Recognized Schools under GNCT of Delhi that the Award Scheme is being revamped under the name INSPIRE AWARD- MANAK (Million Minds Augmenting National Aspiration and Knowledge) to align it with action plan for "Startup India" initiative launched by the Hon'ble Minister of India. Regional workshops have been held by Departement of Science & technology, in coordination with the National Innovation Foundation to sensttise all stakeholders regarding its implementation. For the year 2016-17, online nominations through E- Management of INSPIREAward scheme (E- MIAS) system has opened to all schools already. Concerned District Nodal Officers are herby directed to apprise the school suitably so that they can nominate their students. The nominations will remain open uuzs" February, 2017. All HaS Govt. Govt. Aided & Public recognized schools under GNCT of Delhi are hereby requested to do the online registration. The District Nodal officers are herby directed to facilitate the online registration of the schools following under the Districts. The selected models/project will be exhibited in the Delhi Satae Level Inspire Award Exhibition which will be held in the month of August, 2017. As you arc aware, the INSPIRE Award Scheme is being revamped under the name INSPIREAWARDS-MANAK (Million Minds Augmenting National Aspiration and Knowledge) to align itwith action plan for "Startup India" initiative launched by the Hon'ble Prime Minister or India.Regional workshops have been held by Department of Science & Technology, in coordination withthe National Innovation Foundation, to sensitise all stakeholders regarding its implementation.Broad details of the revamped scheme is enclosed as Annexure-I.

2. For the year 2016-17, online nominations through E-Management of INSPIRE AwardScheme (E-MIAS) system would become open to all the schools w.e.f Ol~! Deeembel', 2016.Concerned State Nodal Officers may kindly be directed to apprise the school suitably so that theycan nominate their students, The nominations will remain open till 28.02.2017.

3. It may kindly be also noted that submission of project synopsis (in word or pdf format) hasnow been made mandatory alongwith submission of online nominations. Therefore, registration ofall unregistered schools at E-MIAS website (www.inspireawa,·ds-dst.gov.in) may also be gotexpedited so that they too can avail benefit of the scheme.

Annexure-I

INSPIRE AWARDS-MANAK(Million Minds Augmenting National Asptratlon and Knowledge)

The INSPIRE Awards Programme has been renamed as fNSPIRE AWARDS - MANAK.The programme shall target school kids with an outreach to 10 lakh innovations (2-3 best ideasfrom each school) from 5 lakh schools across the country. The programme shall cover studentsin the age group of 10-15 years and studying in classes 6-! 0 of all recognized schools, whetherGovernment or private aided or unaided, run by Central Govt., State Govt., or local bodies viz.District Boards, etc.

(a) The nominations from schools will be received through District & State Authorities onexisting E-MIAS (E-Management of INSPIRE Award Scheme) portal at National Authority i.e.Department of Science & Technology (OST). A synopsis of the Project that the student wouldprepare will be annexed with the nomination proposal. The selection criteria adopted would bebased on the innovation 1 creativeness / novelty of the Project that the student proposes toundertake as given in the Project synopsis submitted. A window on E-MlAS platform will begiven to National Innovation Foundation (NIF) to receive and shortlist nominations.

(b) NIF will shortlist top 1 lakh projects for an lNSPIRE Award of Rs.5,000/- per studentand participation at District Level Competition. The INSPIRE Award of Rs. 5000/- would betransferred to the bank account of the student through Direct Benefit Transfer (DBT).

(c) District Level Exhibition & Project Competition (DLEPC): The DLEPC will be held atDistrict level which will be organized by the District/State Authorities. NTF will associate asJury to shortlist 10% (around 10,000) projects. The shortlisted 10% students 'will furtherparticipate at State level Competition.

(d) . State Level Exhibition & Project Competition (SLEPC) : The SLEPC will be held atState level which will be organized preferably at State Headquarters by the District/SlateAuthorities wherein NIF/DST will associate as Jury members to shortlist 10% (around 1,000)ProjectslModels for participation at National Level.

(e) Development of Prototype Models: The 10% (1000) Models/Projects shortlisted from theSLEPC will be given Rs. 20,000/- each for development of Prototype Model. NIF willcoordinate with NITs, IITs, and IISERs for holding of workshops and impart training toassist the students for development of prototype models. Rs. 20,000/- would be transferred [0

the bank account of the student through Direct Benefit Transfer (DBT).

(f) National Level Exhibition & Project Competition CNLEPC): 1000 PrototypeModels/Projects will participate at the Annual National Level Competition to be organised byDST. Jury members from DST, NfF and TIFAC (for Patent) will associate in the jury processand shortlist top 60 Models/Projects for National Awards and future ideation.

(g) Annual Festival of Innovation: NIF will coordinate for participation of the selected 60Models/Projects at the Annual Festival of Innovation in Rashtrapati Bhawan.

(h) Product Development: NIF will examine the feasibility of Product/Process developmentand to link the top 60 ideas with other schemes of DST for which NIF will prepare separateproposal.

(i) Patent: TIFAC will explore the possibility of filing the patents of shortlistedprojects/models from the NLEPC.

G) All other guidelines/norms relating to DLEPCs, SLEPCs and NLEPC etc. shall remainsame as was in INSPIRE Awards Scheme.
