NEW BOARD MEMBER, ELECTION DATES HIGHLIGHT BOARD MEETING At the July 27 meeting, Board members appointed Pam Williams as a new director, replacing Ken Marshall who resigned for health reasons. Marshall, who was just re-elected to another two-year term, said in a letter to the Board, “health issues prevent me from being able to attend all meetings and carry the workload of a director. I thank all the members of the Association who voted for my re-election, and I wish I could continue to serve.” In keeping with Woodside’s bylaws, the Board exercised its authority to fill vacancies by appointing Williams, in part influenced by Marshall’s recommendation to do so. Williams most recently was Board Secretary over the last two years. She chose not to run for re-election but agreed to serve after learning of Marshall’s resignation. Also, encouraged by the large homeowner participation in the most recent election, the Board voted to move Woodside’s election permanently from January to May. The most recent election was postponed to May, in part due to irregularities in mailing the 2019 ballot and election procedures dictated by new state laws that added more time to the balloting process. This resulted in one of the largest vote tallies in recent memory. Some Board members surmised that the turnout was the result of fewer homeowners being distracted by holiday or travel plans at that time of the year, compared to the traditional January vote. The Board also announced the appointment of a new Security Supervisor, Kai Stoves, and a new Security Officer, Ron Pellum (see Security News and Statistics), both of whom are certified as having met California Bureau of Security and Investigative Services’ requirements. CONSTRUCTION: The Board approved a list of 41 deck, roof, and carport repairs or replacements that will be given priority this year. The list was compiled by former Board Member Jeff Rios and Construction Manager Robert LeBarre, who inspected the entire property last year. “We will get as much of this done this year as possible,” noted Lyn Efken, Board President. “And the work we get done will give us a record to prepare for next year.” In a separate action, the Board approved a contract for a Sacramento firm, Above and Beyond Building Design LLC, to develop engineering and architectural drawings that will be used to replace any future decks, ensuring they will comply with new standards set by state law. Woodside Manager Angelina Dawson noted that maintenance staff completed 53 projects in June, including painting the entrances on Howe and Northrup avenues. FINANCES: Treasurer Cyrus Youssefi reported Woodside’s operating cash balance at $128,154, accounts payable as $4,412, and the reserve account cash balance as $599,296. “We have $728,125 in cash available and most items are within budget, which is good under the current conditions,” concluded Youssefi. Fall is coming fast upon us. It’s an excellent time to prepare for winter! Consider cleaning your fireplace flue, cleaning your dryer vents, and changing your HVAC filters. From the Community ManagerHello Woodside Residents! It’s that time of year when bees are plentiful. We have removed four large beehives in the past two months. Two of these were rather close to the ground or even on the ground, so please be aware of your surroundings and report excessive bees to the office. Great news to report: we have new address signs! They are much larger than our current signs, are made of reflective metal, and include unit numbers. You will soon start to see the signs installed in Sierra and parts of East. Not to worry, as careful consideration is being given to the best place for each sign. You may have noticed that satellite pool #6 is closed. Sacramento County recently did its annual pool inspection and determined that the drain cover is not the same model as the one reportedly on file. As soon as the county reviews our updated information, it will allow us to re-open that pool. The pillars surrounding the property on Northrop, Sierra, and Howe, along with the monument signs, have all received a fresh coat of paint. Our groundskeeper provides ongoing cobweb clearing and power washing. If you notice an area that needs immediate attention, please call the office with the location.

Have you ever been curious about the Board of Directors’ Executive Session meetings—what they are, why they’re closed to homeowners, what’s discussed in them? Or wondered why certain issues are dealt with by our Board in Executive Session? Every action our Association and our Board of Directors make is governed by California homeowners association law, known as the Davis-Stirling Act. Civil Code §4935 spells out the topics that a homeowners association board of directors must discuss only in Executive Session, which necessitates a “closed” meeting that, by law, only the board of directors can attend. The subjects most frequently discussed in Executive Session include the following. Legal Issues: Any issues relating to lawsuits or administrative claims against the Association, or a decision if the Association will pursue a lawsuit against a vendor or owner. Human Resources/Personnel: Employee issues, employee performance, benefits, salaries, holidays, office hours, employee manual, holiday bonuses. Such issues first go to the Human Resources Committee for a recommendation, then to the full Board in Executive Session. Contracts: All insurance policies (flood, master liability, workers compensation); Comcast; laundry services. Owner Discipline: The Rules Hearing Committee makes recommendations to the Board on fines or penalties imposed for rule violations. The Board, in Executive Session, must vote to accept, reject, or modify the Rules Committee recommendations. Owner Appeals: When the Board imposes a violation or fine, the owner may appeal the Board’s decision. The Board rarely overturns the violation, since the Rules Hearing Committee has already considered the violation and made a recommendation to the Board, and the Board has already voted to impose a penalty. But owners may appeal the Board’s decision by presenting new information or perspectives. Once the Board has acted upon an appeal, the decision is final and may not be appealed again. Requests for Accommodation: Requests for physical accommodations, rule dispensations, and service animals. Notices of Default: Delinquent accounts are referred to collections. When collections are unsuccessful, the Board, in Executive Session, can vote to issue a Notice of Default. Following such a notice, filing of a lien is the next step, which must occur in an open Board meeting. Identifying information, such as the unit number or owner name, is not provided, only the numerical account number, for privacy protection. Delinquent owners who wish to propose a payment plan will also have their proposal voted on by the Board in Executive Session. According to Civil Code §4935(e), a general summary (no specifics) of matters discussed in Executive Session can be noted in the minutes of the general Board of Directors meetings that are open to the entire membership and follow Executive Session. At Woodside, every Board meeting includes a verbal disclosure of what general issues were discussed in the Executive Session held an hour prior to the Board meeting.

And lastly, do you own a Prius? The entire Sacramento area is experiencing a rash of thefts of Prius catalytic converters. Woodside is no exception. We have had two converters stollen from Priuses. There is a device that your mechanic can install to prevent this kind of theft from occurring. Please look into it. I’m sure the cost is much less than the $1,000 price of a new converter. Woodside Tree Committee Quarterly Update: July – September 2020

Woodside’s urban tree forest is a special space — a place for residents and guests to enjoy trees in a beautiful landscape. Proper tree care is an investment that can lead to substantial returns. So if you hear chainsaws or see trimming and tree removals, please keep in mind that we are being proactive with maintaining and preserving trees. The Tree Committee is working with the Community Manager, the Board of Directors, and an arborist for a long-term plan to properly manage Woodside’s urban forest. The Tree Committee has identified and listed several trees that have to be removed and trimmed and areas that need to be planted. The committee presented the list to the Community Manager and Board for approval. Committee Co-Chair, Connie Brown, has responded to tree requests from owners and residents. Committee members will be working with our arborist, landscape vendor, Community Manager, and Board to address the list and requests.

What’s Next 1. The Tree Committee will be walking around the property to identify trees and shrubs in residents’ patios that are inviolation of Woodside’s Rules and Regulations. Our Community Manager’s office will send a notice if trees and/or shrubslocated on your patio are in violation. Please take a quick look at your patios. We would be grateful if you can arrangeassessment and removal or pruning of the tree(s) as a matter of urgency.

2. Liquid amber trees: Yes, we are all annoyed by those spiky little balls! We have a couple of options and are working withthe arborist, Community Manager, and Board for the right solution for Woodside and our environment. Stay tuned!

Our goal is to have a long-term plan to properly manage our urban forest as a lasting, safe, beautiful, and valuable asset to Woodside.

WOODSIDE HOA hopes our security systems provide some deterrence to crime. However, the community can never be crime free. For example, it is possible for someone to enter the property under false pretenses to commit crimes, for residents to commit crimes against their own neighbors, for guests of residents to commit crimes, and for employees to commit crimes. As a result, the Association cannot guarantee your security. You should NOT rely on the Association to protect you from loss or harm. You should provide for your own security by keeping your doors locked, refusing to open your door to strangers, asking workers for identification, installing a security system, carrying insurance, and being familiar with emergency preparedness.

New Security Manager! My name is Kai Stoves and I am your new Security Supervisor. I am a veteran of the U.S. Air Force and have been in security supervision for the last six years. I love helping those in need and giving back to the community as much as possible. I hope to get to know the residents and help make living at Woodside as peaceful as possible while making sure to treat everyone with equality and to preserve self-dignity within the community. We also have another new addition to our security team. Please welcome Ron Pellum. Ron has been a security officer for the past two years, and he is excited to be a part of Woodside. He will be working the late afternoon shift. Feel free to stop and get to know both of us, as we are both outgoing and social! If Disneyland is the happiest place on earth, Woodside may be the quietest. At least, if we disregard the rumble from the surrounding busy streets! On some quiet evenings, it’s hard to believe that more than 1,500 people inhabit our complex. Researchers tell us that noise affects our brains and emotional well-being. Natural sounds like waterfalls, running streams, and rustling breezes relax us. Other sounds — a fan whirring, a fire crackling, bacon sizzling — can also be soothing, but the brain interprets most of them as disruptive. Plus, people experience sounds differently. What is music to one person’s ears may make someone else anxious or irritable. Maintaining That Valued Commodity: TranquilityMany Woodside residents bought and/or moved here in part because of the tranquility. Because we are a fairly densely populated community, noise is a consideration. To keep the noise level to less than a dull roar, it pays to be aware of Woodside’s Rules and Regulations regarding noise. Tips are listed here and the rule sections in the sidebar.

• Know Woodside noise rules. (See the accompanying sidebar.) • Be aware of residents’ windows in relation to where you park or hold a

conversation. • Avoid loud cellphone conversations on your patio or outside your unit. • Keep music low in your car and at home. • Make sure your dog doesn’t bark all day when you’re away! • If a neighbor is being especially noisy, talk to him or her if you’re

comfortable, • Consider silencing your car’s horn on your key FOB. (Silencing the horn does not disable the alarm.) Many residents’

windows are right next to parking spaces, and since people keep different schedules, horns when you lock or unlock your car, especially at odd hours at night, can disrupt your neighbors’ sleep and tranquility. Talk to your dealer or mechanic to see if you can separate the mechanisms.

• Call Security (916-849-6828) or submit a complaint form to the office (www.woodsidehoa.com) if a neighbor repeatedly violates noise rules.

Finally, whenever possible, cut fellow residents a bit of slack! The normal sounds of living are bound to spill into the common area or seep through walls on occasion. While silence may be a desired companion, a good neighbor is even better!
