l What Is Net For Every Juan Or N4EJ? 

l Net for Every Juan or N4EJ is a private sector-

led advocacy and social enterprise in

partnership with the academe, civil society andthe public sector to bring the full benefits of 

broadband internet to as many rural barangays

and public schools as possible, beginning with

Region 1, by putting up Internet Service

 Access and Action Centers (ISAACs) at the

Provincial, City/Municipal and Barangay Level.

N4EJ intends to bring ICT-based knowledge

to as many Philippine barangays and

public schools as possible - thereby

bridging the digital divide and connecting

rural communities to the world, thus the

tagline: Knowledge for Every Juan or in

the vernacular, Kaalaman sa Bawa t Pamayanan or Kaalaman sa Bawa t 

Paaralan.

l How Does An ISAAC Operate?

l Internet Service Access and Action Centers

(ISAAC) are what used to be known as Internet

Cafés. ISAACs will revolutionize the ICafeConcept by bringing at least 10 Core Services 

that would connect the barangay and schools to

development organizations and institutions, the

local government units (LGUs), nationalgovernment agencies (NGAs) and the rest of the

world.

l How Does N4EJ Hope To Achieve This? 

l On June 12, 2010, N4EJ will put up its 1st

Regional ICT Development, R&D and Training

Center to train hundreds of young people under the Youth for the Future Movement (YFM)–

Human Resource Development Program or 

what is referred to as the new KKK or Kilusan

ng Kabataan para sa Kinabukasan.

l What Is The Role Of The YFM/KKK ProgramIn The Net For Every Juan Advocacy? 

l Over 112 years ago, Jose Rizal said that theyouth are the hope of the Motherland. Taking

this prophetic vision of Rizal, N4EJ will nowembark on a massive Human ResourceDevelopment Program to train, equip and deployhundreds if not thousands of young people fromages 15 and up to man N4EJs and serve asYouth Community Development InformationOrganizers that will be put up in rural barangaysand schools.

l Beginning from a Core of 12 YFM/.KKK National

Council, N4EJ will plant the seeds for National

Youth Trainers and Organizers. In the medium-

term, YFM/KKK hopes to set-up as many localcommunity and school-based chapters who will

eventually be a strong ICT-based knowledge

resource pool to enable the country to create

HIGH VALUE PRODUCTS AND SERVICES for export to the world.

l Under the Supervision of then N4EJ RegionalICT Development, R&D and Training Center and through Partnerships with the ICT Industry,the Academe and the Government, YFM/KKK

will conduct N4EJ/ Barangay-based ICTLearning Programs to enable rural youth andstudents to reach high proficiency levels in ICT.Scholarship programs will also be rolled out for highly proficient students who will eventually be

encouraged to put up ICT-based micro tomedium scale enterprises which will besupported and encouraged by N4EJ

l What Happens 10 Years From Now In 2020? 

l In 2020, we will see a different Philippines.

N4EJs in majority of the nations 42,000

barangays run by YFM/KKK members, new ICT-based enterprises, hundreds of ICT experts, a

whole new and very strong High Tech Industry

with high value jobs and with Filipinos working

as ICT Expats, exporting knowledge to theworld.

l What Does This Mean For The Philippines? l In economic terms, more ICT enterprises would

mean more jobs for more Filipinos, increasingpurchasing power of millions of households,

thereby powering the economy by increasing theGross Domestic Product (GDP). This wouldmean higher tax collections for the Government,enabling it to bring more basic services to morepeople. In industry terms, this would mean thatmore Filipinos are able to export ICT-basedproducts and services to other countries bringingin more monetary resources for domestic needs.

l  In environmental terms, this would mean cleaner technologies, less dependence on foreign oil because of the development of renewable sources of energy, lessneed for exploitation of natural resources and more

efficient energy systems.l  In political terms, this would mean the development of a

culture of efficiency among Filipinos, which would nowfrown on corruption and red tape, why? Because in aculture of efficiency, corruption should not exists as it

slows down the delivery of basic services that wouldneed to be brought to the people in able to support itsHigh Tech enterprises and industries.

l  In educational terms, this would mean that public andprivate schools and the academe would now have toadapt to the needs of the ICT Industry, thus createcurricula that supports the ICT Industry.

l  In moral terms, this would mean that more people willhave access to developmental knowledge, more thanthat of destructive and exploitative content. Suchknowledge could now be used for making applicationsthat provide for closer family ties, greater regard for 

human development and respect for human life andgreater appreciation of Gods plan of justice, peace,righteousness and national abundance.

l How Will The Project Be Financed? 

l Initially, the first 30-50 N4EJs would be

privately financed. Ultimately to

revolutionize the concept multi-lateral

financing would be needed coming from

investors, franchisees, OFW resources,

government-financing and overseasdevelopment assistance.

l This means that, from the resources of 

say, OFWs their children would be

trained to become ICT entrepreneurs, in

due time, OFWs would return to thePhilippines as jobs and enterprises have

become High Value. OFWs would now

be replaced by ICT Expats who willbecome vendors of High Tech products

and services that can be marketed abroad.
