The key driver… Published in November 2012, Doug Richard called on the government to improve the quality of apprenticeships and make them more focused on the needs of employers –‘Richard Review’
His recommendations included:

What will Apprenticeships look like in the ‘New Standards Implementation Plan’ ?p
This reform seeks to ensure that Apprenticeships become more rigorous and responsive to the needs of employers by:
• Increasing the quality of Apprenticeships
• Introducing higher expectations on English and mathsg g p g
• Grading to incentivise apprentices to strive to be the best
• Increasing the focus on assessment at the end of an Apprenticeship to
ensure full competence
• Creating a new model for the funding of apprentices through the employer

Employers will be given responsibility for developing the standards and high level approach to t th t ill l t A ti hi f kassessment that will replace current Apprenticeship frameworks.

October 2013 First Trailblazers announced in The Future of Apprenticeships in England: Implementation Plan. Version 1 of this guidance published.
October 2013 to January 2014
First Trailblazers develop the Apprenticeship standards and high level assessment approach for their occupations, working with a range of employers and with professional bodies to ensure wide buy in.
