Section&1:&What&is&the&National&Domestic&Worker’s&Alliance?&!! MISSION&The!National!Domestic!Workers!Alliance!(NDWA)!is!the!voice!and!vehicle!for!respect,!recognition,!and!inclusion!in!labor!protections!for!domestic!workers!in!the!United!States.!Through!leadership!and!capacity!development,!strategic!campaigns,!innovative!research,!and!alliance!building!we!seek!to!build!a!vibrant!movement!for!global!justice!rooted!in!a!commitment!to!worker!and!human!rights.!&! HISTORY&(See&addendum&for&more&on&NDWA&history,&current&priorities&and&accomplishments)&The!National!Domestic!Workers!Alliance!was!founded!at!the!US!Social!Forum!in!Atlanta,!GA!in!2007.!Since!our!founding,!we!went!through!an!immense!growth,!both!internally!and!externally.!We!have!grown!from!13!members!to!42!affiliate!organizations,!from!a!$20,000!budget!to!one!that!is!just!under!$3!million,!from!a!staff!of!1W2!members!to!one!of!18,!and!to!an!organization!leading!multiple!projects!and!campaigns!at!a!state,!national!and!international!level.!This!growth!can!be!attributed!to!a!number!of!factors,!in!particular!to!clear!and!visionary!leadership!and!strategy!in!both!domestic!worker!organizing!and!the!broader!movement,!to!our!victories!in!New!York!and!at!the!ILO,!and!to!the!high!level!of!alignment!with!our!member!affiliates.!

NDWA!is!the!leading!voice!for!respect,!recognition,!and!rights!for!domestic!workers!in!the!United!States.!!Through!research,!building!alliances,!leadership!development,!and!policy!change,!we!seek!to!win!improved!working!conditions!for!the!workforce!while!building!a!powerful!movement!of!domestic!workers!rooted!in!human!rights!and!dignity.!NDWA’s!programs!include!local!capacity!building;!statewide!policy!campaigns!to!establish!labor!standards!and!enforce!existing!rights;!national!and!international!allianceWbuilding;!workforce!development!training!and!research.!

NDWA!brings!together!42!local,!membershipWbased!organizations!of!nannies,!housekeepers!and!caregivers!for!the!elderly!located!in!27!cities!and!18!states!around!the!country.!Our!current!annual!budget!is!just!under!$3!million,!including!about!$1!million!in!reWgranted!support!for!our!affiliates.!Our!recent!major!accomplishments!include:!

1. Completing!the!first!national!workforce!study!of!domestic!workers!in!collaboration!with!the!University!of!Illinois!in!Chicago!and!DataCenter.!

2. Providing!integral!support!toward!the!passage!of!the!landmark!New!York!Domestic!Worker!Bill!of!Rights,!the!California!Domestic!Workers!Bill!of!Rights,!with!similar!campaigns!emerging!in!Illinois,!Washington!and!Massachusetts.!

3. Serving!as!a!founding!member!of!the!International!Domestic!Workers!Network,!and!helping!to!pass!the!first!International!Labor!Convention!on!domestic!work!in!2011.!

4. Launching!the!national!campaign,!Caring!Across!Generations,!with!our!sister!organization,!Jobs!with!Justice!to!create!new!quality!care!jobs!and!change!the!way!we!care!in!this!country.!

5. Working!with!the!Obama!Administration!and!Sec.!of!Labor!Hilda!Solis!to!incorporate!domestic!worker!record!keeping!and!rights!for!home!care!workers!into!their!agenda!for!regulatory!change.!

6. Gaining!major!media!attention!including!Entertainment!Tonight,!OK!,!and!the!Washington!Post,!on!domestic!workers!stories!in!relationship!to!the!success!of!the!popular!book!and!film!“The!Help.”!

Capacity(and(Field(Building(!NDWA!strives!to!expand!the!domestic!worker!movement!by!involving!new!organizations!in!domestic!worker!organizing,!building!our!individual!and!institutional!membership,!and!supporting!our!members’!base!building!capacity.!NDWA!provides!training,!technical!assistance,!and!exchange!opportunities!for!organizational!members!with!the!goal!of!developing!key!leaders,!building!local!organizing!capacity,!and!developing!our!strengths!and!skills!to!provide!national!movement!leadership.!!

W Strategy!Organizing!Leadership!(SOL):!In!March!2012!NDWA!completed!a!2Wyear!program,!which!provided!training,!coaching!and!reWgranting!to!build!the!organizing!capacity!of!26!affiliates.!Another!version!of!SOL!will!begin!in!2014.!!

W Basebuilding!Innovation!Group!(Get!BIG!)!:!In!2013,!NDWA!launched!BIG!to!experiment!with!local!organizing!models!that!can!grow!our!scale!of!organizing.!

W Black!Organizing!Initiative:!NDWA!is!investing!in!organizing!more!black!domestic!workers,!including!with!development!of!the!NDWA!Atlanta!Chapter.!

Research((NDWA!seeks!to!expand!the!body!of!knowledge!about!domestic!work!and!to!place!domestic!workers!as!experts!in!this!research.!Between!2010W2012!NDWA!embarked!on!the!first!comprehensive!national!study!on!the!working!conditions!of!domestic!workers.!It!was!a!participatory!study!led!by!our!members!around!the!country,!and!included!surveys!of!over!2,000!domestic!workers!from!14!cities!and!culminated!in!the!publication!of!the!report!Home%Economics:%The%Invisible%and%Unregulated%World%of%Domestic%Work.!Dissemination!of!this!research!raises!awareness!among!the!public,!the!media,!employers,!and!policymakers!about!the!need!for!industry!reforms!throughout!the!country.!NDWA!is!working!on!a!book!to!document!the!history!and!lessons!learned!from!our!wave!of!domestic!worker!organizing.!!

Workforce(Development(Given!the!growth!in!the!care!industry!and!our!strategic!campaign,!Caring!Across!Generations,!NDWA!is!developing!a!homecare!worker!training!to!both!provide!critical!professional!training!and!to!build!the!base!of!caregivers.!A!pilot!launched!in!Seattle!in!2013.!NDWA!also!has!a!partnership!with!SEIU,!including!collaborating!on!homecare!training!and!vocational!ESL.!!

!Labor!Standards/Statewide!Bills!of!Rights:!

!In!August!of!2010,!NY!became!the!first!state!in!the!country!to!provide!basic!labor!protections!for!domestic!workers!after!a!valiant!and!creative!7Wyear!campaign!led!by!Domestic!Workers!United!and!the!coalition!of!domestic!worker!organizations!in!NY.!And!since!206,!organizations!throughout!California!have!been!leading!a!campaign!to!win!a!Domestic!Workers!Bill!of!Rights!in!a!second!state.!In!2013,!NDWA!member!organizations!in!MA!and!IL!launched!similar!campaigns.!We!have!a!Bill!of!Rights!campaign!cohort!where!organizers!working!on!these!campaigns!can!share!strategies,!lessons,!and!materials.!In!addition,!NDWA!provides!strategy!development!and!communications!support!to!the!campaignsW!from!helping!get!major!stories,!to!creating!national!media!campaigns!like!our!#BeTheHelp!campaign.!!

Department!of!Labor!Regulations:!Since!the!Since!the!Obama!Administration!took!power,!NDWA!has!been!advocating!for!regulatory!changes!at!the!Department!of!Labor!that!can!address!the!needs!and!exclusions!of!domestic!workers.!In!December!2010,!Obama!and!the!U.S.!Department!of!Labor!proposed!a!rule!change!of!the!companionship!and!liveWin!domestic!worker!regulations.!!The!proposed!changes!would!result!in!the!extension!of!minimum!wage!and!overtime!protections!to!most!home!care!aides.!Additionally,!the!proposed!rule!would!require!employers!of!liveWin!domestic!workers!to!maintain!an!accurate!record!of!actual!hours!worked.!

Movement(Building(We!believe!we!need!a!mass!movement!to!achieve!the!kind!of!change!we!need.!To!this!end,!we!prioritize!building!alliances!and!engaging!in!movement!building!projects!across!sectors,!regions,!and!countries.!

We!Belong!Together!is!an!initiative!of!the!NDWA,!the!National!Asian!Pacific!American!Women’s!Forum,!and!others,!to!bring!attention!to!the!ways!in!which!unjust!immigration!laws!affect!women,!children!and!families.!We!Belong!Together!has!two!primary!functionsW!1)!strengthening!and!integrating!a!genderWbased!analysis!into!immigration!policy!debates!at!local,!state,!and!national!levels,!and!2)!bringing!new!

Domestic Workers Movement

The founding of the National Domestic Workers Alliance (NDWA) inAtlanta, GA in 2007 was both a culmination and a new beginning. Itwas the culmination of a process, at first tentative and then increasinglyurgent, of sharing lessons and strategies among a far-flung group oflocal domestic worker organizations. And it was the beginning of morecollaborative, more powerful, and more interdependent nationalorganizing for the rights and dignity of nannies, housecleaners andelder caregivers.

The women who gathered in Atlanta hotel rooms during the U.S.Social Forum, June 27–July 1, 2007, were intent on finding ways toconnect and to co-create a stronger foundation for domestic workerorganizing. They were energized by their common mission and bythe surprise and deep satisfaction of finding their counterparts andforging a new sisterhood across geography, nationality and language.They were also buoyed by the powerful currents of global andnational change that flowed just below the surface of domestic workerorganizing.

Domestic worker organizing gained momentum as women immigrants—part of the great late 20th century wave of workers pushed out oftheir home countries by punishing international economic policies—entered the very narrow range of occupations available to them.

Domestic workers demanded rights as new worker organizing, outsideof traditional union models, took o! in the 1990s. Organizations withstrong roots in local communities, most especially in immigrant com-munities, advocated for workers who were overlooked, or consideredimpossible to organize, by the traditional labor movement. Day laborers,agricultural workers, restaurant workers and garment workers foundstrength in collective action, and domestic workers learned from theirexample.

Domestic workers found their voice as the immigrant rights movementtook to the streets to challenge the raw hostility directed at the foreign-born, particularly in the aftermath of 9/11.

THE HISTORY OF NDWA

MID 1990s

Local organizations beganorganizing domestic workersprimarily in New York, WashingtonDC, San Francisco and LosAngeles to address specificworker abuse and to pass poli-cies to extend labor protectionsto domestic workers.

JUNE–JULY 2007

NDWA is founded by 13 organi-zations from 5 states at the firstUS Social Forum in Atlanta, GA.

SEPTEMBER 2008

International Domestic WorkersNetwork is founded to push fora Decent Work for DomesticWorkers Convention at theInternational Labor Organization.NDWA serves on the SteeringCommittee.

OCTOBER 2009

NDWA meets with the Depart-ment of Labor to proposeregulatory reforms to strengthenlabor rights enforcement fordomestic workers.

SPRING 2010

First state anti-immigrant legis-lation introduced in AZ; NDWAholds a Women’s Human RightsDelegation on Mother’s Day inAZ and launches We BelongTogether campaign to lift upthe impact of immigration en-forcement policies on womenand children. NDWA later sentsimilar delegations to GA, AL, TNand Tijuana Mexico in 2011–12.

JUNE 2010

NDWA holds Second NationalCongress at the USSF in Detroit,with 200 workers from morethan 20 organizations. Launchedthe United Workers Congress(formerly the Excluded Worker’sCongress) to bring togetherworkers excluded from basiclabor rights.

AUGUST 2010

NY Domestic Workers Bill ofRights, the first of its kind inU.S. history, signed into law.

FALL 2010

National Research Projectlaunches to complete the firstnational report on the domesticworker industry.

JANUARY 2011

California Domestic Worker’sBill of Rights submitted to thelegislature.

MAY 2011

NDWA launches SOL (Strategy,Organizing, Leadership), a2-year capacity building andleadership training program, incollaboration with Social JusticeLeadership and generativesomatics.

Domestic worker organizing gained its footing as young organizers,schooled in gender studies, took the “intersectionality” of gender,race and class out of the universities and back into movements forsocial justice, where it had originally been born.

And it was fitting that NDWA was born in Atlanta, home to one of themany direct foremothers of the current stage of domestic workerorganizing. Dorothy Bolden led the Atlanta-based National DomesticWorkers Union of America in the 1960s and 70s. She understood thefight for better working conditions as a matter of basic human rightsand she urged Atlanta’s domestic workers to put their hearts andsouls into building their organization. “Stop putting your humanrights on a lay-away plan and installment plan,” she said, “dollar down,dollar when we can get it. Because we will never get it this way.”

Ms. Bolden was herself building on the precedent of the Atlantawasherwomen’s strike of 1881, led by the Washing Society. Thousandsof African American domestic workers refused to do their employers’laundry, and struck for better pay and better working conditions.

There were fertile periods of domestic worker organizing in the 1930sand the 1960s–1970s. Domestic workers built the Domestic WorkersAssociation, Domestic Servants Union, Working Women of America,Association of Women Wage Earners, Household Technicians ofAmerica, and the National Committee on Household Employment,among other organizations, to break the isolation characteristic ofcleaning and care-giving for wages in other people’s homes. No doubtthe names of many individuals and organizations have been lost tohistory, but their dedication to improving the conditions in whichdomestic workers labor fertilized the ground for this generation’sinitiatives.

By the time more than 50 women representing 13 domestic workerorganizations* from 5 states convened in Atlanta, they were alreadyan integral part of a rich context and history of organizing for therights of low-wage and excluded workers, of women, of immigrants,and of people of color.

These founding sisters, including workers from Bangladesh, thePhilippines, Barbados, Haiti, Mexico and El Salvador, shared organi-zational models, explored the history of domestic worker organizingin the U.S., and reflected on the victories and challenges of their policycampaigns. They also sang, shared stories, danced, marched, laughedand provided inspiration to countless others attending the U.S. SocialForum.

The domestic worker organizations present at the Social Forumembodied years of experimentation with organizational models andmissions. Many provided services, including skills training, to theirmembers. Some were worker collectives; others provided “know-your-rights” workshops. Some paid close attention to the relationshipbetween personal transformation and healing, leadership developmentand political action. Several had already taken the lead on citywideor statewide policy campaigns. Some organizations were embeddedin immigrant rights organizations or workers centers; others wereindependent. In both California and New York domestic workers hadalready created statewide coalitions to advance their bill of rightscampaigns. NDWA inherited this great wealth of grounded experience.And despite the diversities of nationalities and languages and orga-nizational approaches, strong themes emerged.

Each of the organizations was committed to building the collectivepower of domestic workers. Each was invested in developing theirmembers as leaders. All understood domestic worker organizing asa constituent part of a 21st century social movement to broaden U.S.democracy by winning rights and securing justice. And all wereimmersed in the global dimensions of both the challenges they facedand solutions they would need to pursue.

Most important, there was general agreement about the issues centralto the bad pay and radically substandard conditions that so manydomestic workers face. Domestic workers are excluded from theprotections of many federal and state employment laws and regulations—exclusions still haunted by their racially biased heritage. The caringand cleaning work that domestic workers do—traditionally understoodto be “women’s work”—is profoundly devalued in our society. Domesticworkers are isolated in private homes, vulnerable to abuse and exploita-tion by unethical employers. And domestic workers are part of a largeand rapidly expanding sector of the labor force for which the notionof a stable job with wages and benefits su!cient to support a familyhas become illusory. For this sector, work is most often part-time,temporary, poorly paid, without benefits and without prospects foradvancement. Language barriers and irregular documentation statusfurther compound these dynamics for many domestic workers.

Pride, dignity, respect, recognition. There is not an ounce of shame indoing the unseen but crucial work that literally makes all other workpossible. Domestic workers devote their time and attention to themost essential needs of their employers’ families, while also providingfor their own. If children and elders are not cared for, adults cannotengage in the jobs and professions that produce social wealth andmake the world turn. If no one shopped, cooked and cleaned, dirt anddisorder would soon overwhelm our best e!orts to contribute to thehealth and welfare of our communities. Whether it is family membersor paid employees who perform this work of caring and cleaning, itsvalue is beyond dispute.

Yet, central though its role may be, “women’s work” is taken forgranted, like an old piece of furniture, and immigrant labor is bothrelied upon and reviled. And so domestic workers stand at the nexusof corrosive cultural and economic forces that undermine their abilityto secure an adequate livelihood for themselves and their families.Their very vulnerability had been a spur to domestic worker projectsacross the country.

Through persistent on-the-ground organizing, the women in Atlantahad already proven that there’s no such thing as “unorganizable”people, communities or sectors of the workforce. On the final day ofthe U.S. Social Forum, July 1, 2007, they decided to create a newnational alliance that could nurture their determination to supporteach other, and so the National Domestic Workers Alliance was born.There and then NDWA articulated that its main goals were to:

• Collectively bring public attention to the plight of domestic/household workers;

• Bring respect and recognition to the workforce;• Improve workplace conditions; and• Strengthen the voice and power of domestic workers as a

workforce.

Worthy goals each and every one. But there was another, unstatedgoal, that came out of Atlanta—to Lead With Love.

In the face of great odds there’s a great temptation to contract andhunker down. But domestic worker organizing could not have comeas far as it has in these brief five years without being open-heartedand optimistic, without striving for and manifesting interdependence,without taking great risks in the service of a great cause, without,that is, Leading With Love.

DOMESTIC WORKERS BILL OF RIGHTS CAMPAIGNS:

• In 2012 California Domestic Workers Bill of Rights Campaign: after a powerful campaign led by the California Domestic Workers Coalition, the bill passed the CA Congress to then be vetoed by the governor.

• In 2013 Illinois, Oregon, Texas, Hawaii, Massachusetts, and California all introduced state bills! While the bills in Illinois, Oregon and Texas were not successful, Hawaii became the second state in the nation to pass a domestic workers bill of rights!

• The Domestic Workers Coalition in Massachusetts hit the ground running and have secured 41 co-sponsors in the House and 13 in the Senate. And in California, the bill has passed in the Assembly and continues to move through the Senate toward Governor Brown’s desk.

• Finally, the campaign is working to bring the voices and stories of older Americans, and care consumers to the table in the push to win a path to citizenship for the undocumented.

WE BELONG TOGETHER:

• In 2012 - We held women’s delegations to Birmingham, Alabama; Knoxville, Tennessee; and Tijuana, Mexico to lift up women’s stories on the impact of immigration enforcement. We collected children’s letters for our “Wish for the Holidays” campaign, bringing 10,000 letters to Congress expressing one wish: stop deportations and keep families together.

• In 2013 - The campaign expanded to mobilize women of all walks of life to join the campaign to win immigration reform, particularly women voters who could be moved to see immigration reform as core to a women’s equality agenda. As a result of these efforts, we’ve provided the opportunity for women in key geographies around the country, women celebrities and women leaders to engage in this effort. And we’ve provided a platform for women members of Congress to champion women, caregivers, domestic workers and families in the context of the immigration reform HIFEXI��[LMGL�LEW�VIWYPXIH� MR�XLI� MRGPYWMSR�SJ�E�RYQFIV�SJ�TVSZMWMSRW� MR�XLI�7IREXI�FMPP� XLEX�WTIEO�XS�XLI�WTIGM½G�concerns of women, such as the right to return for parents who’ve been deported and separated from their children.

STRATEGY ORGANIZING LEADERSHIP (SOL) PROGRAM:

• In 2012 - we held two leadership retreats for over 60 leaders from 25 organizations, building our capacity as organizational and movement leaders.

• -R������¯�[I�GSQTPIXIH�SYV�½REP�SJ�½ZI�VIXVIEXW�ERH�KVEHYEXIH�TEVXMGMTERXW�JVSQ�XLI���]IEV�TVSKVEQ��ERH�FIKER�to lay the groundwork for SOL II.

RESEARCH:

• In 2012 - Home Economics: The Invisible and Unregulated World of Domestic Work: we completed and released XLI�½VWX�REXMSREP�VITSVX�EFSYX�HSQIWXMG�[SVO�MR�XLI�9RMXIH�7XEXIW��JVSQ�HEXE�GSPPIGXIH�JVSQ�SZIV�������WYVZI]W�F]�domestic workers in 14 cities. Dozens of media outlets covered the report, including the New York Times, which also published an editorial calling for policy change.

• In 2013 - Improving Career Opportunities for Immigrant Women In-Home Care Workers and Increasing Pathways to Legal Status for Immigrant In-Home Care Workers: we co-released these two reports with the Institute for Women’s Policy Research that have been useful in our work to push for our immigration priorities on caregivers and domestic workers.

;I�GSRXMRYI�XS�KVS[��*VSQ������¯�������[I�KVI[�JVSQ����XS����EJ½PMEXI�SVKERM^EXMSRW��GVIEXIH�E�RI[�2(;%�GLETXIV�in Atlanta, and now have representation in 26 cities and 17 states. Our 2012 National Congress was our largest to date, with over 400 domestic workers engaging in assemblies and trainings, and actions together with National People’s Action, LMKLPMKLXMRK�XLI�RIIH�JSV�E�RI[�IGSRSQMG�ZMWMSR�XLEX�TYXW�TISTPI�½VWX���-R�XLI������'SRKVIWW��[I�IPIGXIH�SYV�½VWX�&SEVH�SJ�Directors as an independent organization.
