Vision

To conduct innovative research, provide training, enhance professional development and assess security solutions

The National Center for Spectator Sports Safety and Security (NCS4) at The University of Southern Mississippi supports the advancement of sport safety and security through training, professional development, academic programs and research. NCS4 collaborates with professional leagues,

open-access events, intercollegiate and interscholastic athletics, along with

professional associations, private sector firms and government agencies.

It is a critical resource for sport venue managers, event managers, first

responders and other key stakeholders. NCS4 addresses issues related to risk/threat, counter terrorism, security management and emergency management.

TRAININGS

NCS4 offers comprehensive sport and special events safety and security training focused on building capabilities for multi-agency collaboration pertaining to risk management, incident management, evacuation training and exercise, and crisis management. The intact security teams from professional programs, intercollegiate and interscholastic athletics, as well as open-access events learn the concepts relative to planning, risk assessment, training, exercising plans and recovery/business continuity through scenario-based training modules. Trainings are delivered by specialists from law enforcement, facility management, emergency management, fire/HazMat, emergency medical/health services and public relations.

SportEvacTM

Developed by INCONTROL Simulation Solutions and NCS4, SportEvacTM is a computer-based 2D/3D modeling, simulation, visualization and reporting system to be used for effective training, operation, planning and emergency management.

ACADEMICS

The University of Southern Mississippi offers a master’s degree in sport management with an emphasis in sport event security management, the first of its kind in the United States. Additionally, there is an online certificate program in sports security management. These programs cover topics such as motives, methods and impact of terrorist activity, natural disasters, and crowd management issues in sports.

INSTITUTE FOR THE STUDY OF SPORTS INCIDENTS (ISSI)

The ISSI is the research and analysis unit of the NCS4. ISSI’s mission is to build the most comprehensive worldwide database of sport incidents involving spectators, while ensuring the appropriate protection, privacy and security of incident information. ISSI has developed the Incident Classification System (ICS), a unified system which defines and describes 15 incident types affecting sporting events.

Certifications

The NCS4 certifications ensure individuals responsible for the secure and safe operations of sports venues have adequate knowledge, skills and abilities to successfully perform duties.

• Certified Sport Venue Staff (CSVS) – Designed for an organization’s front line staff, CSVS certificants receive fundamental basic and role-specific competencies as well as background screening.

• Certified Sport Security Professional (CSSP) – Designed for individuals at the middle and upper levels of organizations in leadership roles responsible for the planning and overall security operations of sport venues and events, CSSP certificants gain the requisite knowledge, skills and abilities to successfully perform their jobs.

Venue Assessments

NCS4 offers a security assessment process designed to promote a standardized methodology for security planning at sporting venues and events throughout the United States. This planning process, known as Sport Event Security Aware (SESA), defines a minimum threshold for security policies, procedures and operational plans that address physical security, technical security, access control, emergency management, training and exercise, and weapons of mass destruction.

Technology Assessments

The NCS4 National Sports Security Laboratory (NSSL) meets the operational and technological needs of venue operators and security personnel at sports venues by offering the following:

• Opportunities for security observation and practice

• Technology tests and experimentation

• Evaluations of feasible security solutions

NCS4 development Fund

The NCS4 Development Fund was established to advance the sport safety and security profession and professionals by funding leading-edge research, education and training. Our mission is to build relationships with friends in order to secure private funds and other resources for the benefit of the scholarships and special projects at the National Center.
