NEAR is...a representative regional diplomacy cooperation and international organization by 76 regional governments (71 member regions and 5 observers) in 6 Northeast Asian countries, including South Korea, China, Japan, Russia, North Korea, and Mongolia.Since the adoption of the NEAR Charter based on mutual prosperity, NEAR has carried out extensive exchange and cooperation projects in various fields ranging from economy and humanities exchange, education & cultural exchange, environment, disaster prevention, cross-border cooperation, science & technology, ocean & fisheries, tourism, mineral resources development & coordination, energy & climate change, women & children, bio-medical industry to agriculture.Partnering with and promoting joint projects by strengthening the exchange with international organizations such as AER (The Assembly of European Regions), the largest independent network of regional authorities in Europe, and R-20 (Regions of Climate Action), NEAR takes the lead in building an international cooperative network communicating with the world beyond Northeast Asia.

Now more than ever, cooperative exchanges between regional governments are required in conflict among nations. In this transition, the 6th NEAR International Forum was held on August 27-29 in Khabarovsk Krai, Russia to promote co-prosperity and peace among regions discussing challenges and opportunities we face. The Forum, co-hosted by the Association of Northeast Asia Regional Governments (NEAR) and the government of Khabarovsk Krai of Russia, covered the issues brought up in Northeast Asia and made it much more special by inviting Chairman Chung Tae-ik of the Korean Council on Foreign Relations (KCFR), President Michele Sabban of R20 Regions of Climate Action, Vice Governor for Political Affairs Lee In-seon of Gyeongsangbuk-do Province, and Vice Governor for Political Affairs Jo Jin-rae of Gyeongsangnam-do Province, along with experts and scholars and more than 200 participants from 25 member regions of five countries. The forum themed 'One Northeast Asia, One Community' was divided into three sessions and each session was composed of 2 speakers and 3 panelists.

Opening SessionOpening Session

Beginning with opening remarks by NEAR Secretary General Kim Jae-hyo and welcoming remarks

by Deputy Chairman Levintal of the Khabarovsk Krai Government for Economy, speeches by featured

speakers, including congratulatory remarks, a keynote speech, and special speech continued.

Lee In-seon, Vice Governor for Political Affairs of the Province of Gyeongsangbuk-do gave her

congratulatory remarks. Jo Jin-rae, Vice Governor for Political Affairs of the Province of Gyeongsangnam-do

stated that geological location of Eurasia, the Pacific Rim, and Northern route are a new opportunity

and mutual understanding and communication among regional governments through NEAR Forum are

important delivering his congratulatory remarks.

Chairman Chung Tae-ik of the Korean Council on Foreign Relations (KCFR), a keynote speaker,

proposed three Northeast Asian principles, namely the ‘acceptance of territorial and political sovereignty’,

‘peaceful resolution of disputes’, and ‘respect of international laws’ to realize the Northeast Asian

community. Also he said that ‘Eurasia Initiative’ and ‘Far-East Development Plan’ will contribute

to peace in Northeast Asia as well as cooperation between Korea and Russia. President Michele

Sabban of R20 Regions of Climate Action gave her special speech saying that green economy can

be created by dealing with climate change with cooperation of every region and city, by encouraging

sustainable energy, and by creating related jobs. Also, she requested member regions’ participation

in World Summit of Regions for Climate held in October in Paris.

Session I Unity between Eurasia and Northeast Asian Region

Professor Sung Weon-yong of Northeast Asian Economics & Commerce

College, Incheon National University, proposed to develop a backward part of

Far East region in Russia and to make a stepping-stone for South Korea in entering

the Siberian Far East, and into the Eurasian continent through Tri-Mega

Project, including the establishment of an iron silk road by TKR-TSR linkage,

PNG linkage between the South Korea, North Korea, and Russia, and electrical

power system linkage between the South and Russia.

Director Dorj Shurkhuu of Institute of International Studies, Mongolian

Academy of Sciences stressed that it is important to develop energy resources

to bolster cooperations with the neighboring countries. Also it’s necessary

to build high-tech facilities such as an international logistics center.

He proposed his opinion that the Eurasia Initiative suggested by Korean

government matches with Mongolia’s development strategy and mutual

cooperation is required.

Session II Seeking for New Growth Engine in the Region Vice Director Wu Hao of the Northeast Asian Studies Academy of Jilin

University, China said that the initiation of the Changjitu Plan in China has

provided a new opportunity in Greater Tumen Region cooperation, but it

was insufficient for drawing out an all-out cooperation. He added that

'improvement of mutual political trust’, ‘modifications for regional cooperative

development and organization promotions’, and ‘acceleration of multinational

and bilateral cooperation in core fields such as finance, energy, and logistics'

are necessary.

Meanwhile, Director and Senior Research Fellow Mimura Mitsuhiro of

Research Division at ERINA, Japan stated that it would be necessary for

local governments, in order to vitalize local economy to achieve balance

between horizontal and vertical relationships with the central government

both internationally and domestically. He believed that NEAR, in that aspect,

will play a very important role in promoting the central government’s activities

through cooperative efforts with local governments and their networks in

Northeast Asia.

Cultural Visit After the forum, participants had the opportunity to visit zoo in Khabarovsk

and ecology museum and learn architecture, culture, and history of Khabarovsk.

The Third SessionSession III Action for Climate Change and Environmental Issues in Northeast Asia Region

Research Fellow Park Hwan-il at Samsung Economic Research Institute (SERI),

Korea emphasized that the risk of climate variability brings about major

changes in health, personal and community lifestyles, energy consumption, food

production, as well as in governmental emergency (disaster) management systems.

The government should focus on seeking to combine and fuse the technology

and financial industry with the climate-related industry, and also to strengthen

investment and support for the sustainable growth of such industries.

Companies must also actively respond to climate changes and create new

opportunities.

Representative Bernhard J. Seliger of the Hanns Seidel Foundation in Korea

delivered a presentation themed ‘the environmental cooperation in “the Golden

Triangle” among China, Russia, and Korea’. He introduced bird protection and

green tourism development in Rason and emphasized the importance of

NEAR’s role in accordance with climate change.

To conclude, the forum provided an opportunity to exchange various visions,

policies, and experiences from distinguished speakers, and generate creative

ideas for Northeast Asia, which is linked with a high-level of economic

interdependence. It would develop as a place for practical exchange and

cooperation through discussing problems regional governments are facing

and suggesting problem-solving directions.

Activity Report of NEAR Sub-Committee

■ NEAR Sub-Committee on Bio-Medical Industry held (September 29~October 2)

infrastructure network in region.

Presentation by member regions included: animal drug hub creating business

by Chungcheongnam-do Province, South Korea: skin-related business by

Shimane Prefecture, Japan: dental and medical service by Primorsky Territory,

Russia: health system by Heilongjiang Province, China: bio-industry by Mongolia.

They also engaged in discussions themed “exchange and cooperation in bio-medical

industry in Northeast Asia”.

After the meeting, participants visited K-Beauty Gallery, Bio Industry Expo

Osong Korea 2014, and Chengnam-dae and had opportunity to experience

infrastructures and tourist attractions in Chungchengbuk-do Province.

MOU Signed between the Association of Northeast Asia Regional Governments and R20 Regions of Climate Action

Secretary General Kim Jae-hyo of the Association of Northeast Asia Regional

Governments and President Michele Sabban of R20 Regions of Climate Action

signed a MOU to promote low-carbon development and green growth of

Northeast Asia on August 28 at the NEAR International Forum held in

The 10th NEAR General Assembly held

The 10th NEAR General Assembly was held on October 21-24 in Youngam

County, Jeollanam-do Province to promote exchange and co-prosperity among

71 regional governments of six countries in Northeast Asia. Jeollanam-do Province,

a current chair region, gave a presentation on activity report of the 9th Working

Committee held last year and the NEAR Secretariat reported on the Secretariat

activities. Every member region, coordinators of each Sub-Committee, made a

report on the Sub-Committee activities from 2013 to 2014. There were also

member regions’ suggestions regarding NEAR development plan.

The agenda for the General Assembly included the selection of the host region

to hold the 11th General Assembly 2016, revision of the NEAR Charter, and

decision regarding changing the name of a Sub-Committee and establishing a

new Sub-Committee. After they had discussions on and adopted declaration,

they had an official dinner. More information on the General Assembly will

be posted on the next issue of the NEAR NEWS magazine.

Khabarovsk, Russia.

NEAR and R20 agreed to work together to develop and facilitate the financing

of low carbon projects in NEAR’s member regions, as well as other Northeast

Asian regions, by leveraging and mobilizing resources from European/

Northeast Asian government institutions, clean tech companies as well as

financial institutions.

In addition, R20 agreed to mobilize resources from Europe for the latest

clean technology and application programs while NEAR agreed to provide

related information as well as Northeast Asian clean technology and application

programs to make interested parties of Europe and Northeast Asia participate in

low-carbon development and green growth initiative by developing new application

programs between Europe and Northeast Asia.

Sub-Committee on Bio-Medical Industry was held on September 29 in

Cheongju City, Chungcheongbuk-do Province, South Korea and participated

by more than 50 people from five countries. The Sub-Committee was the

opportunity to build friendly relations among regional governments of Northeast

Asia as a place for enhancing exchange and cooperation in bio-medical industry.

Starting with welcoming remarks by Vice Governor for Political Affairs of

Chungchengbuk-do Province and NEAR Secretary General Kim Jae-hyo,

Vice President Im Yeong-kil of Korea Research Institute Bioscience and

Biotechnology (KRIBB) gave a presentation on “Bio-Medical Industry in

Korea”. He said that Korean bio industry has developed technologies with

sustainable government investment. According to this, successful bio-enterprises

have appeared. And Korean government makes an effort to promote balanced

development of bio-industry by establishing bio research development and

industry complex for better nation's competitiveness and building bio-

The launching ceremony of the

‘Maritime Silk Road Expedition

2014’ was held on September 16

in Pohang Youngilman Port.

The launching ceremony was

participated by more than 1,000 people

including expedition members and

their families along with important people-Governor Kim Kwan-yong of

Gyeongsangbuk-do Province, President Park Han-il of Korea Maritime

and Ocean University, Mayor Lee Kang-deok of Pohang City, and Secretary

General Kim Jae-hyo of the NEAR.

‘The Maritime Silk Road Expedition 2014’, a Key project of Maritime

Silk Road Global Expedition 2014, was held over 45 days (ended in October

30) beginning of the launching ceremony. The expedition let the entire world

know Korea’s active cultural and international exchange through Silk Road

thousand years ago by finding and studying the trace of civilization exchange

through Silk Road.

NEAR Secretary General Kim took part in the ‘Istanbul in Gyeongju

Festival’ on September 12. The festival was held around Hwangseong

Park, Gyeongju City and participated by important people of each regional

Launching Ceremony of the Maritime Silk Road Expedition 2014

The Northeast Asian Mayors’

Forum 2014 was held on August

18-19 in Ulaanbaatar, the

capital city of Mongolia.

Themed ‘Sustainable and

Inclusive Cities, based on

green growth’, Mongolian President and the Minister of Foreign Affairs of

Mongolia took part in the Forum.

Mayors from 16 main cities, including Moskva, Tianjin, Pyeongyang,

Niigata of China, Korea, Japan, North Korea, and Russia attended in the

Forum, hosted by Mayor of Ulaanbaatar E.Bat-Uul. Hamgung, Rason city,

and Wonsan of North Korea as well as Ulaanbaatar of Mongolia, a member

region of NEAR participated in the Forum as well. NEAR Secretary General

Kim Jae-hyo was invited to the Forum as a representative of the international

organizations in Northeast Asia along with UNESCAP, ICLEI, ADB. The

Forum was agreed to be held every two years in the future and the 2nd Forum

will be held in Ulaanbaatar.

for the Sakhalin and they discussed cooperation plan between the government

of the Sakhalin Region and NEAR asking for participation in NEAR-related

events and promoting the 10th NEAR General Assembly which is to be held

in October.

government. Themed ‘Starting a New Journey’, the festival consisted of

27 programs in nine fields. It was hosted by Istanbul City and sponsored

by Gyeongsangbuk-do Province, Gyeongju City, and Gyeongju World

Cultural Expo. The event was praised as part of unprecedented model of

city diplomacy to create a new paradigm in international cultural exchange

through sustainable cultural exchange among cities.

Secretary General Kim Jae-hyo said "holding Turkey Cultural Exchange

event in Gyeongju City this year helps understand both country’s culture

and it is expected to reinforce cooperative relationship between the two

countries."

Shandong Province - ChinaThe 6th International Expo on Green Industry to be held on November 14~16 in Qingdao

The 1st China-Russia Expo Successfully held

The 1st China-Russia Expo was closed on July 4 in Harbin, China. The

expo, themed "New Opportunites, New Platform" was co-hosted by the

Ministry of Commerce of the P.R.China, the People’s Government of

Heilongjiang Province, the Ministry of Economic Development of the Russian

Federation, and the Ministry of Industry and Trade of the Russian

Federation.

The expo was attended by more than 11,000 foreign participants from 67

countries and regions from all over the world and 5,000 attendees of them

came from Russia. 12 government authorities, 31 state enterprises, and 9

banks from Russia participated in the expo. Experts of Russia, the United

States, and Canada, and 150 scholars also took part in the expo and 11 people

among them were renowned scholars. In addition, 66 higher education

institutions of both China and Russia participated in the expo. During the

expo, a total number of visitors was more

than 280,000.

The Ministry of Far East Development

of the Russian Federation and related regional

governments introduced a development plan for Russan Far East region

and main policies for Chinese investors in the expo. Representative state

enterprises such as <Technologiya>, <RUSAL>, <UAC(Unitel Aircraft

Corporation)>, and <ROSTEC> attended expo exhibitions and meetings.

Various Russian cultural and art events were also held. According to the

expo organizing committee, 3.15 billion dollars of export and import contract

was concluded by Heilongjiang Province and external funds used for signing

contract with 260 economic technology cooperation project amount to $

60.3 billion yuan.

The International Expo on Green Industry organized by the People’s

Government of Shandong Province and the Chinese Ministry of Environmental

Protection (MEP) and hosted by Department of Environmental Protection of

Shandong Province has been held five times in succession since 2004.

Summit of Regions for Climate held on October

10-11 in Paris, France. The World Summit of Regions

for Climate, hosted by R20 Regions of Climate Action

and led by Arnold Schwarzenegger, founder of R20

and Michele Sabban, President of R20 Regions of

Climate Action formalized world agreement on climate

change with regions, regional governments, and economy leaders from five

countries and co-declared a concrete project for COP21 which will be held in

Paris in 2015.

Secretary General Kim delivered his keynote speech for plenary 2, themed

“The COP21 positive agenda as seen by regional actors” and engaged in

discussions as well.

The details included development of cultural contents, and application of

cultural contents developed by education expert training business to events

and projects the Association of Northeast Asia Regional Governments carry

out and sharing of a variety of information and combined data.

Shimane Prefecutre - Japan

The 45th Anniversary of Establishing the Twin-city Relations between Hyogo Prefecture and Khabarovsk Krai

‘Shimanekko’ Representing Shimane Prefecture

2315 outstanding environmental protection enterprises representing 28 total

nations and regions participated in the expo.

The International expo on Green Industry became an exchange platform

for green industry market with brand effect and international reputation

over the past 10 years. It played an important role to promote the expansion

of advanced environmental protection technologies and products, building of

ecological environment, green life, and eco-friendly civilization.

The 6th International Expo on Green Industry and Building of Environmental-

friendly Shandong Forum will be held on November 14~16, 2014 in Qingdao,

a beautiful beach city. The residents of Shandong will welcome the visitors from

home and abroad inheriting the idea of "Opening, convergence, service, and

co-prosperity"

Yuru-chara is currently booming without comparison in Japan. Yuru-chara,

the abbreviation of 'yurui kyarakutaa' literally translated as “loose characters,"

Beginning with Punggo, a welcoming performance, silence in memory of

Turkish brigades served in the Korean War, showing of promotional video,

and opening speeches continued.

Taking place from September 12-22 around Hwangseong Park, Gyeongju

City, the festival consisted of 27 programs. The Ottoman military band

Mehter held a parade in main streets of Gyoengju. The Grand Bazar of

Istanbul, the largest traditional market in the world was reproduced and

visitors were able to taste Turkish traditional food and experience traditional

plays and handicrafts.

A promotion booth of Istanbul introduced history, culture, art, food, festival,

and tour of Istanbul and traditional percussion music band Kim Deok-su

Samulnori and traditional Korean costume designer Lee Young-hee attracted

visitors.

Impressed by 'Istanbul-Gyeongju World Culture Expo 2013' held in Istanbul

last year and sharing a "brother country" bond with turkey, the festival expanded

continued friendly relations and cultural exchange introducing Istanbul's

culture and history in Gyeongju, Korea.

Hyogo Prefecture - Japan

Hyogo Prefecture of Japan and Khabarovsk

Krai of Russia celebrated its 45th anniversary

of establishing the twin-city relations starting

in 1969.

More than 110 delegates from seven

groups, including Hyogo Prefecture's

assembly delegation, economy mission team, and international exchange

association team of Hyogo Prefecture paid a visit to Khabarovsk Krai in

order to promote exchange and mutual understanding between two regional

governments.

The Governor Ido of Hyogo Prefecture was supposed to visit Russia from

August 17, but he took part in the celebration of the 45th anniversary of

establishing the twin-city relations while visiting Khabarovsk Krai, Russia

from August 19 to 21 making period shortened to cope with disasters caused

by heavy rain in Hyogo Prefecture, Japan.

They participated in the exchange meeting and joint statement ceremony

with Governor of Khabarovsk Krai, as well as celebration reception. Also

they promoted economc exchange by holding ‘Hyogo Economy Seminar’.

1580 in 'the Yuru-Kyara Grand Prix 2013' held in Japan last year.

It recently appears on the TV programs, CM, and events in addition to

being printed in Shimane newsletter, homepage, and books. More than 600

types of related items are produced and the sales amount to 500 million yen.

The character has registered for ‘the Yuru-Kyara Grand Prix 2014’ (voting

Irkutsk Region - Russia

The 13th 'Man and Nature Baikal International Film Festival' was held in

Irkutsk Region from September 25~29.

The festival was originally co-founded by 'Russian Film Association' and

'Irkutsk Film Association'. The festival of this year was co-hosted by Irkutsk

Film Foundation' and 'Irkutsk Film Association' and co- sponsored by the

Ministry of Culture and Historical Manuscripts of Irkutsk Region, the Ministry

of Culture of the Russian Federation, and the government of Irkutsk Region.

The number of the works featured to the 'Man and Nature Film Festival'

over the past 10 years amounts to 500 across 40 countries. This year, 14

works from 8 countries, including Hungary, the Slovak Republic, Switzerland,

the United States, and Russia were nominated and film master class, creation

meeting, and round table were prepared for all visitors to watch the world

of documentary film. In addition, participants were able to appreciate a total

of 22 films in various places in Irkutsk City from 26th to 29th.

During the film festival, talented directors and famous film crews met

together. Irkutsk citizens and visitors who visited the film festival were

fantastic in supporting film works themed in environment by Russia and

foreign directors.

by 500 leaders, including Russian central government in the area of oil and

gas industry, persons related to the Sakhalin government, oil and gas entrepreneurs

in Russia and foreign countries- Governor Khoroshavin of Sakhalin region,

Deputy Minister Khramov of the Ministry of Natural Resources and

Environment of the Russian Federation, Deputy Chairman Medvedev of

Gazprom, President Olivier Lazar of Russian Shell Oil, Representative

Garg of ONGC Videsh, and Vice Chairman Shigeru Muraki of the Board,

Tokyo Gas Co Ltd.

The meeting included discussions by representatives of oil and gas enterprises

and governments in Russia and foreign countries and participants were able to

get the latest information on oil and gas project development.

In addition, on September 22, pre-meeting was held under the theme

‘Innovative technology for a new wave, a project between Sakhalin region

and Russian Far East region' and there were presentations on cutting-edge

technology and solutions for Russian Far East region development project.

Main speakers including representatives of ‘Gazprom VNIIGAZ’,

‘Schlumberger’, ‘Baker Hughes’, ‘MRTS’, ‘GE Oil & Gas’, ‘Kvaerner’,

and ‘Van Oord Offshore B.V.’ took part in the conference.

Incheon Metropolitan City - South Korea The 17th Asian Games Incheon held

The Asian Games Incheon 2014 was held over

16 days (from September 19 to October 4) at

Incheon Asiad Main Stadium under the slogan

'Diversity Shines Here'. 14,500 athletes from 45

countries participated in the games and they competed

in all 36 sporting events.

The opening ceremony was held for three hours

under the theme 'Dream of 45 Million People,

Unity in Asia'. The large-scale celebratory stages with approximately 23 billion

won invested were supervised and produced by two famous filmmakers-

Im Kwon-tak(68) and Jang Jin(43).

2,700 performance staff participated in the Games and showed off cultural

performances wishing peace in Asia along with Korean culture and history

of Incheon.

They showed various performances in the background of two traditional

stories assuming Incheon as a connecting link for harmony.

Many Korean wave stars such as soprano Jo Su-mi, actors Kim Soo-hyun

and Jang Dong-gun, global singer Psy, and K-Pop boy groups JYJ and

EXO performed at the Incheon Asian Games. Incheon is the third city in

South Korea after Seoul (1986) and Busan (2002).

What is Biological Diversity? According to a growing worldwide interest in the loss of biological diversity, the Convention on Biological Diversity

was adopted upon United Nations Conference on Environment and Development at Rio de Janeiro, Brazil in

1992. Since entering into force on 29 December 1993, the Convention was joined by 194 countries (including

EU) as of August 2014.

Convention on Biological Diversity was the top three environmental agreements in the world along with

UNFCCC (United Nations Framework Convention on Climate Change) and UNCCD (United Nations Convention to

Combat Desertification) adopted in Paris, France in 1994 and has been held every two years since its first meeting was

held in the Bahamas in 1994.

Background As experts have warned that two-thirds of the vertebrates in earth have disappeared since 1970 and biological

diversity will fall off up to 10 % by 2050, the meeting was held in a situation the survival of the human and

future of the earth are determined. In particular, the 1st Nagoya Protocol meeting which is to be held for the

first time during the conference is expected to create large moves for world-wide bio industry, including medicine,

agriculture, and health, estimated as 17 trilion won.

•Fair and equitable sharing of the benefits arising out of the utilization of genetic resources

Details Under the theme ‘Biodiversity for Sustainable Development,’ the Convention of Biological Diversity is

the world event, hosted by the United Nations and sponsored by the Ministry of Environment, Gangwon-do

Province, and CBD Secretariat. Also there are a variety of meetings held during the meeting. (Please see below)

It is expected that ecology resources of Gangwon will be recognized as ecology resources for the whole

mankind through adopting “Gangwon Declaration” containing the ecological value of DMZ at Biodiversity

Summit for Cities & Sub-national Governments organized by Gangwon-do.

Gangwon-do Province makes an effort to attract local participation and for development by encouraging

local residents to sell local specialties and ecological tour program to introduce ecological cultural attractions.

Jilin province, located in the center of the northeast of the People's Republic of China, borders Liaoning to the south, Inner Mongolia to the west, and Heilongjiang to the north. It is close to the sea and an inland Province. Covering an area of over 180,000 square kilometers, Jilin has a total population of 27.5 million and GDP is 12981.46 million yuan. It has comparatively fast development of economy in China and is one of the regions where the economy is growing.

excellent quality is collected. Jilin is the producing area for world-famous

health food "ginseng, marten, and deer antler” called “three treasures”.

Ginseng accounts for 85 % of the China's total production and 70 % of

the world's production. Jilin is the leader in China’s bio medicine research

and development and production technology.

Outstanding Ecological Environment Jilin is proud of four distinct seasons and outstanding ecological

environment. It is well known for summer resort for travelers from

home and abroad and is the best place for spending holiday skiing in winter.

Good Investment Climate Jilin is characterized by good investment climate. As scientific technology

education is advanced in Jilin, state-oriented research organization, laboratory,

and center for technologies are located within the region and a variety of

talented people are gathered. ‘Government-designated development zone’ in

Jilin amounts to 10. With ‘Northeast Promotion Policy,’ Yanbian in Jilin is

benefiting from policy such as ‘China Western Development.' Under the

direction of China’s national policy, Jilin has created preferential policies to

encourage more expanded foreign capital use and investment of foreign

investment, and improve investment climate. “Northeast Asia” hosted by

Jilin Province is held every two years from this year and “the 10th Northeast

Asia Fair” will be held in 2015.

Region where Machine Manufacturing is Developed Jilin is in manufacturing growth as major industrial complex in China.

The total production amounts to 2.247 million and the sales amount to

2.219 million. It makes up 10.1 percent of the Chinese car sales. In addition,

Jihwa and Kilin Chemical and Industry Economy Zone became the

most important complex of oil and chemistry industry in Northeast

region. All sorts of rail and train production account for 44% and 55 %

respectively in China. Also, photoelectronic technology is relatively

developed in Jilin and strategic emerging industry exemplified by new

renewable energy, new material, energy conservation, and environmental

protection technology is gworing at a rapid pace.

Production Base for Main Grain Products Jilin is a production base for main grain products. Overall grain production

in Jilin went up to 35.51 million tons in 2013 and it is the fourth big

production area in China. As the western area of Jilin consists of grassland

areas, it is one of the 8 leading farms. Like this, based on outstanding

agriculture and livestock farming, agricultural product processing is

developing at a faster pace.

Abundant Resources Jilin has abundant resources. Mineral resources buried are 115 different

types and there are 38 types of minerals showing off one of the top five

Republic of Khakassia, Russia is situated in the south-west part of Eastern Siberia, a center of Asia and borders with Krasnoyarsk in the north, east, and east-west, the Altai Republic in the south-west, the Republic of Tuva in the south, and Kemerovo region in the west. It has an area of 61,600 ㎢.

It also has a population of 532,200 and there are 100 different ethnic groups. Its capital city is Abakan, where 172,200 people live. Republic of Khakassia is divided into 100 cities, counties, and towns and the Khakas language has co-official status in the republic. Khakassia climate is severe continental with cold winters and hot summers.

Republic of Khakassia has a wide range of experience in promoting projects for a

long time and continues successful partnership with other regions. Let me briefly

explain several advantages of our region. Republic of Khakassia has the favorable

geographic condition, convenient transportantion, stable econmy, and high-quality

human resources as well as economic growth, expansion of state support projects,

and improvement of investment environment.

Republic of Khakassia has made development in many fields such as economy,

society, and public life over the five years. In agricultural sector, a program to preserve

intrinsic value that small villages have and promote regional development has been

carried out with support by the government for 1 year. In addition, youth support

program was operated to support housing for newly married couple and experts free

of charge in 2013. As part of promoting small and medium enterprises in Khakassia,

it makes an effort to create investment environment for business and economic growth

and build a cooperative relationship between large companies and small and medium

companies.

Government has decided to construct Abakano-Chernogorsk agglomeration as part

of a development of Khakassia and makes progress for Chernogorsky, a new industrial

complex. Scientific and educational system where the raw materials base and human

Khakassia is the land of opportunity for social and economic development. As

President Putin of Russia made mention of development project in Far East region

and East Siberia, it prepares a good starting for a series of benefits. Therefore the

enteprises invested in Khakassia are exempt from income tax, property tax, and real-

estate tax regarding mining (except for oil and gas) for five years and mandatory

insurance is set at a low rate. Benefits, inlcuding simplification of construction

permit acquisition process, connection of the power grids, and customs procedure

are also arranged. Government will be dedicated to supporting smal and medium

enterprises, establishment of a new enterprise, and production. Khakassia is ready
