Active and Non active partners share other general obligations : IPR, checks, reviews, audits and confidentiality DG-DEVCO Funding: €8 million project to be coordinated by RedCLARA Funding to support roll-out of Latin American network GÉANT and EU NRENs in BELLA are invited to be associates. • BELLA Objectives• Procure long-term IRU (25 years or more) for 40% of cable pair spectrum on direct cable connecting Europe
and Latin America• Funding from DG-GROWTH, DG-CONNECT and Latin American NRENs
• Build out optical fibre network in Latin America• Funding from DG-DEVCO and Latin American NRENs (cash and in-kind)
• BELLA Consortium• BELLA Consortium to be established to ensure coordination among EC projects and describe long-term
BELLA operations• Members to include GÉANT & RedCLARA plus sub-set of NRENs from EU and LA:
• Europe: DFN, FCCN, GARR, RedIRIS, RENATER• Latin America: CEDIA (Ecuador), RAAP (Peru), RENATA (Colombia), REUNA (Chile), RNP (Brazil)
• BELLA Consortium Agreement being drafted to reflect roles and responsibilities, access for EU & LA R&E networks to capacity procured, etc.

• DG-GROWTH Funding:• Through Service contract to provide €8.56 million euros to support acquisition of transatlantic spectrum• Funding is to ensure right of use of one lambda on transatlantic spectrum for Copernicus• GÉANT to be the contracting party with DG-GROWTH• Additional funding from GROWTH possible beyond initial three-year period to cover operations costs and
capacity upgrades• Contract negotiations on-going with signature expected no later than mid-November to meet EC funding
commitment window• In advance of procured service from Seac cable operator so commitments will be phased
• funding to be released in line with milestones achieved by sea cable provider• The General Assembly are invited to note progress towards request to Board for contract approval at Board
meeting on 27/10/15
• Consortium Agreement between Bella consortium partners• Discussions to finalise consortium agreement are on-going• Final version expected mid-November. Signatures by consortium members to follow.
