. For the future,one of the most promising technologies is thehigh-density charge cluster technology.

    PLANS FOR INE-99 SYMPOSIUM

    Plans for INE-99 include the following: Summer1999 in Salt Lake City, Utah with date to beestablished. Symposium to be coupled withnew-energy exhibits open to the public. New-Energy companies will be invited to purchase

    booth space to demonstrate their products.Pr odu cts ar e expe cte d to ra nge fr ompublications to working new-energy devices andsupport equipment. A Call for Papers will bepublished soon.

    INE-98 SPECIAL ANNOUNCEMENT

    Trenergy, Inc. (one of the corporate supportersof INE-98) announced its affiliation with the WHYGroup and Nu Omicron Technologies, Inc. Atwo-year, two-million dollar, development

    agreement has been signed. The project willemphasize the development of torsion fieldgenerators and sensors. A development team of8 to 10 members is being assembled. A suitablebuilding is being purchased, Development workis expected to begin this fall. Trenergy, Inc. is apublic company currently selling it shares in Utahand Nevada.     AUTHORS ABSTRACT

    In this work, the absorption of deuterium intitanium plates induced by electric discharges isstudied. The objective was to measure theamount of deuterium that is absorbed in thetitanium structure under the influence of anelectric discharge. The ionization and the freeradicals produced by the electric field act as a

    promoter to the absorption mechanism. Thus,the absorption can be enhanced by the use ofan electric discharge. The results indicated thatthere was a rapid desorption of deuterium at thebeginning of the discharge, followed by anadditional absorption to levels higher than thosebefore the discharge. The additional absorptionof deuterium was about 20% of the initialabsorption. When the titanium was completelysaturated with the gas, no additional absorptionoccurred through the electric discharges. As aresult of the absorption conditions of deuterium

    in the titanium structure, anomalous mission ofneutrons was recorded as tracks in a CR39 typeplastic solid state nuclear-track detector.

It has been suggested thatextremely neutron-rich nuclei constitute a secondbranch of the table of isotopes whose groundstates have the maximum possible isospin T

    By applying to electrolysis cathodes a techniquethat produces essentially only oxides that arevolatile at room temperature, spectroscopically-determined masses between 222 and 351 atomicmass unit (AMU) are found that cannot be

    ascribed to known compounds. In particular themasses found between 231 and 240 AMU cannotbe ascribed to random signals but do correspondto CO2, the carbon of which is a neutron-richnuclide as predicted by a recent theory of poly-neutron nuclear reactions proposed by John C.Fisher.

    AUTHORS ABSTRACT

    Miley et al. and, independently, Mizuno et al.claim to have observed nuclides produced in Ni(Z= 28) when an electrolytic light-water cell isused. Miley et al. use thin layers of Ni ( 5 x 10-6

    cm) and claim that the effect is reproducible.The secondary nuclides are distributed in a wide

    range ofZandA and show nuclides with Z < 28and accumulations at Z = 4 8 and 78. If the

    nuclides atZ = 48and 78are Ni-Nifusion, theycan be produced only when the originalNinucleigain sufficient kinetic energy to overcome theNi-

    Nirepulsive Coulomb barrier.

    The foregoing data are discussed in terms ofcurrent physics. In particular, it is assumed thatthe gain of kinetic energy derives from animpulsive increase of absolute nuclear bindingenergies of Nidue to a high rate of capture oforbital electrons and consequent almostinstantaneous multiple p n transitions. Underthis hypothesis, neutrino emission should bedetected during nuclear transmutation.

    EDITOR'S COMMENTS

    DOE has announced the first phase of an

    estimated $6.9 billion, 20-year project toimmobilize high-level radioactive waste in glassthrough a process called vitrification. Theencapsulated waste would then be sent to theproposed national repository at Yucca Mountainin Nevada. The contract calls for BNFL(subsidiary of British Nuclear Fuels) to spend thenext two years on a $350 million design for theproject which would be privately built and run.The DOE official also stated that this agreementwould delay from December 2003 to January2008 the date for beginning to vitrify or glassify

    low-level waste. High-level waste would beprocessed by February 2007. In their visualiz-ation of the cosmic all, DOE has elected to havethis facility privately funded. Guess what WallStreet investors will do when they find outthat there is a new technology that willstabilize radioactive wastes on site.

    THE 10,000 YEAR PROBLEM

    Leave Lethal 10,000-year Legacy," DeseretNews, 13 July 1998.

    EDITOR'S COMMENTS

    LaVar Webb states, "But the biggest reason ofall to fight the nuclear dump [scheduled to besited in Utah] can be summed up by a bignumber: 10,000. As in 10,000 years. That's howlong these fuel rods remain lethal." Webbcontinues to state that Utah did not create thewaste, Utah's citizens have suffered enough

    from bureaucratic mistakes (thousands havebeen stricken and hundreds have died, includingthe NEN Editors sister-in-law, from theradioactive fallout from nuclear bomb tests inNevada), and Utah does not consume powergenerated by nuclear power. What LaVar Webbdoesn't know is that there is technology thatcan be developed for on-site remediation ofradioactive wastes. The planned multi-billiondollar glass plants are not needed. The hazardsof packaging, transporting, and storage inNevada can be avoided.

    interactions between the electromagnetic zero-point field (ZPF) and the elementary chargedconstituents (quarks and electrons) of matter.

    Within the limited context of that analysis, itappeared that Newtons equation of motion(f = ma) could be inferred from Maxwellsequations as applied to ZPF, i.e., the stochasticelectrodynamics (SED) version of the quantumvacuum. We report on a new approach whichavoids thead hocparticle-field interaction model(Planck oscillator) of that analysis, as well as itsconcomitant formulation complexity.     Magnets are now being produced in the lab thatcontain no metals, are soluble, and made oforganic materials. This discovery is certainlyunexpected, and therefore, another scientificanomaly. Some of these materials can be"switched" in magnetic polarity by heat or light.

    Some scientists think that such materials couldprovide the basis for smart cards, for control ofsome optical phenomena, and new types ofoptical displays. Currently the biggest barrier toimmediate use is that the materials are magneticonly at cryogenic temperatures. Hopefully it willnot take as long to create room-temperatureorganic magnets as it has taken to produceroom-temperature superconductors.

    concept of not being able to determine bothposition and other quantum properties withprecision, provides an experimental challenge

    when working with quantum unit such as aphoton. The experimenters provided a cleverscheme for determining the quantum states of asplit photon and having, in effect, then been ableto determine the state of one of these"entangled" photons, and thereby effect thestate of the distant photon. As stated by theauthors in their conclusions: "In our experiment,we used pairs of polarization entangled photonsas produced by pulsed down-conversion andtwo-photon interferometric methods to transferthe polarization state of one proton onto another

    one. ... The teleportation scheme could also beused to provide l inks between quantumcomputers. Quantum teleportation is not only animportant ingredient in quantum informationtasks; it also allows new types of experimentsand investigations of the foundations of quantummechanics."

    5. Note that the charge variations take place inthe direction of propagation only! However, theE-fields as measured(or postulated) are due toa flux as is determined by the interaction with

    the universal G-field and thus these will beorthogonal to the charge flow direction. Also,the H-field flux is also orthogonal to the chargeflow direction since it is also determined by theuniversal G-field flux of the universe. However,the rate of propagation is determined by therhysmonic L* / T* (or any multiple of it) whenmultiple rhysmonic cells are involved in thatprocess, (as is the case in most practicalapplications). It should be noted that the speedof light, C, or the rate of propagation will alsodepend upon the overallaveragedensity of theaether in the case involved. Infree space, thevelocity will be the normal C, while in areduceddensity the velocity could increase , but in anincreased density the velocity woulddecrease .More on these various aspects will be furtherconsidered in the proposed Aether Energy noteto be prepared.

    Nancy Ho, group leader for molecular geneticsand senior research scientist has announced hergroup's new method for ethanol development.Using a yeast that has been around for thousands of years, genetic alterations weremade that provide a new yeast cell that willconvert both glucose and xylose to ethanol.Leftover corn stalks, tree leaves, wood chips,grass clippings, and even cardboard boxes cannow be converted into ethanol. The goal of the

    project is to increase the efficiency of conversionof both sugars into ethanol so that the ethanolcan become a cost-effective substitute forgasoline. Professor Ho says, "This geneticallyengineered yeast will make it possible tosubstantially lower the cost of producing ethanolon a large scale. Readers in rural areas maybecome interested in setting up your own ethanolproduction for powering your car or farm tractors.

    Thomas Phipps describes a set of experimentsthat can be easily replicated by evenexperimenters with modest means. The basicidea is that two small rectangular horseshoe

    magnets can provide a means by which theaccuracy of Ampere versus Lorentz forces canbe determined. The results are highly in favor ofAmpere. Of considerable additional importanceis the fact that two of the VACE (VirtualAmperian Current Elements) demonstrate anadditional anomaly that should be widely studiedand the laws of magnets be adjusted to explain.The concept is that a toroidal form of a magnetshould contain within the magnet all of the linesof force. Therefore, two such magnets shouldshow very litt le force interaction. Phipps'

    experiments demonstrates an unexplainedanomalous force. This editor suggests that anexploration of this force can best be explained bythe concept that magnetism of ferromagneticmaterials are caused by the aether.

    Holwerda suggests an experiment in which theresults of previous antigravity experiments arecombined. The experiment is based, in part, onan invention by a French nuclear scientist, M.J.J.Page. The analysis of this proposed experimenthas led Holwerda to the following conclusion:"Gravity is a phenomenon coming from alldirections, and these devices demonstrate moreefficient absorption when gravity approachedfrom the plane of the [experimental] ring ortriangle. But when gravity comes from alldirections, there must be an out-of-balance

    situation; otherwise, objects should have noweight whatsoever." Those of our readers whohave seen the video tapes on the HutchisonEffect, will find that when gravity is lessened, theeffect appears to result in an upward (from thecenter of the earth) motion of whatever object isaffected. This experimental observation wouldlead one to believe that the phenomenon of

    gravity is a force directed toward the center ofthe earth and perhaps caused by the effect ofthe aether.

    This is an excellent and timely book addressingmany new-energy issues that should beconsidered by anyone who is involved in new-

    energy devices and systems either as aninventor, developer, or investor. One of theunusual (but welcome) features of the book isthat the author is not reticent to discuss thereligious concepts either as an explanation forsome new energy sources or in the church's roleto ensure adequate proliferation of new-energysources. Dr. Johnson, a retired universityprofessor, explores with the reader the manyconcepts that bear on sources for new energy.Even the role of lightning (which we do not, asyet, fully understand) is cited as a possible

    energy source if we understood the source oflightning.

    Gary Johnson has no problem with directhonesty in presenting topics of what we knowand what we speculate. Whether it is specialrelativity or the aether, the author is notconcerned about academic acceptance of theideas discussed. In chapter 5, the authorpresents a variety of unexplained events that areoften ignored in academic texts. He then makesthis insightful comment, "If there really is an

    aether with a high energy content, many ofthese data [previously cited] will start tomake sense. How many times in history hasan experimental observation not fit into thethen-current paradigm, but someone waswilling to follow the leading of the data andmade an important discovery?" Dr. Johnsonis also direct in chapter 7 when he says, "Rather,they [data] point out that the foundations ofelectromagnetics are surprisingly weak and raisethe possibility that appropriate modifications toelectromagnetic theory may predict a newenergy source.

    In his final chapter, the author even suggeststhat if we learn to tap energy from the aether orsome similar all-pervasive energetic medium,that we should make careful observations toensure that we are not causing some unexpecteddamage to such energy source. This is the firsttime that this reviewer has seen an authordiscuss this issue. One of the topics that thisreviewer would like to see discussed at morel en gth i s a c omp il at io n o f a no ma lo us

    experimental results and an attempt to relatesuch anomalies to an understanding of theaether or other energy source. For example,

    the Aspden Effect (rotational inertia) has beenalmost ignored as an experiment from which theaether can be noticeably affected. If it takes3000 Joules to spin up a magnetic rotor to ratedspeed, stop the rotor, and spin again up to ratedspeed with one-tenth the energy the AspdenEffect this discovery needs strong investigationand explanation.     The author is strongly supportive of the needs ofthis new-energy technology. In his final page ofchapter 8, Dr. Johnson concludes: "In the

    That Joe "X" was able to run his Rover V8 3500SD1 on trips in Australia appeared to be aconsiderable achievement. Your report that Joehas successfully converted at least 14 vehicleswith various improved models of the energy-producing device is also acceptable.

    However, when the improved devices no longer

    need to be connected to a battery to provide theenergy f low from the Energy Cell to theautomobile carburetor, your story begins to getstrongly unbelievable.

    We also find it interesting that a 40-page bookthat sells for about one dollar per page appearsto be the only source of information about thisamazing discovery that has been developed overthe past seven or eight years. This leads us to aquestion that will be on the mind of many of ourreaders: "Is this just a scam to sell books at a

    dollar a page, or is this a new technology that isbeing hidden from the world by Joe "X", exceptfor his visitor Barry Hilton?"

    It would mean a lot to our readers if we could talkto a person in the U.S. who has successfullyreplicated this device and is operating his or herautomobile by running on water.
