Dear Colleagues and Friends, WELCOME to the South Carolina Primary Health Care Association’s Annual Front Office, Revenue Cycle, Advocacy and Outreach Network Retreat! This year’s theme, Linking Community Health Centers for Success, highlights the opportunities to work together and link resources to better serve our patients, employees, and the community. As we grow and expand access to quality care, let’s take a moment to realize the crucial role we continue to play in the healthcare system. This retreat will allow you to build on the CHC’s tremendous growth by providing you with a valuable and educational training experience. The retreat includes sessions that seek to address the challenges faced by health centers in the state such as improving the patient experience, moving beyond communication road blocks, and building a successful team. We have assembled a group of experts who will share best practices and facilitate dialogue designed to encourage collaboration, promote better communication, and impart strategies to meet the diverse needs of our patients and communities. Who we Are

The South Carolina Primary Health Care Association (SCPHCA) is a 501c3 membership organization that represents South Carolina’s community health centers, which are an integral part of the state’s primary health care system. Twenty-one health centers and the statewide Migrant Health Program provided affordable, community-based, and coordinated preventive and primary health care services to more than 364,000 patients in 2015. Community health centers provide high quality primary health and dental care to patients while reducing inappropriate emergency room usage, overall health care costs, racial and ethnic health disparities, and other barriers to care.

Our Mission

The mission of the South Carolina Primary Health Care Association (SCPHCA) is to provide a unified supportive infrastructure that facilitates access to community based primary, behavioral, and other health care services to every community in South Carolina.

Of the many road hazards that exist today, few are more dangerous than the dreaded blind spot. It is a phenomenon that baffles the vision because there is an apparent “hole” in our side mirrors. The same “hole” exists in our view of us. How we see ourselves is obscured by our own bias and lack of self-awareness. In this presentation, the listener will be challenged to rethink how they think about their interactions with others. Tough questions will be posed and new calls to action given. The first interaction is usually with the front office staff. In this session, administrative personnel will learn how to impact the patient’s visit positively using professionalism, lasting first impressions, and excellence in communication. Participants will learn the

Outreach and Advocacy Networks (Combined Session) Session Topic: An Innovative Model and Approaches for Engaging Medicaid Expansion Advocacy Efforts Whitney Griggs, Georgians for a Healthy Future Heather Bates, LMSW, Families USAMeeting Rooms #104-105 Session Description: How do assisters and advocates maintain momentum for potential future Medicaid expansion? This session will spotlight long-term campaigns by the Georgia-based nonprofit, Georgians for a Healthy Future. Participants will discuss how to get involved in advocating for Medicaid expansion within their scope of work. Georgians for a Healthy Future and Families USA will review tools and resources to help facilitate these efforts. Participants will also discuss the ability to define assisters’ advocacy roles within health centers. Revenue Cycle Network Session Topic: Revenue Cycle 360 Jayson Meyer, Synergy BillingMeeting Room #107 Session Description: Presenting for the first time in South Carolina, Jayson Meyer is one of the nation’s leading experts on revenue cycle management. He has vast experience in working with FQHCs. His session will provide an overview of the Revenue Cycle from front office to billing and collections. The average FQHC has an insurance billing and collection rate of 75 percent or less. This is excluding self-pay or slide patients. Since billing for an FQHC touches so many components of an organization, it can be challenging to identify breakdowns in the billing process. Many times there are disconnects between financial management and the billing department and problems are not identified until it’s too late – when revenue has come to a standstill. Mr. Meyer will explain how he has ‘reverse engineered’ the revenue cycle to achieve collection rates of more than 90 percent.

Callahan, MA, Horizon Consulting Group, LLC Meeting Rooms #102-103 Session Description: Get the communication going! The workplace is a never-ending cascade of communication from how we deliver information, our choice of words, and the use of body language. This session will identify the tools of good modeling behavior in communication, how to minimizemiscommunication, and how to move quickly to get beyond communication roadblocks.

Concurrent Sessions I continued five Principles of Professionalism and the four Functional Areas of Communication to include telephone etiquette. Upon completing this session, participants will be able to build a reputation for compassionate care and competency by using the skills taught during this session.

Outreach Network Session Topic: Four! Are you ready? (Part 1)Heather Bates, LMSW, Families, USA Meeting Rooms #104-105 Session Description: This two-part workshop series provided by Families USA is specific to enrollment assisters and will address goal-setting for outreach and in-reach training, mentorship, advocacy and more. The session will ask participants to plan for year-round work and look ahead at an open enrollment game plan based on lessons learned and best practices. Advocacy Network Session Topic: Advocacy Center of Excellence Program Jennifer Buschick, MPA, South Carolina Primary Health Care Association Meeting Room #106 Session Description: The National Association of Community Health Centers (NACHC) recently released the Advocacy Center of Excellence (ACE) Program. This program recognizes health centers that have achieved certain measures of advocacy success and demonstrated ongoing commitment to advocacy by making it an organizational priority. It also encourages health centers to incorporate advocacy as an element of operational excellence and establishes a framework for building a solid advocacy foundation. There are three levels of ACE status: Bronze, Silver, and Gold. During this session participants will discuss what is required to reach each level of ACE status and begin setting strategic goals at the local and state level in order to achieve ACE status at our Centers.

Revenue Cycle Network Session Topic: FQHC PPS Medicare Billing Jayson Meyer, Synergy Billing Meeting Room #107Session Description: This session will cover FQHC PPS Medicare billing basics including lessons learned and next steps. The new Medicare PPS rules went into effect on October 1, 2014. FQHCs not following the rules and billing procedures could face a 30- 50 percent decline in Medicare revenue. Alternatively, understanding the Medicare PPS guidelines can represent up to a 40 percent increase in Medicare collections. 2:00 pm-2:30 pm Refreshment Break Billing Station Open 2:30 pm-4:00 pm Concurrent Sessions III

Front Office Staff Session Topic: Improving the Employee Experience in the Primary Care Setting Betty Parker, CPLP, Sharper Development Solutions, Inc. Meeting Rooms #102-103 Session Description: An employee can be only as effective as the environment in which he or she works. A workplace that ignores the needs of its employees is a workplace that will struggle in its growth and productivity. In this session, participants will learn how they impact their own work environment through attitudes, commitment to the team, and putting in their best work. Being more self-aware can help anyone to think about how they treat others, but knowing how to take that knowledge of self and make adjustments so that a workplace of harmony and teamwork is developed takes real effort. Participants will learn how to be more emotionally intelligent and self-reflective. Participants will also learn how to help reduce stress in the workplace while simultaneously reducing burnout for themselves and the people they work with every day.

There are a number of observances and other events this summer that provide SC Community Health Centers with collaboration opportunities. During this session, we will create a plan through August that will focus on internal and external PR and Advocacy outreach opportunities that highlight such events as Men’s Health Month; Father’s Day; Fourth of July; and National Health Center Week.

Speaker Biographies

Heather Bates is a licensed social worker with more than 20 years of experience in the fields of aging, geriatrics, and health policy. She is the Deputy Director of Enrollment Assister Network at Families USA. In this position she works with enrollment assisters to provide training and technical assistance related to designing enrollment assister programs, developing outreach strategies and communicating effectively with consumers. Prior to this position, Ms. Bates was Regional Manager for Enroll America’s Get Covered America campaign. The goal of the campaign was to reach consumers and help them enroll in health insurance under the Affordable Care Act. Ms. Bates has held several other positions in health care advocacy. She was Vice President of Client Services at the Medicare Rights Center, a national nonprofit, for more than five years. In this position, she redesigned the Client Services programming from the ground up to increase training for professionals and expand the capacity of those helping people enrolled in Medicare and Medicaid. Ms. Bates obtained her bachelor’s degree at Ohio University and is a graduate of New York’s Hunter College School of Social Work. Jennifer Buschick, MPA, Public Affairs Consultant South Carolina Primary Health Care AssociationJennifer Buschick is the Public Affairs Consultant for the South Carolina Primary Health Care Association. Ms. Buschick has more than 20 years of public affairs experience working for the U.S. Department of Health and Human Services (HHS) and the U.S. Army. Ms. Buschick manages marketing and public relations efforts for the SCPHCA including managing its social media presence and media relations. She monitors and maintains expertise on state and federal health legislation that may impact community health centers and their patients. She also provides technical assistance and consultation services to CHCs on legislation and serves as the National Association of Community Health Centers State Legislative Coordinator for South Carolina. Ms. Buschick is currently a military spouse who has also served as the Program Director for the Affordable Care Act navigator program in El Paso, Texas and prior to that, the Public Information Director for U.S. Forces Korea in Seoul, South Korea. She also served as the the Deputy Director of Communications (Public Affairs) for the Office of the Assistant Secretary for Health at HHS in Washington DC. She has a Masters in Public Administration from the University of San Francisco.

Sheri A. Callahan, MA, PresidentHorizon Consulting Group, LLCSheri Callahan is President of Horizon Consulting Group, LLC (HCG) based in Columbia, SC. Since 2000 HCG has worked across industry lines, both domestically and internationally partnering with clients to tackle the challenges of performance, workplace behavior and team development. Additionally, Ms. Callahan brings to her experience a Master’s in Human Behavior and Conflict Management, nationally recognized professional development accolades and extensive work in training, facilitation, mediation and leadership coaching.

Crystal Evans, MS, MPH, Manager of Clinical Quality Improvement and Health Care Access South Carolina Primary Health Care AssociationAs the Manager of Clinical Quality Improvement and Health Access for the SC Primary Health Care Association (SCPHCA), Crystal Evans develops, coordinates, and implements statewide clinical initiatives in support of the ongoing growth and development of the primary care safety net. In addition, she provides training and technical assistance to the clinical leadership at community health centers and other member organizations in the areas of quality improvement models/processes and chronic disease related issues. Ms. Evans also oversees the coordination of SCPHCA’s Health Insurance Marketplace assistance efforts across SC; provides training and technical assistance related to the marketplace to health centers; and implements the SCPHCA’s Faith and Health and Special Populations Initiatives. Ms. Evans received her Bachelor of Nursing degree from North Carolina A&T State University; Masters of Public Health from the University of South Carolina; and Masters of Arts in Biblical Exposition and Theological Studies from Columbia International University.

Whitney Griggs, Outreach & Engagement Manager Georgians for a Healthy Future Whitney Griggs is Georgians for a Healthy Future’s Outreach & Engagement Manager. Ms. Griggs conducts outreach, education, and advocacy on health care policy issues. Ms. Griggs came to GHF from the Healthy Mothers Healthy Babies Coalition of Georgia, where she was lead health navigator. As a health insurance navigator, she provided enrollment assistance for the Health Insurance Marketplace to consumers in rural Georgia. In this role she also conducted extensive outreach throughout the state to inform consumers about the Affordable Care Act and the new health insurance options available under the law. Prior to her role as a navigator, Ms. Griggs worked for Healthy Mothers Healthy Babies as an Information and Resource Specialist for health care referral service, called the Powerline. In this position she helped find and verify health care providers throughout the state for the referral line. She has also worked in the Child Life Division at Children’s Healthcare of Atlanta. Ms. Griggs is currently pursuing her Masters in Public Health at Emory University and earned her B.S. in Psychology with a focus on Biological Psychology from Clemson University.

Jayson Meyer, CEO Synergy Billing Jayson Meyer is the founder of several businesses and for the past fourteen years he has been an innovator in health care information technology and revenue cycle management. His experience includes managing Federally Qualified Health Centers, oversight of revenue cycle operations, developing medical practice management software systems, running medical billing departments, building network data centers, developing specialized HIPAA software for the health care industry, and he has written and published a book for Prentice Hall on HIPAA transactions, privacy, and security (HIPAA: The Questions You Didn’t Know to Ask, 2003 Prentice Hall Publishing). While his roots are in technology his passion has been helping health centers improve their profitability and increase access to quality patient care. As a technology expert with real world health care experience Mr. Meyer helps health centers run more efficiently and collect more of their money, faster. Mr. Meyer has been featured on the Oprah Winfrey show (November 2000), CBS 48 hours (October 2000), and in the WallStreet Journal (June 2000).

Betty Parker, CPLP, Leadership Consultant Sharper Development Solutions, Inc. Betty Parker is a professional speaker, author, and trainer. She provides engaging presentations and training to corporations and individuals who have a desire to grow professionally and personally. Her degree in broadcast journalism from Louisiana State University affords her the educational background to write and speak professionally. She is a communications expert with nearly 30 years experience hosting radio programs, making corporate sales presentations, and providing training and coaching in the public and private sectors. Ms. Parker began her career as a sales trainer in 1998 while a key account manager for 15 years in the biotech industry. She started her own training company, Sharper Development Solutions, Inc., in 2006 and served as a licensee for Crestcom International, a premiere leadership development franchise organization. Ms. Parker has educated thousands of leaders and staff across the country in leadership skills. She is a Certified Professional in Learning and Development as granted by the Association for Talent Development.

Tycie Sellers, CDA, MHA, Provider Engagement Representative DentaQuest Tycie Sellers has been with DentaQuest since March 2011 serving as the Provider Engagement Representative for the SC Healthy Connections dental program. She is the primary contact person for providers and staff members to improve their understanding of dental benefits, policies, and procedures. Ms. Sellers completed her Associates in Health Science-Certified Dental Assistant in 1998 from Florence-Darlington Technical College. She has over 13 years of experience in pediatrics and general and cosmetics dentistry that range from chairside and hygiene to front office and insurance. While working in cosmetic dentistry, she received LVI training on various cosmetic dental restoration and neuromuscular dentistry. She later received a Masters in Healthcare Administration and is currently working towards her Master of Business Administration with a minor in Entrepreneurship. Ms. Sellers resides in Hartsville, SC with her 13-year-old son. Her oldest son is away serving in the United States military.

Jimmy Wooten, Interim Public Relations and Marketing Coordinator New Horizon Family Health Services, Inc. Jimmy Wooten is the Interim Public Relations and Marketing Coordinator for New Horizon Family Health Services in Greenville, South Carolina. Mr. Wooten graduated from Appalachian State University in Boone, North Carolina in 2006 with a Bachelor’s of Science in Recreation Management with a Minor in Business Administration. He began his Community Health Center career in 2013. In his role, he establishes and maintains strong relationships with organizations and other non-profit community groups. His background in special event planning has led to successful events throughout the Upstate of South Carolina promoting New Horizon Family Health Services. He establishes positive relationships with elected officials and state organizations for advocacy efforts as well as implementing and creating social media, print, and direct marketing strategies and projects for community outreach and education. Mr. Wooten has been married to his wife Aubrey since 2009 and they have a young son named Carter. They are expecting another boy in early July.
