Annex A to ACSC/OUT/2011/456 of I 70ct 11 JOINING INSTRUCTION AUSTRALIAN COMMAND AND STAFF COURSE (JOINT) 2012 GENERAL INFORMATION Purpose. The purpose of this instruction is to provide you with the preparatory information to facilitate your attendance on the Australian Command and Staff Course (Joint) (ACSC(J)) 2012. Location. GENERAL INFORMATION

Pay. You are to update your pay station through your current pay administrator beforeposting-in to ACSC. While at ACSC all pay enquiries are managed through the CustomerService Centre (CSC) located on the lower ground floor in the Geddes Building.

Defence Travel Card. You are to clear all transactions on your Defence Travel Card(DTC) before arriving at ACSC as well as change your DTC supervisor. You can do so byemailing [email protected] and provide them with the following information:

Medical Documents. You are to bring your medical documents to ACSC for collectionduring post-in. these will be subsequently held by the ADC medical centre.

Passports. You are to bring your official passport to ACSC for collection during post-inand secured IAW Defence Instructions. You are to retain a copy of the 'Identity Information'page of your official passport, with your personal files. If you do not hold an Official Passport,you are to obtain one prior to post-in.

ADF Individual Readiness. You are to arrive at ACSC with your individual readinesscurrent until 30 Apr 12. You are to maintain individual readiness compliance while posted toACSC. Group fitness tests and weapon handling assessments will be scheduled as requiredthroughout the year to assist in meeting this requirement.

Biographies. Please forward an electronic copy of your biography to the ExecutiveOfficer, Coordination (E0 COORD), Ms Bel Bannerman [email protected] by no later than 30 November 2011. An example copy of abiography is enclosed for your reference at Annex C.

Preferred Name. In order to organise a name badge, please forward your preferred nameto Ms Bel Bannerman at [email protected] by no later than 30 November2011. If you do not provide your preferred name, your name badge will be as your name appearsin PMKeyS.

Change of Categorisation. Categorisation forms will be provided to you for completionduring post-in. If you must provide this information to facilitate your move to Canberra, such asMWD(U), please forward a scanned signed copy of your form to Ms Bel Bannerman [email protected] as soon as possible for processing.

SUPPORTING INFORMATION

17. Orientation. The first week of the ACSC program is the orientation week. This week isdesigned to provide you with the necessary information to commence the course. You will be

introduced to the College, the course curriculum, the staff, the Australian National Universitystaff, the involvement of the University of Wollongong and the local amenities that you willaccess in your time at ACSC. You will be required to attend between 0800 and 1700 on the firstday and 0830 and 1700 each other day during this week. Lunch on the first day of the Course isprovided by ACSC for all course members and staff.

18. Initial Level of Commitment. The initial social activities for the course are:

Wed 1 Feb 12 — Spouse and Partner Orientation Evening. This is an activity onlyfor spouses and partners to facilitate their introduction to the College, the Course,and other spouses and partners. Identification cards will be produced for spouses andpartners to allow access to the site. You are not expected to attend this evening butare welcome to attend if desired.

Fri 3 Feb 12 — Commencement Mess Dinner This is a compulsory activity for allcourse members and staff and is the first formal evening of the course. Dress for theCommencement Dinner will be:

RAN — Summer Informal Evening Cress S6;

Australian Army — Dress Order No. 2E, Dress of Day;

RAAF — Mess Dress 5D;

Male APS — Open neck long sleeve; and

(5) Female — Cocktail dress or 'after-fives' evening attire.

19. Dress. The range of Service dress requirements worn while on course year are as follows:

Navy — S2, S6, S7, W7, DPNU, and Summer/Winter Mess Dress;

Army — 1B, 2E, 2F, DPCU and Summer/Winter Mess Dress;

Air Force — 1B, 1C, 4A, 5D, 6D, DPCU and Summer/Winter Mess Dress; and

Civilians — for the majority of the Course the equivalent of tailored slacks with short-or long-sleeved open neck business shirt will be required. At times, business suitwith tie and equivalent will be required. The majority of formal functions willrequire black-tie equivalent and for activities involving travel, neat civilian attiresuitable to the demands of Northern Australia will be the prescribed dress.

Warrant Officers. Selected Tier C Warrant Officers from each service attend parts of thecourse as professional career development and when resident they are fully integrated into allcourse work. All course members are encouraged to take advantage of the opportunity thisinteraction provides. A pilot Joint Warrant Officers course for Tier A and B Warrant Officerswill be also be conducted in late 2012.

Leave and Study Periods. Three one week periods exist within the course program forclearing leave, and to complete reading and preparation related to course work. APS membersare advised that the College will be closed under the shutdown provisions of DeCA F15.23during these periods. These periods each coincide with one week of the respective ACT andNSW school holiday periods and are as follows:

Saturday 14 — Sunday 22 April,

Saturday 14 - Sunday 22 July, and

c. Saturday 29 September - Sunday 7 October.

Extra-Recreational Leave. In accordance with the PACMAN, you may be granted ERLto compensate for extended duty related absence away from ACSC.

Mess. Mess membership is compulsory for all military course members and staff. It isstrongly encouraged for all civilian course members and staff. The current Mess subscriptionsare $15 per month. This cost contributes to functions throughout the year and funds dailymorning tea.

Meals. The Weston Creek Mess serves lunch daily at a current cost of $7.00 and isavailable to course members, staff and other ADC staff and Defence members. Mess guests aresubject to the current cost of $22.00 for this meal. Take-away meal options are also available.

Coffee Mugs. Polystyrene cups will not be provided during 2012. If you drink hotbeverages you will need to bring your own mug/cup with a lid.

Pre-Course Preparation. There is no formal pre-course requirement. Revision of Englishgrammar is useful along with types of Defence correspondence.

Medical Facility. The ADC medical facility is located in the main ACSC building(Geddes Building) and is open 0730 to 1230 Monday to Friday. Medical treatment outside thesetimes is provided through the Duntroon Health Centre or via the Defence health hotline on 1800IMSICK (1800 467 425).

Dental Health Care. ADC utilises the Russell Health Centre for dental treatment. You canbook treatment through (02) 6265 5979.

Parking at ACSC. There is designated parking for course members within the college.Car-pools are also encouraged in addition to cycling to reduce demand for car spaces.

ECSI 360° Reporting. ACSC will offer course members the opportunity to participate in360° reporting in 2012. A briefing on the concept and benefits of the process will be providedduring the orientation week.

8240726 LTCOL Peter Power

LTCOL Power was born in Nowra, NSW on 28 March 1967. He enlisted into the Army on 13 Jan 1987 and graduated from the Royal Military College, Duntroon in June 1987. LTCOL Power has held a range of regimental, staff, training and representational appointments. Regimental appointments as a junior officer have been in the 5th/7th Battalion (Mechanised), The Royal Australian Regiment, as a Infantry Platoon Commander and Mortar Platoon Commander; the 1st/19th Battalion, The Royal New South Wales Regiment as Adjutant. At field grade in the 1st Battalion, The Royal Australian Regiment, as Officer Commanding Alpha Company. Staff appointments have included; Staff Officer Grade Two - Dismounted Combat and Staff Officer Grade One – Concepts, both at the Force Development Group, Land Warfare Development Centre. While serving at FDG he worked on development of Infantry capability co-authoring the paper “Infantry 2012” and contributed to the ABCA program in the Manoeuvre Working Group and Futures Support Group. During 2006 LTCOL Power completed a staff augmentation to Strategic Operations Division on the OP ASTUTE desk. Instructional duties have included, Tactics Instructor, Royal Military College in 1995/96 and Directing Staff at the Australian Command and Staff College, Weston Creek, ACT in 2006/07. In 2000 LTCOL Power attended the Army Command and Staff College, Fort Queenscliff, attaining a Masters Degree in Strategic Studies. Afterwards LTCOL Power was assigned to the United States Marine Corps Warfighting Laboratory in Quantico, VA, USA. Here he worked within Project Metropolis exclusively on tactics, techniques and procedures for combined arms urban operations. LTCOL Power has operational service as a Military Observer in the United Nations Truce Supervision Organisation (UNTSO) in 1997/98, on Operation CATALYST as the JTF 633 Liaison Officer to the US Brigade Combat Team in central Baghdad in 2004 and on Operation CALALYST in 2006/07 as the Commanding Officer Australian Army Training Team Iraq Rotation 7 with the principle responsibility of providing Trainer/Advisers for duty with both Iraqi Army and US Army units. In January 2008 LTCOL Power was appointed as the first Commanding Officer of the newly amalgamated 31st/42nd Battalion, The Royal Queensland Regiment. As of January 2010, LTCOL Power will resume a position as a Directing Staff member at the Australian Command and Staff College, Weston Creek, ACT. LTCOL Power is married to Karen, who is a Speech Pathologist and they have a newborn son, Nicholas Alexander. LTCOL Power is passionate about sport, particularly rugby, road cycling and squash and also enjoys military history, gardening and cooking.
