(Source: NEDA-MES) 3 Bridge Construction Project for Expanded Agrarian Reform Communities Development- Umiray Bridge The Umiray Bridge project involves the construction of a 358 lineal meter (lm) bridge that will cross the Umiray River along the boundaries of Barangay Umiray, Dingalan in Aurora Province and Barangay Umiray, General Nakar in Quezon Province. On the Agriculture, Agribusiness and Agroforestry Development, 4,690 hectares were developed for agribusiness while 4,272 hectares were developed for agroforestry. On the infrastructure development, only 31 Post Harvest Facilities were constructed and no completed subprojects under FMR, Bridge, and Irrigation facilities. The DAR, in its letter of February 10, 2017, is requesting for a two (2)-year loan validity extension from July 2019 to July 2021 (Source: NEDA-MES) 5 Integrated Marine Environment Monitoring System – Phase 2 (PHILO Project Phase 2) The project involves the improvement and expansion of the PHILO Phase I, particularly VMS and integration of various database including fishing vessel registry, ocean and weather data, stock assessment data, illegal, unreported and unregulated fishing (IUUF) records, among others. Phase 2 is dedicated to set up an integrated operational fisheries and marine environment monitoring center in the Philippines that is interregional and interconnected with the main center. DOF, in cooperation with DA-BFAR, is processing the effectiveness of the loan agreement. Through letter to French Ambassador Thierry Mathou dated June 22, 2017, DOF requested for an additional 3-month extension of the deadline for the registration of the Supply Contracts with Natixis (from June 30, 2017 to September 30, 2017), to enable DA-BFAR to undertake and/or obtain necessary approvals for the procurement and execution of the relevant SC for the Project. DOF, in cooperation with DA-BFAR, is processing the effectiveness of the signed agreement. As of February 22, 2017, DA-BFAR was reviewing the Terms of Reference of the supply contracts for the project. The loan agreement was signed on 29 April 2016. The NEDA Board during its 16 December 2015 meeting approved the project, with the instruction to include in the documentation of the project the USD 300 million that would be lost in relation to fish exports to Europe, without the project. The request for grant of special authority for the DOF to negotiate the terms of the loan with the Government of France was also granted. 6 Fisheries Coastal Resources, and Livelihood (FishCORAL) Project FishCoRAL shall address key issues that contribute to the high incidence of poverty among fishermen through the ecosystem approach to Coastal Resource Management. The project seeks to realize this goal specifically through the adoption of sustainable management of fishery and coastal resources in fishing communities to increase overall stocks and promote the engagement of fisherfolk in diversified livelihood activities to augment and diversify sources of income among fishing households in target communities. 8 Jalaur River Multi-Purpose Project, Stage II - Irrigation facility designed with provisions for a future hydro-electric power plant and bulk water supply, both being considered for public-private

Causes of delay due mainly on (1) the late procurement of consultancy services and equipment and; (2) a legal case ("Writ of Kalikasan" by the Supreme

Court on 31 October 2013) issued to the project that was only lifted in September 2015

9 Philippine Rural Development Project

(PRDP)

The PRDP will be implemented in the sixteen (16) regions and eighty (80) provinces of the Philippines. The program will initially commence in areas

of Mindanao and Central Philippines (Region 4-A, 4-B, 5, 6, 7 and 8) and then move to Northern and Central Luzon (Region 1, 2, CAR and 3). The

PRDP consists of four program components, namely:

a. Investments for AFMP Planning at the Local and National Levels (I-PLAN);

b. Intensified Building-Up of Infrastructure and Logistics for Development (I-BUILD);

c. Investments for Rural Enterprises and Agri-fishery Productivity (I-REAP); and

d. Support to Program Implementation (I-SUPPORT).

endorsements from concerned agencies. After DA answered to all conditionalities, the AF was endorsed to the NEDA Board on its September 28, 2016 ICC-

CC Meeting which was consequentially approved by the NEDA Board on November 14, 2016.

14 MW to at least 50 MW, and procured by auction.

Component 3: Call for Proposals39 draft concept notes for the 4 Lots received by EUD on Feb 20. Reviewed by 2 EU experts and 8 selected to develop full

proposals. Finalists will be decided in June 2017.

19 Integrated Natural Resources and

Environmental Management Project

(INREMP)

The project will adopt the ridge-to-reef approach which aims to operationalize an Integrated Environmental Management (IEM) within the priority

Lanao Watershed. The project will institutionalize the Payment for Ecosystems Services (PES) scheme; establish the legal framework for local

51 Daang Hari SLEX Link Road Project The NEDA Board, during its 15 July 2015 meeting, approved the Variation Order as proposed by DPWH:

DPWH, through letter dated 25 February 2013 issued a Variation Notice for the Project. The notice was triggered by the need to include in the

Project a provision for the future expansion of the SLEX to accommodate a possible fifth lane for both directions. The matter was supported by the

TRB’s letter to DPWH dated 29 October 20123 citing that SLEX was already under Level of Service C and would eventually reach critical level by

the year 2018. In response thereto, Ayala Corporation (AC) submitted its Variation Proposal through letter dated 7 April 2014 and sought the

approval of the following: a) Direct payment for the cost of additional works due to the VO; and b) Extension of the concession period by three and a

half years for the delay brought about by the VO.

The cap of the Project’s VO of PhP223,015,613.32 may be included by the DPWH in their 2016 Annual Budget to allow them to directly pay AC.

52 NAIA Expressway Phase II Project The NEDA Board, during its 15 July 2015 meeting, approved the Variation Order as proposed by DPWH:

On 09 July 2014, Vertex Tollways Development Inc. (VTDI) submitted to DPWH the Variation Proposal No. 1 or the transfer of the project alignment

- Abatan Bridge - 37.546% Accomplished. BMC-UPMO will only supply the bridge superstructure and the implementation of the project is being undertaken by

the DPWH-Region VII. Installation of superstructure is scheduled in September 2015.On-going corrections and other welding related works for confined

earthfill type craneway at Pier #2. Simultaneous activities includes fixing of square hole for bored piling works at Pier #2. Target schedule of drilling for bored

piles will be within this week. Concrete pouring for BBP2 schedule on August 04, 2015.

- Tultugan Bridge - 55.957% accomplished. Pile cap rebars were already installed at both abutments.

KALAHI CIDSS-NCDDP Mid-term Review Wrap-up Meeting was held on February 10, 2017 and reported the performance of the loan as of December 2016.

The number of KC-NCDDP enrolled areas has reached 794 municipalities (94% of the program target) out of the 847 target municipalities from its previous

count of 767 municipalities. Among the enrolled municipalities to date, 547 are areas affected by Typhoon Yolanda.

A total of 19,000 community sub-projects have been funded. A total 14,970 (79%) of which were completed as of the reporting period.

The program was able to utilize WB and ADB loans accordingly, US$201.37 million (42% of the WB allocation) and US$ 197.98 million (53% of the ADB

allocation).

A component 1 indicator (no. of reconstructed or repaired shelters for disaster-affected households) still has no target and reported accomplishment as of

date. As such, said indicator may be adjusted later on.

The DILG Local Governance modules is currently being finalized to meet the program target of 477 KC-NCDDP municipalities with trained staff

the Project under the 2013 JV Guidelines.

- Hence, MWSS wrote OGCC on 21 Sept 2016 in compliance with NEDA’s advice/comments. To date, no response yet from OGCC.

105 New Centennial Water Source – Kaliwa

Dam Project

Through its April 6, 2017 letter, the MWSS submitted MWSS Board Resolution No. 2017-040-CO endorsing and confirming the new estimated

project cost at PhP10.857 billion, scope and implementation arrangements resulting from the financing shift from PPP to ODA, among others, as

earlier confirmed by the ICC-CC on March 21, 2017. Confirmed ad referendum by the NEDA Board on June 9, 2017. Confirmation ad referendum

noted by the NEDA Board during its June 27, 2017 meeting.

Confirmation ad referendum noted by the NEDA Board during its June 27, 2017 meeting.

Through its April 6, 2017 letter, the MWSS submitted MWSS Board Resolution No. 2017-040-CO endorsing and confirming the new estimated project cost at

PhP10.857 billion, scope and implementation arrangements resulting from the financing shift from PPP to ODA, among others, as earlier confirmed by the ICC-

CC on March 21, 2017.

The project involves the financing, design, and construction of an additional raw water supply source with a design capacity of 600 million liters per day (MLD),

through the commissioning of Kaliwa Dam, including intake facilities and other pertinent facilities.

The Project covers portions of the municipalities of Tanay, Antipolo, and Teresa of Rizal Province, and Gen. Nakar and Infanta of Quezon Province.

106 Bulacan Bulk Water Supply Project

(BBWSP)

The proposed project will be implemented in a three (3) – stage development plan as shown in Table 1, covering 24 WSPs serving 21 municipalities

and three (3) cities in Bulacan. Of the 24 WSPs, 22 are water districts (WDs), one (1) is a local government unit (LGU) - run water utility, and one (1)

is a private water utility. The WSPs were divided in two (2) groups, which took into account need for water supply first and then geographic location

(i.e., proximity to conveyance structures):

107 National Irrigation Sector Rehabilitation

and Improvement Project

The proposed project consists of both hard and soft components, which will be implemented in an integrated manner for securing successful and

sustainable project outputs.

The hard component forms bulk of the investment of the project, which includes physical improvement of irrigation facilities, as well as the provision

of O&M equipment.

The soft component of the project involves the promotion of IMT and provision of agricultural support. The promotion of IMT involves strengthening

programs on NIA-IAs-local government unit (LGU) partnership and Federation of IAs (FIAs)/IAs management and upgrading of O&M contract.

Agricultural support includes the provision of support facilities to IAs, establishment of pilot demonstration farms, provision of agricultural machinery,

and implementation of training programs for the capacity enhancement of IA members and NIS personnel.

NIA is currently fast tracking procurement of the remaining one (1) civil works package and is closely monitoring the ongoing civil work activities to catch-up

with the delay.

On the procurement of 8 motor grader, still failed bidding because the lowest bidder does not comply with NIA's specifications. NIA should screen out the

bidder first before letting them bid.

On the Institutional Development component, 52 percent of the projected overall activities were already accomplished.

On the Agricultural Support Component, 64 percent of the activities were already done. The remaining activties to be completed includes procurement/delivery

of farm machines to selected IAs.

114 Malitubog-Maridagao Irrigation Project,

Stage 2

NIA proposal in 2016:

Change in project cost and scope. The change includes an increase in the design area and a decrease in total cost from the NEDA Board-

approved PhP7.0 billion in 2010 to PhP 5.4 billion.

The project is located in the North Cotabato and Maguindanao areas, which are potential rice baskets in Mindanao, and will irrigate almost 10,000

hectares of land in 56 conflict-affected areas. Intended to contribute to sustained peace and order, it will cover the construction of three major

service areas, which are in upper and lower Malitubog, and the Pagalungan extension area.

On NIA’s proposed change in the financing of the project from ODA to local financing, the Department of Finance (DOF), through a letter

dated October 14, 2016, has requested the Department of Foreign Affairs (DFA) to facilitate the issuance of the Note Verbale to the

Japanese Government conveying the Government of the Philippines’ (GPH) intent to secure possible loan financing from the Japan

International Cooperation Agency (JICA) to support the remaining portion/works of the project. The DFA, through a Note Verbale dated

October 19, 2016, transmitted to the Japanese Government the said request.
