  • 2. Neighborhood Commercial Revitalization
    • The purpose of the NCR Program is to promote the revitalization of neighborhood commercial districts by attracting consumers, private sector investment and spending to each commercial district.
  • 3. NCR Goals
    • Empower community groups to restore productivity of underutilized urban retail and business areas.
    • Improve the physical appearance of each commercial district.
    • Retain and expand existing businesses while recruiting new businesses.
    • Promote the districts as destinations for shopping, entertainment, and dining activities
  • 4. NCR Process
    • Two phase process
      • Phase 1 Partnership Project
        • Up to 3 years
      • Phase 2 Revitalization Project
        • 6 year commitment

    • Up to $15,000 Matching Grant for Exterior Improvements
    • Requirements:
      • Must be an existing building located in an NCR District
      • Non Residential Land Use
      • CDBG-eligible
      • Owner permission

    • Faade Improvement Grant; Matching up to $15,000 for eligible improvements
    • Application
    • Bids (3 bids; Over $25,000 Formal Bid Process)
    • Scope of work
  • 8. Operation Facelift
    • Eligible Improvements:
      • Paint, Wood Replacement, Windows, Doors, Re-roofing, Awnings, Signage, Fencing, Masonry
    • Ineligible Improvements:
      • HVAC, Electrical, Landscaping, Asphalt, Sign alone, Roof alone, Interior work
