TRANSPORTATION
Bangkok Mass Transit System (BTS)
The BTS Skytrain is the safest, most comfortable and convenient way to get around Bangkok. It has
transformed the face of public transportation in the Thai capital. For more information, visit their

Subway (MRT)
The recently opened underground train system (officially called MRT - Mass Rapid transit) reaches
from the Northern train station of Bangsue to Hua Lumphong main railway station in a loop,
connecting with the Skytrain on 3 different stations, namely: Silom, Sukhumvit and Chatuchak

Airport Rail Link (ARL)
The Suvarnabhumi Airport Rail Link starts its official operation since August 2010. To avoid Bangkok’s
congestion, the 28.6 km journey from Bangkok to the international airport is elevated by the services
of 30 minutes or less. The services are comprised of 2 lines, non-stop Express services and City Train
services. Both lines operate from 06.00 am. – Midnight. Facilitating the tourists and commuters to
travel to other parts of Bangkok, both lines have interchange station at Makkasan Station for MRT
(Underground train) at Phetchaburi Station. City Train line is linked at Phaya Thai station for BTS
(Skytrain) Phaya Thai Station.
Taxi Meter
Taxis are a quick and comfortable way to get around town, at least if the traffic is flowing your way.
All taxis are now metered and air-conditioned: the hailing fee is 35 baht and most trips within Bangkok.
Express Boat
The Chao Phraya Express Boat is a transportation service in Thailand that operates on the Chao Phraya
River. It provides riverine express transportation between stops in the capital city of Bangkok and to
Nonthaburi, the province immediately to the north.
Buses
Local buses, mostly operated by the Bangkok Mass Transit Authority (BMTA), are the cheapest but
also the most challenging way of getting around, as there is a bewildering plethora of routes, usually
marked only in Thai.
Uber and Grab
Uber exists in Bangkok. There is also a similar company called Grab which is popular in Asia. In some
years these companies have legal problems to operate in Thailand, so you'll have to check.
You need to download the application into your smartphone and you need a phone number in order
to register (they will send you an SMS with a code).
WEATHER
Nov–Feb is warm, dry and peak travel. Temperatures rise Mar–May, with a rainy season May–Nov.
Average temperature in July is 33° / 26°.
ATTIRE
The dress code at the convening meetings and dinners is casual.

Sleep medication to help with time difference and jet lag

An extra pair of glasses or more contact lenses in case of an emergency

assigned in the book room, then later on, I was transferred to the College Library as a student library
assistant.
I started to work in the provincial government of Cotabato assigned in the Planning Office as
a Clerk/typist. While employed in the Planning Office, to make use of my time after office hours I
decided to go back to my Alma mater and took up Education, then shifted to Bachelor of Arts major
in Library Science. When I finished my 36 units in Library Science I was offered by the Honorable
Governor Rosario P. Diaz, as an OIC of the Provincial Library (never in my thought that I will have this
opportunity) and accepted it then later I was appointed as a Librarian 1 under the Office of the
Governor. After A year of being a librarian, the Governor send me to conferences sponsored by the
The National Library for my professional growth. She advised me to finish my the AB-Library Science
so that I can take the Librarians Board Examination. Then in 1995 I finished the course then took the
exam in Manila and have passed the exam.
For 24 years, I am still the head librarian with a Librarian III position. I am just happy doing my
work in the provincial library with of course there are a lot of changes. I can still recall when am
attending conferences in Manila. The Director then is Madam Adoracion Mendoza – she always
advised librarians to go back to school and take library science and I am one of those who take her
word of wisdom, If not for her encouragement – may be I have not gone this position now.
Being a librarian is a very challenging work and by being a librarian – it brings us to a very fortunate opportunities where we can travel to different countries, we can mingle with our colleagues and can adapt their best practices and apply/introduce them in our area of responsibility.

I am Bernadine Maminta Gravela graduate of Bachelor of Secondary
Education major in Library and Information Science minor in English, earned 18 units in Master of Arts
major in Library and Information Science at the same school at University of Santo Tomas - Manila . I
also earned my Graduate certificate in Barangay Governance at Urdaneta City University. Worked as
school librarian at Montessori Filipino Child Academy - Katipunan, Quezon City for a few months . After
passing the Licensure Examination for Librarians I transferred at Angelicum College Quezon City as
Higher Level Librarianfor4 years.1999 when I passed the Licensure Examination for teachers. In May
2002 up to present I became the City Librarian of Urdaneta City Pangasinan. In 2010 became a faculty
member of Urdaneta City University BLIS department. In 2010 – 2011, I was elected president of
Pangasinan Public Librarians Association. Convenor of PLAI Ilocos Region and elected as PRO the
following year. Member of regional Junior Executives. I have attended seminars in library in
information science. As a resource speaker in Library management and Childrens Library services. The
Urdaneta City Library received various awards for exemplary performance in Children’s Library, PWD
library, Local History Section and Electronic library.
Chief, Public Libraries Division
National Library of the Philippines (NLP) [email protected] Bless Velasco joined NLP as Librarian I on February 2, 2002 and was initially assigned at the Filipiniana Division, a reading room of NLP, catering to the library and information needs of hundreds of students and researchers. In July 2002, from Filipiniana Division, she was transferred to the Public Libraries Division (PLD) wherein its main function is to help establish and maintain public libraries nationwide. She is very much involved in the activities of the Division, like establishment of public libraries, organization of library materials and in the planning and conducting of seminars and conferences for public librarians. In 2007, Bless was awarded the Model Employee Award by the NLP. In the same year, she was a recipient of an IFLA – Action for Development through Libraries Programme (ALP) Scholarship on Literacy for Information Professionals which was held at Victoria University of Wellington in New Zealand. In 2007, she holds a Master’s degree in Education with specialization in Library Science obtained at Philippine Normal University in Manila. In 2011, she was one of the innovators of the International Network of Emerging Library Innovators (INELI) Cohort 1 and is now the Project Director of INELI-ASEAN. In 2015, she graduated Master in Development Management at Development Academy of the Philippines and she was promoted to Librarian V or the Chief of the Public Libraries Division, NLP. On March 26, 2018, she earned a doctor’s degree in Education Major in Industrial Education Management at Technological University of the Philippines.

Cesar Gilbert Quizo Adriano is the 18th Director of the National Library of the Philippines (NLP). He was appointed by His Excellency President Rodrigo Roa Duterte on March 17, 2017. Before his stint as the Director of the NLP, he was the Human Resource Management Officer for 15 years in Davao City.
He is married and blessed with two children.

Charles A. Pasicolan is a Librarian I at the Quezon City Public Library and is currently the Head
of the Management Information Systems Section of the QCPL. He has worked as a cataloger, college
librarian and chief librarian in his early professional life. He has also been a professor in Algebra,
Computer I and NSTP-CWTS. He was also invited/acted as judge/evaluator for the Library Immersion
Projects of students from the NSTP Plus Program of the Ateneo De Manila University. He recently
spearheaded the creation of the new QCPL website that was launched last February of this year. He is
presently working on a project, “Attendance Monitoring System”, for QCPL.
He was a graduate of BLIS from the University of the Philippines in Diliman. He took up post
graduate degree from the same Institution but was not fortunate enough to finish the course on time.
But he still plans to pursue his post-graduate degree sometime soon. He loves sports especially
basketball.
Outside of work, he is busy spending quality time with his beautiful wife and three children.
Clara Bessa da Costa is the Deputy-chief librarian at the Brazilian Senate Digital Library since
2013 and also worked for the Senate Library since 2012. She graduated Library Science from Brasília University (UnB) and attained a Master’s degree in Knowledge Management from the same university. She obtained a specialization in Legislative Communication from the Brazilian Legislative Institute (ILB). Clara also worked at the National Telecommunication Agency as a librarian before joining the Secretary of State for Culture to work on developing projects and training for the Public Library Network for 6 years. She also volunteered in the development of reading rooms in impoverished areas and was part of the first INELI cohort from 2011 – 2013.

of Boac Tech4Ed Center in the Municipality of Boac, Marinduque. He is a graduate of Bachelor in
Library and Information Science from the Polytechnic University of the Philippines-Manila in 2014.
He has been a Resource Speaker during the DepEd-Marinduque Basic Librarianship Training
and DepEd-Marinduque District Roll-out Training-Workshop on Basic Librarianship last May 2-6, 2017
and August 23-31, 2017 respectively. He has been also a Resource Speaker during the Digital Literacy
Training for Barangay Secretaries and Pipol Konek: Digital Literacy Training last November 15-17 & 27-
29, 2017 and December 18-22, 2017 respectively at the Boac Tech4Ed Center.

She earned her Master of Library and Information Science from Manuel S. Enverga University Foundation and completed her degree in Bachelor of Secondary Education Major in Library Science from the same University. Jenalyn serves as Auditor of Librarians Association of Quezon Province-Lucena, Inc. (LaQueP-LInc) and act as Secretary and member of Quezon Medalya ng Karangalan Secretariat and LaQueP-LInc and was honored with the Outstanding Librarian of Quezon Province 2016 for her contributions to LAQUeP-LInc where she served as Secretary and P.R.O.
Librarian IV, Public Libraries Division National Library of the Philippines 09175104136 [email protected] Jennifer Dimasaca is a licensed librarian and a graduate of Masters in Library and Information Science. She has been with the National Library of the Philippines since 2002 and is currently assigned at the Public Libraries Division that helps affiliated public libraries to provide relevant library services to the community.
In 2014, her management skills were enhanced through the scholarship grant she received from the national government under the Development Academy of the Philippines. She was conferred the Masters Degree in Development Management and completed her Re-entry Project titled “Aklatan para sa Katutubong Pilipino ng Santa Marcela, Apayao” that won an Award as the Most-Citizen Centric Re-Entry Project.
She also had various local and international training on International Standard Serial Number, ASEAN Children’s Librarianship, among others.
Jenalyn P. Nacar: Innovator
Jennifer B. Dimasaca: Learning Facilitator / Team Coordinator
Linda received her Bachelor’s Degree in Library and Information Science in 2004 and joined
the National Library of Thailand since March 2013. As a librarian, she is responsible for providing
training and development activities that match staff’s career development objectives. One of her
responsibilities at the library include publishing the National Library of Thailand Journal, a semi-annual
publication, which gathers articles related Library and Information Science, Social Science, Linguistics
and History, written by professionals and distributed to government libraries and university libraries
all over Thailand. Recently, she is involved with CSR project called the National Library Network –
Reading Development Activities.

Maricris Abancia is a grauduate of B.S. Computer Science. She joined the National Library of the Philippines (NLP) in 2003 as Clerk I and was initially assigned at the Government Publications Division. In 2008, she was transferred to the Information Technology Division and was promoted as Computer Programmer then a year after as an Information Systems Analyst II. She is responsible in maintaining and monitoring the web and database servers as well as the integrated library system of NLP. The experience she learned from working at the Government Publications Division helped her to develop her skills in designing and automating some business processes in NLP.
Mariedone Dio Mismisin: Innovator

Mariedone Dio Mismisin was born December 02, 1983 in Baguio City. She received her Bachelor of Education major in Library Science in April 2004. After college she worked in a private school at La Trinidad, Benguet as a librarian for two (2) and a half (1/2) years. She decided not to sign another contract with the school. Searching for a greener pasteur she was informed that the Municipality of Itogon is looking for a Licensed Librarian. She tried to apply for the said position and luckily, she was hired. For her first year she was ask to help some school library to be to organized. At present, she continues to improve the services and introduce innovation to the library.
Officer-in-Charge Muntilupa City Public Library
Mrs. Marilou Ordonio Lobo is the Officer In-Charge of the Muntinlupa City Public Library and at the same time as Officer In Charge of the Microfinancing Program of the City.
She graduated Bachelor of Science in Fisheries from the College of Fisheries, University of the Philippines, Diliman, Quezon City in 1986, Master in Fishery Technolgy in Ilo-Ilo State College of Fisheries in 2002 and have a 21 units of Master in Management from Technological University of the Philippines in 2000. After receiving her education, she was accepted as Fishery Biologist in San Miguel Corporation in Negros Occidental, 1986 -1989. She also worked in the Department of Agriculture as Fishery, 1989-1992. She was send to Republic of Palau, as Fishery Biologist,1992-1994.

Livelihood of the City, she was given opportunities to attend short courses abroad for Micro financing and livelihood, in South Korea, India, Malaysia in 2004 -2007. When the Mayor ends, the new administration, assigned her in Alabang Elementary School as librarian in 2007-2013. She was recalled in 2013 in the City Government of Muntinlupa as the Officer In-Charge of Muntinlupa City Public Library and as the Officer In-Charge of the micro financing of the city. As an Officer In-Charge of Muntinlupa City Public Library, renovated the old library rooms into a welcoming space, with an open book shelves system and re-designed different sections. Encouraged the Mayor to buy new Books, IT Equipments. Encouraged childrens,teens, Senior Citizens and Entrepreneurs to used all the available information's and IT Equipments for their needs.
Her hard worked pays off, the management built a 21st Library.

I finished my Bachelor of Library and Information Science from the College of Arts and Sciences
at the Baliuag University, Baliuag, Bulacan in 2007. During my college life, I study and work at the same time as a student assistant in the college library. After I graduated in college, I got my first job as a College Librarian at the Trinitas College, City of Meycauayan, Bulacan in May 2007, the same year I took and passed the Licensure examination for Librarians on December 21. In 2008, I decided to work in my hometown in Baliwag, Bulacan and was fortunately hire as a High School Librarian in the Montessori de Sagrada Familia. In 2009, better opportunity came, I joined the Provincial Government of Bulacan as an employee with the position of Assistant Librarian in the Bulacan Provincial Library. I have contributed various roles not only in the library but in our Department (Provincial Youth, Sports, Employment, Arts, Culture and Tourism Office) as well. I was assigned in the circulation/information desk, cataloguing & classification of books, preparation of reports and technical works with regards to library programs like film showing and storytelling and also, I was assigned to assist in the different programs of our Department. In 2013, I was assigned as the OIC of the Bulacan Provincial Library, the same time we founded the Bulacan Public Librarians Association Inc. (BPLAI) and was elected as its President. On January 2015, remarkable events happened. The Arts, Culture and Tourism Division were separated from PYSEACTO and became a Department called Provincial History, Arts, Culture & Tourism Office (PHACTO). The Bulacan Provincial Library is under the management of History and Heritage Division and I assume the position as the Provincial Librarian. With the undying support of PHACTO thru the management of History and Heritage Division, the Bulacan Provincial Library in cooperation with the Bulacan Public Librarians Association, Inc. (BPLAI) conducted two major programs yearly: the Provincial Conference of Public Librarians every month of April and the provincial program for the celebration of Library and Information Services Month every month of November. During my term as the president of BPLAI, we were able to register the association to the Securities and Exchange Commission on January 16, 2016 with the revised by-laws. The most important revision is with regards to the membership in the organization that includes Librarian/Librarian-Incharge in the four Division of Deped and in the State Universities and Colleges (SUC) are entitled to be a member of the
Association that open its door for a remarkable increase in membership with total of more than hundreds from its original membership which is purely librarians from Local Government Units. Today, I act as one of the Advisers of the Association as part of the Secretariat together with our Department Head, Dr. Eliseo S. Dela Cruz and our Division Head, May Arlene DG. Torres.
Marybel’s accomplishments for the past 18 years have been inspired by a vision of University
Library, U.P. Manila, as the leading health sciences library in the country, and in Asia. She took up a
mission of service in professions, organizations, and advocacy.
Ms. Caasi graduated Master of Arts in Education at the Philippine Normal University in 2009.
She also took up Graduate Diploma in Education, equivalent to Master of Arts in Teaching Library
Science in 2003. She enrolled a non-degree course with a specialization in Archives and Records
Management track at the School of Library and Information Studies, University of the Philippines
Diliman in 2013.
She was awarded as UP College of Allied Medical Professions (UP CAMP) outstanding
administrative employee for her remarkable performance of roles and responsibilities as librarian, for
her commitment to pursuing professional growth, and for her commendable work ethic and
professional relationship with colleagues and students. She received the UP CAMP service award on
the occasion of the 50th Foundation celebration of UP CAMP. She was also one of the recipients of
the UP Manila Gawad Chancellor's Award in 2009 and 2011.
She conceptualized and executed several important innovations in college libraries and
university archives in UP Manila.
As an educator, she accepted the invitation to teach archives management at the Philippine
Normal University in 2011. She is also a seasoned speaker and consultant on records management &
archives administration.
Currently, she is the Head Librarian of the UP Manila College of Nursing (UPCN). UPCN
continues with its trailblazing activities as it forges several agreements with key international Nursing
institutions. These agreements include cooperation and academic exchanges and other collaborative
activities. At present, the UPCN holds its record as the only WHOCC in Nursing in the Philippines and
the first in the Western Pacific Region.

May Arlene DG. Torres graduated with the degree of Bachelor of Arts Major in History as cum laude from the University of the Philippines-Diliman in 2001. The Provincial Government of Bulacan granted her scholarship for a short course on Project Planning, Development and Management at the Asian Institute of Management (AIM) in 2005. She finished her Masters Degree in Management Major in Public Administration at the Philippine Christian University in 2008.
Mrs. Torres facilitated various leadership, team building, assessment and planning workshops.
She developed the module of career guidance seminar in Bulacan, which was adopted and recognized
by the Department of Labor and Employment (DOLE). For almost fourteen (14) years of service in the
Provincial Government, her career is focused on technical functions like preparation of concept papers,
proposals and reports, facilitation of seminars and workshops, module development, monitoring and
evaluation of projects. She was the head of the Technical Division of the Provincial Youth, Sports,
Employment, Arts, Culture and Tourism Office (PYSEACTO) as Project Development Officer IV.
She was redirected to her chosen field when the Provincial History, Arts, Culture and Tourism
Office (PHACTO) was created in 2015. For more than three (3) years now, she leads in the
implementation of history and heritage programs of the Provincial Government of Bulacan as the head
of the History and Heritage Division. Its main functions include commemoration of heroes, personages
and events; management of the library and museum; research and publication. Among her efforts to

She is currently working on the SINELIKSIK Bulacan Coffee Table Book, which will feature the
local history of 10 participating teams in the DocuFest 2017. It is expected to be launched on August
2018. She looks forward to having 1 volume published and distributed every year.
The enrichment of the Bulacañana Collection of the Bulacan Provincial Library as well as its promotion was a joint effort of the History and Heritage Division which she heads and manages by the Provincial Librarian, Mr. Marlon A. Hipolito. Through this program, the Bulacan Provincial Library was recognized by the National Library of the Philippines, NCCA-National Committee on Library and Information Services, and Philippine Librarians Association, Inc. when it bagged the 1st Place in the 2018 Search for Outstanding Public Libraries with Special Program for the Protection and Preservation of Cultural Heritage.
Administrative Assistant III / Librarian Designate Villasis Municipal Library 0917596947 / 09256791027 [email protected] Merly Sepnio-Zambrano was assigned as the Librarian Designate of Villasis Municipal Library on October 2014. Showing her interest, she decided to take up her Bachelor’s degree in Library and Information Science. She is now in her final semester. In three years being the librarian, she has received awards and recognition from various entities recognizing her effort and best practices. As such, one of her predecessors dubbed her as “transformer” of the Villasis Municipal Library turning it to an award winning library. Since she assumed her office, she has conducted various activities like basic computer tutorial and skills training which involved students from elementary to high school level; barangay health workers, child development workers, senior citizens, educators, government employees, and entrepreneurs. The library’s story telling activity is also a regular program of the Children’s Month Celebration held every November. During this month, film showing, art craft activities, among others are also conducted. According to her, all the accomplishments of the library was made possible because of the overwhelming support of the Municipal Officials most especially the Mayor and Vice Mayor. She will never stop providing innovative and quality services to all her clients as long as they support her.

Michael James R. Reyno commonly called as “Mike” by friends and colleagues, started his career as a College Librarian at the Manuel V. Gallego Foundation Colleges, Incorporated in Cabanatuan City in June 2012. Two years after, he then transferred to Olivarez College in Paraňaque City where he served as the High School Librarian and a part-time Instructor in Library and Information Science.
Mike is a fresh graduate of Master in Library and Information Science (MLIS) at the Baliuag University in Baliwag, Bulacan where he also finished his Baccalaureate degree in Library and Information Science.
In August 2015, He joined the National Library of the Philippines (NLP) as Librarian. He is currently assigned at the Public Libraries Division where he handled the monitoring of public libraries in the Philippines. He was also appointed as one of the member of the International Network of Emerging Library Innovators (INELI) – Association of Southeast Asian Nations (ASEAN) Project where he worked as the Technical Senior Staff.

Milalyn R. Marcelo received a B. S. in Secondary Education from Mariano Marcos State University and is currently the Municipal Librarian of the Dingras Municipal Government in Dingras, Ilocos Norte. She had majors in English (and other languages as Filipino and Ilokano), Library Science and Early Childhood Education.
A knowledge worker and an advocate of information and communications technology
resources learning, she indulges her library constituents in a variety of technology-infused activities that provide them opportunities to explore and benefit from the digital world. Her professional interests focus on digital literacy, communicative approaches to language teaching, thematic-integrative planning and cooperative learning among the young even in early childhood. She
continuously seeks for learning anything new in her fields and most importantly on innovations in managing libraries. Punnpa joined the National Library of Thailand (NLT) as librarian in practitioner level in 2010.
She began her librarian profession at Library Research and Development Group which is the main
group of NLT to plan and conduct the annual librarian professional development projects, seminars,
and conferences.
She is in charge on the foreign affairs, Working Committee for CONSAL XVI, the 1st-3rd Executive
Board Meeting of CONSAL XVI in 2013-2015 (EB1-EB3) and the ASEAN Project of the Fine Arts
Department.
In 2013, she was a participant of the 2013 Cultural Partnership Initiative Education and
Training Program for Overseas Librarians (CPI) which was held at National Library of Korea for 6
months. Her research topic is on digital library field. She is currently a graduate student of Library and
Information Science (LIS) and Faculty of Humanity, Ramkamheng University.

Born in Valenzuela City, Rochelle S. Silverio serves Valenzuelanos as the current Librarian-in-Charge of the Valenzuela City Library. She also heads the University Library of the Pamantasan ng Lungsod ng Valenzuela Library and is a lecturer teaching children's literature at the U.P. School of Library and Information Studies. At present, she is taking her Ph. D. in Reading Education at the University of the Philippines. On her free time, she writes at One Valenzuela, a personal blog which serves as her tribute to her hometown.

Xenia Romero has been in the National Library of the Philippines since 2013 and is currently assigned in the Public Libraries Division supervises the Affiliation Section and the Locally Funded Programs. She was previously assigned to the Library Monitoring, Inventory, and Evaluation Section. Prior to that, she was the designated Secretary of the Director and Assistant Director in the Office of the Director performing administrative tasks and deals to library related matters. Also, she was one of the professional librarians in the Filipiniana Division catering for the library and information needs of all types of users and researchers and have been in the Collection Development Division performing mechanical activities.
Before she joined NLP in 2013, she was the Head Librarian of the Commission on Higher Education (CHED) from 2005 to 2013. For eight (8) years in CHED, she was involved in different inter-agency projects on electronic library and on digitization related projects. She facilitated various libraries and non-library related training, workshops, seminars and fora and conducted coordination with inter-agency linkages and networking, which she used as gateway to share and extend her skills and knowledge in Librarianship as resource speaker and lecturer.
She is involved in the regional cascading of the International Network of Emerging Library Innovators (INELI) and engaged in the implementation of the three (3)-year INELI-ASEAN project as one of the Assistant Project Directors, the first long-term international project spearheaded by the NLP.
