1. Overview

Northwestern part of Shandong is located in the middle and lower reaches of Hai RiverBasin, and other most parts of Shandong belong to the Huaihe River Basin and Yellow RiverBasin. In the south of the Hai River Basin area of Shandong is the Yellow River; in the north,Hebei Province, in the southwest, Henan Province; and in the east, the Bohai Sea. Main riversin the Shandong Hai River Basin area are composed of Zhangwei South Canal, Majia River,Dehui Xin River, Tuhai River, Jidi River, of which, Dehui Xin River is one artificial river

completed in the 1960s; the major section of Zhangwei South Canal is the ancient canal; JindiRiver was a water catchment area of the Yellow River historically, with no water flowing intothe Yellow River any more by now, but passing through the canal northward to form anintegral part of the Hai River Basin.

In history, the farming is mainly in the Shandong Hai River Basin area. The industrialand agricultural development, especially papermaking industry has brought rapid water

quality degradation in this area due to water pollution in recent 20 years. Monitoring datafrom nearly 180 water quality control sections of Shandong Hai River Basin shows that waterquality of the most sections is Class V or below Class V 1 (water quality of the tiny minorityof river sections, Class IV), which cannot meet the use requirement at home. The waterenvironments of rivers, reservoirs and near shore of the Bohai Sea, and the shallowgroundwater have already been polluted. Therefore, the Planning of Hai River Basin WaterPollution Control was worked out and implemented by the State. And also Shandong

Province has conducted the environmental protection plan of Shandong Hai River Basin. Inthe planning and progams, the pollution control of Tuhai River and Majiahe River watersystems was highlighted.

The Hai River Basin water pollution control is attached importance to by both theChinese Government and Shandong Government. Shandong Hai River Basin pollutioncontrol project under implementation is one important part of a series of actions of

ADB-supported Hai River Basin pollution control, totaling 9 subproject components,consisting of Binzhou WWTP, Gaotang WWTP, Shanghe WWTP and Linqing WWTP, LinyiSolid Waste Management, Zouping Solid Waste Management, Linqing Solid WasteManagement, Quanlin Paper Mills WWTP and Changyuan Paper Mills WWTP.

This project shall solve the water pollution problem caused by domestic wastewater,



covers assessment and consultation of community residents’ demand, limited factors andawareness of health care and public sanitary habit; making out of approaches for fostering the

public awareness, such as developing awareness raising materials for making the publicsanitary habit; training of community leaders in order to carry out the family publicawareness action and actively getting involved in the planning, implementation and follow-upof PDA; development of monitoring plan of assessing the impact of communities

participating in water resources and public sanitation control on river water quality, familyhygiene and public sanitation quality.

2. Objectives and tasks

2-1 Objectives

This project is to aim at encouragement of the people in the place where the project islocated to participate in the community public sanitation practice in a sustained manner andimprovement of public sanitation and environmental management condition of the projectfields with help of training and awareness campaign.

The objectives of this project are planed as follows

a) Support to adopt new approaches for implementation of ADB technical assistanceand loan-financed investment projects and also for the control of public sanitation andenvironmental protection;

b) Improve and promote the innovative mechanism of public sanitation andenvironmental improvement activity implemented by the non-government organizations(NGOs), development partners and local communities.

The concrete objectives are to choose a county and/or city from each subprojectcomponent of Shandong Hai River Basin pollution control projects to implement the

proposed activities, train the communities’ leaders and people in the project areas withrespect of public sanitation and conduct awareness campaign on a planned basis, enhance the

public hygiene and environmental protection awareness of community residents, encouragethem to participate in the community’s public sanitation practice actively, improve theenvironmental sanitation control condition of the project areas and realize the health benefits



the pilot demonstration activity, found a project leading group, a specialist group and aworking group.

b) Designate the scope of pilot activity: Choose the project counties and somecommunities with stronger representativeness and typicality as pilot county and pilotcommunity depending on the different characteristics of the project.

c) Carry out the baseline survey and investigation: Evaluate the public sanitaryawareness and sanitary habit of residents, sanitary environment status of communities and

residents participation in public sanitation environment by carrying out the baseline andsurvey investigation of pilot counties and communities. Define problems from the point ofview of beneficiary population and help to identify and design of activities relating to sanitaryand hygiene behaviors.

d) Organize the training and public awareness campaign: Develop a plan of trainingand public awareness campaign , develop training materials and awareness raising materials;enhance the public and environmental protection awareness , encourage families to improve thehygienic and sanitary habit and improve the public sanitation environment quality through thetraining of community residents and public awareness campaign.

e) Implement the monitoring and evaluation: Develop a plan of monitoring andevaluation, conduct participatory impact assessment and monitor and evaluate the impact ofthe project implementation on river water quality, family sanitation quality and publicsanitation environment. Study the hygiene and sanitary behavior and indicator monitoringmechanism to ensure the success of environmental improvement projects.

4. Scope of pilot activity

The pilot and demonstration activity of the community action in hygiene promotioncovers 3 pilot counties and 10 pilot communities.

4-1 Pilot counties

In October of 2006, the project work group held the forums attended by the relevant unitsrespectively with respect to 9 Shandong ADB-financed subproject components and carriedout the field review and investigation. Based on the different characteristics of the subprojectcomponents, 3 subproject component counties with stronger representativeness and typicalitywere chosen as pilot, which are Zouping County (solid waste management), Shanghe County(wastewater treatment) and Gaotang County (industrial wastewater treatment).

a) Tralin Paper Co., Ltd.: Locating 3 kilometers from the north of the county proper,covering an area of 656 mu , with 11000 employees; being papermaking and mixed fertilizers

production enterprise; complete wastewater treatment plants in the factory boundary; entirelyup-to-standard discharge of treated production and domestic wastewater

b) Xipu Village: being 4 kilometers from the north of the county, occupying a livingspace of 150 mu , with 186 households, and 710 villagers, the better public environmentalsanitation condition

c) Dongcui Village: 7.5 kilometers from the north of the county, covering a living spaceof 160 mu , with 185 households, and 567 villagers, the general public environmentalsanitation condition

d) Shiwulipu Village: 7.5 kilometers from the north of the county town, with a livingspace of 245 mu , with 170 households, and 551 villagers, the relatively bad publicenvironmental sanitation condition

5. Baseline investigation and beneficiary evaluation

5-1 Investigating contents(1) Water resources status and public health status of the pilot counties

a) Sanitary environment and water resources status of the pilot counties;

b) Solid wastes and wastewater treatment of the pilot counties and their impact onenvironment;

c) Living standard and health status of local residents;

d) Information on diseases, diseasedness population (adult/children and sex), periodicity/season of attack, incidence, death rate and health impairment related to the waterresources

(2) Public environmental sanitation and residents’ public sanitary status of the pilot

5-3 Beneficiary evaluationAccording to the base investigation, set up an information consulting system of the

project beneficiary and other stakeholders population. Define problems from the point ofview of beneficiary population and help to identify and design project activities relating tosanitation and hygiene behavior.

6. Training of community public awareness

In order to promote active participation of interest-related families effectively and give play to the community’s ability of initiative participation, it is desired to carry on the trainingof the communities’ leaders and other influential personages with respect to the public

participation and plan implementation. The training aims to enable them not only to haveability of initiative participating in plan implementation, but also to retrain the other members

in the community, and organize effectively the community members, including population below the poverty line and women for participating in the activity of community’s publicsanitation field.

7. Public awareness campaign

Through the public awareness campaign, awaken and enhance the public and

environmental protection awareness of the residents in the project areas, pay attention tofostering the fine sanitary behavior, change bad living sanitary habit, impel the public to

realize that the ADB-financed environmental protection construction projects can bring along

benefits only through close combination of normative management of the community



Office of Shanghe County, Environmental Protection Bureau of Gaotang County are

entrusted with planning and holding of the following public awareness campaign:

a) Organize and hold 10 public awareness campaigns on public sanitation and

environmental protection in the pilot communities (villages) of this country by utilizing the

fairs, festival celebrations, holidays respectively;

b) Provide the awareness raising materials in terms of environmental protection to the

selected enterprises and institutions in the pilot communities of this county by stages; c) Choose the suitable places in the pilot communities of the county to make 10 public

awareness boards for the purpose of raising the public health and environmental protection

awareness;

d) Report the special topics on the newspaper, radio station or TV station of this county

8. Community drive development

The community drive development is a kind of the public participation mode,

emphasizing the idea “from bottom to top” and “from top to bottom” and the work method.

The usual practice of the community drive development is that in the development of

community field the available resources and policy-making power how to use these resourcesshall be handed over to the community organization. Under the assistance and supervision,

the local community organizations and persons participate in the design, management,

implementation and evaluation of projects to let the community organizations and persons

become driver of community field development.

This project will utilize the way of community drive development for setting up the public participation plan and development mode with long-efficiency self-development

mechanism:

11. Policy dialogue

According as the logical framework, this project involves municipal fields such as public

sanitation, wastewater treatment and solid waste management. The participation of

community will be closely related to the current management mechanism and laws and

regulations so as to be in need of the extensive policy dialogue to impel the government and

relevant administrative departments to understand the importance and necessity to promote

participation of community and support the training and activity plan.

a) The policy dialogue covers the management and assessment of public sanitation;



The working group of project started working since September 15, 2006. The project will

be completed by three stages:

First stage: Preparatory stage (September 15, 2006 - December 30, 2006)

The team will finish the project inception report, determine the basic contents of public

awareness campaign and training, and develop plan of implementation and conduct the data

investigation during this stage.

Second stage: Project mid-term report stage (January 1, 2007- May 30, 2007) At this stage, the work group of project will complete the survey of community residents,

community staff training, public awareness campaign, outlines of monitoring and assessment

and discussion on the basic mode of community drive development.

Third stage: Project completion report (June 1, 2007 - November 30, 2007)

The work group will finish the development of the project completion report (draft) and

the report of monitoring and assessment; complete the contents of the policy dialogue, seek

for the effective support of the government and help the communities to set up the suitable

participation mode.

13. Problems and issue

This project belongs to tentative and demonstrative action. The significance for the

successful project means bringing forward a sustainable and replicative community drive

development mode that can be accepted and participated in by the people in the project areas

actively through survey, training, dialogue and discussion. In view that the promotion and

establishment of this development mode cover a wide range, which needs the policy dialogue

for many times multilateral exploration policy and fund support from the government



Appendix 1

Baseline investigation program

I. Investigation purpose

Through investigation of water quality and health status of pilot counties andenvironmental hygiene and habitant public health conditions of the pilot communities, thefollowing purposes shall be achieved:

1. According to results of investigation, it is to identify and locate the publicenvironmental hygiene problems existing in the pilot counties and communities, so as toformulate proper training schemes and contents, compile training materials and awarenessraising materials and carry out training and public awareness campaign.

2. Through statistics and summarization of the substrate investigation data, it is to set up

a baseline database for the three pilot counties and ten pilot communities, so as to provided basis for reasonably designing monitoring and evaluating indicators system and comparativeanalysis before and after such activities.

II. Investigation objectives

The investigation objectives shall be the concerned authorities of the pilot counties andthe habitant representatives of the pilot communities.

1. Pilot counties: including public health bureaus, environmental protection bureaus,environment sanitary bureaus, construction bureaus and urban administration bureaus ofZouping County, Shanghe County and Gaotang County.

2. Pilot communities and habitant representatives: including communities and habitantrepresentatives in Zouping County (3), Shanghe County (3) and Gaotang County (4).

IV. Investigation method

On the scientific and workable principle, an all round investigation shall be carried out tothe pilot counties and communities by using documentation method, inquiry method andquestionnaire method; Simple random sampling shall be carried out for pilot communities,with specific steps as follows:

V. Organization and implementation

1. Schedule: January 1 - January 30, 2007.

2. Organization and implementation: The provincial pilot activity working group shall be responsible for for the organization and implementation of the whole investigation. All pilot counties and pilot communities shall provide cooperation in the investigation.

VI. Data processing

The provincial working group shall be responsible for the collection and statisticalanalysis of investigation data. Statistical software such as Excel, SPSS and Micro TSP shall

be used to process the investigation data and set up a substrate database for the three pilotcounties and ten pilot communities.
