Netballisanexciting,fastandskilfulgameoffaircontest.Itisagameinwhichtwoteamsofsevenplayerseachstrivetokeeporgainpossessionoftheball.

Theteamwiththeball,throughrunning,jumping,throwingandcatching,attemptstomovetheballintoitsgoalcirclefromwhereagoalmaybescored,whiletheopposingteamusesdefensivemovementsandstrategiestopreventthisandtogainpossession.Theteamwiththegreaternumberofgoalsisthewinnerofthematch.

Playershavespecifiedareasinwhichtheycanmove.Playrestartsaftereachgoalwithteamshavingalternatepossession.

TheRulesarebasedonthecorevaluesofequalopportunity,fairplayandrespectforanopponent’sskillandsafety.

• ItistheresponsibilityofplayerstoensurethattheyarephysicallyandtechnicallypreparedinamannerthatenablesthemtoplaytheGame,complywiththeRulesandparticipatesafelyinasportingandfairmanner.Thisincludesrespondingtorulingsmadebytheumpiresandadjustingplayaccordingly.

• ItistheresponsibilityofthosewhocoachorteachtheGametoensurethatplayersarepreparedinamannerthatensurescompliancewiththeRulesoftheGameaswellasanunderstandingofbothsportingbehaviourandsafepractices.

3.1.1CourtThecourtisrectangularinshapeandislevelandfirm.Thesurfaceshouldbewooden(preferablysprungwooden)butmayconsistofothermaterialprovidedthatitissafetoplayon.

(i) Thetwolongersidesarecalledsidelinesandmeasure30.5m(100ft).

(ii) Thetwoshortersidesarecalledgoallinesandmeasure15.25m(50ft).

(iii) Twolinesparalleltothegoallinesdividethecourtintothreeequalareas.Theselinesarecalledtransverselines.Themiddleareaiscalledthecentrethirdandthetwoendareasarethegoalthirds.

(iv) Acircle0.9m(3ft)indiameterislocatedinthecentreofthecourt.Thisiscalledthecentrecircle.

(v) Agoalcircleislocatedateachendofthecourt.Thisisasemi-circleofradius4.9m(16ft)whosecentreisthemid-pointoftheoutsideofthegoalline.

(vi) Alllines(preferablywhite)are50mm(2in)wideandarepartofthecourtareatheyoutline.

3.1.4PlayingEnclosure

(i) Abenchzoneislocatedimmediatelyadjacenttothefieldofplay.Theofficialbench,umpires’benchandteambenchesarealllocatedononesideofthecourtinthebenchzone.

(ii) Theplayingenclosureconsistsofthefieldofplayandthebenchzone.Entrytotheplayingenclosureduringamatchislimitedtothosepersonswithofficialeventaccreditation.

(iii) Ifdesired,anequivalentzoneontheoppositesideofthecourtmayalsobeincludedintheplayingenclosure.Thiszoneistobeusedbymediaandothertechnicalofficialsasneeded.

(iii) Aperiodofplaymustnotexceedthespecifiedplayingtime,exceptthatifateamisawardedapenaltypassinitsattackinggoalcirclebeforethetimekeepersignalstheendofplay,theumpirewillblowthewhistletoendtheperiodofplayandadvisetheplayersthattimeisbeingextendedforthepenaltypasstobetaken.

(iv) Anintervalmaybeextendedbytheumpiresforanemergency.

4.2 EXTRATIMEBeforeamatchbeginstheeventorganisermayadviseteamsandumpiresthat,intheeventthatscoresaretiedatfull-time,extratimewillbeplayedtodetermineawinner.Thelengthofeachhalfwillalsobespecified.Thefollowingprocedurewillapply:

5.1TEAM(i) Beforethestartofamatch,thenamesofallplayersandteam

officialsmustbeprovidedtothescorers.Eachteamnamesoneplayerascaptain.

(ii) Duringamatch,aminimumoffiveandmaximumofsevenplayersfromateammaybeonthecourtatanyonetime,oneofwhommustplayasCentre.(a) Ifateamdoesnothave5playersavailabletheumpireswill awardthematchtotheopposingteam.(b) Ifateamhasmorethan7playersonthecourt,additional playersareimmediatelysentfromthecourt.Sanction: Penalty pass where the ball was when play was stopped and a player from the infringing team allowed in the playing area stands out of play.

(c) Iftheadditionalplayersdelayleavingthecourt,theumpirewill penalisetheinfringingplayersfordelayingplay.

(iii) Eachteamisallocatedateambenchwhereteamofficialsandbenchplayersarelocatedduringplay.Benchplayersmayleavetheteambenchduringplayforavalidreason(suchastowarmup).

5.1.1Players(i) Duringamatchplayersmustwear: (a) Registeredplayinguniformandsuitablesportsfootwear(spiked

solesarenotallowed). (b) Playingpositioninitials150mm(6in)highwhichmustbe

clearlyvisibleandwornabovethewaist,frontandback.

7.1.1ConditionsforallSanctionsSanctionsareawardedtoateamandmaybetakenbyanyplayerallowedinthearea.Theplayertakingthesanctionmust:

(i) Takeupthepositionindicatedbytheumpireasfollows: (a) Forafreepass:thepositioniswheretheinfringementoccurred. (b) Forapenaltypass:thepositioniswheretheinfringerwas

standingunlessthisdisadvantagesthenon-infringingteam.Sanction:Free pass. If a player deliberately or repeatedly takes a sanction from the incorrect position, the player will be penalised for delaying play [Rule 13.2.1 (i)].

(ii) Obeythefootworkrule[Rule9.6].Thefootplacedatthepoint indicatedisconsideredasequivalenttoa‘onefootlanding’.Sanction:Free pass.

(iii) Releasetheballwithin3secondsofthesanctionbeingset.Sanction:Free pass.

(ii) Anopposingplayermaynotobstructorcontacttheplayertakingapenaltypassbeforetheballhasbeenreleased.

Sanction:Penalty pass where second infringer was standing and both infringers stand out of play.

(iii) IfGoalShooterorGoalAttacktakesapenaltypassinthegoalcircle,theplayermayeitherpassorshootforgoal.Ifthishasbeenawardedbuthasnotbeentakenwhenthetimekeepersignalstheendofaperiodofplay,theumpirewillblowthewhistletoendtheperiodofplayandadvisetheplayersthattimeisbeingextendedforthepenaltypasstobetaken.

(iv) Aplayerwhoiscorrectlypositionedtotakeapenaltypassmaychoosetoplaytheballbeforethesanctionhasbeenset.Iftheplayerchoosestoplaytheballimmediately,theinfringermaynottakepartinplayuntiltheballhasbeenreleasedormakeanyattempttointerceptthepenaltypass.

Sanction: A further penalty pass is awarded (which may be advanced if it is judged to be delaying play).

7.2 ADVANTAGEAteamshouldnotbedisadvantagedwhenanopponentinfringes.Inparticular,theumpireshouldrefrainfromblowingthewhistleforaninfringementwhenbysodoingthenon-infringingteamwouldbedisadvantaged.

(i) Theumpireindicatesanadvantageisbeingappliedby: (a) Calling‘advantage’andstatingtheinfringement. (b) Usingtheumpirehandsignalforadvantage[AppendixB].

(ii) Ifthewhistleisblownforaninfringementthesanctionmustbeawarded,exceptthatifagoalisscoredthatistotheadvantageofthenon-infringingteam,theumpirewillawardthegoal.

(a) Iftheteamtakesthecourtwithin30seconds:theoffendingteam willbepenalisedimmediatelyfollowingthewhistleforthecentrepass.Sanction:Penalty pass taken in centre third by the transverse line at the goal end of the non-infringing team. The whistle is blown to start play then the infringement is penalised. The Centre stands out of play for the penalty pass.

(b) Iftheteamisnotabletotakethecourtwithin30seconds:the umpireswillawardthematchtotheopposingteam.

(ii) Ifateamdelaystakingthecourtafterastoppagewhenrequestedbytheumpires,theumpirespenalisetheteamfordelayingplayassoonasplayresumes.Ifplaywasduetorestartwithacentrepass,thesanctionisawardedimmediatelyfollowingthewhistleforthecentrepass.

Sanction:Penalty pass which is advanced (unless the non-infringing team is disadvantaged). The whistle is blown to start play then the infringement is penalised. The captain is cautioned and the Centre stands out of play for the penalty pass.

1.The sanction may be advanced up to half a third (this may be to inside the goal circle if play was due to restart in the goal third). 2.The Centre stands out of play at the new position. If this is in the goal circle the Centre moves to the edge of this area.

8.2 CENTREPASS(i) Playisstartedatthebeginningofeachquarter/halfandaftereach

goalbyacentrepass.ThecentrepassistakenalternatelybytheCentreofeachteam.

whollywithinthecentrecircle.Sanction:Free pass in centre circle. The whistle is blown for the centre pass then the infringement is penalised.

(iii) Allotherplayersareintheirrespectivegoalthirdsandarefreetomovebutmustnotenterthecentrethirduntilthewhistlehasbeenblowntostartplay.

Sanction:Free pass in the centre third near the transverse line where the player entered the centre third. The whistle is blown for the centre pass then the infringement is penalised.

(iv) Iftwoopposingplayersenterthecentrethirdsimultaneouslybeforethewhistleisblown:

(a) Ifneitherplayermakescontactwiththeballtheyarenot penalisedandplaycontinues.

(b) Ifeitherplayercatchesortouchestheball,eitherwhilestanding inthecentrethirdorimmediatelybeforeorafterlandinginthe centrethird,atossupistakenbetweenthetwoplayers concernedwheretheplayercaughtortouchedtheball.

(c) Ifoneumpireblowsthewhistleforasanctionandtheother umpireindicatesanadvantagehasapplied,thesanctionwill stand.

8.2.2ControllingtheCentrePass(i) Whenthewhistleisblowntostartplay,theCentreinpossessionof

theballmaystepoutsidethecentrecirclebutmustobeythefootworkrule[Rule9.6].Ifwhenthewhistlewasblown:

(a) Onlyonefootwaswhollyinsidethecentrecircle,thisfootwillbe consideredthe‘landingfoot’.

13.2FOULPLAYFoulplayisanythingaplayerdoeswithinthefieldofplaythatiscontrarytotheletterandspiritoftheRulesoftheGameordoesnotmeetacceptedstandardsofgoodsportsmanship.Itincludesunfairplay,dangerousplayandmisconduct.

13.2.1UnfairPlayAplayermustnotplayunfairly.Thisincludesdelayingplay,intentionalinfringing(includingwhentheballisnotinplay),persistentinfringing,intimidationorretaliation.

(i) Delayingplay Aplayermaynotintentionallywastetimeordelayplay.Sanction:Penalty pass which is advanced (unless the non-infringing team is disadvantaged) and the player is cautioned.

1. The sanction may be advanced up to half a third (this may be to inside the goal circle if the infringement is in the goal third).

2. The infringer stands out of play at the new position. If this is in an offside area the infringer moves to the edge of this area.

(ii) Intentionalinfringing Aplayermustnotintentionallyinfringeanyrules.Sanction:Penalty pass and the player is cautioned. If the playercontinues to infringe either a warning will be given or, ifconsidered appropriate, the umpire will suspend the player.

(iii) Persistentinfringing Aplayermustnotpersistinrepeatedlyinfringingaruleorcombination

13.2.2DangerousPlayAplayermustnottakeanyaction,eitherrecklessordangerousthatcouldaffectthesafetyofanotherplayer.Suchactionsmayincludebutarenotlimitedto:

(i) Punching,kicking,trippingorstrikingaplayerwithanypartofthebody.

(ii) Causingaplayerintheairtofallbymovingintothepathofthatplayer.

Sanction:Penalty pass and the player is either cautioned or given a warning. In a serious case the umpire will suspend the player.

(ii) Actionscontrarytogoodsportsmanship Aplayermustnotactinamannercontrarytoacceptedstandardsof

goodsportsmanship.Sanction:Penalty pass and the player is either given a warning or suspended. In a serious case the umpire will order the player off.

RULE13.GAMEMANAGEMENT(i) AnumpiremustactifFoulPlayisobservedandtheRulesprovide

clearconsequencesforunfairplay,dangerousplayandmisconduct.Umpiresareexpectedtoruleaccuratelyaswithanyotherinfringement.Theyshouldnotavoidmakingdifficultdecisionsregardlessofthetimeelapsedinamatchorwhattheresultingconsequencesmaybe.Whileumpiresareexpectedtosetandmaintainclearstandardsandtonethroughoutamatch,playersareultimatelyresponsibleforchangingtheirownbehaviour.

(ii) Umpireshavearangeofstrategiestocontrolamatchbeforeresortingtoformalgamemanagement.Theseshouldbeappliedinawaythatisnotofficiousorarrogant.Whenusedskilfullyandwithunderstanding,thesestrategieswillassistinminimisinginfringementsbyensuringplayersareawareofthestandardsrequiredofthemsotheycanadjusttheirplayaccordingly.

Strategiesmayincludethefollowing:• Wisechoicebetweenuseofwhistleoruseofadvantage.• Changeindelivery.• Informaladvice.• Holdingtimetospeaktoplayers.

Itisexpectedthatthesestrategieswillbeusedappropriatelyasthematchcontextrequires.FormalgamemanagementmustbeappliedwhenFoulPlayoccurs[Rule13.2].
